The university may ask you to submit your TestDaF and/or DSH scores. For both these tests, the expected language competency is between CEFR B2-C1, which can take as long as a year with fasttrack courses & more than a year & half with weekend/slow paced courses - whether you learn in Germany or in India. The sooner you begin learning German, the better! Incoming first year students are offered a (free) German course at many universities, however it might be for CEFR B1/B2, assuming that the students already know basic German. In such case, always confirm with the university as well as the current students there and plan accordingly.

Right now, the safest way for you to learn German is to learn it online; whether at an institute, with a private tutor or on your own. Research & gather information about your course & its prerequisites for German & start working on your language goals, ideally, before application process begins.
