DESIGN PRINCIPLE 2
Create Open Public Goods The resources—knowledge, processes, technology, connections, data, etc.—required to resolve complex societal problems are often in short supply or unevenly distributed across the vast array of actors related to the problem. System change therefore often demands that scarce resources be made openly available to everyone as public goods. "Public good, is a product or service that is non-excludable and nondepletable (or “non-rivalrous”). A good is non-excludable if one cannot exclude individuals from enjoying its benefits when the good is provided. A good is nondepletable if one individual’s enjoyment of the good does not diminish the amount of the good available to others."8 This essentially implies that open and equitable access to relevant resources can enable their reuse and repurposing, boost productivity, and save duplication of effort. In some cases, the entire model can result in the creation of public goods; in others, certain components of technology, data, or knowledge can be turned into public goods.
