DOWNTOWN STRATEGY PLAN Submittal Date : 29th February, 2016 Submittal Contact : Ashwini Dhamankar DIA Director Downtown Investment Authority (DIA), 117 West Duval Street Jacksonville, Florida 32202 United States The City of Jacksonville and Downtown Investment Authority(DIA) is requesting proposals from qualified consultants to assist in developing a master plan vision to attract tourism and promote a better quality of life in the future for the city by enhancing the physical and economic environment along the St. John’s Riverfront in the Downtown area. The economic impact of tourism in Jacksonville is estimated to be $2.2billion annually in supporting approximately 22,000 jobs opportunities. Tourism represents a small but significant industry in Jacksonville, approximately 5.7% of all employment. The Downtown Strategy plan aims to integrate a clear vision that sets the stage for capital improvement, new development and retaining while attracting new and existing businesses. Hence, the Masterplan shall be able to deliver tactical solutions focusing on revitalizing Riverfront that guides recommendations of the policy for the next forty years. The consultant shall be able to address the connections to the adjacent neighborhoods namely Eastside, Riverside, Southbank, Avondale and San Marco by proposing strategies and implementing expansion of the water taxi and skyway public rail transit increasing the accessibility in the downtown area for the residents and visitors to our growing city while promoting opportunities to increase prospects for open and recreation spaces along the riverfront. The city invites consultants that are able to address these objectives with innovative solutions and detailed strategies in achieving the goals of revitalizing the riverfront in Downtown Jacksonville.

THE ENTERPRISE ZONE
The current development pattern of Jacksonville is characterized as sprawling, low density and suburban development. The Urban Core is however characterised by compact urban pattern, historic neighborhoods and the downtown area. In the recent years, this District has experienced a steady loss of population, employment and economic diversity due to population migration and suburban locations.
Jacksonville’s Enterprise Zone is a 20-square-mile base area with three additional developable sites totaling an additional 2,000 acres of property targeted for economic revitalization. Businesses located within the Enterprise Zone and/or the developable site areas are eligible to take advantage of various financial incentives offered by the State of Florida.
GOAL : Tourism in Jacksonville generates an economy of $2.2billion annually creating approximately 22,000 jobs opportunities. Tourism represents a small but significant industry in Jacksonville, approximately 5.7% of all employment. The City shall develop a master plan that promotes the economic development of Jacksonville’s Urban Core “Enterprise Zone” by increasing the tourism activities profiting the City of Jacksonville. The masterplan takes advantage of geographic location of the riverfront to help revitalize these areas to attract more tourist and employment opportunities and quality of life. The Master plan shall lay groundwork to create a new civic space in Jacksonville’s astoundingly beautiful location while also connecting the adjacent historic districts with effecient transit network and recreational parks for better quality of life of the current and future residents and tourists.
Policies and Strategies 1. Economic Development Policy : The city of Jacksonville shall develop for the next forty years economic strategies in the ‘Enterprise Zone’ to guide the revitalization of the core of the city (downtown) specifically the riverfront areas. Revitalizing these zones will attract increased source : Google Earth residential and tourist populations in helping to promoting the goal of captivating tourism. With the declining number of population over the time, Urban Core which combines Jacksonville’s strong urban fabric with historic structures, neighborhoods, the city has a rich oppurtunity to build itself economically strong enough to attract population. The Downtown area is uniquely poised to leverage these characteristics to capture future growth and stregthen its future. The city under the guidance of Jacksonville Economic Development Commission ( JEDC) shall take advantage of the riverfront’s desirability with its already distinct image and shall further continue to flourish in its tourism industry by taking help of the following oppurtunities: -Oppurtunity to revitalize the previously deteriorated riverfront and build a park that allows the public to rediscover the waterfront including the expansion efforts of Jacksonville’s Water Taxi (JTA) - Opportunity to Increase efforts to attract and retain new businesses and to expand the existing businesses. - Provisions to attract tourists and residents - Improving marketing efforts, enhance activities related to the riverfront - Improving the need for growth of retail and entertainment uses, building appropriate businesses towards the edge – restaurants, shopping streets

2. Historic Preservation Policy : In addition to economic development, the city shall develop preservation plan to protect the character of the historic districts and promote their use in strengthening the quality of life. Urban Core being in the historic center of the city, it holds huge opportunities such as maintaining and preserving assets which are critical to capitalize for the revitalization of the Urban Core. Retaining, revitalizing and preserving will help revitalize the Urban Core. Hence, providing a mechanism for protection becomes crucial towrds the economic development of the city. The City shall look into matters which would also relate residents and tourists to Jacksonville’s historic districts such as Eastside, Riverside, Avondale, San Marco and southbank and lay out following coursework to support the historic preservation : Opportunities: - Oppurtunities which shall Consider strategies to incentivize historic preservation, adaptive reuse and potential funding sources. - Opportunities which would reconnect neighborhoods for the population should be aware of its historic importance. The City shall promote expanding connectivity between downtown and these adjacent historically rich neighborhoods which is vital to the overall success of the Urban Core. Constraints: - Successful historic preservations tend to attract new businesses, greater tourism and tendency for rise in property values which could be a reason for fall out of the community. Urban revitalization may result in plausible gentrification - The costs incurred to travel to a historic neighborhood could turn as a negative point limiting from visiting the historic districts.
3. Transportation Policy : The City shall pursue expansion of the Skyway- Jacksonville’s public rail transit- into the adjacent historic neighborhoods to increase mobility and flow of tourists and residents in and out efficiently. The City aims to densify the Urban Core by inviting and attracting population in numbers. These transformations forces towards improved interconnectivity between adjacent historic neighborhoods in Jacksonville. An efficient transportation system which is well connected to residents and activity nodes is an eefective solution to development pattern. Hence, the City shall stress the importance of improving and expanding existing transit : - Improvement of the Skyway network for rapid transportation - Opportunities favoring improved mobility by expansion of Water Taxi routes along the riverfront These would implement high initial cost and energy but would turn beneficial in the later years. City shall also look in improving the access to the Riverfront which is limited and disconnected from the downtown.

The City shall take advantage of Jacksonville’s most identifiable feature of St.Johns Riverfront by providing viewsheds and access for proposals of parks and recreational spaces. Riverfront also provides an opportunity to access the disconnected neighborhood through this riverfront. Jacksonville Parks Jacksonville possesses the largest urban park system with expanding access and other good amenities. The masterplan shall take a lead on increasing this oppurtunity to create recreational parks along the riverfront pulling people towards the downtown and the riverfront.
JTA WATER TAXI - EXISTING AND PROPOSALS PARKS IN JACKSONVILLE
St. Johns River Taxi St. Johns River Taxi is Jacksonville’s attempt to attract visitors to explore Jacksonville . This oppurtunity offers an opportunity to view cultural and education amenities closer to downtown Jacksonville. However, this opportunity is limited to certain parts of the riverfront and developing this network in the future years may lead to densifying the riverfront.
