LOS ANGELES – In honor of Filipino American History Month, Mattel has released a new Barbie doll that pays homage to Filipino culture and heritage.

The “Barbie Styled by Design Doll 2” was conceptualized by Los Angeles-based Fil-Am artist Carlyle Nuera, lead designer for Barbie Signature at Mattel.

“Inspired by his heritage and haute couture style in the Philippines, designer Carlyle Nuera brings his cultural influences and artistry to life in spectacular fashion,” says the Mattel Creations website.

US legislators celebrate Filipino American History Month

Members of the Congressional Asian Pacific American Caucus recognize the Fil-Am communities’ cultural and historical contributions

WASHINGTON — Members of the Congressional Asian Pacific American Caucus (CAPAC) are celebrating Filipino American History Month, which recognizes the cultural and historical contributions made by Filipino American communities nationwide throughout the month of October.

This month commemorates the first recorded arrival of Filipinos in the continental United States on October 18, 1587, at what is now Morro Bay, California.

As early as 1763, Filipino sailors known as “Manilamen” established the first Asian American settlement called Saint Malo in present-day Louisiana.

Philippines, US hold anti-submarine, coastal defense drills

MANILA — It was a show of force and test of interoperability by the militaries of the Philippines, the United States and other major allies, which kicked off their joint maneuvers in different parts of the country both at sea and on land on Monday, Oct. 14.

In the West Philippine Sea, the Philippine Navy and the U.S. Navy conducted anti-submarine and night patrol exercises as part of their Sama-Sama (together) military drills. Japan, Australia, Canada and France will later join the exercise.

The naval maneuver took place against the backdrop of the increasing number of Chinese

vessels – including warships – in the West Philippine Sea.

Based on monitoring by the Philippine Navy, Chinese vessels in Philippine waters totaled 34 from Oct. 7 to 13, up from 28 the previous week.

In Pili, Camarines Norte and in other parts of the Bicol Region, Filipino and Australian soldiers held war drills as part of the second leg of this year’s Exercise Kasangga 2024.

The joint exercise, involving 216 Philippine Army personnel and 50 Australian soldiers, will run until Nov. 8.

The Western Mindanao Command of the Armed Forces of the Philippines (AFP), meanwhile, is spearheading a two-week capability enhancement drill dubbed as Joint, Combined and Inter-Agency

Airlines brace for 2024 holiday travel rush

AIRLINES are bracing for busier operations this holiday season as passengers book their flights to visit their friends and family and go on a vacation here and abroad.

AirAsia Philippines, in a statement on Tuesday, October 15, said that it had sold over 50,000 seats just for passengers traveling this Oct. 30 to Nov. 3, anticipating more bookings in the coming week. Most of the booked flights were to Boracay, Cebu, Bohol, Tacloban, Puerto

Princesa and Iloilo for local destinations.

For overseas, the top destinations were Taipei, Incheon, Narita and Bangkok.

“While the season is traditionally observed to commemorate departed loved ones, we’ve seen that some guests visit early, allowing them to use the All Saints’ and All Souls’ Day holidays for leisure travel,” AirAsia Philippines communications and public affairs head Steve Dailisan said.

Marcos calls for increased disaster risk reduction investments

MANILA — President Ferdinand “Bongbong” Marcos Jr. on Tuesday, October 15 emphasized the pressing need to “significantly increase” investments in disaster risk reduction to benefit countries most vulnerable to calamities. Marcos also highlighted the importance of a “sustained and predictable data and financing” to improve how countries address disaster risks.

“We must significantly increase our investments and develop financing mechanisms in disaster risk reduction,” said Marcos in his speech at the 2024 Asia Pacific Ministerial Conference on Disaster Risk Reduction (APMCDRR) at the Philippine International Convention Center (PICC).

PH remains world’s largest rice importer

THE Philippines is expected to import more rice this year and next, remaining as the world’s top importer of this staple food as the El Niño, La Niña and recent typhoons have curbed local production.

In its latest Grain: World Markets and Trade report, the U.S. Department of Agriculture’s Foreign Agricultural Service estimated that the country’s rice imports would reach 4.7 million metric tons (MT) this year, up by 2.2 percent from its previous estimate of 4.6 million MT, citing “strong buying of Vietnam rice.”

Philippine rice imports are expected to further increase to 4.9 million MT in 2025 because of “smaller crop” delivered by local farms.

The latest USDA projection aligns with a higher forecast for global rice imports this year, attributed to increases in demand from Malaysia and Nepal, despite estimates of higher worldwide production.

Global output up

Registered voters will need to pre-enroll 45 days prior to the election to receive their credentials, ensuring that all eligible participants are accounted for and can access the system. Voters will be able to cast their ballots using laptops, tablets, or mobile phones, doing away with the need for paper ballots. This development represents a significant shift in how Overseas Filipinos will participate in their country’s democratic process, marking the first time that voting will be exclusively digital for this group.

Mangalile revealed that, for the first time, internet voting would be the sole mode of participation for overseas voters. “There’s going to be one mode of voting for overseas voters—online,” he emphasized. This shift is expected to streamline the voting experience and improve turnout for Filipinos living abroad.

The report sees a surge in global imports next year, underpinned by higher demand from several African and Asian markets even as India’s trade policy changes are expected to boost global supply and lower prices.

India recently lifted the export ban on non-basmati white rice that had been imposed 14 months ago.

“Global rice production is forecast up based on a substantial increase for India, more than offsetting a reduction for the Philippines,” the report estimated for next year.

The USDA estimated that the country’s milled rice production would amount to 12.7 million MT this 2024 and decline to 12.3 million MT next year.

A previous report by the foreign agency slashed its rice production forecast for the Philippines due to crop damage from successive typhoons and a reduction in area harvested due to land conversion.

MANILA — A large majority of Filipinos are not inclined to support those who are deemed “pro-China candidates” in the May 2025 midterm elections, according to a commissioned survey conducted by Pulse Asia.

The Sept. 6 to 13 survey, commissioned by Stratbase ADR Institute, found that 73 percent of the respondents said they would not support candidates for national posts who are “pro-China at present or in the past.”

Only five percent said they would support such candidates, while 23 percent cannot say if they would support them or not.

Those who are against “pro-China candidates” were highest among respondents in the Visayas at 85 percent, followed by those in Metro Manila at 83 percent, Mindanao at 74 percent and the rest of Luzon at 65 percent.

It ranged from 72 to 74 percent across socioeconomic classes.

Meanwhile, 10 percent of the respondents from Mindanao and 10 percent among those in classes ABC said they would support “pro-China

candidates.”

It was five percent or below in other demographics.

“The sentiment among Filipinos reflects a profound mistrust toward candidates who align themselves with China. Many Filipinos feel that China’s actions, particularly in the West Philippine Sea, directly challenge our sovereignty and undermine our nation’s interests. This prevailing view is driven by both patriotic sentiment and a desire for leaders who will prioritize the Philippines’ long-term security and prosperity,” Stratbase founder Dindo Manhit said.

“Electing pro-China candidates poses significant risks, as it will lead to policies that compromise our territorial integrity, economic interests. Such candidates will become direct conduits for Chinese influence, which can jeopardize our national security and further empower a state that has repeatedly disregarded our sovereign rights and the international rulesbased-order. This is not just a political choice but a decision that can jeopardize our future and our nation’s standing in the global arena,” Manhit added.

Rodrigo Duterte invited to House inquiry on drug war EJKs

MANILA— The House joint committee has invited former President Rodrigo Duterte, along with Senators Bong Go and Ronald “Bato” Dela Rosa, to the next hearings on the drug war’s

extrajudicial killings.

Rep. Robert Ace Barbers (Surigao del Norte, 2nd District), who chairs the House quadcom, confirmed on Tuesday, October 15, they have sent invitations to Duterte, Go and Dela Rosa.  In an interview with NewsWatch Plus, Barbers said

the invitation was actually made during the quadcom’s second or third public hearing.

“An invitation was already sent to him before. If I’m not mistaken, it was for the second or third hearing of the quad. Invitations were sent not only to former President Duterte but also to Senator Bato and Senator Bong Go,” he said in Filipino.

In an earlier statement, Rep. Dan Fernandez (Santa Rosa, Lone District) and Rep. Bienvenido Abante (Manila, 6th District) said the quadcom’s investigation on EJKs is a “continuing invitation” for Duterte.   Fernandez is the chairperson of the House Committee on Public Order and Safety, while Abante chairs the Committee on Human Rights. These are two committees under the House mega panel.  No need for attendance If Duterte attends the public hearings, Barbers said they will be “honored by his presence.” Should he decide not to attend,

involving Torpedo Exercises using the Expandable Mobile Anti-Submarine Warfare Training Target.

He noted that both navies were able to hone their antisubmarine warfare techniques in a realistic and controlled environment.

In addition to CASEX, both navies also conducted Joint and Combined Patrol (Night Steaming in Company), simulating real-world scenarios of patrolling contested waters.

“This drill aimed to enhance coordination between participating units in a nighttime operational setting, improving response capabilities in crisis situations,” he explained.

Trinidad said Philippine and U.S. naval forces also executed Search and Rescue Exercises and Shipboard Casualty Care drills, “further demonstrating their readiness to respond to both traditional and nontraditional maritime security challenges.”

Trinidad said the ongoing Sea Phase of Sama-Sama 2024 highlighted the shared objective of both the Philippines and the U.S. to address maritime security challenges through cooperation and joint operations.

“These activities not only focused on combat readiness but also on humanitarian assistance and disaster response, integral aspects of modern naval

operations,” he added. He emphasized that the participation later of the Royal Canadian Navy, Japan Maritime Self-Defense Force and other allied navies would be another demonstration of commitment of the Philippines and its allies to peace and stability in the Indo-Pacific region.

Trinidad said Sama-Sama 2024, now on its seventh iteration, “represents the continuing evolution of bilateral maritime exercises, fostering stronger relationships among participating forces and enhancing overall regional security capabilities.”

Land drills

In Camarines Norte, Army spokesman Col. Louie Dema-ala said soldiers of the 9th Infantry Division based in Camp Elias Angeles made up the Philippine contingent in the Exercise Kasangga 2024 with Australian troops.

Dema-ala said the combined exercise covers critical areas of military operations such as urban operations, close combat techniques, combat shooting and tactical casualty care.

Soldiers will also undergo training in explosive assault breaching, cybersecurity operations, mortar gunnery with forward observers and CivilMilitary Operations exchanges, he said.

Earlier, from May to June, the first leg of the joint training

exercises was held in Gamu, Isabela involving at least 100 Filipino soldiers from the 86th Infantry Battalion of the 5th Infantry Division and 50 troops from the Australian Army.

The first leg of the exercises covered reconnaissance, mortar, drone operations, logistics, signal operations, jungle and urban warfare, tactical combat casualty care and breaching operations.

In Zamboanga City, Westmincom chief Lt. Gen. William Gonzalez said JCIMSTX seeks to enhance and synergize maritime security and operation readiness through collaboration among the difference military security units of the AFP, their foreign counterparts and relevant law enforcement agencies within the operation area of his command.

Also on Monday, the Philippine Navy denounced the Chinese for their “continued illegal presence in the West Philippine Sea” that it said “blatantly disregards the 2016 Arbitral Tribunal ruling and violates our sovereignty and sovereign rights.”

“This also highlights the need to continue modernizing the defense and security capabilities of the AFP. We in the AFP remain committed to upholding international law and defending the integrity of our national territory,” the Navy said in a statement. (Sheila Crisostomo)

The volume of rice imports entering the archipelago totaled 3.29 million MT as of Oct. 3, based on the data from the Bureau of Plant Industry. Vietnam remains as the top rice supplier (2.61 million MT) during the reference period, followed by Thailand (416,185.19 MT) and Pakistan (157,564.48 MT). India shipped 76,971 MT of grains.

The latest figure on rice imports already amounted to 91.3 percent of the country’s purchases last year.

Government data showed that rice import volume in the country had risen consistently from 2019 to 2022 before declining in 2023.

The country produced 8.53 MT of palay (unhusked rice) in the first half of this year, down

Rodrigo Duterte invited to House inquiry...

Duterte has yet to provide an official response or acknowledgment of the House’s invitation.

Meanwhile, the solon said “inter-parliamentary courtesy” may be extended to Go and Dela Rosa if they have no intention of attending the hearings.

This means the senators will not be pressured or forced to attend the hearings as they are also members of Congress.

However, Barbers stressed the invitation is an opportunity for Go and Dela Rosa to respond to the allegations made by several resource persons who said the two were involved in executing Duterte’s bloody war on drugs.

“As for the senators, of course, their names were mentioned. We want to give them a chance to respond to the allegations against them so that we can be fair. We are not favoring anyone, we are not taking sides,” the lawmaker said in Filipino.  If the three attend the quadcom’s hearings, Barbers said there won’t be any “grilling” because lawmakers “do not have the capacity to do that.”

“We will only allow the exchange of ideas and elevate the level of discourse regarding the subject matters we are discussing,” he said in a mix of English and Filipino.

He explained that House

lawmakers could only source ideas on how to improve existing legislation or propose new legislation from the hearings.

Barbers cited House Bill 10986 or the Anti-Extrajudicial Killing Act, which the joint committee filed on October 11. The bill proposes to criminalize EJKs and provide compensation for the victims’ loved ones.

Drug war is Duterte’s legacy but...

In an ambush interview on Monday, October 14, Go told reporters that Congress applauded Duterte whenever he spoke of the war on drugs.

He asked in Filipino, “Why is he being blamed for it now?

Didn’t the people benefit from it?”

Asked about his comment on Go’s reaction to the explosive testimonies alleging his and Duterte’s involvement, Barbers said he “never shifted his appreciation” of the war on drugs.

Until now, he lauds the former president’s declaration of a “true war on drugs,” saying the campaign should be continued as it closed down several shabu laboratories.

“I still believe that this war on drugs should continue, but not at the expense of taking the lives of our fellow citizens,” he said in Filipino.

While Barbers recognized that EJKs happened during the drug war, he said there were police officers and individuals who abused their power and not all of them could be connected to Duterte.

“Those abusers, how many thousands were involved? Are they all connected to the former president? Probably not. That is abuse by other officials and of the Philippine National Police,” Barbers said in Filipino.

“Hindi ko naman sinabi na si dating pangulo ang gumawa niyan. Ang sinasabi ko lang marami po tayong EJK na nangyari in the guise of the war on drugs. At hindi ibig sabihin niyan ay lahat si Presidente Duterte ang may kasalanan,” he added.

(I’m not saying that the former president did that. I’m just saying we have several EJKs in the guise of the war on drugs. And it doesn’t mean that all of it is the fault of President Duterte.)

Resource persons interrogated at the quadcom’s hearings have implicated Duterte, Go and Dela Rosa as key players in the drug war’s EJKs.

Allegations suggest that Duterte instructed high-ranking police officers to reward those who killed a drug suspect. Go was named as the public official who had received direct updates on the EJKs for reimbursement of operations.  Meanwhile, Dela Rosa is being accused of implicating former Senator Leila de Lima, a fierce critic of Duterte’s drug war, in the illegal drug trade.

Both Go and Dela Rosa denied the allegations made against them.

Go served as Duterte’s special assistant to the president, while Dela Rosa was the PNP chief who enforced the war on drugs. n

It also recently started flights from Manila to Don Mueang in Bangkok and routes from Cebu to Don Mueang, Osaka, Masbate and San Vicente.

Last week, Cebu Pacific announced that it had acquired Zobel family’s boutique airline AirSwift Transport Inc. for P1.75 billion. This will enable the low-cost carrier to operate direct flights to El Nido, Palawan following the integration of their operations. n

The September event was part of ongoing efforts by the Commission on Elections (COMELEC) and the Department of Foreign Affairs Overseas Voting Secretariat (DFA-OVS) to prepare for the 2025 elections. The training aimed to equip Foreign Service Posts (FSPs) with the necessary skills and knowledge to facilitate internet voting effectively. In parallel, Filipino community leaders were educated on the new process to help spread awareness within their communities.

Consul General Ferrer emphasized the significance of these efforts, noting that continuous learning and adaptability are essential in public service. “Activities like this one enable us to adapt to changing circumstances, develop innovative solutions, and remain grounded in the principles of good governance,” Ferrer remarked during the event. The information drive also saw participation from COMELEC Commissioners Socorro B. Inting, Ernesto P.

Maceda, Jr., and Marlon S. Casquejo, who encouraged Filipino leaders to embrace the new voting technology.

In previous elections, participation among Overseas Filipinos has been a challenge.

Mangalile pointed out that a significant number of ballots were returned to the consulates due to various issues, including incorrect addresses and outdated voter information.

With the introduction of online voting, the hope is that such logistical barriers will be eliminated, leading to higher voter turnout.

“The hope is that we get a high turnout this time,” Mangalile said, expressing optimism about the potential of internet voting to engage more Filipinos abroad. He further stated that there would be a concerted effort to inform the public through a “massive information campaign and training” to ensure voters are well-prepared to use the new system.

Special provisions will also be made for elderly voters, people with disabilities, and those with special needs, ensuring that all registered voters,

regardless of their situation, can fully participate. Mangalile mentioned that there would be machines available to assist these individuals, and consulate staff will be on hand to provide support for those needing help with the pre-enrollment process or the actual voting. The September 30 registration deadline closed with 10,646 voters officially registered, adding to the 1.69 million registered voters from previous years. However, the number of voters who will actually take part remains a focus for COMELEC, which aims to improve the historically low turnout among overseas voters. The internet voting system, they hope, will help address previous obstacles and increase participation.

Consul General Ferrer also called on the Filipino community leaders to take an active role in promoting voter participation. “You are here because we believe you are our ambassadors and partners in empowering the Filipino American community,” Ferrer said. He encouraged them to share the new information with their respective organizations and networks, urging them to participate in nation-building by exercising their right to vote. n

Remittances from OFWs up anew in August

MANILA – Personal remittances from overseas Filipino workers (OFWs) rose by 3.3 percent in August, the Bangko Sentral ng Pilipinas (BSP) said.

Data released by the BSP on Tuesday, Oct. 15 showed that

personal remittances during the month amounted to USD3.2 billion, up from the USD3.1 billion recorded in August last year.

DOJ: Decision to rejoin ICC up to Marcos

MANILA — The decision on whether the country will rejoin the International Criminal Court (ICC) rests with President Ferdinand Marcos Jr., the Department of Justice (DOJ) said on Tuesday, October 15 after the House quad committee hearings turned out damning allegations against former President Rodrigo Duterte in relation to his campaign against drugs.

In a statement, Assistant Justice Secretary Mico Clavano said the DOJ recognized calls to submit the congressional report on drug war killings to the ICC, as well as appeals to rejoin the court.

But he emphasized that the President remained the chief architect of the country’s foreign policy.

Malacañang on Monday, Oct. 14, firmly dismissed calls for the Marcos administration to consider the testimonies of key witnesses in the House hearings and submit the findings to the ICC to aid its investigation of the extrajudicial killings that happened under the previous administration.

“The Philippines will not return to the ICC,” Executive Secretary Lucas Bersamin said in a statement. “Based on this, the President is not expected to change his mind and now refer the quad [committee] matter to the ICC.”

PAOCC: Filipinos taking over scamming rings

MANILA — The government crackdown on illegal Philippine offshore gaming operators (POGOs) across the country has found out that some Filipinos have learned about the scamming schemes and taken over the activities left by their foreign operators, an official of the Presidential Anti-Organized Crime Commission (PAOCC) said on Tuesday, Oct. 15.

For the remaining Chinese operators, the National Bureau of Investigation confirmed that they had broken up into smaller groups to avoid being detected by authorities.

“There are Filipinos who have been taking over some scamming operations, we are already seeing some of these, albeit a few small groups,” PAOCC spokesperson Winston John Casio said in an interview on state-run television.

“That was something we have feared all along—that the time will come that Filipinos would become so adept with these POGO activities that they will learn to take over the scamming operations from the Chinese,” Casio noted.

He made the statement just as the interagency

task force on POGO raided another suspected scamming hub in the city of Biñan in Laguna province on Tuesday.

Operatives, however, found dismantled computers at the New Wave Technologies facility said to be owned by POGO “big boss” Lin Xunhan.

“Sadly, when we inspected the areas, all of the possible pieces of evidence had missing hard drives. This could mean that [records] of all their illegal activities have been disposed of,” he said.

The task force is racing against time to wipe out all POGO activities in the country by the end of the year, in compliance with the ban announced by President Marcos during his State of the Nation Address in July.

MANILA — The Philippines has been steadily improving in sciences and innovation, Speaker Ferdinand Martin Romualdez announced at the 149th Inter-Parliamentary Union (IPU) Assembly in Geneva, Switzerland.

Romualdez, in his speech delivered on Tuesday, Oct. 15 (Manila time), said that the Philippines’ Global Innovation Index has been increasing over time—noting that science, technology, and innovation are seen as the country’s “guiding lights of hope.”

To ensure the continuous progress of the country, Romualdez said the Philippine Congress has pushed for laws and bills that would promote these fields.

“With all these legislation, policies and programs, in terms of innovation governance, the Philippines’ Global Innovation

Rewarding murder

AS soon as Rodrigo Duterte assumed the presidency, unverified reports had started circulating about law enforcers receiving financial and other forms of rewards including promotions for every drug suspect killed.

The only problem was the lack of witnesses and material evidence that could elevate the stories beyond hearsay. While Duterte was in power, this seemed impossible. But now that he is no longer president, and more significantly, now that he and his relatives are at odds with the administration, persons are surfacing – some voluntarily, and others perhaps forced by necessity – and shedding light on suspected abuses in his so-called war on drugs.

Among those who have decided to talk is Royina Garma, who had raised eyebrows when Duterte named her general manager of the Philippine Charity Sweepstakes Office in 2019. Garma opted for early retirement from the Philippine National Police, where she was a colonel, to accept the PCSO post. She replaced retired Navy Maj. Gen. Alexander Balutan, who quit the PCSO amid corruption allegations.

Garma, who started her PNP career as a station commander in Davao City, has parried speculation that a “special relationship” between her and Duterte led to her assignment to the PCSO. I WAS in San Francisco for a couple of days where I was invited to deliver remarks and take part in a forum for the Fleet Week Senior Leaders Seminar onboard the USS Tripoli, an America-class amphibious assault ship. With us were U.S. Secretary of the Navy Carlos Del Toro as well as representatives of the Pacific Partnership (an annual deployment of forces from the U.S. Navy’s Pacific Fleet) and the Koa Moana 24 mission from the U.S. Marine Corps’ I Marine Expeditionary Force. THE 2025 midterm elections circus has come to town, as they say, and what a joke it’s turning out to be.

There are 18,280 elective posts and each voter will elect 12 senators, one district representative, one partly-list representative and local officials in each province, city and municipality, according to the Commission on Elections.

I waited for the filing period to end before writing this piece, hoping that at the last minute, there would be more respectable candidates and less of the laughable ones.

But judging from the long list of individuals who filed Certificates of Candidacy, it’s become a dizzying crop of wannabe politicos.

One can only conclude that Philippine politics has spiraled down deeper and deeper into a rabbit hole of dark comedy, horror and entertainment all rolled

Last Friday, October 11, however, she had her own story to tell. In an affidavit that she read before the quad comm, she provided a detailed account of the alleged reward system in Duterte’s drug war, with Leonardo picked to head a task force that would apply the so-called “Davao model” nationwide. Leonardo identified the persons who would be on the narco list, Garma testified, adding that a tiered system of financial rewards was coursed through Christopher “Bong” Go, at the time Duterte’s special assistant and now senator. Go has vehemently denied Garma’s story, describing it as a diversion from the serious accusations against her. But the quad comm has summoned his aide Irmina Espino, also known as Muking. Sen. Ronald dela Rosa, Duterte’s first PNP chief, has also denied the reward system, even as he has admitted that he designed Oplan Tokhang , the first phase of the bloody war on drugs. Leonardo has resigned as commissioner of the National Police Commission. Regardless of the motivations behind the congressional probes and witnesses’ testimonies, the nation hopes the truth may finally come out. (Philstar.com)

But most of all, it’s dangerous. Is this the kind of society we will be bequeathing to our children and our children’s children?

So much has changed in San Francisco since I lived in the Bay Area many years ago, but it sure felt like a homecoming because of the warm welcome we received from the FilipinoAmerican community. I was fortunate to join them for the 20th Filipino American History Month celebration with Mayor London Breed at the San Francisco city hall, along with our Philippine Consul General Neil Ferrer.

As I said during my remarks, I was pleased to see the thriving Filipino community – a testament to the enduring relationship between the U.S. and the Philippines. The Filipino American History Month celebrated in October is very significant as we will also commemorate the 80th anniversary of the Battle of Leyte Gulf that lasted from Oct. 23 to 26 in 1944 – a shared history with the United States. People also remember the historic landing of General Douglas MacArthur on the shores of Palo, Leyte on Oct. 20, 1944, which

has been immortalized in history books and that many Filipinos consider as a sign of the U.S. commitment to the alliance.

The relationship between the Philippines and the United States has never been stronger, benefiting from the continuing positive momentum in various aspects of cooperation such as defense and security, economic and other areas of mutual interest. But as I have said on several occasions, we must boost efforts to modernize the Armed Forces of the Philippines and enhance our defense capability to become a mutually reliable partner that can also significantly contribute to the alliance, especially at this time when we face so many challenges.

That is why the signing of the Self-Reliant Defense Posture (SRDP) Revitalization Act is very timely because it aims to develop our local defense industry and lessen our dependence on foreign suppliers down the line.

“We are anchoring our defense strategy firmly in the strength of our own resources and capabilities,” President

Marcos said, explaining that the new law seeks to “create a framework that makes us less dependent, more resilient, better prepared” for challenges ahead.

Priority will be given to research and technology, with the president emphasizing the need for collaboration among the best minds in defense, science and technology and business – to fulfill the vision of “a defense posture that is independent, dynamic, and geared to the future.”

just about anyone to run for public office.

If you are running for president and vice-president, for instance, you must simply be a natural-born citizen, a registered voter, able to read and write, resident of the Philippines for at least 10 years and at least 40 years of age on the day of election.

If you are running for the senate or the House, the qualifications are similar except the age and the residency – at least 35 years old to qualify as a senatorial candidate and at least 25 years old to qualify as a congressman.

And if you want it easier, just opt to be a Philippine party-list representative. You just need to be a natural born citizen and you must be able to read and write.

It’s so easy isn’t it? One can even just fake the required documents.

It’s no wonder that alleged Chinese spy Alice Guo became Bamban mayor and quietly built an offshore gaming empire right in her backyard.

While these basic qualifications were supposed to make our electoral system inclusive, the

opposite has happened instead. It’s a system that mostly favored the elite, the trapos and the political dynasties because they are the ones who can afford to mount a successful campaign.

And where do they get the funds? Just ask Baguio Mayor and anti-corruption crusader Benjamin Magalong – from roads and other infrastructure projects.

It’s the reason why we see the same names elected into office, election after election while the masses see little changes in their lives.

Ever wonder why so many slum areas remain dirt poor? That’s because the politicians want to keep vote-rich communities that way so that come election time, they are easy prey because they remain desperate and vulnerable.

Even the party-list system, which is supposed to represent the marginalized, has become bastardized by the trapos, making it a backdoor entry to the House of Representatives to those who cannot win in their districts.

I also can’t help but notice that more and more controversial

individuals who have been convicted or are facing cases in court are joining the circus. They should be barred from seeking an elective post. In Singapore, if you are running for the presidency but have been convicted locally or abroad, you are automatically disqualified.

‘For the fund of it’

Others do it just for the “fund of it.” Running gives them the opportunity to ask money from tycoons and businessmen even if they don’t really have a strong chance of winning. Maybe they want to raise funds for their retirement. But are we so helpless to allow this? We must institute electoral reforms and raise the qualifications of political candidates.

Hope This is not to say that the candidates for next year’s elections are all a bunch of clowns. There are incumbent mayors seeking reelection who have done a lot of positive reforms in their cities especially during the COVID-19 pandemic. There are also progressive

The decision is on us, Filipino voters and we must take on the challenge to vote wisely. The voting public can choose alternative candidates and not be swayed by popularity or some love song or a silly dance.

We need men and women who will save this country from further political, economic and moral decline. We need solons and statesmen, not the usual crooks and clowns who steal our money. Remember that for many of these traditional politicians, politics is just like showbiz – it’s all show and big business.

PAOCC: Filipinos taking over scamming...

“We do not have a problem with the legal IGLs because they are complying with the requirement of the [Philippine Amusement and Gaming Corp.] and the President to really stop all of their operations by the end of the year,” he said.

Casio noted that the illegal ones were their main concern, or “those from the get-go have already been staging illicit, underground operations.”

The PAOCC estimated that about “50 to more than 100” illegal POGO firms continue to operate in different locations in Luzon, the Visayas, and Mindanao, Casio said.

“What used to be the bigger POGO hubs, with hundreds and thousands of employees, have disintegrated and were formed into smaller groups, which is why they multiplied in number,” he lamented.

Smaller units

NBI chief Jaime Santiago on Tuesday confirmed that POGOs were now operating in smaller groups to avoid detection.

He made the statement following the arrest of foreigners involved in a suspected POGO activity in Makati City last week where 15 Chinese, a Malaysian, and a Taiwanese were caught red-handed engaging in online scamming activities.

Santiago said the 17 were

likely part of a bigger POGO operation but left to continue their scamming activities in a smaller group to avoid detection.

“Based on our observation, larger POGO s have [broken up] into smaller groups and are occupying residential units, apartments, in order to escape our notice,” he noted.

NBI Cybercrime Division chief Jeremy Lotoc said the group’s usual modus involved love scams victimizing mostly foreigners.

He explained that the suspects would hook victims through their love scams, before offering investment proposals such as crypto to get them to send money.

“In our initial investigation, those who were arrested were part of the communications group. They are the ones who entice and chat with victims,” NBI agent Terence Lomas-e said. “There is another group, which is remotely located, who receives the money.”

Having different departments for finance, communications, as well as for administrative tasks, is one of the strategies POGO s employs to continue their operations so that even when one department gets busted, the rest can continue to operate, said Lotoc. Citizens’ help Casio said the problem of POGO s could be solved only with the help of the community.

“The community is the eyes and ears of the government and our nation, so whenever our citizens see some of these illegal activities, we need their help to be able to report it to their LGUs (local government units) and to law enforcement agencies,” he noted.

“Whenever you see these types of suspicious activities which involve many foreign nationals who are not tourists, please report them immediately to your LGUs, the PAOCC, the [Philippine National Police] and the NBI,” he said. He also warned owners of houses, apartments, condominium units, and other commercial facilities to practice “due diligence” in making sure that they are not renting out their property to scamming rings.

Meanwhile, the Bureau of Immigration (BI) said it would start looking for more than 12,000 alien POGO workers, or around half of the total number of employed foreigners whose working visas expired on Oct. 15, who did not voluntarily downgrade their visas.

“According to our latest data, there are about 12,000 who have filed for voluntary downgrading. The count will stop [on Wednesday] but hopefully, this number submitting themselves for visa downgrading would still increase,” BI spokesperson Dana Sandoval said. n

Soberano — who’s currently signed with U.S.based label Transparent Arts and artist agency Verve — remains focused on making a name for herself in Hollywood. This means taking charge of how she would establish herself in the industry, with the actress saying she’s “fending” for herself.

Soberano left Careless on July 29 of this year although her departure was confirmed only two months later. James Reid, the agency’s CEO, said the actress decided to leave due to differing career paths. In a cover interview with  Preview Magazine, the actress explained that her two-year stay in Careless was meant to help her take “more international opportunities” in her career, noting the agency has always focused on music.

“It can be a lot of work managing all of that, but it’s honestly very liberating knowing that I’m capable of all of it,” she said. “I don’t really think about rejection. I’ve been in this industry long enough to understand how things work… I rediscovered how smart, frank, and brave I could be when I let myself.”

In the interview, the actress shared that while she has constantly been receiving offers for “Filipino characters with very stereotypical arcs,” her agencies reminded her to be patient, as the right project will come.

“After doing my press runs where I talked about being a Filipina actress, I constantly got offers for Filipino characters with very stereotypical arcs… But my U.S. representatives remind me to be patient and wait for the right project,” she said.

Soberano also reflected on the stage of her career so far, sharing that while nobody “knows what they’re doing,” the entertainment industry will always remain uncertain for its artists.

“We can try our best to figure out the formula, to follow patterns, be a nice person, be the most talented person, be surrounded by the best of the best, but there’s no guarantee that that will translate to other people loving and appreciating your art.

And that’s just the reality of the entertainment industry,” she said.

In a September 2024 interview with entertainment insider Ogie Diaz, Reid explained that Careless confirmed Soberano’s departure to avoid any confusion from the public. He also reiterated that there were no hard feelings on both sides and wished the best for the actress’ endeavors.

SAN DIEGO – The City of San Diego has released the guidelines and opened applications for two significant funding opportunities to strengthen arts and culture activities and projects across the city. The Operational Support Program (OSP) and Creative Communities San Diego (CCSD) are now accepting applications for the upcoming funding cycle. OSP and CCSD provide critical financial support to nonprofit arts and culture organizations and projects, fostering growth in San Diego’s cultural ecosystem while expanding community access to the arts.

The OSP offers operating support to nonprofit arts and culture organizations, while the CCSD funds project-based initiatives. Both opportunities are designed to make a lasting impact on San Diego residents and visitors by boosting local tourism and ensuring that arts and culture thrive in all City council districts. The funding is made possible through the Transient Occupancy Tax (TOT), a tax collected from visitors staying in hotels and similar accommodations. OSP and CCSD-funded activities and projects will occur between July

Social Security announces 2.5 percent benefit increase for 2025

Security Income (SSI) payments for more than

72.5 million Americans will increase 2.5 percent in 2025, the Social Security Administration announced on Thursday, October 10. On average, Social Security retirement benefits will increase by about $50 per month starting in January.

Over the last decade the COLA increase has averaged about 2.6 percent. The COLA was 3.2 percent in 2024.

Nearly 68 million Social Security beneficiaries will see a 2.5 percent cost-of-living adjustment (COLA) beginning in January 2025. Increased payments to nearly 7.5 million people receiving SSI will begin on December 31, 2024. (Note: Some people receive both Social Security benefits and SSI.)

“Social Security benefits and SSI payments will increase in 2025, helping tens of millions of people keep up with expenses even as inflation has started to cool,” said Martin O’Malley, commissioner of Social Security.

Some other adjustments that take effect in January of each year are based on the increase in average wages. Based on that increase, the maximum amount of earnings subject to the Social Security tax (taxable maximum) is slated to increase to $176,100 from $168,600.

Security begins notifying people about their new benefit amount by mail starting in early December.

This year, for the first time, Social Security beneficiaries will receive a newly designed and improved COLA notice that makes it easier for

customers to find the information they need most. The simplified COLA notice is now only one page, uses plain and personalized language, and provides exact dates and dollar amounts of a person’s new benefit amount and any deductions. Individuals who have a personal my Social Security account can view their COLA notice online, which is secure, easy, and faster than receiving a letter in the mail. People can set up text or email alerts when there is a new message – such as their COLA notice – waiting for them in my Social Security. People will need to have a personal my Social Security account by Nov. 20 to see their COLA notice online. To get started, visit www.ssa.gov/ myaccount. Information about Medicare changes for 2025 will be available at www.medicare.gov. For Social Security beneficiaries enrolled in Medicare, the 2025 benefit amount will be available via my Social Security’s Message Center starting in late November. Balota” tells the story of Teacher Emmy (Rivera), who gets assigned as one of the board of election inspectors for her local precinct but is forced to fight tooth and nail to safeguard the rusting yellow ballot box containing the last copy of the election returns before all hell broke loose in a faraway town. As is wont in many places, the ballot box is handcuffed on her wrist for safekeeping, an unwanted burden.

Driven by an aim to deliver insights on election fraud, corruption, bribery, and outrageous killings, the viewers witness Emmy brave through the repulsive image of politics, mustering her courage to protect the sanctity of the vote, and ensure the integrity of the elections, no matter how damaged the system was.

In truth, there was really nothing novel about the message that Balota” wants to impart, as time and again we have seen the subject of elections being tackled in TV soaps or even in some movies.

But what sets “Balota” apart was how it focused on one or two persons who will stand up against evil politicians, not because they are fearless; but it is because of that fear that drove them to fight back. The strength of “Balota” lies in its determination to encourage its viewers to take action and believe in the power of collective effort to scream against the massive injustice from the people in power who would rather silence the majority.

Unlike other political films that try to give an idealistic ending that the good or the lesser evil eventually prevails, “Balota” gives an honest depiction of the grim reality of the elections, and that no matter how frustrating it is to witness the dirty politics triumph

Successful program to provide housing assistance for people experiencing homelessness expands

SAN DIEGO – Following through on its commitment to bring people off the streets and connect them to services and housing, the City of San Diego is leveraging state grant funding to help people experiencing homelessness get into housing and stay there.

On Monday, October 14 the city announced it will allocate $4.4 million for the Supportive Services and Temporary Housing Financial Assistance Program, through a contract with the nonprofit National Alliance on Mental Health (NAMI) San Diego. The funding – made possible through two California Encampment Resolution Fund grant awards

– will help at least 131 people currently living along Interstate 15, near City Heights and the San Diego River, as they transition out of encampments and into longterm housing.

“Housing ends homelessness, and this funding will help us ensure that people don’t just get off the streets but stay in stable housing long-term,” said San Diego Mayor Todd Gloria. “With this grant, we’re able to meet people where they are and provide tailored support — whether that’s rental assistance, medical fees, or other services — to help them regain their independence and thrive.

Programs like this are how we’re turning the tide on homelessness.”

The city has previously used similar state grant funding to provide housing resources and address encampments along E Street in Downtown San Diego, near East Village. Ten months after extensive cleanup and outreach efforts were completed in that location, 63 people are still in either permanent or long-term housing.

The Supportive Services and Temporary Housing Financial Assistance Program may include housing placement, advocacy, mediation, self-sufficiency services and other measures to promote coordination of care and housing retention. In addition, it will provide individuals with rental assistance, temporary housing financial assistance, and security deposit payment assistance.

The grant can help pay for other costs including funding set aside to cover permanent housing application fees, utility deposits, or appropriate clothing or auto repairs to maintain employment.

“Securing housing is the ultimate goal, but often times that is not the end of the story,” said Sarah Jarman, Director of the city’s Homelessness Strategies and Solutions Department. “We’re not

connecting someone to housing and then walking away. These supportive services will allow us to ensure we do everything possible so that people remain in stable housing.”

The city has received three Encampment Resolution Fund grant awards from the state of California. These funds provide dedicated, ongoing financial assistance to ensure a stable home is found for people living in the encampments. In addition to housing, the outreach efforts provide a compassionate blend of supportive services and diversion programs, helping individuals end their homelessness.

expanding mental health care through recuperative care beds

THE San Diego County Board of Supervisors has accepted a $12.4 million grant from the state and approved using $8 million in other funds to expand access to mental health services.

The grant from the state’s Behavioral Health Bridge Housing Program will fund 16 recuperative beds along with renovations to a building that will become a new County Substance Use Residential and Treatment Services facility in National City. It will also fund another 33 new recuperative care beds at other treatment centers.

The 16 recuperative beds at the substance use residential and treatment program will provide short-term housing for adults in substance use treatment to recover after being discharged from an acute care setting. Acute care facilities are higher security spaces providing round the clock care with constant supervision while the short terms beds help patients transition back into the community.

“Recuperative care is a key service within our behavioral health continuum,” said Dr. Luke Bergmann, director of County Behavioral Health Services. “Patients with behavioral health conditions are five times more likely to have physical health challenges and are at higher risk of homelessness than those without. Recuperative care enables patients with behavioral health and other challenges to be safely discharged from

hospital settings and put on a path towards recovery.”

The increase in recuperative care beds is also expected to serve people experiencing homelessness who are transitioning out of crisis and into more stable, long-term housing solutions.

The 33 new recuperative care beds create more access to mental health services through a community-based care model. They are part of the County’s expansion of shortterm community-based care services that includes six Crisis

Stabilization Units with one more under construction.
