The IMF forecasts that the ASEAN-5 (Indonesia, Malaysia, Philippines, Thailand, and Vietnam) will grow a combined 5.4% in 2014, compared to 2.6% for the U.S. and 1% in the Euro area. Project Tracking CAMBODIA E-IDs Scale: 5.5 million Cambodian citizens The Ministry of Interior will issue electronic identification cards to an additional 5.5 million citizens in the near future as Cambodia makes the transition from regular identity cards to e-IDs. Deputy Prime Minister and Minister of Interior Sar Kheng said that up to 2.2 million citizens have received e-IDs in the first phase, according to AKP news agency. "As we the country moves towards an ASEAN economic integration, effective name registration and identification will facilitate management of the flow of people and goods," he said.

INDONESIA Hospitality Scale: 100 hotels Scheduled Completion: 2015 Hotel giant Accor plans to open more than 200 hotels in the Asia-Pacific in the coming years. A total of 227 hotels should open "in the next 3 to 4 years", meaning more than 49,000 extra rooms, said Michael Issenberg, COO for Asia-Pacific, Accor. Indonesia is the group's second-fastest growing market in the region and 71 of the new hotels are planned for the sprawling. Accor, the 6th biggest hotel group in the world with brands including Novotel, Sofitel, and Pullman, already has 73 hotels in Indonesia. Gerard Guillouet, senior vice-president for Malaysia, Indonesia, and Singapore, added Accor was on track to have 100 hotels in Indonesia by 2015.

Transportation Scale: 7 transit-oriented developments,17 park-and-ride centers, 2 MRT routes, 8 busway corridors Scheduled Completion: 2030 The Jakarta administration had high hopes that the capital’s traffic congestion could be solved over the next 17 years with the integrated transportation system, which had been included in the 2012 bylaw on regional spatial planning. The plan includes 7 transit-oriented developments (TOD) across the capital region, 17 park-and-ride centers, north-south and east-west MRT routes, and 38 busway corridors. Deputy Governor Basuki Tjahaja Purnama said the city administration had allocated Rp 5.16 trillion ($423 million) in 2014 to develop the transportation system.

Infrastructure Indonesia announced it will allow increased levels of foreign investment in the country’s airports, power plants, toll roads, and pharmaceutical industries as part of government efforts to boost the slowing economy. “The commitment is to maintain Indonesia’s economic growth and anticipating a slowdown in the global economy by encouraging investment, particularly in domestic and foreign investment,” said Hatta Rajasa, Chief Economic Minister. Under the new policy, the government increased the maximum foreign investment in pharmaceutical companies to 85% from 75% and advertising to up to 51%, said Mahendra Siregar, Investment Chief.

Transportation Scale: 209 km Scheduled Completion: 2020 The bidding to win the Thai high-speed train project would likely be held from Q3 2014 to 2017 while the construction of the railways and the procurement of those trains are scheduled to be completed within 2020, according to Chatchart Sitthipun, Transport Minister. For the time being, environmental impact assessments are yet to be finished, regarding the planned routes for the high-speed trains with a main station in Bangkok. Those routes include Bangkok – Pitsanuloak; Bangkok – Nakorn Ratchasima; Bangkok – Rayong; Bangkok – Hua Hin.

Transportation Scale: 4,385 buses and vans and 6,191 trucks The Transport Co, the state-enterprise interprovincial bus operator, will equip all of its franchise buses and vans with global positioning system (GPS) devices to improve safety measures in 2014. All the 659 buses of Transport Co and 2,263 trucks for transporting dangerous substances such as chemicals and gas have been equipped with GPS, enabling officials to monitor the speed, location of the vehicles, and monitor the drivers' behavior. Transport Co has a plan to install GPS in 4,385 privately-licensed buses and vans operating under its authority and 6,191 trucks transporting dangerous substances, according to Chadchart Sittipunt , Transport Minister.

VIETNAM Oil & Gas Scale: 24 oil & gas projects Scheduled Completion: 2014 Vietnam National Oil & Gas Group (PVN) plans to implement 24 oil and gas projects in 2014 to ensure national energy security. Of the sum, there will be 6 exploitation and exploration projects, 7 projects of petroleum processing and refining, 5 projects of industrial gas, and other 6 projects of petroleum technical services. In 2013, PVN disbursed total of VND252.2 trillion ($12 billion) for its projects in 2011-2013 period.

Sea port Scheduled Completion: 2020 The Vietnam Maritime Administration has proposed to develop deep-sea ports in the northern city of Hai Phong, the southern province of Ba Ria – Vung Tau, and the Van Phong Port in the central region as standard access ports for ships of 100,000 DWT from now until 2020. According to the Portcoast Consultant Corporation under the Ministry of Transport, which is in charge of the review, total fund for investment in the development of Vietnam’s seaport system by 2020 is estimated to reach VND 200 to 280 trillion ($9.5 to 13 billion).

Southeast Asia is commonly referred to ASEAN, a geo-political and economic organization of 10 countries including Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. These 10 countries account for more than 630 million people, nearly 9 percent of world population, with a combined GDP of US$2.1 trillion, comparatively low manufacturing costs and a rising middle class.

items. A rise in the minimum wage in Indonesia has boosted disposable income, prompting consumers to trade up to premium brands, according to Nielsen. All these facts and statics have shown that ASEAN continues to

Urbanization and Construction Boom In 1950, only 17 percent of the Asian population lived in urban areas. However, by 2030, it is expected that 55 percent of the population will live in urban environments, according to an UN report. Within nations of ASEAN, it is expected that by 2020, two-thirds of the entire ASEAN urban population will reside in five mega urban regions, which are Bangkok, the Kuala Lumpur-Klang, the Singapore Triangle, the Java, and the Manila. Robust economic fundamentals and fast urbanization boost ASEAN’s construction market. According to AECOM Report, Asia is the largest regional construction market worldwide today, accounting for some 40 percent of global construction spending. The Asian construction market is set to be one of the busiest on the planet and tipped to be the world’s fastest growing region between now and 2020.

Closer Tie with China & Japan As ASEAN economic strengths and potentials are too hard to ignore, both China and Japan are eager to forging closer ties with ASEAN.

In late 2013, Chinese President Jinping Xi made his first trip to Southeast Asia since taking office and became the first foreign leader to address Indonesia's parliament. Mr Xi outlined China's policy towards ASEAN in this historic speech highlighting China’s vision of closer economic relations with Southeast Asia and relieving territorial tensions. Japan also pledged to boost economic and security ties with ASEAN. During the talks, Tokyo agreed $20 billion in aid and loans to Southeast Asia.

Japan and Myanmar agreed on an investment accord to accelerate Japanese investment in the former junta-ruled country, while Tokyo, Laos, and Cambodia agreed to start talks on a civil aviation agreement.

ith the world debut of HDCVI (high definition composite video interface) — the latest technological breakthrough in long-distance HD-over-coax technology, Dahua Technology demonstrated both its R&D capability and determination to become a total solutions provider. The innovative HDCVI makes possible the transmission of HD video without latency over a distance of up to 500 meters via coaxial cables. In other words, end users now have the option to upgrade existing systems from standard definition to megapixel high resolution at a lower cost. Although network video technology has penetrated the majority of market sectors and geographic regions, the current global security market is still dominated by analog systems in terms of sales volume. Accordingly, Dahua still sees plenty of opportunities in the traditional analog market. “For a big commercial building with around 40 million coaxial cables, recabling can be extremely costly and time consuming. At the same time, end users want higher picture quality. Therefore, we believe end users would increase their demand of HD-over-coax technology and Dahua’s latest innovation, which enables HD video transmission via coaxial cable within a 500-meter distance would be the solution to fit all these requirements,” said Liquan Fu, President of Dahua Technology.

Global Marketing with Focus on Asia With a strong network of local distributors around the world, Dahua plans to market HDCVI internationally, with an emphasis in Asia. The company sees Asia as one of the biggest markets and a region where HD demand is booming, especially in the ASEAN member states. “Statistically speaking, the ratio of analog to IP-based products is

currently 9 to 1 in India. The Indian market is one of the markets experiencing great demand for HD, as is the Brazilian market. Therefore, we can predict that HDCVI has the potential to shine in other analogdominated markets too,” said Tim Shen, Overseas Marketing Director at Dahua. Currently, Dahua is confident that there will be great demand for HDCVI in verticals where HD video is required, and end users want hassle-free IP video systems and are often reluctant to replace the entire exsisting infrastructure of cables. These verticals include the residential sector and certain SMB sectors in retail, banking and casinos.

Total HDCVI Solution In addition to HDCVI cameras, Dahua is going to launch a HDCVI tribrid DVR in the first quarter of 2014. The HDCVI tribrid DVR will work with analog, IP-based, as well as HDCVI systems. “Therefore, there shouldn’t be compatibility issues between HDCVI, regardless of the type of system that is already in place. We do believe with the launch of this new product, integration and compatibility with HDCVI will reach a higher level,” said Shen. In the coming year, Dahua is planning on several local roadshows with its partners to better present HDCVI to local systems integrators and installers.

Meanwhile, it has just launched a microsite — HDCVI Academy. “HDCVI Academy is designed to be a platform for interaction between Dahua, our existing partners, and potential partners. For instance, all of our distribution partners can access HDCVI Academy for updates on HDCVI, from product models, case studies, SDK, technical support, and even new bracket selection,” said Shen. “In addition, we have an interactive bulletin board to answer all questions that people might have at any stage of installing HDCVI cameras or HDCVI in general. HDCVI Academy is a portal for more people to understand the benefits that HDCVI brings and how they can benefit from HDCVI.”

HDCVI Camera Test Performance As a reliable and trusted source of information for the security industry, a&s conducted a test on HDCVI front-end imaging and storage devices to learn more about this technology. The test included two DH-HACHFW2200S waterproof, infrared high-definition HDCVI bullet cameras; two DH-HAC-HDW2200S waterproof, infrared high-definition HDCVI eyeball cameras; and one HDCVI-based DH-HCVR7808S hybrid DVR.

Basics OF HDCVI technology HDCVI technology is not the same as analog image processing technology, HD digital technology, or IP megapixel technology. The biggest difference between this technology and others lies in that HDCVI combines the analog modulationdemodulation technology (transmission) of analog image processing with the high-resolution optical imaging of HD digital technology and IP megapixel technology. This provides HDCVI with the best of both worlds — high-resolution display and rapid analog transmission. The result is rapid analog transmission in a fast provisioning system that is easy to set up, but at the same time avoids the headaches common with network video systems, such as bandwidth instability, data packet loss, and latency.

Applicability in Low-Lux Settings

The true color display capabilities of HDCVI were confirmed during the test. The 2-megapixel camera supports 1,080p and real-time, high-resolution transmission of 720p at a maximum frame rate of 60fps. The HDCVI-DVR supports 1,080p to QCIF multi-resolution and one to 30fps storage and transmission. It supports up to a maximum of eight blocks of 4TB hard disks (enabling a maximum storage capacity of up to 32TB). The results above were obtained during tests where the DVR video parameters were set at a resolution of 1,080p, frame rate of 25fps, and bandwidth of CBR 4Mbps.

When placed inside a camera obscura, the color of images taken in light levels above 14 lux are consistent with those taken under normal lighting levels, but color performance is affected at lux levels below that. However, the AGC is switched on upon further reduction of light levels and together with 3D noise reduction capability, color images remain clear and crisp. The cameras switch to black and white images when light levels fall to 1.06 lux to produce clean, noiseless, and clear images. When light levels are as low as 0.18 lux, the cameras automatically switch on infrared lights to produce sharp and clear images. With IR illumination, the camera is still capable of a 20-meter effective surveillance range in darkness.

HDCVI is capable of long transmission distances. Its transmission distances of various coaxial cables are as follows: • RG-59/U guarantees up to 500 meters of high-quality and reliable transmission at 720p; • RG-59/U guarantees up to 300 meters of high-quality and reliable transmission at 1,080p; • RG-6/U or higher specification cable guarantees up to 650 meters of high-quality and reliable transmission at 720p; • RG-6/U or higher specification cable guarantees up to 400 meters of high-quality and reliable transmission at 1,080p.

In addition to HDCVI signals, Dahua’s HDCVI high-resolution, analog solution also supports standard-definition analog video, 960H analog video, and network video resolutions of 1,080p and below. HDCVI, 960H, and D1 video signals can be accessed through the same BNC. It is also worth mentioning that this product is ONVIF compatible and supports third party front-end devices.

In this test, it was discovered that the HDCVI solution allows for remote control of the camera’s OSD on the DVR client side. This is achieved simply through connecting the DVR to the camera via the coaxial cable. Once that is done, the end user is able to, for instance, enter the PTZ menu in the video channel to control the camera’s functions and image parameters. The advantage of this technology is less upfront investment, as

1,080p High-Definition Performance After the high-definition images transmitted via HDCVI are demodulated by the DVR and processed via H.264 encoding and decoding, the horizontal and vertical resolutions of real-time image quality forwarded by HDMI can reach up to 950TVL. Furthermore, edge definition is close to 900TVL and 8-bit is easily identified on a 10-bit gray scale. The same image quality is achieved with both a 2-megapixel network and HD-SDI camera. Color images are also consistent when compared against the 24 colors of the Color Checker. The next test looks at performance of videos taken outdoors and indoors. First up, the images taken at noon on rainy days (<1,000 lux) are detailed, with branches hundreds of meters away remaining identifiable. Next, images taken in the evening with street lamps (>20 lux) are clear and transparent, with good noise control. Finally, the automatic gain control of the camera is good indoors, and under normal lighting conditions, images are clear and easy to view with moderate screen brightness.

the coaxial cable transmits images and controls the cameras. Moreover, back-end remote control of the camera allows for more precision and saves valuable time. Excellent Anti-Interference Performance In the test, six sources of video inputs are transmitted and accessed simultaneously. In addition, there are numerous network cables, wires, displays, exchangers, and PTZ controllers in operation. It was discovered that images remain stable and the system is under control. Finally, when radio signals and magnetic fields, in the form of receiving and dialing phones, are introduced at both ends of a 300-meter, 96 braided coaxial cable, the image displays remain unaffected. Supports Twisted-Pair Transmission This HDCVI solution also supports twisted-pair data transmission.In this test, the camera and DVR were connected via a 2-meter, Cat 5 twisted-pair cable that was also connected to a UTP convertor that is widely available on the market — UTP Balun, coaxial twisted-pair convertor.

The image display was normal and the image quality was identical to the results obtained when coaxial cables are used. Furthermore, DVR remote control of the OSD menu remained normal. According to the manufacturer’s installation guidelines, 17Ω ordinary Cat 5 twisted-pair cable can transmit up to 300 meters at 720p, while 17Ω ordinary Cat 5 twisted-pair cable can transmit up to 200 meters at 1,080p.

Steady and Reliable Transmission A 2-megapixel HDCVI camera was connected with a 2-meter coaxial cable, while another identical camera was connected to a 300-meter coaxial cable. To observe the transmission performance of different cable lengths, images of an electronic stopwatch were then shot through the system to be processed by the DVR and HDMI local decoding. It is fair to say that the latency between the cables was the same, even though they were of different lengths. Latency was controlled within the range of 280 to 310ms and is consistent in all the tests.

was tested, there was no difference between the quality of video images and the real-time video screenshot. The definition, color reduction, smoothness, and real-time effect were the same in all the following types of video formats: high-definition analog, 960H, 1,080p high-definition, and standard-definition analog video. This indicates a proper processing of the DVR encoding and decoding.

Promising Future HD is the main reason all types of analog cameras are being upgraded. The introduction of HDCVI and other HD analog upgrade solutions to the market will cause traditional applications of surveillance products to change, as well as keep the declining analog market afloat. Within security, many believe that network products are going to replace analog products; however, this will not, and cannot happen overnight. Analog cameras still have a place in the video surveillance market, and it is because of this that HDCVI is expected to have a promising future. Riding Safe and Sound in Asia In-vehicle security system is not new to the industry, but it has yet to become a prevalent surveillance tool in places outside North America. According to a recent IHS report, North America accounts for 70 percent of the revenue for mobile surveillance with a total of US$346.6million, way ahead of the EMEA at $83.3million and Asia at $68.7 million. However, the growth in the Asian market is projected to be high for reasons such as building an image of being a safe tourist destination. In this issue, a&s explores the demands of onboard monitoring in Asia, particularly in public transportation, school bus, and police car.

et’s take a step back before we delve into the technology aspect of mobile surveillance, but just think about the role of transportation first. Transportation by means of vehicles is an integral part of modern lifestyle, and it has the purpose of making travelling from place to place more convenient for people. Whether transporting people or valuables, users bestow a great amount of trust on these transportation tools. If the perceived level of safety and reliability with the transportation tool used is improved, the utilization will definitely be elevated.

Therefore, the implementation of mobile surveillance has three important goals to achieve: 1. To optimize operation by minimizing disturbances for operators; 2. To really make passengers feel that they are riding in a safe environment; 3. To record evidence in case of any incidents. With these goals in mind, the design of mobile surveillance should be tailored to fit the different vehicles. Factors to consider include who the operators and passengers are, and what kind of integration can greater convenience and safety be achieved.

General trends To fulfill the first goal of minimizing disturbances, there is a need for accurate and prompt action to be taken when something irregular takes place. Such demand is deliverable through the implementation of network-based surveillance systems. Through wireless connection between the cameras on the vehicles to a command center, video can be streamed in real-time for concerted management from the back end to the front end. In places where the wireless infrastructure is less developed, an alternative connection through mesh technology could come into rescue. A wireless mesh system is a multipoint-to-multipoint network configuration. In Southeast Asia, the two key factors driving this demand include the need for greater bandwidth, and the

relatively easy and inexpensive deployment in comparison to laying fiber optics. According to Jeremy Koh, VP of Sales in APAC at Firetide, a mesh application is particularly preferred as an alternative to wired applications in mobile surveillance, where private broadband communication is desired for the transmission and storage of extensive amounts of high-definition video data from surveillance. Also, because it can withstand disruptions such as single-point failure and obstacles along the line-of-sight. One challenge for mesh network business expansion in Asia is that many local integrators still choose lower cost point-to-point (PTP) or point-to-multipoint (PTMP) options. Demonstrating to local integrators through success stories and by showing which wireless solution is most suitable for them is crucial because it is very important to implement a right system from the start to avoid unnecessary maintenance. “Every re-visit to an outdoor location or accessing a lamp pole means potentially a non-profitable project,” said Koh. Other reasons why network surveillance is gaining ground in Asia’s transportation systems include that network cameras can yield high resolution images, cost-effective installation with Power over Ethernet (PoE), high compatibility with other auxiliary products, easy system expansion, a centralized management for dispersed vehicles, and the lowered price of network cameras.

However, as pointed out by Tony Lin, Manager of Product Marketing, EverFocus Electronics, certain methods of transportation such as public buses and school buses rarely implement a full-on network surveillance system due to budget concerns, but also, to avoid unnecessary rewiring of cables. As a result, most applications still employ hybrid DVRs. Lin said that considering clients’ purpose and budgets, EverFocus would recommend a mixed application with network cameras and analog cameras. Network cameras will be placed at locations such as front and end tails of a bus, for clear image rendition, and analog cameras at the doors to capture the environment and passenger activities during getting on/off the bus. Video surveillance is nothing without storage, and such mixed use of analog and IP will have the need the hybrid storage devices. The basic function of a DVR/NVR remains the same: recording, playback, and previewing. A hybrid DVR is a great equipment for the transition from DVR to NVR because it can work solely as a DVR, solely as an NVR, or combined to facilitate signal exchange. With this unique feature, hybrid DVR saves the trouble for installing a digital encoder to covert analog to IP stream, and it is an excellent choice for long-term benefits should the system be upgraded from all analog to all IP, there is no need to buy a new NVR

The three new markets to look forward to: The first market to look forward to is the small and medium business (SMB) market. Judging from the present economic situation, the high-end markets are rather loaded, forcing the battleground to be fought in the SMB level. The manufacturers could now be working with SIs who may not be exposed and equipped with the knowledge of IP application. To ease the transition and deployment for the new SIs, plug-and-play products became ultimately important at this level. Only then, clients would request the total solutions covering from the front to the back ends be provided by the same manufacturer. All leading international manufacturers are

taking eager approaches to secure a piece of the SMB pie, such as sector-featured product-lines or expanding partnerships with new channels. The manufacturers in Asia especially are advantageous in this field, because they offer better price performance product. The second market highly sought-after is the consumer market driven by the widespread usage of smart phones and smart devices in the past two years. The Philippines is a member country of the Association of Southeast Asian Nations (ASEAN). With the ASEAN Economic Community (AEC) coming into effect in 2015, free trade will further tighten economic integration between the countries. The Philippines is eagerly building on her international profile, to show her cooperative and competitive abilities that attract international investments for sustainable growth. In terms of foreign direct investments (FDI), the United Nations Conference Trade and Development (UNCTAD) found that the Philippines received the second largest FDI inflow with $2.2 billion in ASEAN, topped only by Malaysia in the first half of 2013. In the same period of time, the net FDI was valued at $2.7 billion, representing a 25.4 percent year-on-year growth. Although in Asia, the Philippines still ranks low in terms of total FDI and projects attracted in the country, there are several advantages the country has over her neighbors. to eradicate problems of corruption and enhance political transparency. However, this is easier said than done, especially in a society heavily burdened by red-tape culture and lack of centralized systems for management. An independent yet interwoven centralized management system is strongly sought-after at every level of the Filipino government. For example, the country lacks a unified national identification system. The proposal for the “Filipino Identification Cards,” covering citizens residing in and out of the country, was introduced to lawmakers in 2001. The so-called Filipino ID would contain the biometric data of each cardholder, and be used for all transactions with government agencies including anonymous voting. Supporters claim that such a system will lessen the financial burden of maintaining multiple ID cards and their databases containing redundant information. The opposition argues that the system could be a breach of privacy. Nevertheless, this proposal was not even revived for discussion until 2013.

s the whole physical security rapidly migrates to HD, the industry is working even harder and faster to develop related cameras. Megapixel or HD cameras indicate that more pixels are crammed onto the same piece of silicon. This offers crystal clear image; however, on the other hand, this also affects light sensitivity. The eye of a camera lies behind the lens, residing on wafers of silicon comprising an image sensor. Two types of image sensors are deployed: CCD or CMOS. The key advantage of CCD sensors used to be their sensitivity to light while CMOS design enabled smoother integration with other technologies, scoring a point in its favor. In other words, CCD sensors have been thought to produce betterlooking images with less visual noise and distortion in low-light conditions. However, megapixel CMOS advances are being made in such a prompt speed that megapixel CMOS sensors are not overshadowed by megapixel CCD sensors.

Beware of Darkness: Numbers can be Misleading By Tevin Wang

Some of the cunning manufacturers may optimize performance during testing by using expensive, high-end lenses that are not included or ones that the average customer is unlikely to consider while lux meter can be misleading. Coretech from Thailand and Turbo Consultancy from India share with us their opinions and suggestions to low-light camera manufacturers.

L

ux meters are used to measure illuminance, but lux readings can be misleading. The reason for this is that the lux meter’s reading does not equate a camera’s light sensitivity, as a camera does not collect light in the same way. Rather than recording how much light hits an area, a camera records the amount of light reflected from objects in the scene. Some of the manufacturers may optimize performance during testing by using high-end lenses that are not

included. Other trick make low-lux ratings look better includes high setting of the gain level. When comparing and testing low-light HD cameras, each camera must be measured under the same conditions. In other word, Conditions need to be the same for the comparison between cameras. Also, when all camera settings are as close as possible, such as IRE, shutter speed, aperture and gain control, will the testing be credible.

The HD upgrading is not limited to front-end cameras but also includes DVR/NVR in a full HD System. Current challenges for HD migration includes, price for HD solutions and cable rewiring and powerful CMS or management platform. It usually takes quite a long time for the firmware upgrade of cameras and related CMS/VMS software patch release. As low-light HD cameras are majorly deployed outdoors. Camera housing is very important. Not only does it perform as the aesthetics of a camera, but is also crucial for protecting the camera from natural elements or blunt force. We believe the housing market will expand even more due to the vastness of the Asian region; its emerging countries will soon be deploying video surveillance on a large scale. MASSLOAD can certainly meet the needs. At present, I think many hardware manufacturers still lack the mindset or ability to develop or fully integrate with management software. There are still a few errors, and not as easy to use/ configure as claimed. We still encounter issues like blurry images, day/ night auto-switch not smart enough, and fine tuning of color and gamma. The user interface reflects these flaws as well. That is and will be an important factor.
