Rationale Leadership is the mark of excellence in life. In the different aspects of one’s life, leadership is expressed in different ways. Among the youth it means a clear path, the drive and values to pursue it, relevant skills and resources that need to be mustered. Among young indigenous people, it means even more: reclaiming one’s heritage and territory to be able to achieve a life that is full of meaning which includes the right to indigenous governance and self-determination. Indigenous youth are faced with a unique context which presents challenges to being authentic leaders. There is thus a need to highlight the inner sources of their leadership, bring forward models that the youth can emulate and develop their capacity to discern situations based on their vision to be able to make the appropriate
choices as they mobilize community strength for action. The Kalindogan event, which is held on the month of Indigenous People (IP), is seen to be a venue for IP youth to reclaim the roots and sources of their leadership. Having been held thrice already, Kalindogan has become part of an annual tradition among the indigenous youth that provides a venue for consciousness-raising about current issues affecting the IP communities, and for generating culturally-rooted and peace-promoting responses that the IP youth can do in their respective communities. Reclaiming Leadership. Building on the theme of leadership serves as a build-up on the reflections and actions from the past Kalindogan events into a peak learning experience where
they will be challenged to introspect and look at their own leadership traits and principles in the context of their aspirations as IPs. This year too, the theme seeks to bring the attention of the IP youth to the importance of leadership not only in their personal life, family and community but in the national and international dimensions as well. The link between local and global action and frameworks becomes even more imperative as the youth prepare to exercise their right to choose leaders for 2010 that will impact not only on the national governance systems and structures but on the IP governance systems as well. It is recognized that an important aspect and role of IP leadership is to be able to find the harmonious link between these two.

Objectives Participants OBJECTIVES
1. Reflect on and celebrate leadership qualities and traits that they have discovered and that they still seek to emerge; 2. Find the roots of their leadership in their own indigenous traditions and way of life; 3. Identify factors in their specific community and in broader society that pose challenges to the achievement of IP leadership; 4. Present specific action points based on their agenda to aspiring and current leaders (presidentiables) in Philippine society; and, 5. Identify action points in terms on how they can best pursue these agenda within the electoral process and in their day-to-day lives.

This year’s Kalindogan had a total of 212 participants. Of these, 14 were indigenous elders who were invited to share their leadership experiences. GETTING-TO-KNOW-YOU/ ORIENTATION/ EXPECTATION-CHECK
ARRIVAL
Participants from all over the country were met by the Pamulaan students and escorted to the registration and billeting areas.
KATUTUBONG LARO In the afternoon, the gong was sounded to signal the start of the activity “Katutubong Laro” in order to build camaraderie and team spirit among the youth. The activity was facilitated by the Pamulaan students, Aiza Balugan (Mandaya) and May Vasquez (Bukidnon). 5
The session was led by Pamulaan students. It began with a short prayer and a flute performance by Arjel Ofong (Tboli). The session’s masters of ceremony, Lim Pamaong (Higaonon) and Vangie Roxas (Subanen)requested participants to come up with a group chant to introduce their respective organizations. Then, Margielyn Emag (Tagbanua) introduced the game “The Boat is Sinking” so that participants could be randomly dispersed and regrouped while the facilitator yelled “The boat is sinking! Group yourselves according to..,” (as a number was called for the participants to group together based on the number mentioned). Participants belonging to a group had a few minutes of selfintroduction—name, tribe and age. On the last call, the participants who were grouped together had to sit beside each other. Then, the facilitator challenged everyone to name at least 30 names of participants who were
unknown to them. Anyone who was able to do so would get a prize.
Thus, the congress was divided into six sessions and sub-themes:
Then, Ms. Madette Gardiola, Conference Director, presented the objectives and flow of the conference and collated expectations of the participants so that participants would be oriented on the contents and process of the conference. She stressed the importance of the congress’ theme, “Reclaiming Leadership” by pointing out that as we all face the various issues in our society, we have to reflect on our notions of leadership as gleaned from our past and present experiences in our very own communities, and pay tribute to our leaders and their qualities and learn the meaning of leadership in every tribe.

Kalindogan Day 1 Leadership from Within
SESSION 1: LIDER AKO (I AM A LEADER) The day started with a welcome rite led by Oscar Sarahan (Matigsalog). Then the facilitators of the day, Mae Capua (Mamanwa) and Kenneth Ramada (Bagobo) introduced the topics on being a leader and the art of listening, and explained the workshop where the delegates were divided into nine (9) prearranged and color-coded groupings. The following were the guide questions: 1. Alalahanin ang sitwasyon na naranasan ko na maging isang lider (remember a situation wherein I became a leader). 2. Saan ako kumuha ng lakas bilang isang lider (where was my source of strength)? 3. Ano ang nararamdaman habang tayo ay nakikinig at pinakikinggan? Ano ang nakakatulong at di-nakakatulong sa pakikinig? (what did feel while 7
listening and being heard?)
After the workshop, the groups shared their outputs through creative presentations (refer to Section 2 for the workshop outputs). To summarize: • Participants experienced leadership roles in family activities, among peer members, church events, school setting (such as becoming officers in school organizations, leading school activities, and being teachers and advisers) and affiliated organizations. Leadership was also practiced in the community by being speakers and facilitators. Moreover, leadership was evident in being good citizens and good followers; • The sources of strength and inspiration of participants were the parents, family, colleagues, friends and classmates. Schools, community organizations and service institutions were also identified as sources of strength. Others believed that
their communities, tribal leaders, cotribes and other youth inspired them as leaders. Trust in oneself and personal strengths as well as sheer experiences were also seen as sources of strength. Finally, God was the main inspiration to lead others for He has a purpose in making us leaders; • In listening to the experiences of other youth delegates, participants felt happy, inspired, challenged and encouraged. They learned a lot from the discussions and realized that a leader has to be resolute and committed in performing one’s tasks as a leader. S/he has to love his/her leadership position, and be determined, confident and responsible. They also realized that a leader is a dealer of hope and renders service without expecting monetary return. S/he has to expect the unexpected and thus, should have the determination to stand up when s/he falls. Indigenous leaders also experienced discrimination against the IPs. A participant wondered how a leader would be able to balance helping the community and his/her family; • Factors that affected listening were: noisy environment, preoccupied mind, personal problems, texting while listening, feeling of inferiority, lack of awareness, and the culture of silence.
Mr. Benjamin Abadiano, president of the Assisi Development Foundation built on the results of the workshop by presenting the concept and importance of leadership through the acronym “GROWTH” and the theme of leading with passion for service and attitude of the heart (refer to Section 2 for the full presentation).

INSPIRATIONAL MESSAGE FROM NCIP COMMISSIONER EUGENIO INSIGNE
Commissioner Eugenio Insigne, Chairperson of the National Commission on Indigenous Peoples (NCIP) graced the occasion and presented his message (refer to Section 2 for his speech) to the Kalindogan delegates. Commissioner Insigne reiterated the importance of gathering the youth because the occasion was an important avenue for consciousness-raising with the youth on issues affecting indigenous peoples. He took the opportunity to remind of the passage of the Indigenous Peoples Rights Act (IPRA) as the fruit of centuries of struggles of indigenous peoples and sacrifices of indigenous leaders like Gabriela Silang (a Tinggian) and Macli-ing Dulag (a Kalinga). He said that even today there are heroes in our own communities. He also 9
informed the group on the achievements of the NCIP in securing the ancestral domains, indigenization of the educational system and food security. He also spoke on IP participation in local governance. After his speech, Commissioner Insigne, together with Mr. Masli Quilaman, NCIP Executive Director entertained some questions from the audience. The following were the questions raised and responses from the guests: • What can be done about the slow CADT (Certificate of Ancestral Domain Title) processing while the mining permit can be secured in a faster manner? What can be done to settle land disputes between tribes in processing the CADT? What is the solution to prevent mining companies from coming in? What are the guidelines in securing mining permit? Response: the social preparation stage is very important in processing the CADT. Like in Pangasinan, the community was the one which approached the NCIP for assistance. The community will also have to settle their disagreements so that the CADT can be processed. It is also up to the community if it would allow a mining company to come in through the process of FPIC (Free, Prior Informed Consent). NCIP does not issue permits to mining companies.
• Can there be two recognized leaders in a community? Who will NCIP recognize? Response: it depends on the customary laws of the community. The NCIP recognizes the traditional leaders that the community recognizes. • What can be done to the soldiers who are now occupying the barangay proper in a community? Another community informed the group that the AFP forced them to sign papers Response: NCIP needs more information on this and Director Quilaman shared his contact number to the informant. The community has to inform the NCIP right away on cases such as these. • An NCIP personnel in the Caraga Region was disrespectful of the tribal councils in their area. Response: the NCIP would soon decide on this matter. • Many communities do not have trust in the FPIC. Response: the FPIC guidelines are still in the process of consultation.
SESSION 2: DALAWANG MUKHA NG PINUNO (TWO FACES OF LEADERSHIP) The session’s masters of ceremony, Bricks Sinta-on (Talaandig) and Aiza Banugan (Mandaya) requested the first set of invited indigenous leaders to take their seats on the stage. They were introduced by Doanie Grace Sulda (Menuvu). They were Datu Makalimpay (Manobo Agusan) from Agusan del Sur, Mr. Bennie Sumaong (Mangyan Alangan) from Oriental Mindoro, and Enrique Tupaz (Mangyan Tadyawan) from Oriental Mindoro. Datu Makalimpay has been a community organizer for 24 years now and was a member of the media during Martial Law. He narrated the perils that he experienced as a leader. Mr. Sumaong shared his leadership experiences as a LABAYKO chairperson. He said that a leader has to be a model and has to focus on the concerns of the majority. A leader develops the consciousness of people. He should not keep his ill feelings towards others. Mr. Tupaz shared that the “balay lakoy” (big house) of the Mangyan was the center of leadership. Among the Mangyan, the leader plays an important role. The elders are followed and are not given heartaches. Sadly, the leaders now are tainted with politics and carry personal interests in coming to the community. After their presentations, an open forum happened with the following
exchanges: • Are you ready to accept new culture? Response: It depends on whether the culture from the outside will benefit or harm the community. • How do you transfer your leadership skills? Response: A ritual is performed in recognizing a leader in every culture. Transferring leadership skills starts at a young age wherein the young becomes a leader of his/her peer. These initial leadership roles are strengthened. We should fight for our culture so that we can transfer what we know about leadership to others. • What is the difference between traditional leadership with new politics of leadership? Response: The selection of a traditional leader is done through consultations with God through a ritual. • Is the practice of indigenous system banned nowadays? Response: The practice of indigenous system depends on the community. 10
• Was there a time that you regretted being a leader especially whenever the welfare of the family was at stake? The session was synthesized by Ms. Madette Gadiola, the Congress Director. She said that the following were evident from the sharing: • The importance of family as the center of life’s movements • The importance of elders because they hold the history of the people and community • A leader does not hide anything and does not favor anybody • A leader is open to share • A leader upholds consultations • A leader upholds people’s rights • There are differences between traditional and political leaders in relation to political and environmental concerns • The notion and practice of leadership is culture-specific. The final activity today was the launching of the photo exhibits prepared by the Pamulaan students who were trained by Mr. Benjamin Abadiano on photography.

PAGPUPUGAY: HONORING THE IP LEADERS In the evening, the delegates gathered at the amphitheatre of Pamulaan for a night of honoring the leaders of indigenous communities throughout the country. The elders who were present during the congress were Agosto Diano (Mandaya Tribal Chieftain fro Davao Oriental), Mrs. Leonila Plazos (from Bukidnon), Mr. Enrique Tupaz (Mangyan Tadyawan), Rose Marie Margarito (Mandaya, Davao Oriental), Bayani Sumaong (Ayta Magatsi from Tarlac), Mr. Raffy Domingo (Sagada, Mt. Province), and Timuay Vicente Romero (Teduray). They narrated stories of their respective local heroes such as Bayani Ambasan (Mandaya) and Akingan Maximo (Mangyan Tadyawan). After their sharing, the Kalindogan Committee gave the leaders tokens of appreciation. The narrations by the indigenous elders were interspersed with the presentation of the song-writing and poemwriting entries, as well as special numbers from various students and youth delegates.

Leadership in the Community SESSION 3: PAMUMUNO SA PAMAYANAN (LEADERSHIP IN THE COMMUNITY) The day started with a prayer and singing of “This is Our Dream”. Then the assigned group provided a recapitulation of the previous day’s highlights. The day’s facilitators, Renel Sihagan (Talaandig) and Aiza Banugan (Mandaya) invited the second batch of elders to stay in front of the audience. These were Mrs. Ligaya Lintawagin (Mangyan Alangan), Ms. Jeanita Eko (Tboli from South Cotabato), Mr. Eddie Ricardo and Timuay Vicente Romero (Teduray). Mrs Ligaya Lintawagin’s presentation focused on the meaning and roles of being an indigenous leader, qualities of a leader, challenges of new forms of leadership and management, and how the youth can develop their leadership capacity (refer to Section 2
for the presentation). She also shared that as a leader she valued the following: helping sustain the interactions with each other, protecting and nourishing nature and environment, valuing and respecting the different cultures, sharing and giving, and responding to the basic needs of the community. Ms. Jeanita Eko focused on the characteristics of leadership that builds: • A leaders must have a vision – It’s more than looking – it’s seeing • A leader must have a plan – Get off your knees and take a risk • A leader must implement the Plan – Strike while the Iron is hot. • A leader must be willing to work – Roll up your sleeves • A leader must expect opposition • A leader must have integrity Mr. Eddie Ricardo shared his experiences in being a leader in his own community while Timuay Vicente Romero
spoke on the many difficulties that leaders like him and his communities faced such as no freedom to chart their own ways as they are being controlled by interest groups and individuals; development projects that do not reach the communities (and if ever they did, they only received little services) and insecurity with their ancestral lands (one reason was that lands that have been sold to the Muslims could not be returned back to the Teduray). 12
After the presentations, the delegates were divided into various groups to reflect on the following questions: 1. Ano ang pinakamahalagang mensahe na nakuha ko habang nakikinig sa mga tribal leaders? (What were the most important messages that I received from listening to the tribal leaders?) 2. Ano ang mga katanungan na nabuo sa aking isipan habang nakikinig? (What questions aroused my mind while listening to the tribal leaders?) The questions were later addressed to the panel of resource speakers for any one of them to answer. These were: • What inspired you to become a leader despite being a woman? Response: Was inspired by the elders who sought her assistance despite her being a woman. • What can we do so that we will be more recognized and accepted by the larger society? Response: We have to uphold our personhood and build our capacities through training and sharing our experiences. 13
• How can a leader who did not reach higher education become a good leader? Response: Believe in the wisdom of elders, their integrity and qualities. The experiences of indigenous leaders are proofs of their capacities as leaders and not only the acquisition of formal education. • Why do other leaders go away from their communities? What hindrances do they face? Response: There may be many reasons why leaders do not stay in their communities-- maybe they are not proud of their culture, or are preoccupied with surviving due to the lack of economic opportunities in the community, or were not given opportunities to study. In addition, there are tribal leaders who are exploiting the resources of their community. • What justice system do you prefer— traditional or mainstream/current system? Response: The speaker said that she did not want to choose one over the other because there were good and bad aspects in both systems—for example, the traditional way of detecting if somebody was guilty of stealing or any crime through the hot water in her
culture was a good way. However, certain marriage practices were not fair to women. • Who among the candidates in the forthcoming elections do you believe will support the IP Agenda? Response: A candidate should have integrity and capacity to perform the demands of his/her desired position. S/he must have enough education because legislation is part of his/her work. He should be capable of analyzing situations. • What are your techniques which helped you survive being a leader? Response: Maybe because I did something good to my tribe and also because I have many experiences as a leader. • What are your advices to the youth? Response: Empower the women; network with other groups so that you will grow in number; tie up with organizations with scholarship programs for the youth; go back to your communities and render community service (like what the Pamulaan students are doing).
The session was synthesized by Mr. Pio Fuentes, Program Manager of the PEACEPATHS Program and the Mindanao office of the Assisi Development Foundation. SESSION 4: SANAYAN SA PAMUMUNO (LEADERSHIP SKILLS) The session was facilitated by resource speaker Ms. Geejay Arriola, a peace worker, who through various creative games and learning activities introduced important leadership skills such as how to develop team work, how to negotiate, and how to manage change. Game 1: Pahingi ng Kendi (Give Me Some Candies) Here, half of the participants were given two (2) pieces of chocolates to represent lands while the other half
were given five (5) pieces of candies to symbolize money. The participants were paired- i.e., one with chocolates was paired with another participant with candies. Ms. Arriola explained to the groups that they all have to imagine that the chocolates are ancestral lands while the candies are money. In each duo, pretend that each one wanted the other’s item—for example, the one with chocolates desired for candies while the other one wanted to have the chocolates. The duo had to negotiate which ever item did they want to have more. After the negotiations, the participants sat in circular form and reflected on what happened to their negotiation.

• The duo decided that both would be winners • Did not agree with each other • Pride operated in the negotiation • It took a long time for them to agree • Was interested in the money because life is short • Wanted to share what I have with others • Did not sell all my chocolates (lands) because I wanted to preserve some for the next generation • Force and stealing were at play • Wanted to get all the lands but was not able to • They pretended that the negotiation was a business deal so that they could be fairer with each other
• Learned to negotiate without using arms • It is not right to be unfair or to cheat • Think of the next generation in viewing our ancestral lands • Hard to decide when both items are important to you • Hard to decide when it comes to money or finding solutions; • Negotiation takes time • All problems can go through a negotiation • We should have a critical mind in negotiating • We should have a balanced view of the situation • The instructions were not clear to them • Trust in one’s team members

The discussion was guided by the following questions: 1. Ano ang resulta ng inyong pangnegosasyon at paano kayo nakarating doon? (what was the result of your negotiation and how did you arrive at that result?) 2. Anong mga aral o reflection ang inyong nakuha sa larong ito? (what lessons or reflections did you get from the game?) Game 2: Sino Ang Ililigtas (Who Will You Save?) For this game, Ms. Arriola explained that each group would be given a brown envelope containing the 12 name tags of people found in a community in MetroManila. Each participant got one name tag and pinned it on his/her chest—he/she to assume that role. The scenario described was that there was a huge flood in their community and that all the 24 people were on top of the highest building around. Rescue was on the way in three to five days. However, in a few minutes the flood would overcome the building and there was only one rubber boat around which could only accommodate 12 people. The group was now tasked to quickly decide who among them would ride the rubber boat. 15

To close the session, Ms. Arriola provided an input on how to negotiate. She shared some ingredients on how to attain a Win-Win situation (refer to Section 2 for the presentation).
so that they would be able to step on the other side of the mat. Other team members can suggest or cheer the team members doing the game. The team which completed the game moved on to the next game.
Game 3: Crossing the River The groups were retained. For this game, Ms. Arriola explained that in a prepared space for the activity, the participants were to pretend that they would be crossing a difficult river as a team. Nobody should fall out of the prepared space. If he/she did, then all the members would start anew. The group which finished Game 3 can proceed to the succeeding games and whoever finished all the other games would be the winner. Ms. Arriola also explained the mechanics of the succeeding games.
Game 6: Egg Casing Here, selected participants from each group tried to wrap a raw egg with 12 straws and limited masking tape. They have to make sure that the egg was protected by straws and masking tape because later all the finished products would be subjected to a test—by dropping the eggs on the floor from a height of about four feet. The group which egg did not break would win.
Game 4: Lord of the Rings In this game, there was a prepared space where cartolina cylinders and nylon strings with a ring were arranged in a pattern. The participants selected two persons to insert the ring in each of cylinders. If any of the cylinders was knocked down, then the two participants would start all over again with the first cylinder. If successfully done, then the group moved on to the next game.

In the plenary, Ms. Arriola requested all the groups to come up with five words to describe their learning from the games. Then she wrapped up the session with an input on “bayanihan” (helping each other or collective work). She also showed the story on the flight of the geese which showed some lessons on the relationships within a group and between leaders and members (refer to Section 2 for the two presentations). In the evening, a story-telling session on indigenous stories happened at the amphitheatre.

Leadership in Broader Actions
The day started with a prayer and a recap. Then Ms. Leah Vidal, the resource speaker was introduced. Ms. Vidal is an anthropologist, instructor and fellow researcher at Ateneo de Davao University, and former directress of Mindanawon Initiatives for Cultural Dialogue (MICD). In her session, she focused on crafting personal mission statement and decisionmaking. She started the session with a lecture entitled, “Piniling Maging Pinuno (Chosen Leader; refer to Section 2 for the presentation). She emphasized that
leadership could not be achieved instantly and that among IPs a leader is voted through trust—trust from the community and trust in oneself. In addition, leadership is attained through a long process and begins during childhood. Then, she called on Mrs. Lucy Rico, an Agusan Manobo who works at the MICD to talk on the bases for choosing a leader and roles of a leader. Ms. Vidal also showed slides of indigenous leaders from all over the country which showed the typical tasks and responsibilities of community leaders. She reiterated that a leader should know how to maintain peace in the community, how to manage conflicts through indigenous means, and how to face many problems in the community. Sadly, some leaders are killed. The youth should discover and learn from the wisdom of elders because their wisdom is irreplaceable. She said that Rizal said that “Ang kabataan ang pag-asa ng bayan” (the youth is the hope of the land) but according to our Lumad elders “Ang katandaan ang pag-asa ng kabataan” (the elders are the hope of the youth).
For the next activity, “Panday Pangarap”, Ms. Vidal explained that the participants would craft a personal mission statement through a creative process. Here, the participants were to follow the following steps: Steps in Processing Your Experience: 1. Maglakad habang binabalikan ang mga karanasan ng pagpili (Walk while you reflect on how you choose your leaders) 2. Pumulot ng mga simbolo ng karanasan (Pick out objects that symbolize your experiences) 3. Gumawa ng kuwintas ng karanasan (Make a necklace of experiences) 4. Kuwentuhan ang mga kasama ukol sa kuwintas (Tell your story about the necklace) 5. Humingi ng payo sa mga ninuno (Ask advices from the elders).

SESSION 5: MGA HAKBANG SA PAGKAMIT NG IP YOUTH AGENDA (Attaining the IP Youth Agenda) The session started with a roll call of organizations. Then the facilitators read the Kalindogan 2007 Unity Statement to refresh the memory of participants. The Unity Statement was published in the Philippine Inquirer and presented to the Senate (however, Senator Jamby Madrigal who was in charge of IP concerns in the senate was not able to come). For the task at hand on formulating the IP Youth Agenda, the participants were divided into eleven sectors so that the proposed IP agenda would be more directed to agencies or sectors concerned. Kalindogan Day 4 Bantay-Pamumuno After the usual preliminaries, the facilitators, Kristine Sumalinab (Mandaya) and Paul Dembert Katy (Ibaloy) called on Margielyn Emag (Tagbanwa) to present the IP Youth Agenda (refer to Section 2 for the draft). The facilitators then acknowledged the presence of the following officials of the NCIP and electoral aspirants for the forthcoming elections: Atty Roque Agton, Regional Director of Region 12, NCIP; Mr. Nicanor Perlas, presidential aspirant; Mr. Ricardo O. Algabre, representative of presidential aspirant Senator Manny Villar; and Halila S. Sulagar (SK Chairperson). For her part, Ms. Sulagar read the message on behalf of Mayor Duterte of Davao City. Director Agton on the other hand, shared his concern on the vanishing practice of indigenous cultures and hoped that the youth present in the congress would be the future IP leaders who would bring changes in their respective communities. Mr. Lagabre shared the congratulatory wishes of Senator Villar 21
on the organizers and delegates of the youth congress. Mr. Nicanor Perlas explained his reasons why he was running for the presidency and his platform of development for the IPs and the country in general if ever he would win the elections. The final session was the announcement and awarding of contest winners: Ranks
The Kalindogan came to a close with a creative activity wherein all delegates and guests were requested to place the distributed paper lilies on basins full of water. Mr. Benjamin Abadiano thanked and congratulated everyone of a successful conduct of Kalindogan 2009.

Kalindogan 2007 Youth Unity Statement
We, the delegates to the Kalindogan 2007, a gathering of young Indigenous Peoples (IPs) from all over the Philippines, in our commitment and desire to help in the development of our communities, wish to make the following declaration: The Indigenous Peoples of the Philippines continue to experience prejudice and injustice, human rights abuses, and exploitation that hinder the development of ourselves and our communities. Furthermore, the IPs continue to be victimized by the wanton destruction of our country’s natural resources, the prejudicial laws of the Philippine government, and the recurring conflicts caused by the misunderstanding among various groups. We, the young Indigenous Peoples of the Philippines, shall continue to challenge our tribal communities as well as our leaders to: - establish a unified voice that will represent our common tribe; - respect and preserve our culture; - face the call of protecting our ancestral lands even at the cost of one’s life; - be open to coordinate and dialogue with different government and non-government agencies in championing our human rights; - involve the IP youth in community discussions towards the development of the communities; and - encourage with greater fervor other IPs to return to traditional ways and means of livelihood and development.

We also challenge the government to: - observe the right process in applying the Free and Prior Informed Consent (FPIC) as a just means in making decisions; - issue a moratorium on the releasing of applications for the operations of mining and monocropping plantations while discussions are ongoing as to how these will affect Ancestral Lands; - establish, uphold, and propagate an educational system that is adapted to the needs and context of our own culture; - align all related and conflicting laws such that they support and complement the provisions of RA 8371 (IPRA Law) and the UN declaration on the IP Rights; - give the NCIP a government agency status independent from DAR; - we also challenge the NCIP to be true to its mandate as the defender of the IP rights; - support educational programs that are in line with our indigenous culture of the IP youth that will be established by NGOs and IPOs. We also challenge and encourage the NGOs and the Church to: - listen to us IPs and respect our culture in creating and in implementing projects; - support and listen to the general issues of the IPs - undergo the Free and Prior Informed Consent (FPIC) process. We also challenge our fellow young IPs to: - participate and join the elders in discussing issues that affect our tribe, as well as the general modern and development issues of society; - stand up for our own culture and the true aspirations of our communities. We the delegates are committed to: - establish core groups in our communities that will work to encourage awareness and greater involvement among other youth; and - coordinate with the different IP communities, agencies and other support groups; - lead efforts that promote order in our tribe; - endeavor to become a united voice that will represent our communities in various branches of government, as well as in national and local movements.

Maayong buntag sa atu-ang tanan!
When I entered this hall and saw the young and especially the youth determined faces with shiny eyes of Indigenous Peoples all around, I cannot help but recall my days as a young man from the Cordilleras- an IP student who braved and battled the mainstream jungles of Metro Manila in the 1970s. Being with you today brings those fond memories of youthful strength, vigor determination and idealism which propelled me towards the attainment of my goals.
I see the same virtues in you today.
The years spent at the NCIP nurtured in me a keen interest in encouraging sound leadership training programs for the youth who will eventually take over the leadership in the various IP communities. Hinahangad ko na sana magkaroon ng pagkakataon ang mga kabataan tulad ninyo na mahasa habang bata pa kayo para kapag dumating na ang panahon ay handang-handa na kayo na mamuno sa mga pamayanan. This Kalindogan or “gathering” with the theme of “Reclaiming Indigenous Leadership” is an annual tradition that I have always looked forward to because it provides an excellent venue for consciousnessraising about current issues affecting IP communities. It is an innovative way for the IP youth to explore various options in responding to those issues within their own communities and influencing the national government and even international policy-making bodies. It is a step

toward restoring pride in our customs and traditions achieving economic self-sufficiency, developing independence of mind and displaying courage in the defense of our lands and rights. That is why I invite the graduate to join the NCIP. At this point, I would like to thank Marides Virola-Gardiola, conference director of Kalindogan 2009, and Benjamin Abadiano, President of the Assisi Development Foundation for inviting me to speak before you in this truly significant event. Sa pagdiriwang ng IP ngayong buwan ng Oktubre, nasasaksihan ng karamihan ang panibagong direksyon na tinatahak ng IP sector dahil sa mga hakbang na nakamit natin mula nang ipasa ang Indigenopus People’s Rights’ Act (IPRA), labindalawang taon na ang nakalipas. IPRA: THE FRUIT OF CENTURIES OF STRUGGLE Ang IPRA ay bunga ng pagsakripisyo ng ating mga bayani sa IP sector para ipaglaban ang ating mga karapatan at adhikain sa haba ng mga nagdaang siglo. Ipinaglaban nila ang kultura at mga lupaing ninuno, lalo na ang karapatan sa pansariling pagtataguyod or right to selfdetermination. Namulat ang mga IP communities sa iba’t-ibang bahagi ng ating kapuluan na may sarili silang pagkakakilanlan at hindi mawawala sa lupaing kanilang kapanganakan. Nariyan si Gabriela Silang na isang Tinggian at nirerespeto ng marami bilang isa sa ating mga pambansang bayani. Malaki ang kanyang kontribusyon sa pakikipaglaban sa mga Kastila bilang kauna-unahang
babaeng heneral. Sa kanya natin ipinangalan ang Gabriela Silang Awards ng NCIP bilang parangal sa mga namumukod-tanging kababaihang katutubo.
NCIP ACCOMPLISHMENTS Magandang pagkakataon ito upang tingnan natin ang ilan sa ating mga nakamit na tagumpay ng batas IPRA.
Sa modernong panahon, lumaban ng husto ang mga Tinggian sa Cellophil Project sa Abra noong 1974 at ito ay nag-udyok sa mga tribo sa Kalinga at Mountain Province na lumaban din sa Chico Dam Development Project noong 1976. Sa aking pananaw, ang pakikipaglaban ng mga Tinggian ay nagsilbing binhi ng pakikipagsagupa ng mga IP sa mga nais sumakop sa kanila at ang pagbuwis ng buhay ay naging katumbas ng tagumpay. Kaya nasawi man noon si Macli-ing Dulag, nagsilbi itong inspirasyon para sa marami na ituloy ang laban. Noong 1987, kasama ko si Fr. Balweg nang ma-ambush kami. Walo sa aming mga kasamahan ang namatay. Isang malaking trahedya kahit hindi sila nakikilala ng marami. Sina Fr. Balweg, Fr. Ortega, at Ama Yag-ao ay mga martir ng ating makabagong panahon. Ang kanilang kabayanihan ay nagsilbing daan para magkaroon ng mga bagong bayani ang mga IP na magpapatuloy ng ating ipinaglalaban.
Nakapag-facilitate tayo ng formulation ng 72 Ancestral Domains Sustainable Development and Protection Plans o ADSDPPs, at 104 na iba pa ay ongoing ang formulation. Ang ADSDPP ay ang blueprint for development ng IP communities. May 16 IP communities ang tinatapos na ng kanilang mga ADSDPP at meron pang iba na nasa final stage of completion. Lumalawak na tayo dahil may six additional sites na tulong ng UNDP-EIPSDADs sa 2009- kasalukuyang taon.
I am sure you have your own heroes in your communities. These are just the heroes who are etched in my memory because of my own cultural heritage as a Tinggian. I encourage you to learn about the lives and noble ideals of the heroes in your own communities, yung mga nagbuwis ng kanilang buhay para lamang sa kinabukasan ninyo at pati na rin ang mga nabubuhay pa at patuloy na itanataguyod ang adhikain ng mga IP o ang mga tinatawag natin na “buhay na bayani.” Dahil sa mga “buhay na bayani” ang mga pangyayari kaugnay ng UN Declaration on the Rights of Indigenous Peoples sa pangunguna ng Cordillera Women’s Education and Resource Center (CWERC) ay nagbunga. Ang lahat ng ito na pinaghirapan sa nakalipas na tatlong dekada para sa international recognition of indigenous people’s rights ay nagpatibay sa pagpasa at paglagda ng IPRA. A common thread runs the lives of our IP leaders- they lived their lives for others while adhering to the code of honor and dignity. They spoke and acted not only for themselves, but for their fellow IPs were powerless and weak.
Meron na tayong sisimulan na programa ukol sa food for security kasama ang indigenous cultural communities (ICCs), mga ahensya ng pamahalaan at pribadong sector. Sa usapin tungkol sa mga batayang serbisyo, malaki ang naging bahagi ng NCIP sa pakikipagtulungan sa Department of Education tungkol sa indigenization na kasalukuyang sistema ng edukasyon na umiiral sa bansa. Batay sa mga karanasan ng mga iba’t ibang inisyatibo sa mga katutubong pamayanan na ipinatutupad sa pamamagitan ng pagtutulungan ng mga ahensya ng pamahalaan na pinangungunahan ng DepEDd at NCIP, gayundin ang mga NGOs, mga institusyon na sinusuportahan ng simbahan, at mga organisasyon ng mga katutubo mismo, ang isang Draft Policy Framework for IP Education ay naihanda at dadaan sa masusing balidasyon ng mga katutubong pamayanan bago opisyal na ipalabas, siguraduhin po natin na tayo ay makasama sa mga proseso na ito dahil ito ang magiging giya sa mga susunod na polisiya, plano at programa na ipapatupad ng DepEd. Nais po naming ipabatid na bago pa man lumabas ang Draft Policy, ang NCIP ay masinsinang nakipagtrabaho sa DepEd para sa pagawa ng Indigenous People’s Core Curriculum on Alternative Learning System (ALS) batay sa resulta ng mga konsultasyon na naganap sa mga ibat’-ibang grupo ng mga katutubo, sa pisikal na pakikibahagi ng mga pinagpipitaganang IP elders at leaders, at sa pananaliksik ng mga katutubong eksperto. May 52 culture- specific learning materials na ang nagawa na naka-ankla sa nasabing katutubong kurikulum at lahat ito ay tagumpay na nasusubukan sa 4 na pilot areas. Ang pagiging miyembro ng NCIP sa consortium na Institute for IP Education na nakabase sa Davao City ay tuloy na pinaninindigan namin

kahit nagtapos na ang interbensyon ng BEAM Project at lalong hindi kami bibitaw sa aming partisipasyon sa Pamulaan Center for IP Education bilang katuwang. Marami na ring international institutions ang nagtitiwala sa NCIP tulad ng UNDP bilang implementing partner para sa isang project for IPs worth Php 100 million, ang ILO para sa ratification nt ILO Convention 169, ang ADB para sa capacity- building, at ang World Bank at Tebtebba para sa iba’t ibang joint activities. May commitment na rin ang NZAID at World Bank para pondohan ang ating priority projects. Ipagpapatuloy natin ang lahat ng ito kahit lumampas pa sa termino ko ang pagpasok ng pondo dahil ang ating hangarin ay para sa long-term. Sa aking paniniwala, ako ay naging miyembro ng Council of the United Nations Permanent Forum on Indigenous Issues sapagkat ipinamalas ng NCIP ang kanyang katangi-tanging kakayahan sa pagpapatupad ng kanyang mandate sa nakaraang dalawang taon. INFLUENCING LOCAL AND NATIONAL GOVERNANCE Napapanahon nang kumilos tayo para ang mandatory representation at electoral participation ng IP sector upang magkaroon ng impluwensiya ang mga IP sa local at national governance. Palalakasin natin ang 66 Provincial Consultative Bodies or PCBs upang magsilbing venues to discuss important and critical IP concerns, at maibahagi sa grassroots level ang mga importanteng impormasyon na magagamit ng IP communities. Ipinapatupad na natin ang mga sumusunod: -Massive mandatory representation ng IPs sa local legislative councils para magkaroon ng boses ang ating sector sa pagbuo ng local government policies at mga desisyon na makakabuti sa ating sector; - Unified formation ng isang IP Party-List bilang kinatawan ng ating sector sa House of Representative - Unified support para sa IP representation sa Senado. Alam nyo ba na ang mga IP ay tatlong beses ang dami kumpara sa Muslim population kaya karapat-dapat lamang na ang IP sector ay magkaroon ng kinatawan sa Senado; - Magkaroon IP political power bloc para sa proteksyon, pagkilala, pagtaguyod at pagsasakatuparan ng

collective at individual rights ng mga IP.
Kailangan natin gawin ang lahat ng ito kung nais natin na respetuhin ng lipunan ang karapatan ng mga katutubo. Marami na tayong nakamit sa ilalim ng IPRA ngunit kailangan pa natin ang full implementation ng IPRA para maisakatuparan ang lahat ng ating mga karapatan. Indeed, we can only say that the war on ignorance and lack of respect for IP rights has been won only when the provisions of the IPRA have been given substance and finally embodied in our society’s institutions and practices; when there are no more barriers to the enjoyment of our rights; when children of IPs and non- IPs can come together without any prejudices segregation and discrimination; when they can grow up together with great respect for the other’s cultural heritage. We must effectively showcase to our fellow Filipinos and to the world that the IPRA is the fruit of an inter-generational struggle sustained through a code of honor and dignity. Our code of honor and dignity as indigenous peoples is what makes us unique as a sector. This code of honor and dignity is the glue that will keep us together for eons to come. IP Education for continuing to stage this annual conference. And on a personal level, maraming salamat Ben. It is ultimately the duty of the indigenous peoples especially the youth, to respond to the call to unite to remain consistent and steadfast behind the IPRA which for now serves as the champion of their cause, the guardian of their rights and the crusader of their uniqueness? Dapat magkaisa ang mga IP sa pagsuporta sa IPRA bilang taga-pagtanggol ng kanilang mga karapatan. Kailangan natin ipaabot lahat ng IP communities na panahon na para magkaisa bilang isang political force. Ito lamang ang paraan para maipagtanggol natin ang lahat ng ating nakamit. Ito na ang pagkakataon upang ang mga kabataang IP ay maging bahagi ng isang malawak na kilusan na binubuo mismo ng mga IP. Wala tayong ibang maaasahan na tutulong sa atin. Wala nang iba na kusang magtatanggol sa mga susunod na salinlahi laban sa mga elementong ang tanging hangarin ay makinabang sa ating mga likas na yaman. Ang pagkakaisa ang tanging susi sa ating tagumpay. Lahat ng ating hinahangad ay matutupad kung ang bawat isa sa inyo ay kikilos upang masiguro na umabot sa lahat ng IP communities ang ating mensahe ng pagkakaisa. You, the youth, are the hope of our collective future. We cannot and should not let the IP struggle, for which many of our ancestors have fought for, be in vain. We must act now if we would like to assure a secured future for our communities. Individually, it is an impossible task. Leadership is not for the fainthearted. Let us master the will to claim the future as rightfully ours! Let us be unflinching in our determination to pursue the IP struggle to fruition! Let us be unwavering in our commitment to work together as a sector so that we can bring ourselves and our communities to a future that we can claim to be our own. 4. Naging mahalaga ba sa iyo ang Kalindogan 2009? Kung oo,anu-ano ang kahalagahan nito? Kung hindi, bakit?
• Oo, dahil marami kaming naging kaibigan • Nabigyang kahalagahan ang mga naklimutang katutubo • Dahil kahit hindi ako IP naging mas marami ang antutunan tungkol sa mga IP • Dito nakita ang pagiging isang tunay na lider at nakita ang sarili • At napalalim ang pag-intindi sa mga isyung kinkaharap ng mga IP’s at nagkaroon din ng cultural exchange • Nakapagpamulat sa katotohanan kung ano at bakit at sino ang tuany na lider. At naglalarawan ito kung ano ang kahalagahan ng tribo • Nalaman ang characteristics of a good leader at ang ugaling dapat manindigan ang tribo para sa tribo • Naging daan ng pagtitipon ng mga indigenous youth upang magplitan ng mga idea at hangarin sa buhay ng mga katutubo at pagusapan

5. Anu-anong mga problema ang iyong naranasan sa loob ng mga araw na kayo ay nandito sa KALINDOGAN 2009?
• Tulog,dahil wala kaming time gumawa ng mga requirements, kaya pinagpuyatan naming. Hindi naming maintindihan ang ibang linggwahe. • Mahirap makipag komunikasyon dahil bihira lang ang alam mag tagalog (language barrier) • Kalungkutan • Hindi pagkakasunduan ng aming organization • Adjustment of different perception and views but later on we come up in the common point

6. Gusto mo bang ipagpatuloy ang KALINDOGAN? Ano ang iyong mungkahi para mas maganda at makahulugang pagdiriwang ng KALINDOGAN?
• Oo, sana ayusin mabuti ang program at one month before the event ay may kopya na ang participants. • Tutukan nang husto ang paksa kesa sa laro • Seek for more speakers who are capable to tackle the topics • May time management para sa lahat ng activities • May mga kapatid ding Muslim na delegates para malaman din ang kanilang kultura • Pag usapan ang iba pang issues sa community • Maraming paghahanda • Magkaroon ng PEACE TECH • Dagdagan ang participant ng Aeta Mag-antsi • Hindi pabalikbalik ang participant • Sana marami pang activity • Sana every year at forever. • Mas palawakin pa ang pagbibigay ng oras sa katutubong sayaw • Sana kahit dalawa lang na participants ang makuha para may representatives ang lahat ng tribo sa Pilipinas • Tama na ang takbo ng Kalindogan at sana sa habang panahon ay walang magbabago • Start always on time at i-estimate mabuti ang time na gagamitin upang di matagalan • Di lang discussion kundi gawa pa ng laro laro na nakabase rin sa tema • Upang maraming matutunan sa mga leaders. • Maging organized sa pag serve ng pagkain. • Sa susunod ay mas marami pang participante ang sumali • Mas marami interaction sa ibang tribo • Dagdagan ang ayta magatsi para makapagparticipate sa kalindogan • Kailangan well organize pa ang kalindogan • Dapat may sport fest kung saan ilalaro ang ibat-ibang katutubong laro • Madagdagan ang mga activities • Bawat isa ay maging aktibo para mapadali ang activities na dapat gawin • Keep improving the workshops,topics and selection of speakers • Sana wala nang katapusan ang kalindogan para ang mga susunod pa sa amin ay madagdagan pa ang kanilang kaalaman
