Small, Veteran, and Disadvantaged Business Enterprise (SVDBE) Special Provision Where subcontracting opportunities exist, a Small, Veteran, and Disadvantaged Business Enterprise (SVDBE) Goal is specified on capital contracts funded through the Georgia Transportation Act of 2015. A portion of the project goal, not greater than 50% of the specified Goal, may be achieved through the use of Small and/or Veteran owned businesses. The entire goal may be met through the use of GDOT approved DBEs.

Small, Veteran, and Disadvantaged Business Enterprise (SVDBE) Goal • • • • •
SVDBE goals are only applied to capital projects, funded by HB170, where subcontracting opportunities exist. SVDBE goals are only applied to capital projects (e.g. new construction). SVDBE goals are not applied to maintenance and/or resurfacing projects. 100% of any SVDBE goal may be achieved through the use of GDOT Disadvantaged Business Enterprises (DBEs). No more than 50% of any SVDBE goal may be achieved through the use of Small and/or Veteran-owned small businesses.

DBE eligibility requirements Small Business Status: The firm (including its affiliates) must be a small business as defined by Small Business Administration standards. It must not have annual average gross receipts over $22.41 million over the previous three fiscal years ($52.47 million for Airport Concessionaires - ACDBEs).
Disadvantaged Status: Claims of minority status will be evaluated by GDOT. GDOT may also determine, on a case -by-case basis, individuals who do not belong to any of these groups to be socially and or economically disadvantaged.
Ownership: The firm must be at least 51% owned by a socially and economically disadvantaged person(s), such as African Americans, Native Americans, Hispanic, Asian Pacific, Asian -Indian Americans, and/or Women. Claims of minority status will be evaluated by GDOT. GDOT may also determine, on a case -bycase basis, individuals who do not belong to any of these groups to be socially and/or economically disadvantaged.
Independence: The firm must not have relationships with another firm in such a way that it compromises the applicant firm’s independence and the disadvantaged owner’s equity.
Control: The managerial role of the socially and economically disadvantaged owners in the firm’s overall affairs must be such that the DBE program administrators can reasonably conclude that the socially and economically disadvantaged owners actually exercise control over the firm’s operations, management, and policy. •

GA SMALL BUSINESS ELIGIBILITY REQUIREMENTS
Georgia Resident Business: Any business that regularly maintains a place from which business is physically conducted in Georgia for at least one year prior to any bid or proposal to the state. Or, it is a new business that is domiciled in Georgia and regularly maintains a place from which business is physically conducted in Georgia. Additionally, the place of business shall not include a post office box, leased private mailbox, site trailer, or temporary structure (Official Code of Georgia Annotated §50-5-121).
Small Business: A Georgia resident business that is independently owned and operated and either has fewer than 300 employees or less than $30 million in gross receipts per year.

Letting proposal Numbers with the prefix “B3” are funded by HB170. Only HB170 funded capital projects with subcontracting opportunities will have an established SVDBE goal. Capital projects are new construction, expansion, or renovation projects. Capital projects are not maintenance, routine maintenance, or resurfacing projects. 1 Go to the desired letting: https://www.bidx.com/ga/lettings 2 Identify proposals with the prefix “B3” 3 Select the desired proposal 4 Once the proposal has been selected, select Proposal under Downloads and view the corresponding Call # 5 Go to the DBE Goal commitment page to identify the established SVDBE goal (usually page 3 of the GDOT Proposal document) NOTE: The goal may be reflected as “DBE”; however, it is in fact the established SVDBE goal.
