2020
Lieutenant General Brent Scowcroft CHAIRMAN EMERITUS
(March 19, 1925 – August 6, 2020)
In 1961, the Council’s founders—those ‘present at the creation’ of our international rules-based system, joined forces across party lines and among disparate organizations to form the Atlantic Council. They did so out of a need for sustained US engagement in the world and to develop an ambitious agenda for the Atlantic community. They succeeded. The Council convinced me to lend my own name to the effort by showing me how it would help carry forward that same mission at this similarly crucial moment in history. I’m so proud of the work it accomplishes each day.
01
LETTER FROM THE CHAIRMAN & THE PRESIDENT Dear Friends,
It is in that spirit that we are proud to honor:
Thank you for joining the Atlantic Council’s 2020 Distinguished Leadership Awards.
Kristalina Georgieva, managing director of the International Monetary Fund, for her bold leadership in confronting the economic backlash from COVID-19 and her efforts to build a better post-pandemic world. Ms. Georgieva will be introduced by former US Secretary of State Madeleine K. Albright.
For nearly sixty years, the Atlantic Council has vigorously pursued its mission, bestowed upon us by our founders, to galvanize constructive US leadership alongside global friends and allies to secure the future. There has never been a moment when our work has been more relevant, both at home and abroad, than in this epochal year, which will shape all of our lives for decades to come. Around the world, a myriad of macro shocks – a global health pandemic, economic recession, antiracism activism and political volatility – are changing the way people live, think and interact with one another. These shocks have tangibly impacted the way the Atlantic Council carries out its work each day. As you will see, this new reality is on full display this evening as, for the first time, we host the first ever virtual Distinguished Leadership Awards. This virtual first comes at a moment of daunting uncertainty – an inflection point of historic proportions. How we navigate this period will have generational consequences. The Atlantic Council has risen to meet that challenge, playing an active role in shaping this defining moment in history. Across our 14 programs and centers, 2020 has not been a source of despair, but rather a call to action: if we don’t shape the future together, chaos and less benevolent forces will fill the void. Through the ideas we generate, the future leaders we develop and the communities we build, the Atlantic Council shapes policy choices and strategies to create a more free, secure, and prosperous world. To quote the late Lt. Gen. Brent Scowcroft, whose outsized legacy we honor this evening, “Progress is only possible if the United States and its allies work together.” It is for that very reason that we convene the annual Distinguished Leadership Awards, aimed to both support our work and celebrate the unique strand of leadership our world so urgently needs.
02
Luis Alberto Moreno, president of the InterAmerican Development Bank, as he steps down for his impressive career of leadership at the Bank and for his contributions to combatting the COVID-19 crisis in Latin America. Mr. Moreno will be introduced by former US Treasury Secretary Henry “Hank” Paulson, Jr. Lionel Richie, music icon, producer and philanthropist, for his extraordinary body of work and tireless dedication to humanitarian causes. Mr. Richie will be introduced by the founder of Black Entertainment Television and the RLJ Companies Bob Johnson. As a first for the Council, we will also pay tribute to “Unsung Heroes,” after running a global campaign to gather and share their individual stories, shining a light on those who have demonstrated extraordinary resilience and leadership during this historically challenging year. This tribute will be narrated by and feature a performance from critically acclaimed singer, actress and humanitarian Vanessa Williams. Finally, tonight’s program will include a celebration of the life and legacy of the Atlantic Council’s former chairman emeritus Lieutenant General (Ret.) Brent Scowcroft, one of the most admirable figures in our country’s foreign policy history. Dr. Henry A. Kissinger, former US Secretary of State and General Scowcroft’s predecessor as national security advisor, will provide remarks. Thank you to this evening’s Co-Chairs, the Atlantic Council’s Board of Directors and International Advisory Board, and other generous friends and partners who have made tonight – and so much of our work – possible. All our best,
John F.W. Rogers Chairman Atlantic Council
Frederick Kempe President and CEO Atlantic Council

Luis Alberto Moreno D I S T I N G U I S H E D I N T E R N AT I O N A L L E A D E R S H I P AWA R D Former President, Inter-American Development Bank Group Luis Alberto Moreno, a Colombian citizen, recently completed his 15-year tenure as the President of the InterAmerican Development Bank Group (IDB), elected in 2005, and re-elected in 2010 and 2015. Under Moreno’s leadership, the IDB Group -owned by 48 member countries- consolidated its role as the leading and principal source of long-term financing for Latin America and the Caribbean, while providing cutting-edge knowledge and technical advice for social, economic and institutional development. Moreno championed the IDB Group’s participation in hundreds of partnerships with governments, private companies and philanthropic organizations, mobilizing additional resources for every dollar of capital used. Before joining the Bank, Moreno served as Colombia’s Ambassador to the United States for seven years. Relations between Washington and Bogotá strengthened notably during that time, leading to unprecedented bipartisan and bilateral assistance programs that supported a radical improvement in his country’s security and economic conditions, primarily through the approval of Plan Colombia – an ambitious program to fight drug trafficking and promote social and economic recovery. Prior to his ambassadorship, Moreno had a distinguished career in business and government. As Minister of Economic Development, he carried out a comprehensive competitiveness agenda and was head of the Instituto de Fomento Industrial, Colombia’s public sector holding company. In the private sector he was the executive producer of TV Hoy, an award-winning broadcast news program, and a strategic advisor to major Colombian companies and foreign investors. Moreno holds a degree in business administration and economics from Florida Atlantic University and an MBA from the Thunderbird School of Global Management. In 1990 Harvard University awarded him a Neiman Fellowship for his achievements in the field of journalism. He has also received honorary degrees from Georgetown University, Arizona State University, Baruch College, INCAE Business School, Universidad ICESI. He is a Member of the Board of Trustees of the World Economic Forum (WEF); Member of the International Olympic Committee (IOC); Member of the Latin American Conservation Council (The Nature Conservancy); Honorary Member of Wilson Center’s prestigious Latin American Program; Advisory Board Member of the Center for the Fourth Industrial Revolution of the WEF; Member of the Water Resource Group (in his capacity as IDB President) and; Honorary Member of the Global Council of the Greater Washington Partnership. Moreno was born in Philadelphia, he is married to Maria Gabriela Sigala and has two children, Nicolas and Natalia. He is a native speaker of Spanish and English and conversant in Portuguese and French.

This has been a challenging year around the world – the scourge of COVID-19 and the massive economic disruption it has caused, as well as an upsurge of protest in the long struggle against racism and inequality. It is important at a time like this to come together to mark the heroism, resilience and imagination of those who seek to help others and change the world. More than ever, we have all been awestruck by the many faces of courage in the toughest of times. With this new tribute, we look to recognize those heroes.

Lieutenant General Brent Scowcroft CHAIRMAN EMERITUS The Atlantic Council would not exist today were it not for General Brent Scowcroft. He provided leadership as a board member, twice as chairman, once as International Advisory Board chairman, and finally as chairman emeritus. His legacy will remain with our institution, guiding its principles and its commitment to constructive US engagement alongside friends and allies. We are proud to have launched the Scowcroft Center for Strategy and Security in 2012 in his name and dedicated to his enduring values and virtues. Seldom has the world seen a man of such historic accomplishment and remarkable modesty. He helped win the Cold War, defined the role of national security advisor, and mentored legions of principled individuals who continue to serve. His greatest characteristic was the one he most valued in leaders but was too modest to attach to himself: judgment. Add to that huge doses of integrity, wisdom, decency, intellectual rigor, and professional commitment. We thank General Scowcroft for the life he led and for the inspiration he left. We pledge to serve his legacy. Our hearts go out to his family, friends, and the many in the United States, Europe, the Middle East, Asia, and across the world who worked with him over the years to create a better world. We all owe him so much. — Frederick Kempe, President and CEO of the Atlantic Council
There are few people in Washington who were as respected and revered as Brent Scowcroft. It was not just because of what he did, although his accomplishments were many. It was because of who he was. A true gentleman, in the best sense of the word, much loved by all who had the privilege of working with him.
— Stephen J. Hadley
With the passing of General Brent Scowcroft, the world has lost a great statesman and military leader who has left his indelible contribution on the important pages of both the 20th and 21st centuries. At the same time, his loss reminds us that decency and respect have a valid place in the execution of diplomacy regardless of the complexity of the problems that face us. — James L. Jones, Jr. Everyone whose life Brent touched will always remember this self-effacing man who fulfilled his life’s purpose of service and, in the process, achieved the triumph of character over circumstance.
— Henry A. Kissinger
Among the staff over the years that he actively mentored, supported, and promoted are Directors of the CIA, NSA; Secretaries of State, Defense; National Security Advisors; and senior staff in all national-security departments and agencies. He could spot talent and wanted to ensure that our country got the very best. He hailed the virtues of government service and never failed to give the most junior of interns his attention when needed.
— Virginia A. Mulberger
