Banning is the place to live: g e o g r ap h i c a l l y l o c at e d i n t h e San Gorgonio Pass between two mountain ranges giving us desirable weather and accessibility to the desert, beaches and mountain resorts, all within an hour. We are a city steeped in history (100+years), a caring community of families, churches, charitable organizations and public safety. Banning is poised for economic growth that will support our current community and our future needs. New businesses have located in our city such as Rowdy Rose, Baskin Robbins and Coyne Power Sports. We are looking forward to the opening of four new businesses by mid-year: Big 5 Sporting Goods, Marshalls, Party City and Hobby Lobby. The Village at Paseo San Gorgonio, located downtown is starting construction. Several others are in the beginning stages of considering locating in our community. Other institutions that are located in Banning and serving our community continue to grow to meet our future needs, such as: San Gorgonio Memorial Hospital, Mount San Jacinto Community College and the Banning Justice Center. Although we have growth we retain our “small town” flavor which makes Banning special. I invite all of you to be a part of Banning’s exciting future.

A Look at Banning’s History
v
THE MEN & WOMEN WHO CREATED IT
granaries. As the gold rush drew people to California, white people began inhabiting the area, drawn here for the same reasons the Cahuillas were. Though made rugged by the land, the Cahuilla were a peaceful people. They signed the Treaty of Temecula with the United States Government in 1852, which was intended to provide a reservation for the Indians 30 miles long and 40 miles wide. Congress never rectified this treaty, and the Cahuilla were left scattered in small villages over wide areas, with no legal right under California law. The land that they had lived on for centuries was gone, appropriated by white settlers. Finally, in the late 1800s, rights were firmly established and the Morongo Reservation was formed. Today, a mix of Cahuilla, Serrano, and Cuperno tribes inhabit it.
S
The City of Banning is nestled in the San Gorgonio Pass between Southern California’s two highest peaks, San Gorgonio to the north and Mt. San Jacinto to the south. Banning is rich in colorful history, incomparable climate, and spectacular scenery of mountains, open ranges and fruit orchards. The history of Banning is replete with names of buildings, streets, parks and regions that the residents hear and see everyday. To most people, they’re probably just names. But to historians of the area, they represent building blocks by which the city grew, bit by bit, over the years. In his book, “History of Banning and San Gorgonio Pass.” Tom Hughes speculates that only the Indians knew of the Pass before 1820. He notes that Spanish soldiers, fur trappers and traders, as well as Franciscan friars, have been described in various historical writings as passing through the area previous to that time, via routes apparently to the north and south, but never through the Pass itself.
S
Cahuilla Indians: Long before the white man arrived, the Cahuilla Indians inhabited San Gorgonio Pass. Skilled hunters and artists, they took advantage of the warm climate and the resources of the nearby mountains. The Cahuilla lived in scattered thatch houses called Kish, and had well-constructed basket 4
White Settlement: In 1830, the San Gabriel Mission Fathers established a branch of the Mission at the highest point in the Pass, along the foothills northwest of Banning, where they raised cattle, sheep and pursued land cultivation. By that time, the area was known as Rancho San Gorgonio, named after St. Gorgonio, a Latin martyr. Benjamin D. Wilson, a renowned “Bear Fighter,” was commissioned about 1845 by Pio Pico, the last Mexican governor of California, to round up some renegade Indians who were causing trouble. Around this time, the Mexican government was granting its loyal subjects large parcels of land in order to strengthen its territorial claims. The American government was, at the same time, surveying and marking off six-square-mile townships, one of which was said to be the basis for present-day Banning. About 1853, Secretary of War Jefferson Davis ordered a survey party to determine the best route for a railroad to stretch from the Mississippi River to the Pacific Coast. This is reported to be the first survey through San Gorgonio Pass.
S
Stagecoaches: One of the first permanent landmarks in the Banning area was an adobe house constructed in 1854 by Jose Pope, mayordomo (ranch foreman) for Isaac Williams, on the present Gilman Ranch site. Pope raised cattle for a time, then in 1862 sold his land to sheep rancher, G.S. Chapin. A year later, Chapin sold this property to a stage man and local entrepreneur, Newton Noble. While living in the adobe house, Noble converted it into a stage stop. In 1862, the stop was used by the Colorado Stage & Express Line on its route to the Colorado River where gold had been discovered. The route ran through the foothills a half-mile north of downtown Banning, then north of Cabazon and Whitewater, which was the last stop before reaching Palm Springs (Dos Palmas). After leaving Gilman Ranch traveling West, the stage continued through Cherry www.BanningChamber.net | Banning Chamber of Commerce
Valley, San Timeteo Canyon, San Bernardino Valley and San Gabriel Valley before arriving at the dusty little village of Los Angeles. The trip from Yuma to L.A. took four days and cost $40.00. An adventurous Tennesseean, Paulino Weaver, came to the area and moved in with the Cahuilla Indians. Along with a Colonel Julian Isaac Williams, he petitioned Mexican Govenor Pio Pico for the grant of the large Rancho. (Today, Banning occupies the central section of that area.) A restless man, Weaver moved on to other parts in 1853 after selling his one-third holding of the Rancho to Dr. Isaac Smith. Dr. Smith brought his wife and seven children to the Rancho and built a house known as Smith’s Station, later known as Highland Home and subsequently called Highland Springs. From 1864 to 1866, the route through Highland Springs and up Bradshaw trail was the single connecting link for passenger, mail, and express travel between Southern California and the rest of the nation. Smith’s Station slowly developed into a hotel. Wyatt Earp was known to have stayed at Highland Springs many times, stopping as he drove stagecoach between California and Arizona. In 1862, after various tries at establishing a stage line, the Colorado Stage and Express Line was inaugurated through the Pass, including Banning. The route went from Los Angeles to the Colorado River, where gold had been discovered. In 1869, James M. Gilman arrived in the Pass area and bought a 160-acre ranch, which included the house that served as a meal stop for the stagecoach. Gilman and Martha Smith, of another pioneer family in the area, were married in January, 1871. In November, M. French Gilman was born.
S
Railroads: The stagecoach days came to an end when the Southern Pacific completed the railroad line from Los Angeles to New Orleans in 1876, bringing in an influx of settlers and commercial enterprises. By 1878 there were four houses, a small depot, three saloons, a boarding house, general store and tents. The first store in the Pass was probably a general store opened near Gilman Canyon, above Camp Comfort. In 1884, the land began to sell, acreage was cleared and crops and orchards were planted.
S
Banning is Named: Dr. Welwood Murray came here about 1876. Tom Hughes suggests that it may have been on the advice of General Phineas Banning, who was in business in Los Angeles. Murray held various local offices, such as postmaster in 1880, until he moved to Palm Springs in 1889 and became a fixture there. General Banning shipped sheep here by wagon train and sent them on to the coast by way of the new railroad. Tom Hughes writes, “We seem to have been a shipping point long before we were a small town.” Whether or not, as has been said, Murray hoped the settlement would be named after his native town of Edinburgh in Scotland, General Banning contributed to building an early Baptist church and the town was named in his honor. The Banning post office was established in October 1877, and was housed in the general store. The town’s first saloon apparently opened about this time; the storekeeper conducted Sunday religious services there. Several pioneers bearing names familiar to today’s residents lived here in the 1880s, when the Banning Land Co. and the Banning Water Co. were incorporated. They included Wilson Hays, Sen. Evan Williams, Samuel Hargrave, and Walter Hathaway, the city’s first Mayor. Banning Chamber of Commerce | www.BanningChamber.net
Hays and a group of other promoters formed the Banning Land Co. Hathaway was an agent for sale of the San Jose Fruit Packing Co., which had failed in an orchard venture. Hargrave was one of the first buyers of the land. The San Gorgonio Inn was built around this time, but it was called the Bryant House, after builder George Bryant. General Banning passed away in March, 1885.
S
Banning Grows Up: By 1887, Southern California was booming, and Banning’s healthful climate was being touted throughout the country. The first issue of the Banning Herald was published in 1888; 500 copies were printed. In 1889, the name of the Bryant House was changed to The Banning. Tom Hughes writes that even in those days, residents complained about the loud whistling of locomotives that disturbed their sleep, referring to the depot as “the chicken coop.” The “Banning Flyer” left Los Angeles in the morning and returned at night. In 1890, the town provided a lot after two of its leading citizens offered to build a city hall. Old brick from the former St. Boniface Indian School on the Murray and Livingston site was used for the city hall. Hughes relates the story of the Indian, Tacho Razon, who was arrested for horse stealing in 1890. He was tied to a stall in the livery stable, from which he escaped. He was caught, however, and lynched. In the same year appeared this ad: “Good news for widows – 23 bachelors in Banning.” In 1891, a quarter-million-dollar tunnel and water pipeline project was planned to run from Whitewater to the Wolfskill reservoir. Two years later, the project ran into financial trouble and work stopped. Other events of 1893: Banning dried fruit won a prize at the Chicago World’s Fair. In 1908, John George Repplier arrived from Reading, PA, to plant eucalyptus trees on 200 acres for the American Eucalyptus Co. Banning was a relay station for the first Los Angeles-Phoenix auto race. Drivers were changed and cars were checked. A White Steamer was winner, making the trip in 30.5 hours – an average speed of 16 miles per hour. In 1910, the project to bring water to the Banning bench from Whitewater was revived. A canal was completed in 1912. The City of Banning was incorporated, following an election, on Feb. 6, 1913. Walter S. Hathaway became the first Mayor. The Banning Opera House in the Holcomb block opened on March 18. The city’s first zoning law went into effect in 1919. The "Banning" became the San Gorgonio Inn in 1923. Over the years, Banning just grew and grew. In 1917, the population was about 1,100; in 1920, around 1,800; and by 1930 had reached 2,752. In the 1930s, Banning was the headquarters for work on the aqueduct being built to bring water to Los Angeles from the Colorado River. Local residents couldn’t get jobs on the project because employment was restricted to people in the water district. Local merchants, however, did benefit from the project payroll. Tom Hughes’ history of Banning was published in 1938. 5
THEN AND NOW:
A HISTORICAL LOOK AT BANNING The City of Banning has been an important hub for commerce and transportation. From the early Indians who called this area home, to the stage coach lines that travelled through Banning, sprang a city worthy of attention. Those who dared the long trip travelled through the Pass Area. They came from the East and the West through the rugged mountains and hot deserts. Settlers carved out a place we now call home. The stage coach and freight wagons were important not only to commerce but to many travelers. General Phineas T. Banning, for whom the City of Banning is named, was a very successful businessman and entrepreneur. He was considered the “Father of the Port of Los Angeles.”

The first industry in Banning was a lumber mill located in canyons North of Banning. A flume was built and logs were floated from the canyon to the railroad stop. The first picture we have of the sawmill dates back to 1870. When the lumber was depleted the flume became a source to water crops in Banning. Orchards and fields were planted and canneries, packing houses and drying yards were built along the railroad track. One of the major crops was almonds. Banning was the largest grower of almonds in

The Gilman Ranch just north of the City and the Smith Ranch (now Highland Springs Resort) were two of the original stage stops for the Colorado State Express Company. Over time, transportation evolved and the railroad replaced stagecoach travel. Banning, as it had been a Stage Stop, continued with its own railroad station along the mainline railroad headed East and West. We find the name of “Banning” as a railroad stop on the official Railroad Routes and Post Offices on a California map created in 1883. The stop was here to mark the point where the railroad would stop and pickup sheep that General Banning was grazing and shipping to markets to the East. Banning officially became a city in 1913 and celebrated our 100 year anniversary in 2013. 6

Southern California and became the birthplace of Blue Diamond Almonds. The canyon and the flume are still sources for Banning’s highly-rated water. From 1900 through the 1950s, Banning was known as the “Health City” due to the quality of the water and the air that circulated through the Pass Area.
S
Banning was an integral part of both World Wars The Desert Training Center(DTC) was located here in Banning. The Metropolitan Water District building located at John and San Gorgonio, was used as a headquarters for General George Patton’s troops. The Hotel Banning housed 47 telephone operators to create a communication center to support the war and training effort. The Banning airport was converted from a dirt landing strip to a paved runway and taxiway. This airport was handed back over to the City of Banning following the war.
Tuberculosis was once a more common health threat in America than it is today
Twenty-five sanatoriums were built here in the early days to treat tuberculosis and asthmatic patients. This was followed by a 1,000-bed US Navy hospital built here in Banning to help our troops recover from wartime injuries and airborne illnesses.
S
Banning Armistice Day, c. 1920
During World War II Bob Hope, Dean Martin, Les Brown and many others came to Banning to create radio shows to be broadcast later. The shows were performed on the Banning Theater stage and the residents of Banning created the audience for the sound track. The Department of the Army in 1944 built a 1,000-bed hospital site in the area bordered by Sunset to the East, Omar to the West, Jacinto View to the South and Wilson to the North. The Army then turned over the site to the Navy in 1945. The hospital was removed in 1948 and the land returned to the previous owners.
Highways 60, 70 and 99 all went down Ramsey Street, and policemen had to direct traffic prior to street light completion
Banning as a main route from Coast to Coast Highways 60, 70 and 99 went right through the center of town. This created a need to service travelers heading East and West through the San Gorgonio Pass. Traffic became heavy in Banning when these highways were extended from Brawley to Los Angeles in 1928. From one end of Banning to the other was a great assortment of hotels, cafés, gas stations, stores and traveler related services. In one block we had four cafés! This all changed in 1961 when Interstate 10 became the main highway through the San Gorgonio Pass. Hotels, cafés and gas stations started to disappear.

More than 100 Years of History The Centennial Celebration in 2013 of the history of Banning was very special and meaningful and the future is bright for the City of Banning. The groundwork has been laid and the Chamber of Commerce and City, along with residents, will continue to work together over the next one hundred years to provide a livable community where the opportunity exists for young families to come to work, shop, own a home, and educate their children. It is a place where Seniors can live out their lives in volunteer activity and resourcefulness, and where all can enjoy this place preserved by those who have gone before us—a place where we can live, in a small city environment, surrounded by the incredible beauty of snow-capped mountains. We hope you have enjoyed this glimpse into what Banning was then and now. Come to the Chamber of Commerce or the Banning Library to enjoy more history of our city.

Beaver Medical Group. Redlands was just a little town in 1931. It, like most of the country, was struggling to recover from the depression. Nevertheless, a young doctor came to town that year and opened a practice at 131 Cajon Street. By 1939 he had acquired property at 2 W. Fern, and by 1941 he and several associates were practicing there. Surely you guess by now that we’re talking about Dr. Meredith Beaver. When only 16 years old, during WWI, Meredith Beaver joined

the army and served in France. Originally from the Midwest, his family later moved to Oregon where he earned his medical degree from the University of Oregon. He was awarded a fellowship to the Mayo Clinic, where he earned an advanced degree in surgery. During WWII, Dr. Meredith Beaver, as a colonel, oversaw several army medical facilities. When the war ended, he returned to his medical practice on Fern Avenue and to what would be his life’s work. In 1945, he established Beaver Medical Clinic and was joined by three other physicians he had served with in the war: Espey Cannon, M.D.; Joseph Hayhurst, M.D.; and Gordon Witter, M.D.
Through more than six decades, Beaver Medical Group has grown steadily to meet the needs of the Inland Empire. Now over 170 physici ans s er ve p at ients in the communities of Redlands, Highland, Yucaipa, Banning and Colton. The Redlands main facility has grown, but still remains on the original property at 2 W. Fern Avenue in the historic district.

Teachers are selected and trained in providing these strategies that provide greater depth and enrichment to the students of high ability. The gifted students are kept in the mainstream classroom where they can be of benefit to other students. A GATE student in the math accelerated program will exit eighth grade already having completed high school geometry. Besides the classes offered for the past two years, GATE students are offered an enrichment track during summer school. In addition, students identified in the GATE program are exposed to several enrichment experiences outside the classroom during the school year. In the next overhaul of the GATE program, students who demonstrate talent in music and the arts will be able to avail themselves of speciallydesigned classes and experiences.

A:
All businesses, industries, and professional people are not only eligible to be Chamber members, but should be. Any citizen who is civic-minded and community-spirited may also be an associate member. There is no obligation other than the payment of proportionate annual dues, and a willingness to serve on committees (if one can) and help carry out the Chamber’s functions.
Q: Why Belong? A: The strength of a great city stems from the willingness of its people
to work together through one organization to create greatness, and that organization is YOUR CHAMBER OF COMMERCE OF BANNING.
Q: What is the History of Chambers of Commerce? A: Chambers of Commerce got their start in the United States eight years
before the Revolutionary War. Today nearly every city and town across the nation has some form of organized Chamber of Commerce. While many Chambers have their basic roots in the “town booster” type organization, most Chambers have a long history of involvement in economic development and serving as a business advocate. In the 1950s and 1960s, Chambers placed major emphasis on industrial activities. As we entered the 1970s with huge problems of inadequate housing, schools, community services and high unemployment, the new role for Chambers of Commerce expanded to socioeconomic concerns. The Chamber of Commerce of the 1990s could no longer just ask its members, “What do you want your Chamber to do? ” Instead it asked, “What kind of community do we want ours to be? ” In another role, Chambers are more active in government affairs, realizing that many of the problems facing them can best be dealt with in the legislative arena. By the 2000s, the legislative arena had become a large part of the involvement with the community. As a federation of business and professional firms within the community, Chambers have great power and influence through the factual information they provide and the ability to keep Chamber members motivated to communicate regularly with their legislators. Cities and towns are what their citizens make them. The Chamber of Commerce can be the vehicle through which the community needs are met.
