HOUSED IN HISTORY Since its founding in 1913, the Chamber has served its members from a variety of office locations. In 1999, the Chamber relocated to the first floor of the historic Gray House, now owned by the City of Chino and one of only two designated historic landmarks in the City of Chino. Built in 1887 for City founder Richard Gird (see History of the Chino Valley), the 3,000 sq. ft., seven-room, two-story Victorian house is deemed to be one of the oldest, if not “the” oldest building in Chino. Reflecting the Victorian “Stick” architecture style, the Gray House is Chino’s one remaining “Painted Lady,” a term used in the late Victorian age to denote the multi-color paint combination favored at that time. The Gray House sports a “simple” 5-color combination of light green, maroon, yellow, rose and gold. Some of the more fanciful “Painted Ladies” were painted in as many as 15 colors. The “Stick” style of architecture, with its tall, angular “two-and-a-half story” appearance, was considered by the staid Victorians to be sturdy and spare, but few excellent examples remain today as the style was eventually supplanted by the more elaborate “Queen Anne” style. The Gray House has changed hands less than ten times and has been used as a post office, millinery, boarding house, a coffee shop, and a real estate office, to name just a few. In the 1970s, efforts were made to improve the building, including earthquake retrofitting and installation of a phone and electrical system. Message from the Mayor of Chino Chino’s motto, “Where Everything Grows,” originally referred to the community’s agricultural roots. Now, the motto refers to the growth in families, business, and the City’s strong sense of community. Today, Chino is a well-established residential and commercial area, with beautiful neighborhoods, diverse demographics, irresistible hometown charm, and a rich commercial, industrial, and manufacturing mix.

Encompassing nearly 31 miles, Chino is home to over 232 acres of dedicated park space, providing residents with community and neighborhood parks, trails and facilities, along with a host of recreational opportunities. The City provides a robust variety of programs and events suited for all ages.

History of the City of Chino oldest standing adobe residences in San Bernardino County. The Yorba family was among the most influential in the early history of the Prado Basin. José Antonio Yorba was granted the Rancho Santiago de Santa Ana, 60,000 acres between present-day San Diego and Santa Ana, in 1801. His son, Bernardo Yorba, added to the family holdings with the purchase of 18,000 acres in the Rincon area from Juan Bandini. Bernardo’s son, Raymundo, built the first house at the YorbaSlaughter Adobe site in 1851. The adobe was built by Indian laborers from a rancheria known as “Buena Vista.” RICHARD GIRD THE BEGINNINGS The sale of the Rancho Santa Ana Del Chino to Richard Gird in 1881 brought it into the hands of a worthy successor, a man who was the connecting link between the era of the Dons and that of modern progress, blending the spirit of adventure and gracious living of the former with the broad vision and energy of the latter. Mr. Gird came to Southern California with a rich background of varied and adventurous experience. Born in New York in 1836, he came to California by steamer when only 16 years of age. During the following years he mined in El Dorado County; farmed in Sonoma County; prospected in Chile and had charge of building a section of the first railroad in South America; was a surveyor in Arizona where he made the first territorial map ever issued; was a manufacturer of mining machinery in San Francisco; and was an assayer and superintendent of construction of mills in Arizona. One day a prospector, Ed Schieffelin, brought him some promising looking samples of ore to assay. He found them rich in silver and immediately associated himself with the Schieffelin Brother’s to develop the mine, which took the name “Tomb-

stone” and gave that name to the town, which sprung up around it. The mine proved to be as rich as they had hoped and they sold it for a fortune around 1880. With his share of the proceeds Mr. Gird bought the Chino ranch. AMERICAN BEET COMPANY Richard Gird experimented with different crops to see whether he could find one that would make Chino a great industrial town. While doing this, he discovered that the lands south of Chino were suitable for sugar beets. In February 1889, he went to San Francisco to negotiate for a sugar refinery. In 1890, after more experiments had been conducted, he signed a 10-year contract with the Oxnard Brothers to build a sugar factory. The building began in the early part of 1891 and the machinery started in August of that year. During the harvest season, the population of Chino increased from 1,200 to about 1,800. At the turn of the century, this $100,000 plant turned out 12,000 tons of granulated sugar each season. To keep full operation three or four months a year, 10,000 acres of sugar beets were planted annually and beets were also shipped in from other places.

The sugar factory closed in 1918 for a lack of enough beets to process, and those who continued to grow beets shipped them to a larger plant in Oxnard. Most who had worked in Chino went up to Oxnard to continue on with their jobs. The closing of the factory brought some hard times to Chino for a while; then a group of Chino men under L. E. McCann incorporated and built the Chino Cannery. Apricots, peaches, and tomatoes were canned and sent to

ty was purchased by the County of San Bernardino in 1971. Major restoration and seismic retrofitting of the adobe was completed in September 2000. One of the fascinating aspects of this site is the presence of original furnishings from the 19th century occupation by the Slaughter family. The combination post office and general store opened to visitors in September 2002. REASONS FOR INCORPORATION Chino was the only town in the west end of San Bernardino County and the east end of Los Angeles County that had saloons. One was called Barker’s and the other, Hammers. The Women’s Christian Temperance Union did not approve of saloons so they installed a drinking fountain on the corner of 6th and D streets, next to the B.K. Galbreath store.

It was given to the City in 1908. Its purpose was to offset the saloons, but it didn’t work the way they thought it would. The only way to be rid of the saloons was to incorporate. If a town incorporated, it received local option, which meant that it was up to the voters whether or not they wanted liquor sold in town. This was the principal reason Chino incorporated in 1910. The “Drys,” who were the church people, voted for incorporation with no liquor and won. From 1910 until the repeal of the Volstead Act in 1933, no legal liquor was sold in Chino. In 2010, the City of Chino celebrated its 100th birthday since incorporating in 1910 and commemorated the community’s rich history with a year-long celebration, enjoyed by residents and members of the business community.

Message from the Mayor of Chino Hills Chino Hills is a premier community located at the convergence of Orange, Riverside, Los Angeles, and San Bernardino Counties. History of Chino Hills CHINO HILLS STATE PARK PRESERVED The natural beauty of Chino Hills in the early 1900s is preserved in Chino Hills State Park. A grass roots organization, known as Hills for Everyone, was the guiding force behind the preservation of 12,500 acres of land that became the largest State Park located in an urban setting. Land Aquisitions have increased the park to 14,000 acres. Visitors to the park take a step back in time to a place where they seem to be decades away from the urbanization of California.

THE EARLY YEARS Chino Hills has always been a special place in Southern California. It is a place that is close in miles to large metropolitan cities and yet far in spirit. Virtually unchanged for hundreds of years, the rolling hills were home to a few ranches and homesteaders. A handful of property owners appreciated the beauty of the hills. The majority of the residents were red-tail Hawks, mule ear deer, ground squirrels, mountain lions, cottontail rabbits, and coyotes. In 1907, Boys Republic made Chino Hills its home. The facility continues to provide important contributions to the lives of young people and sends its famous Della Robbia wreaths around the world during the hol-

idays. During the 1920s and 1930s, Sleepy Hollow was a perfect weekend getaway from the fast pace of Los Angeles. By 1928, Sleepy Hollow was a summer resort with about 90 cabins, some of which are still in use today. After World War II, these cabins and newer dwellings became permanent residences. The Los Serranos Golf and Country Club, which opened in 1925, was also a favorite spot for city dwellers. Originally, members of the Golf Club could purchase small lots in the community. The club members would erect cabanas on their property, or rent casitas for a festive getaway. Today the course is owned by the family of tennis legend Jack Kramer and is still a favorite Chino Hills attraction.

RESIDENTS MOVE TO PROTECT CHINO HILLS Over the next few decades, word was spreading that Chino Hills was a great place for yearround family living. More and more people were discovering the unspoiled hills located within an easy drive of downtown Los Angeles. Residents appreciated the vastness of the natural land in the community. They wanted to preserve and protect the hills and guide future development into the most suitable locations. They were realizing the importance of providing needed services while safeguarding environmentally sensitive areas. It was clear that Chino Hills was a special place and residents began seeking a way to be involved in shaping the community’s future.

CHINO HILLS SPECIFIC PLAN APPROVED In 1979, the County of San Bernardino initiated the development of the Chino Hills Specific Plan – the document that would plan for the eventual development of 18,000 acres – 26 square miles – located in Chino Hills. The area had been protected from haphazard development because the land was not flat enough to build inexpensively. It was clear, however, that development pressures were moving toward Chino Hills. The innovative Specific Plan was the first in the State of California to be designed for an unincorporated area. A Citizen’s Advisory Committee and County officials worked in cooperation with 150 property owners to develop the Plan. The Specific Plan called for clustered residential development concentrated in village cores, decreasing in density away from the core in order to protect as much open space as possible. Commercial development was slated along the Highway 71 corridor. By 1982 when the Specific Plan was approved, there were approximately 4,000 homes and 12,000 residents in Chino Hills. GOVERNED BY SAN BERNARDINO COUNTY As residents of an unincorporated area, citizens in Chino Hills were represented by one member of the San Bernardino County

Board of Supervisors. The Fourth District County Supervisor appointed citizens to serve as advisors to various County Service Areas that had oversight responsibilities for items such as road maintenance and landscaping. Chino Hills residents also served on the Chino Hills Municipal Advisory Council that met monthly at Gerald F. Litel Elementary School to address citizen concerns and make recommendations to the County Supervisor.

If residents had business with the County, a 45-minute trip to San Bernardino was necessary. Building and Safety issues and permits were handled in Ontario. For several years, some residents were actively exploring the pros and cons of cityhood. The issue of local control was moving to the forefront. INCORPORATION EFFORT EMERGES In the late 1980s and early

1990’s a group of citizens believed that it was time to formally pursue incorporation and make Chino Hills a city. The Chino Hills incorporation Committee (CHIC) was born. The CHIC Board of Directors met twice each week for over one year. This group developed a logo and a video to get their message out to the community. Neighborhood groups were organized. The incorporation effort was a people-to-people campaign. Nearly

100 neighborhood leaders formed the basis of the effort. The turning point came on November 5, 1991 when 58% of the voters elected to become the 24th incorporated City within the County of San Bernardino. Voters chose the name “Chino Hills” instead of “Canyon Hills” and elected five Chino Hills residents to represent them as City Council Members at large. December 1, 1991 is the official incorporation date of the City of Chino Hills.
