There are tree-lined neighborhoods with award-winning schools, parks, and athletic fields. A wealth of dining and retail experiences can be enjoyed from historic Main and Richmond streets to modern multiplexes. All are set within a thriving business community that offers a choice of different districts and commercial spaces. Explore El Segundo and discover everything it has to offer.

DEMOGRAPHICS

SOURCE: 2010 U.S. Census

El Segundo’s population grew steadily from the town’s inception, and spiked dramatically after World War II. With limited available space to build housing, the population eventually leveled off at just over 16,000. That number has increased slightly with construction of several large multi-unit condo and townhome complexes. The city has seen an influx of new residents in recent years – many of them younger, educated professionals. They choose El Segundo not just because they work here, but also because of the community’s excellent schools, low crime, quiet neighborhoods, City services, and small town charm.

CLIMATE As is the case for much of the Los Angeles area, the weather in El Segundo features warm summers and mild winters, with close to ideal climate conditions in spring and fall. Annual precipitation averages less than 15 inches per year. The marine layer and gentle breezes from the adjacent coast help east hot summer temperatures and minimize smog. COMMUNITY PROFILE

ENVIRONMENT El Segundo is not only a business-friendly city, but also environmentally conscious. More than half and perhaps as much as two-thirds of the water used in El Segundo is reclaimed – cleaned and recycled – for use, especially in industrial applications. El Segundo is the only city in California that can make this claim. The City has also launched a number of environmental programs/ policies addressing energy efficiency, water conservation, solid/hazardous waste, recycling, transportation and more. It also hosts green workshops and community shred days. El Segundo has earned awards and commendations from regional agencies for water conservation/ recycling efforts and is a pioneering community in LEED construction (the internationally recognized benchmark for the design, construction and operation of high-performance green buildings) – with examples including Fire Station 2, KARL STORZ Endoskope, Los Angeles Military Entrance Processing Station, Pacific Corporate Towers (PCT) and the UCLA Health Training Center, among many others. The El Segundo Environmental Committee continues to grow, with a mission to improve social, economic and environmental well-being by fostering partnerships through education, guidance and outreach. 10

TRAVEL & TRANSPORTATION

Getting Around El Segundo is a coastal town with a South Bay address. The city offers all the natural elements of fun and adventure you’d expect from a beach city. Residents enjoy classic California living with ocean breezes and a healthy outdoor lifestyle. The city has a milelong beach located between El Porto and Dockweiler. El Segundo is ideally located next door to Manhattan Beach and close to the other South Bay sister cities of Hermosa Beach and Redondo Beach. It’s an ideal location for any business and its employees to thrive. Businesses that settle here are also just minutes away from the nation’s third largest airport, are a stone’s throw from two major freeways, and can quickly access major bus and train lines. El Segundo is also stocked with hotels that cater to businesses, making it an ideal travel destination. LOS ANGELES INTERNATIONAL AIRPORT Bordering El Segundo to the north, LAX is one of the world’s busiest airports, handling thousands of domestic and international flights every year and served by nearly 90 passenger and cargo airlines. FREEWAYS El Segundo has direct on-ramp and off-ramp access to the I-105 Freeway and nearby I-405 Freeway. RAIL The Metro Green Line (D), a light railway/tram that is part of the Los Angeles County Metropolitan Transit Authority’s Metro Rail subway system, conveniently runs through El Segundo with

service in the heart of the city’s busiest commercial sector. The Aviation/I-105 station provides free shuttle to and from Los Angeles International airport. Between Norwalk and Aviation, this line runs for about 17 miles along the median of the Glenn Anderson Freeway (I-105). The line also passes through Redondo Beach, Manhattan Beach, El Segundo, Lennox, Inglewood, Watts, Lynwood, Downey and Norwalk. In September 2011, Metro certified the final EIR for the Crenshaw/LAX Transit Corridor Project, an 8.5-mile light rail line funded by Measure R dollars that will connect downtown Los Angeles and the Westside with the South Bay and LAX area, including El Segundo, while adding thousands of jobs to the region. The new line, with service projected to begin in late 2019, will connect the Expo Line to the Green Line with six stations. For more information, call Metrolink 800-371-LINK. PUBLIC SAFETY El Segundo Fire Department

When it comes to fire and life safety service, the efforts to help those in need “Starts Here!” In a vibrant community such as El Segundo, the ability to provide efficient, effective emergency response services relies on the people, programs and projects that support El Segundo Fire Department’s (ESFD) efforts 24 hours a day, 365 days a year.

PEOPLE

METROPOLITAN TRANSIT AUTHORITY (MTA) BUS LINES The 232 bus runs from the Mariposa/Nash Green Line station to Long Beach via Pacific Coast Highway. The 124 starts at El Segundo/Nash and continues east to Santa Fe Street. Call 213-626-4455 for a bus schedule and other routes. DOWNTOWN SHUTTLE Employees on the east side of the community can enjoy lunch or shop in El Segundo’s charming downtown area without getting into their cars.

The City of El Segundo Lunchtime Shuttle runs every fifteen minutes weekdays between 11 a.m. and 2 p.m, with stops at strategic spots in both downtown and busy commercial sectors. For more information, call 310-5242704. CYCLE CENTRAL El Segundo is part of the seven-city South Bay Regional Bicycle Master Plan. Coordinated in conjunction with the L.A. County Bicycle Coalition and South Bay Bicycle Coalition, the plan seeks to make biking more convenient and safer while also promoting the fitness benefits. The long-term goal is to improve the South Bay bike path and mapping system, foster safety education, create street signage and develop general bicycling-related policies. www.elsegundochamber.com

There are 14 fire suppression personnel on duty each day, on three separate shifts, providing fire and life safety services (42 total suppression personnel). In addition there are three (3) fire prevention personnel, three (3) hazardous material personnel and three (3) personnel assigned to fire administration for a total 51 professionals. Last year the suppression division completed 14,000 hours of in-service training, which accounts for nearly three (3) hours of training per person each day. In addition, the department provided Community Emergency Response Training (CERT) to 60 residents, further improving the community’s efforts to be prepared for natural or man-made disasters. ESFD responded to a total of 2,793 emergency calls for service over the recent reporting year, with about two-thirds of those dealing with emergency medical service. The department also performs fire and life safety inspections for new construction, high/mid-rise buildings and other commercial buildings.

PROGRAMS ESFD is leveraging technology to make internal processes more efficient, while continuing to strive to reach a goal of becoming paperless. Enhancements underway include: • Staffing technology to automate staffing and leave usage • Automated policy and procedure manuals

• Paperless fire inspection program (currently use forms to complete a business inspection and will be transitioning to mobile tablets) • Enhanced, paperless Records Management System (RMS) • Pre-alert dispatch system for quicker response times • Upgraded Computer Aided Dispatch (CAD) • Upgraded Emergency Radio Communication System Starting soon will be a 3-5-year work effort of Fire Department Accreditation. In order to make El Segundo a destination city and to support the “Start Here” initiative, ESFD will embark on a formalized self-assessment that is communityfocused, data-driven, outcome-based and provides residents, business owners and visitors with the knowledge that the department provides exceptional fire and life safety services.

PROJECTS ESFD purchased several new apparatuses – including a new Pierce fire engine (Engine 31), two new rescue ambulances, and a new command vehicle.

STATION #1 REMODEL The fire department headquarters and is an important building not only for emergency responses to fires and medical aid calls, but is also provides a connection to the business world within El Segundo.

Housing six firefighters on duty each day, the station serves the western section of town for first response to medical aid calls and other emergencies. In addition, Fire Administration, Fire Prevention and Environmental Safety offices are housed here with routine business with building contractors, consultants and business owners taking place behind these walls. Originally built in 1950, costing $75,000 El Segundo Fire Station #1 was considered one of the most modern fire stations in Southern California. In fact March 30, 1951 (nearly 67 years ago) an “Open House” was held at this very location, introducing the community to the new facility. In 1986, the current fire station was expanded and remodeled. Front office space was added and the interior of the station was upgraded. Today, 31 years since the last remodel, the fire station is open for business as usual following a major renovation comprising a new roof, bathroom and kitchen upgrade, dorm room upgrades, seismic retro-fit, new bi-folding apparatus bay doors that open in less than 7 seconds, and new lighted signage This remodel demonstrates the focus on maintaining City facilities and the community’s willingness to invest so that first responders have the necessary tools to perform their job each and every day. And it reaffirms that when it comes to fire and life safety services, it all “Starts Here!” 11

COMMUNITY PROFILE

PUBLIC SAFETY El Segundo Police Department

RECREATION, ARTS AND ENTERTAINMENT El Segundo Offers the Best in Recreation and Parks RECREATION

The El Segundo Police Department (ESPD) has a long history of providing outstanding quality service to those who live, work, and visit the community. In July 2017, ESPD welcomed its 13th Chief of Police. Chief Bill Whalen came to El Segundo with 28 years of law enforcement experience. ESPD is authorized for 62 sworn police officers, supported by 16 civilian staff members.

One of the most important things ESPD does is engage with the community. Whether through coffee with a cop, police department open houses, or other community events, the department takes this responsibility very seriously. ESPD recognizes the badge of its office as a symbol of public trust and works hard every day to stay engaged with the community and earn this trust. El Segundo is a very safe community. However, it is not crime free. Theft remains the most significant crime concern and it’s important that everyone does his or her part to minimize the chances of becoming a victim. Valuables should be removed from cars when they are parked and windows and doors should be locked. In order to better address crime concerns, the Community Lead Officer program was reinstated this past year. This program comprises two officers and a sergeant who have the flexibility to deal with crime/quality of life issues immediately. They also have taken the lead on addressing the homelessness problem in the area. In 2018, the department added a motor officer to help ensure the safety of the motoring public. It also created a second School Resource Officer. The sad and tragic events that occurred throughout the nation highlighted the need for another full-time police officer to ensure the safety of our children. Recruiting outstanding men and women to serve this community was a primary focus over the last year. With a more tenured workforce, the prospect of several upcoming retirements creates a strong need to remain focused on this important topic. To address this, ESPD launched an incentive program to attract lateral officers looking to move over from other agencies as well as pre-serviced officers and cadets. 12

l Segundo has one of the finest Recreation and Parks departments in the South Bay. The Recreation Department was formed in 1956, and features over 100 year-round programs and classes for all ages including cultural arts, adult and youth sports leagues, aquatics, trips and drama. With nearly 30 parks, facilities and fields there is something to do for everyone! This impressive list is highlighted by one of El Segundo’s cornerstones: Recreation Park, which encompasses over 21 acres in the heart of El Segundo. The park is located north of Grand Avenue at Eucalyptus Street and serves as home to many of the city’s youth sports organizations and recreation programs which are offered at the George E. Gordon Clubhouse and Joslyn Center. Recreation Park also hosts the city’s Annual Fourth of July Celebration, a treasured community event that is a prime example of El Segundo’s small town charm. Additionally, El Segundo has its own Teen Center, Skate Park and Senior Citizen Housing Complex adjacent to Recreation Park. In addition to Recreation Park, many of our other parks are just as important to our community. El Segundo has received the prestigious Tree City USA recognition for 14 consecutive years for managing an urban forest of over 7,000 trees that have a value of over $18 million. Library Park, across the street from El Segundo High School on Main Street displays many of these beautiful trees and hosts the popular Concerts in the Park Series each summer. Along with these concerts, Library Park is home to the Annual Hometown Fair and Carnival each May. If expansive views are more your style, stop by Clutter’s Park on Imperial Avenue for a view of LAX and the Los Angeles Basin while planes from

all over the world buzz by. If it is sports you want, hop across town to the Campus El Segundo Athletic Fields. Residents from all over the South Bay flock to our state-of-the-art complex which features two 100-by-65-yard synthetic turf fields serving various recreational activities with seating and a snack bar. Golf lovers need to look no further than The Lakes at El Segundo which features its own nine-hole executive golf course that includes a full-service pro shop, night-lit driving range, certified instructors and restaurant with banquet facilities. Swimming also has a longstanding tradition in El Segundo. The city’s club water polo teams competed in the Olympics back in the early 1950s at the historic 75-year-old Urho Saari Swim Stadium, also known as The Plunge. The plunge houses two indoor pools for competitive and recreational use. In addition, an outdoor pool are available at Hilltop Park during the summer months. A new state-of-the-art aquatics facility featuring a 50-meter competition pool opens in the fall of 2018 at the Wiseburn High School site. The El Segundo Certified Farmers’ Market is a weekly attraction in Downtown El Segundo each Thursday from 3-7 PM on Main Street. The market features produce vendors, fresh flowers, art and crafts, entertainment, hot food and a raffle drawing. Despite its reputation as a corporate haven, El Segundo is also a sleepy coastal community. Sunbathers, joggers, bicyclists, and shell collectors make their way down the hill on Grand Avenue to
El Segundo Beach, which is open daily from 6 AM to 10 PM. Just north of El Segundo Beach is the famed Dockweiler Beach, which features the only RV Park on the beach in Los Angeles County. No matter what you’re looking for, El Segundo has it all. We can’t wait to see you and hope you enjoy our parks! El Segundo Chamber of Commerce

EDUCATION

EL SEGUNDO

UNIFIED SCHOOL DISTRICT Building a Better Future Together

At the El Segundo Unified School District, we believe we must constantly evolve in an effort to fulfill our mission and remain relevant to students and parents. Key to that evolution is our membership in the Digital Promise League of Innovative Schools. The national league is an independent, bipartisan nonprofit organization authorized by Congress to accelerate innovation in education and ESUSD’s inclusion will have a direct and positive impact on students. ESUSD was selected based on its leadership, evidence of results, innovative vision for learning, and commitment to collaboration. ESUSD is proud to share a series of recent achievements in recognition of innovative programs and best practices in education. ESUSD achieved the highest high school graduation rate in the region with 98.9 percent of the senior class earning diplomas. The Association of California School Administrators (ACSA) named Dr. Melissa Moore 2018 Superintendent of the Year (Region 14). Two ESUSD administrators were honored with consecutive ACSA Region 14 awards: Marisa Janicek was named 2017 Administrator of the Year; and Jack Plotkin was named Middle Grades Principal of the Year in 2016. El Segundo Middle School was recognized as one of 22 high-performing middle schools in California with the 2018 Schools to Watch – Taking Center Stage designation for academic excellence, responsiveness to students’ needs and social equity. El Segundo High School (ESHS) was selected for a High School of Business partnership, providing a project-based curriculum in preparation for college-level business administration programs. ESHS’ Biomedical Pathway was chosen for a partnership between the California Society of Anesthesiologists, UCLA’s Department of Anesthesiology, and Project Lead the Way to deliver real world biomedical skills and application to the ESHS pathway classroom. ESUSD students regularly win national and state awards honoring their work in robotics, engineering and technology to writing and band and choral competitions. As the public education landscape changes, ESUSD continues to improve its student learner profile through innovative teaching practices and programs. Those include personalized learning at the upper elementary levels, new design curriculum for middle school, blended learning at the high school level, and Project Lead the Way math/science curriculum for K-12. ESUSD’s curriculum is evolving to help students develop the 21st century learning skills identified by the International Society for Technology Education: empowered learner, digital citizen, knowledge constructor, innovative designer, computational thinker, creative communicator and global collaborator. When they continued on page 20

graduate, we want all ESUSD students to be fully equipped with this strong skill set so they are well prepared for college and career.

EL SEGUNDO EDUCATION FOUNDATION

Every Student Wins!

Excellence in education in not only a long tradition in El Segundo, it is also a source of pride. And El Segundo should be proud! The community pulls together every year to ensure the best education is available for the students of the El Segundo Unified School District. The support to our schools has changed and evolved over the years to address the current needs in education. In recent years, the greatest hindrance to providing an exceptional education and even maintaining current programs has been state funding. To prevent the possibility of losing programs, closing classrooms and missing opportunities for our students, the community continues the tradition of supporting our schools and maintaining pride in El Segundo by supporting the El Segundo Ed! Foundation’s yearly grant to provide needed funds to ESUSD. The Ed! Foundation’s yearly grant of $1.5 million will continue to support ESUSD’s excellent schools by providing opportunities where Every Student Wins!. Our students are able to tap into avenues of creativity through art and music, explore new technology by building robots and

coding programs, exercising their bodies and minds with physical education classes, start their career paths early in engineering, business and biomedical science, as well as receive the social - emotional support and guidance they need to engage in school activities, plan for their future and develop self-confidence. These types of programs and many others have resulted in our district being recognized and receiving awards for innovation, leadership, academic excellence, responsiveness to the needs of young adolescents, and social equity. With continued yearly support from businesses, residents and families, the Ed! Foundation is confident that all essential academic programs in our schools will continue to thrive, and our students will receive the chance to take advantage of a competitive education that boosts them above the average standards set by the State of California. The Ed! Foundation is the only volunteer organization able to fund programs for ESUSD and $0.93 of every dollar donated goes back to the schools. Ed! is only as strong as the yearly support and donations that it receives. Thank you to all the families, community members, and businesses who believe in the importance of education and continue to support our schools. By investing in our students today, you will have future leaders to make us proud.

THE BEST PLACE TO DO BUSINESS It’s no accident that El Segundo has been a finalist (or winner) every year it has submitted an entry for the Los Angeles County Economic Development Corporation’s (LAEDC) annual Most Business Friendly City award. In addition to boasting a prime location with convenient access to the airport, freeways and beaches, the City of El Segundo offers businesses a package of amenities, incentives, services and other programs that can’t be beat.

INCENTIVES AND RESOURCES As a full-service city with an approachable staff that puts its constituents first, El Segundo is able to ensure the delivery of superior business-friendly services with a proactive, personalized focus and attention to the needs of businesses and residents alike. El Segundo has a favorable tax structure that not only features some of the lowest business taxes in the region, but also offers unique tax credit incentives that can reduce those fees even further. A 40% tax credit based on sales tax generated in one year is available. This credit may be used to offset up to 100% of the business license tax liability in the year after being reported.

NO PROPERTY OR PARKING TAXES As a no/low property tax city, El Segundo does not and has never levied its own municipal property tax. El Segundo’s allocation from the County is 6.4% of $1 per $100 of assessed valuation. The City has also never levied parking taxes.

Along with over-the-counter and regular plan check, the City also offers:

WHO’S HERE

APPOINTMENT PLAN CHECK (APC) This process involves scheduling an appointment to review plans with the City’s development team made up of representatives of all the City departments involved in the development review process. The concept is to bring the City to the customer rather than the traditional approach of having the customer navigate through the organization by going from department to department and having to wait an undetermined amount of time for feedback. During the appointment, City staff benefit by being able to coordinate requirements and promote cross-training. Customers benefit by being able to hear from all the departments all at once, thus removing the possibility of conflicting corrections between departments while being able to make necessary revisions to the plans.

ACCELERATED PLAN CHECK This offers customers an optional, expedited plan check service conducted by staff after regular business hours (with additional fees required). In this process, staff from each of the departments complete their plan checks usually within two to three weeks. Additionally, the City allows concurrent processing of planning entitlements and plan check review that can reduce processing time by as much as 50%. Furthermore the City provides a one-day inspection service for all projects under construction, with night and weekend inspections available (for an additional fee) for very large-scale or time-sensitive projects.

VOLUNTEER OF THE YEAR

Helen Dobos The year was 1950…Harry Truman was President, the New York Yankees won the World Series, Nat King Cole was singing Mona Lisa and the Dobos family arrived in El Segundo. Our volunteer of the year began working and serving the community with enthusiasm, a gracious hello and always a warm and welcoming smile. In 1964 she began working at Rea’s True Value Hardware…in the heart of Downtown El Segundo on Main Street. If you needed a TV tube or paint, you headed to Rea’s and for 33 years she helped you find that perfect home improvement item. She was involved in many organizations including PTA, the El Segundo Woman’s Club and many other charities throughout the community and in 2001 she was awarded Senior Citizen of the Year. And to this day, you can still find her bringing her volunteer spirit to Chamber events throughout the year. The Chamber is honored to award our longest serving volunteer who always greets you with that warm smile! The Chamber congratulates the 2018 Volunteer of the Year, Helen Dobos.

HAVANA SANDWICH COMPANY Havana Sandwich Company builds its “cubano” with a cracker-wheat specially made by a local Cuban bakery. Many of the sandwich meats are marinated in a secret mojo criollo (Creole sauce) recipe. Sandwiches are then toasted just like they are in Havana, using a sandwich press called a “Plancha,” which fuses the juicy flavors. The end result is a sandwich that satisfies like no hoagie or sub could ever hope to. Impress friends by ordering an off-menu special like the “medianoche” (midnight sandwich), a Havana favorite. Catering is also available, and free delivery is also offered within El Segundo.

ARTS CULTURE & ENTERTAINMENT

OLD TOWN MUSIC HALL: 50 YEARS OF VINTAGE GLORY Photo: Kim D. West

With each passing year, Downtown builds its reputation as a cultural arts destination with its own art museum, a vintage movie house, several galleries and an annual Art Walk that draws huge crowds from all over the region. Downtown’s most exciting cultural and entertainment happening celebrated its third year in 2018 with expanded offerings and a new staging area on Main Street featuring a beer garden, live music, food trucks and more. The El Segundo Art Walk (ESAW) provides a unique opportunity for creative businesses to open their doors for studio tours. Each unique venue acts as a pop-up gallery displaying original works from an array of talented Los Angeles-based artists. ESAW draws large crowds to Downtown and Smoky Hollow on summer third Thursdays! For more information, go to elsegundoartwalk.com

El Segundo’s longest-standing cultural venue, the Old Town Music celebrated 50 years in the community in 1968 and remains a treasured cultural landmark not just in the South Bay but also regionally. The schedule features vintage classics from both the silent and early sound eras. Silent films are accompanied by the incomparable 1925 Mighty Wurlitzer wind-powered pipe organ – allowing patrons to experience these films as audiences did before the “talkies” took over. The OTMH also hosts concerts with jazz, ragtime and other musical styles from the past. Some highlights in the late summer/early fall 2018 calendar include a Science Fiction Film Festival as well the original silent The Wizard of Oz.

ESMoA

CURRENT AND UPCOMING EXPERIENCES AT ESMoA

The El Segundo Museum of Art (ESMoA) is a Downtown landmark and hub for the burgeoning local art scene. Founded by Brian and Eva Sweeney (whose vast private collection includes works by major artists such as Claude Monet and Gustave Klimt) and curated by Bernhard Zunkeler and guest curators, this innovative non-profit “art laboratory” holds four thematic experiences (exhibits) each year with paintings, sculptures and video/digital works from various periods and regions. It is open to the public Thursday through Saturday, but also available for educational and special events by advanced appointment.

EL SEGUNDO PERFORMING ARTS CENTER

The original 1927 El Segundo High School auditorium enjoyed a rebirth when the theater was remodeled in 2011. With seating for 830 people, the venue features state-of-the-art sound, video projection and lighting systems. To add to the guest experience, the house has been redecorated in a style reminiscent of the era of construction. The theater has hosted local drama productions and shows from such notable South Bay companies as the Golden State Pops Orchestra.
