Wilmington: Heart of the Harbor

W

ILMINGTON has over 20

churches and is home to one of only two community colleges located in the South Bay and Harbor Areas, which is Los Angeles Harbor College. It is also the home to nine cultural monuments, the two most widely recognized are the Banning Residence Museum and the Drum Barracks, which draw visitors from around the world and all nine monuments, are located within a one mile radius. Wilmington is home to the 9-hole “Harbor Park” course at the Harbor Park Golf Course facility which features 3,200 yards of golf from the longest tees for a par of 37. The course rating is 35.2 and it has a slope rating of 115. Designed by William F. Bell, ASGCA, the Harbor Park golf course opened in 1957. This is a beautiful tree-lined course right next to Harbor College and offers easy access from the 110 Harbor Freeway. Wilmington is located at the center of the Port of Los Angeles, which handles more containers than any other port in the United States in terms of cargo volume and value. The port supports more than 830,000 regional jobs and Wilmington Chamber of Commerce

35 billion dollars in in annual wages and tax revenues. Through the Clean Air Action Plan the Port has significantly reduced emissions. The Ports’ 2012 Air Quality Report Card, demonstrates reduced Diesel Particulate Matter (DPM) by 79%, Oxides of Nitrogen (NOx) by 56% and Oxides of Sulfur (Sox) by 88% when comparing these emissions to 2005 levels. Your Chamber has been operating since 1904 and our mission is to promote, support and enhance a positive business environment and improve the quality of life in the community. WELCOME

History The town of Wilmington, a site of commerce and industry, reflects the nature of its founder and early resident, Phineas Banning. Remembered as the “Father of the Los Angeles Harbor,”

Phineas Banning was a family man, an entrepreneur, a Brigadier General and a State Senator. He founded the town of New San Pedro on September 25, 1858 and changed its name to Wilmington in 1863, after his hometown in Delaware. Wilmington’s early development and growth was due to a combination of factors. It was geographically advantageous, sited six miles closer to Los Angeles than old San Pedro, and possessed a protected inner channel and lagoon. Due to Phineas Banning’s Unionist leanings, it became a base for Union Army activities during the Civil War. Camp Drum was established in 1861, and Drum Barracks was built in 1862-63. After the Civil War, Phineas Banning and his town played major roles in the development of the harbor and establishment of transportation in the region. In 1869, Wilmington became the terminus of the first railroad in Southern California, the Los Angeles & San Pedro Railroad. In 1872, Wilmington was incorporated as a city, and in 1871 and 1873, Phineas Banning received money from the federal government to build a breakwater and improve the harbor. Phineas Banning lobbied to have Wilmington declared a port of entry in 1874. In 1876, the fortune of Los Angeles changed with the arrival of the Southern Pacific Railroad. The SPRR connected Los Angeles to the transcontinental railroad, and Wilmington served as the terminus of its trunk line, which provided the railroad with access to the harbor. In the 1890s, Wilmington and San Pedro figured prominently in the Free Harbor Fight, as Stephen Mallory White and the Los Angeles Times campaigned for a “Free Harbor for a Free People.” In 1909, Wilmington and San Pedro were annexed by the City of Los Angeles to provide the growing metropolis with the necessary link to the harbor.

October 24, 2013, Los Angeles Harbor College celebrated the grand opening of their $60 million Science Complex, which is LEED Platinum certified.

If you were to explore the educational opportunities available in Wilmington, you would probably be surprised by what you discovered, and not just because of the institutions. Wilmington offers an array of options, from preschool to adult learning and specialized certification programs. What isn’t immediately apparent is the level of dedication and passion for educating offered at each one of these institutions. Wilmington is part of the Los Angeles Unified School District (LAUSD). The District is made of a total of eight Local Districts; Wilmington representing the Eighth District. The public school system in Wilmington is comprised of the following institutions, Broad Avenue Elementary, Fries Avenue Elementary, Gulf Avenue Elementary, Hawaiian Avenue Elementary, Wilmington Park Elementary,George De LaTorre Jr. Elementary and the newest edition, Harry Bridges Span School. Beyond elementary, Wilmington offers its very own Wilmington Middle School and Banning High School. Banning High School is unlike any other high school around, as within its facility, you will find the International Trade Academy. This offers the students a variety of specialized learning in a smaller classroom setting, with current active professionals involved in their learning. Also available on the Banning High campus is the Banning Adult School for 6

those needing to complete high school credits, wanting to learn English and so much more. If teaching is your passion, consider attending Harbor Teacher Preparation Academy at Harbor College. Students are offered the unique opportunity to complete High School with a focus on becoming teachers and earn college credits towards their teaching degree. These students commit to teaching in local schools upon earning their teaching credentials. Along with all the public schools, Wilmington also offers four excellent private schools to choose from. They include Harbor

Christian School, Holy Family School, St. Peter and Paul School and Wilmington Christian School. All of these institutions offer a range of quality educational opportunities, from preschool through twelfth grade. If it’s beyond high school education you’re looking for, once again Wilmington has it for you. The options include the Wilmington Skills Center, part of the Harbor Occupational Center of LAUSD, which offers English as a second language, computer skills and an excellent welding certification program, as well as many other courses. Or maybe you would be interested in the Los Angeles Harbor College which is a comprehensive institution of higher learning with a broad spectrum of transfer, vocational, and community services programs.

Since its humble beginnings as a small outpatient clinic in San Pedro in the 1950s, Kaiser Permanente South Bay has grown into a major employer and healthcare provider to more than 180,000 Kaiser Permanente patients in the Harbor, South Bay and Long Beach communities. A chain-link fence, a hodgepodge of port signs and a tangle of unkempt bushes is what Wilmington boaters were used to seeing across the street from the marinas with live-aboard vessels. No more. Port officials are putting the finishing touches on the $1.2 million Wilmington Marina Parkway, a 3-acre stretch of landscaping with a paved walk and benches. “What a huge difference, you can’t believe it,” said Donna Ethington of Wilmington who led community members in the effort to beautify the area at Anchorage and Shore roads deep inside the Port of Los Angeles. “All the residents are going over there and walking their dogs, they’re really excited,” Ethington said. The project includes more than 200 trees and 2,500 shrubs. “Big Belly” trash receptacles with solar-powered compactors, open grass areas, benches, picnic tables and pet waste stations are also included on the site that is separated by a landscaped berm from a soil storage area on Anchorage. Eventually, a youth sailing center will be built across the street. The projects were proposed by the Pacific Unicomm Corp., a nonprofit established by Ethington, in 2008 when port officials were looking for ideas on how to spend money from a mitigation fund established after a group of environmentalists and Harbor Area residents opposed the China Shipping terminal expansion. The $2.6 million Wilmington Youth Sailing and Aquatic Center will serve youths 8 to 18 years old from throughout the region. While not as stunning as the 30-acre Wilmington Waterfront Park that opened in the summer of 2011, the small, tucked-away parkway at the marinas go a long way toward sprucing up the town’s appearance and quality of life, Ethington said. •••

Beautification Programs Landmark Wilmington Mural Getting a Summer Makeover By Donna Littlejohn, The Daily Breeze POSTED: 06/17/13 From the time he was a child, Arnoldo Vargas was fascinated with the mural on the El Mercadito Market in east Wilmington. He would often walk with his mother to the little corner market at L and Hyatt streets in their neighborhood, passing by the giant painted figures that covered the market’s exterior. Vargas went on to study art and photography at Banning High, graduating in 1995, and then received bachelor's and master’s degrees from UCLA before returning to teach art and photography at his high school alma mater. And now that school is out for the summer, Vargas is overseeing an ambitious project to restore the beloved 1979 mural in his old neighborhood. “I was always kind of the nerdy kid in the neighborhood,” said Vargas, sporting a long braid, a straw hat and more than a few splotches of paint as volunteers worked on the mural nearby. “This (mural) was always something I went back to in my mind. This is our Sistine Chapel.” Dubbed “Chicano Heritage,” the artwork is on Los Angeles’ historic landmark murals list. The three-panel acrylic scenes depict Mexican revolutionary imagery, featuring portraits of Emiliano Zapata and Jose Maria Morelos. For years, said longshoreman D.C. Chavez of the Mural Restoration Committee, the mural has served as a message of inspiration to young people in a community that’s seen its share of gang violence. Originally painted by Javier Moreno, a Wilmington artist who died four years ago, and Mario Falcon, an artist from Mexico, the mural has fallen victim to the ravages of time, weather, and graffiti. An unauthorized single-handed attempt to fix it up in 2007 added some creative flourishes that distracted from the original piece. So under the direction of the United Wilmington Youth Foundation, Vargas is dedicating the first several weeks of his summer vacation to a community restoration of the mural, working from original photographs to bring it back to its historic accuracy and color. “It’s nerve-racking,” he said of the challenge. “I’m at home painting mini versions of it, trying to match colors.” His former Banning High art teacher, Richard Alvarez of San Pedro, now retired after 27 years in the classroom, stopped by on Tuesday to check out the project. “Restoring a mural is hard work for any artist,” he said. “It’s particularly difficult getting it to look like the original piece,” from matching the colors to capturing the “spirit of the piece,” Alvarez said. Vargas – whom Alvarez called one of his best students – has painted numerous murals, including several in the community. One of them, a tribute to family unity, is just blocks away on the Amigos Market at L and Watson streets. “And while the Chicano Heritage mural is largely historic in nature, it also transcends the Latin American

revolutionary period, sharing messages of labor, brotherhood, peace and education that are still so relevant in today’s Latino communities,” Vargas said. “Among the most moving scenes depicted in the Chicano Heritage mural,” he said, “is one of two men fighting, blindfolds covering their eyes. In the next panel, the same men are shown shaking hands and holding books.” Sylvia Arrendondo, an organizer for the United Wilmington Youth Foundation, lives across the street from the market and said the mural's restoration means a lot to the community. Mostly, she said, people hope the artwork isn’t changed from the original. Carmen Moreno, the original artist’s mother, also was on hand Tuesday watching volunteers begin their work. The crew includes some of Vargas’ students and his family members. Speaking in Spanish, she said her son was frequently bothered by police officers in 1979 when he was painting the original piece. He would have been 21 years old at the time.

Vargas anticipates the project will take about two weeks. While most of the materials and labor are donated, the group will still need funds to pay for final top and graffiti-resistant coats. A lemonade stand and cupcake sale will be held on the corner this Saturday. For Alvarez, Vargas’ former teacher, the project holds even a more personal meaning. He promised his student that if he continued his studies in college and returned to teach at Banning, he'd personally hand over his classroom keys. “I gave him those keys five years ago,” Alvarez said. His protege’s restored mural is guaranteed to be a show-stopper, he said. “It’s going to be brilliant when it’s finished,” Alvarez said. •••

Wilmington’s waterfront businesses provide local jobs for thousands of union workers. As the gateway and transportation corridor to the ports of Los Angeles and Long Beach, Wilmington is bordered by two major freeways and the Alameda Corridor railway that links the ports to the transcontinental rail yards near downtown LA. With 50% of the goods that pass through these seaports destined east of the Rockies, the 2-mile-long cargo trains assembled by Pacific Harbor Line and hauled on the corridor by Burlington Northern Santa Fe and Union Pacific Railroad accounts for about 30% of it. More than 12,000 local truck owner-operators service the ports. Most Wilmington trucking companies contract these truckers to haul cargo from port terminals to regional distribution centers and rail yards. Some offer additional services such as Fast Lane Transportation that sells and stores cargo containers and California Cartage that provides customs-bonded warehousing and distribution. A multitude of Wilmington businesses such as Central Truck & Oil and Wilmington Truck Stop provide fuel, weigh scales, maintenance services and truck parking facilities. Wilmington is situated in the midst of the nation’s third largest oil reserve and bordered by three major refineries, Phillips 66, Tesoro and Valero that primarily serve the Southern California region. Water Street, Wilmington Phineas Banning was a visionary with tremendous energy and love for Southern California, whose imprint on the community of Wilmington is still visible today. It could be said that the remarkable growth of this region started literally at Banning’s Landing over 150 years ago. Banning Residence Museum 401 East “M” Street (at Pacific Coast Highway and Avalon Blvd.), Wilmington Nestled near the Banning/Wrigley Historic Preservation Zone in Wilmington and just a few miles from the Port of Los Angeles, the beautiful Banning Museum is one of California’s historic gems. Built in 1864 by General Phineas Banning , the “Father of the Los Angeles Harbor,” the Banning residence is widely considered one of the finest examples of Greek Revival architecture in Southern California. 2014 marks the 150th Anniversary of the Banning Mansion. In 2013, the residence underwent major restoration efforts to repair and paint the grand ‘ole place in time for its milestone anniversary of 150 years. Today, the Banning is completely restored and stands sturdy and tall once again to welcome all who visit to share in the history and splendor of a time gone by. Drum Barracks Civil War Museum 1052 Banning Blvd. (south of East “M” Street) Wilmington The historic Drum Barracks is the only Civil War-era U.S. Army building still standing in Southern California. The 16-room structure once

Drum, commander of the post, the Drum Barracks served as the main training, staging and supply depot for military operations in Arizona, Southern California

Drum Barracks Powder Magazine 1001 Eubank Ave, Wilmington Part of the 30-acre Camp Drum (a Civil War-era Union Army facility), the powder magazine housed weapons and gun powder for the soldiers. Located just a few blocks from the Drum Barracks Civil War Museum, it was constructed in 1862 with three-foot thick stone block walls. During the 1920s, a wood frame house was built around the stone building and it was hidden for about 60 years. The structure was moved in the 1980s revealing this historic relic from the Civil War days. Today it sits on a fenced-in vacant lot. St. John’s Episcopal Church 1547 Neptune Avenue, Wilmington Mary Hollister Banning (Phineas Banning’s second wife) began holding Episcopal services in the basement of the Banning Mansion in 1876 and subsequently championed the building of a stavetype church. Construction began in 1882 and St. John’s Episcopal Church was finished in 1883. Originally located at 422 N. Avalon Boulevard, the church was moved to its present site in 1943 and still holds Sunday services. The Banning family donated the altar and the bell, which came from one of Phineas Banning’s channel boats, the S.S. Amelia. In 1926, the church received the altar cross and altar rail as gifts from a

US Navy chaplain. The cross and rail were made in Pearl Harbor, Hawaii from brass taken from a World War I German submarine. Wilmington Cemetery 605 East “O” Street, Wilmington Phineas Banning donated land for the site and constructed the cemetery in 1857 upon the death of his infant child. Banning was originally buried in the cemetery but was later moved to Rosdale Cemetery in Los Angeles. Also interred at the cemetery are Banning’s first wife, Rebbeca Sanford Banning, as well as various family members and numerous Civil War veterans and Drum Barracks soldiers. Banning Wrigley Historic District The Banning Park Historic Preservation Overlay Zone (HPOZ) can be found directly south of the historic Banning Residence and Banning Park, including both sides of Lame Avenue, Banning Boulevard and Cary Avenue from M Street to L Street to the south. The Banning Wrigley neighborhood was mainly built in 1927 with a few houses constructed as late as the 1950s. General Banning a native of Wilmington, Delaware, came to Southern California in 1851 where he quickly established himself as a respected businessman in the fledgling transportation industry growing around the Los Angeles Harbor. Banning owned interests in several oceangoing vessels, railroads, and stagecoaches.
