Greetings MAGA! We continue rolling through these months at an incredible pace, hard to believe we are end of July and it is Amateur Championship week. The 27th edition of the Metropolitan Amateur will be played August 3-5 at Norwood Hills CC. We have a great field with 130 of the Curt Rohe regions best amateurs set to play for the Executive Director Jim Tom Blair Trophy, including 6 former champions in the field. What a way to end the month of July with yet another USGA championship here in the St. Louis region. Boone Valley GC did a wonderful job as a host in welcoming 156 of the best junior girls’ in the world to compete for the U.S. Girls’ Junior Championship. I had the pleasure of assisting both the club in an administrative role and the USGA on the Rules Committee. When we got to match play I refereed a match in the Round of 64 and Round of 32, both great matches with these young girls who can flat out play. In the Semifinals on Friday I got a little different perspective as a forward observer, walking ahead of the match. A great experience and great week for the USGA here in St. Louis. I already look forward to the 2018 U.S. Women’s Mid-Amateur at Norwood Hills CC, three consecutive years with a USGA championship in our region which is unprecedented in the country. Other than the last week, July was relatively quiet for the MAGA staff, with our Junior Championship and U.S. Amateur Qualifying being the major events this past month, all covered here in this edition of The Metropolitan. While the Amateur coming up is the pinnacle of our season we have several great events to get through the last part of the 2017 schedule. We will have one more monthly edition of newsletter in August before switching to our bi-monthly schedule. I have received a number of accolades from you, our members, who take the time to read this piece, so thank you for your comments. Keep reading and we will see you in what will be a short busy month. Thanks!

Several notes are in order. First, the player was not allowed to repair the pitch mark before dropping as that would improve his area of play by eliminating an irregularity of surface and result in a two-stroke penalty (Decision 13-2/10). Second, had the dropped ball hit the pitch mark, the drop would not have counted (Rule 20-2b and Local Rule; player must drop away from the condition causing interference). Third, had the dropped ball rolled and come to rest in the pitch mark, the drop would have counted and a re-drop would have been required under Rule 20-2c(v). Fourth, every time the player retrieved his ball from the bunker, he was entitled to smooth his footprints (Decision 13-2/29.3). Finally, in such circumstances (dropped ball likely to roll into bunker), the player should choose wisely the spot where the second drop strikes the course, as this is where he will subsequently place the ball.
Rules of Golf Corner Ball Embedded in Steep Bank During the 2016 Metropolitan Amateur Championship at the Glen Echo Country Club, the 277-yard 5th hole played as a drivable par-4 for many competitors. One player’s drive embedded in the steep grass bank above a greenside bunker. The ruling proved relatively straightforward (Rule 20-2c; two-step dropping and placing), but there was the potential for more-refined steps (Rule 20-3d; two-step placing, and finally selective placing), not to mention playing from the bunker.
But… what if the placed ball won’t stay at rest (imagine that the steep bank is closely-mown zoysia grass)? Retrieve and replace the ball on the same spot (Rule 20-3d). If the ball stays at rest after being released, the ball is correctly in play. But… what if the replaced ball won’t stay at rest either? Retrieve the ball as before. This time, instead of placing it on the same spot, place the ball at the nearest spot where it will stay at rest, not nearer the hole and not in a hazard (Rule 20-3d). Repeat this process until a spot is found where the ball will stay at rest. Once at rest, the ball is correctly in play. However… what if the ball is at rest after being released from the player’s fingers, but it subsequently moves on its own accord and rolls into the bunker (gravity, wind, a blade of grass gives way; player did nothing to cause it to move)? The ball must be played as it lies from where it comes to rest – in this case from the bunker (Rule 20-3d; it could also come to rest in a water hazard or out of bounds)! For this reason, the player should be very careful placing the ball and WHEN he places the ball (i.e., player places ball, walks away to survey next shot, and returns to find that the ball has rolled away in the interim). One note of caution: the player may not press the ball into the ground, as that is a two-stroke penalty (Decision 1-2/9).
The Local Rule providing free relief for a ball embedded through the green was in effect (Appendix 1-A 3a). It was obvious that a dropped ball would roll into the bunker. The player lifted and cleaned his ball as permitted, then dutifully dropped it from shoulder height as near as possible to the pitch mark, not nearer the hole (Local Rule). As expected, the ball rolled into the bunker. Rule 20-2c(i) required that the ball be redropped (ball rolled into and came to rest in a hazard). The ball was retrieved and re-dropped with the same result following the same procedures. Dropping and re-dropping being unsuccessful, the player placed the ball as near as possible to where it struck the course on the second drop (Rule 20-2c). The ball stayed at rest in the thick grass and was correctly in play (Rule 20-4). The player proceeded to hole out with a par.

USGA Junior Girls’ Championship Boone Valley GC July 24-29, 2017 Lucy Li, of Redwood Shores, Calif., tied the low round of stroke-play qualifying, a 5-under-par 66, on Tuesday to capture medalist honors in the 2017 U.S. Girls’ Junior Championship on Boone Valley Golf Club’s 6,311yard course. In the round of 64, she captured her first round match, as did the second qualifier Paphangkorn Tavatanskit, of Thailand, who finished one stroke back at 138. However, as the competitors moved into match play, the top seeds began to fall by the wayside, leaving only the 11th seed as the highest to advance to the quarterfinals. The real surprise was Taylor Roberts, who was playing in her first USGA competition. The 60th seed moved into the semifinals defeating Arizona’s highly rated Haley Moore, before falling to Jennifer Chang, 5 and 4, as Chang moved into the finals. Her opponent would be her close friend, Erica Shepherd. The 16-year-old Shepherd downed Elizabeth Moon in the semi’s when Moon, frustrated that she had missed a birdie opportunity, which would have earned her a spot in the finals, pulled her putt back before Shepherd had the opportunity to give her the putt. This miscue cost Moon the hole and the match. In the finals, Shepherd went 4up after the morning round only to see it dissipate to 1up at the 31st hole. However, a birdie at the 14th (the 32nd) stopped Chang’s run. Two holes later, a win at the 16th (the 34th), would give Shepherd a 3 and 2 victory.

Leigh Ann Hardin, the 1998 Junior Amateur champion at Merion GC, has been a friend and mentor to Erica Shepherd for years. Now Leigh Ann Creavy, the mother of three was a family friend, with Shepherd’s father growing up with her father and brothers. The families were so close that Shepherd’s middle name is Leigh and she was a flower girl in Creavy’s wedding. After playing the Symetra Tour in recent years, Creavy petitioned to get her amateur status back, partly inspired by Shepherd’s golf. The two of them teamed together to compete in qualifying for the USGA FourBall in 2015. Shepherd’s win fulfilled a dream to once again emulate Creavy, her role model in golf. To keep things going, Shepherd will enroll at Duke after she graduates, just as Creavy did following her high school career.

St. Louis Golf History - Bob Goalby -
He played football for the Illini after graduating from Belleville high school. After leaving Illinois, he sold cars while he worked on his game. He won the 1955 Men’s District title, defeating one of the area’s better players in Joe Switzer from Sunset. He turned professional shortly after that and remained on the circuit from 1958 to 1971.
Bob Goalby (center) after defeating Joe Switzer (left) in the finals of the 1955 Men’s District at St. Louis CC. District President Les Scanlon is at right.
Winning eleven times during that span, he started strong in the early 1960s, finishing tied for second at the 1961 US Open and solo second at the 1962 PGA. With seven victories from 1958-1967, Bob was a consistent contender in most events. It was also during that time that he struck up a strong friendship with Sam Snead, a bond that would last throughout their careers. In the 1968 Masters, Bob was paired with Raymond Floyd. Finishing with a 65, he felt he had a chance at the title. Roberto DeVicenzo was playing a few groups ahead of Bob. Unfortunately, his playing competitor put down a “4” for Roberto’s score on the 17th, when Roberto actually made a 3. After signing his card, the score stuck. Instead of a playoff, Bob was a Masters Champion. Following his Tour career, he worked several years for NBC sports covering golf. He good looks and great voice, along with his intimate knowledge of the players, made him a sensation. However, toward the end of the 1970s, NBC refused to up his pay and Bob left the booth. It was shortly after that when Bob, along with Don January and Sam Snead, conceived of the Senior Tour. Despite a few early setbacks, it finally took off and continues to be very successful.
Bob was a member of the 1963 Ryder Cup Team at East Lake CC
Bob in a typical pose; friendly and very personable.
Bob continues to return to Augusta each spring to attend the Champion’s dinner. While he stopped playing nearly twenty years ago, he enjoys the camaraderie that comes with being part of such an intimate group. He has also contributed greatly to the success of Belleville West high school, located adjacent to Bob’s former home on Town Hall Road, graciously donating items annually for their auction. As a course architect, Bob and his son Kye built several area courses; the Orchards and Far Oaks, among others. In 1985, Bob and his nephews, Jay and Jerry Haas, made history when the three of them played together in the Masters. Should the opportunity present itself, spending time with Bob and listening to his stories is one of the best ways to spend an afternoon.

Southern Illinois Golf Association News “SIGA News” “Down South with the SIGA”
Bullard takes SIGA title in playoff PAUL WILCOXEN FOR THE SOUTHERN, July 17, 2017 MOUNT VERNON— After two days and 36 holes of golf, the 93rd Southern Illinois Golf Association Championship came down to a two-man playoff. When it was all said and done, Mount Vernon’s Brandon Bullard won his second SIGA Championship on Sunday afternoon over Tyler Wall of Nashville at Green Hills Golf Club in Mount Vernon. “This is a very special tournament to play,” said Bullard. “This is the 93rd edition of this golf tournament, and for me to be in the likes of people on that trophy ... is just a huge honor.” It took only one playoff hole to decide the winner. Bullard parred hole No. 1 on Saturday and then earlier on Sunday. However, knowing what was at stake, he was able to birdie the hole to beat Wall by one stroke. “I would have liked to have won, but second-place isn’t too bad for my second time,” said Wall, who won the Junior Tournament a year ago. “Sometimes it just doesn’t work out.” The win is Bullard’s second SIGA championship of his career, but his first since 2001. “To have my name on the trophy after 16 years is a huge honor,” said Bullard. “This is a huge honor for me and to do it on my home course is even more special.” Wall led the tournament after the first day, shooting a one-under par 70. Bullard was within striking distance at one over par. Both finished with a two-day score of 142. Tom Portner missed the playoff by one stroke, while Bryan Warren’s attempt at three straight championships fell short as he placed fifth and finished with a 145. “I made a bunch of pars [Saturday] and not very many birdies and not very many bogies,” said Bullard. “The same [Sunday]. I shot a 36 and 36 [Saturday] and then a 36 on the front today. “I was making a lot of pars which is a good, but I wasn’t making a lot of birdies. Normally at this, you have to make a lot of birdies. It was almost survival mode.” Bullard was first off the tee in the playoffs with his shot just missing the fairway. Wall’s tee shot was similar in distance to Bullard’s but was to the right of the cart path further away from the fairway. Bullard’s second shot was just short of the green, while Wall came up short just below the hill leading up to the green. Wall’s third shot bounded on the green and passed the cup. He chipped just off the green before marking his ball. Bullard attempted a long putt for an eagle before settling for a birdie putt from three feet for the win. “I was trying to make [the eagle putt],” said Bullard. “More often than not on this golf course I leave it short. I lag it up there and it rolls short. I gave it a run and hit it about three feet by and almost made it.” Bullard bogeyed the 13th hole but managed birdies on holes 14 and 16 to get back into contention. It also helped that Wall double-bogeyed 17, which included a trip in the sand trap. “I pulled [hole No. 17] to the left and it was barely out of bounds,” said Wall. “I was pretty steady all day. I
