Job Rep/HSR annual Continuing violence: members regional seminars must be protected at work Bullying and Harassment - what you Lisa Fitzpatrick, State Secretary Disturbing evidence continues to reach us with regard to violence against our members in the workplace. Even the threat of violence can have a tremendous psychological impact if not dealt with and managed carefully. And, we are told, many incidents remain unreported, sometimes because the victim believes that nothing will be done or it is “all part of the job.� It isn’t and it never has been. Managers have a duty of care to attend to victims of violence and abuse in a responsible way. Victims should be assisted in filling out the necessary paperwork to record the incident and offered counselling to ensure that any ongoing consequences are minimised. If incidents remain unreported, that patient could return one day and attack another nurse. Forewarned is forearmed. Incidents should be investigated and measures must be put in place to prevent similar attacks. Sadly, a large part of the continuing problem is a pre-election promise to improve hospital security that remains unfulfilled. In 2010 the Napthine Government undertook to spend an extra $21 million to provide security staff to protect doctors, nurses and other health workers. An empty promise, as it transpires, and meanwhile the horror stories of violence against nurses keep rolling in. I urge members to report - via the official procedures at your workplace and the ANMF online OVA form www.cc/ovareport - any incidents which are threatening, and to encourage their colleagues to do the same.
Joining forces Paramedics, doctors and nurses joined together in an historic show of unity in December to protest the State Government’s “fantasy world� ambulance ramping policy.

The Victorian Emergency Physicians Association, the Ambulance Employees Association and the ANMF demanded urgent action on behalf of all hospital patients in Victoria. We told a media gathering that the Napthine Government’s hospital ramping and bypass system was unworkable. Confusion and disarray were widespread, we said, patients were at risk and, in a joint statement, we said: “The current proposal of the Victorian State Government is not the solution and shows a fundamental lack of understanding of the problem as a whole.� Predictably, neither Premier Denis Napthine nor Health Minister David Davis has responded to the concerns of senior health professionals.
Election year In November, you will be asked to cast your vote in the Victorian State election. When we have all cut our way through the politics, promises and personalities, we will have to decide which party will best represent the interests of the people of Victoria and, in our case, the priority will be the health and welfare of Victorians along with nursing and midwifery issues. Study and professional leave entitlements #F[J -BNC *OGPSNBUJPO 0GæDFS
All nurses and midwives must meet the Nursing and Midwifery Board of Australia’s continuing professional development registration standard which sets the minimum requirements for CPD. At the time of print ANMF (Vic Branch) was preparing to launch its Online CPD Portal to assist members meet their ongoing learning requirements as part of their membership package. Members are advised to check the website www. anmfvic.asn.au for more details. The ANMF has developed a National Audit Evidence Tool for Nurses and Midwives to assist members through the audit process. For more information see the article on page 8.
Requirements Nurses and midwives who appear on either register must participate in at least 20 hours of CPD per year. Registered nurses and midwives who hold scheduled medicines endorsements or endorsements as nurse or midwife practitioners must complete at least an additional 10 hours per year in education related to their endorsement. What entitlements are available to facilitate access to courses, conferences and seminars ? The public sector agreement and most private acute sector agreements include an entitlement to a CPD allowance. For example, public sector agreements for nurses, midwives and mental health nurses included an annual CPD allowance of $900 for employees payable in two instalments of $450 on 31 March and 30 September of each year. The allowance is payable to permanent employees who are not on unpaid leave at the time the allowance is due. The allowance is also paid pro rata to permanent part-time employees.

I am employed in the public sector. What are my leave entitlements to attend professional development programs? Full and part-time nurses and midwives are entitled to five days paid professional development leave per calendar year. Part-time employees are paid on a pro rata basis.
I am employed in public mental health. What are my entitlements to professional development leave? All full-time and part-time employees who work a minimum of three shifts per week and who are employed in the RPN or PEN classifications are entitled to five days paid professional development/ study leave per year. All other part-time employees are entitled to two days. A day’s pay will be based on the individual employee’s usual shift length. Employees may access all or part of a subsequent year’s entitlement during one year. The entitlement for the subsequent year will reduce accordingly.
How do I apply for professional development leave in the public sector? You must apply for professional development leave in writing to your Unit Manager at least six weeks prior to the proposed leave date. A response in writing must be provided within seven days. The leave should not be unreasonably withheld. If a valid application is made for all or part of five days, and no leave is granted in the calendar year, one day shall be added to the employee’s annual leave accrual.
What are my entitlements to postgraduate leave if I wish to undertake further study? In the public sector paid study leave will be available to all full- and parttime employees where a component of the course is relevant to the work of the employee. The employer cannot unreasonably refuse a request for study leave. Paid study leave may be taken as mutually agreed by, for example, four hours per week, eight hours per fortnight or blocks of 38 hours at a residential
school. Part-time employees are entitled to paid study leave on a pro rata basis. In the public mental health sector a minimum of 440 nurses are eligible to access paid study leave over the life of the agreement. Paid study leave may be taken as mutually agreed. Subject to workplace policy an enrolled nurse may also access study leave to undertake study in mental health. An enrolled nurse will also be eligible to two weeks leave to undertake clinical placements as part of an bachelor of nursing undergraduate course.
How do I apply for study leave? Applications for study leave should normally be made prior to the start of the academic year and as early as possible. Applications should include course, institution and the relevance to the employee’s position. The employer should notify approval within seven days.
What if I have exams? Under the public sector agreement, all employees are entitled to five days paid leave in any one year for undertaking and/or preparing for exams. Leave entitlements do not accumulate from year to year. This leave is available to full- and part-time employees employed for an average of at least three shifts or 24 hours per week who have been employed by the particular employer for 18 months immediately prior to the taking of examination leave. The employer shall not unreasonably withhold approval for such leave. Enrolled nurses won this entitlement in the 2012-16 public sector enterprise agreement.
I work in the private sector? Am I entitled to paid professional development/study/exam leave? Private acute and aged care sector employees should check their enterprise bargaining agreements. Many agreements provide paid study leave for postgraduate study and three to five days examination leave. Most agreements also provide paid professional development leave for both full and part-time nurses and midwives. www.anmfvic.asn.au

If you could go back, what advice would you give to your graduate self? "CCFZ ,JOL "/.' 'JOBM :FBS BOE (SBEVBUF OVSTJOH BOE NJEXJGFSZ PGæDFS For every graduate nurse or midwife, the first year is exciting and rewarding, but also daunting and challenging. ANMF used Facebook to ask experienced members what advice they would give their ‘graduate self’ - what they now know, that they wished they had known in their first year. We compiled some of their thoughts into information we hope will be useful and reassuring to graduates in 2013.
Look after yourself: You will soon find out “how physically demanding it is to be a nurse”. Pace yourself for the demands of the job and be aware of how you do tasks. “Look after your back, feet and legs, it takes a toll later on.” Make sure you use the equipment available to you to complete your tasks and protect your body. Please remember that “…the world won’t stop if I actually take my breaks.” Taking your breaks allows you to rest and recharge making you more productive.
One day you will be the experienced nurse who the grads will look up to! There are so many paths that a career in nursing can take you: “When I started nursing I had no idea the places that my career would take me. My advice would be to find what makes you happy and to strive to achieve it.”
Consolidate your learning: Another common theme in our Facebook replies was about asking for the help you need. As a beginning practitioner your grad year is about taking the time to consolidate your learning and to learn from your more experienced colleagues. “It’s not weak to ask for help when you need it, despite how other people may try to make you feel.” If you can’t approach your preceptor, it’s ok to approach another trusted nurse instead. Listen to the advice of more senior experienced staff, offered in a caring professional manner. “Listen….One of the most important skills you can have…”
It’s going to be OK: “… I was so afraid I didn’t feel that I had the right to really call myself a Registered Nurse. To know that I would grow into it and it really would be okay” It’s normal and easy to feel overwhelmed and to feel like you don’t belong. I think every beginning nurse or midwife has felt the same way. The important thing is to persist and keep going. The one piece of advice I have carried from my graduate year came from one of my educators. After a day when I was feeling overwhelmed she stopped me and said “you don’t know what you don’t know”. I have never forgotten this. I remind myself of this every time I am faced with a new challenge.

News Nurses, midwives and students recogonised at ANMF (Vic Branch) AGM Almost 40 nurses, midwives and student nurses and midwives received awards of excellence at the 2013 ANMF (Vic Branch) Annual General Meeting. More than 150 people attending the AGM held on 10 December were provided with a financial report and details of the union’s latest activities and campaigns. Addressing the first AGM under the union’s new name, ANMF (Vic Branch) Secretary Lisa Fitzpatrick singled out work on ongoing campaigns to stop violence against nurses and midwives and to stop the privatisation of Victoria’s public nursing homes which will result in a drastic reduction in the number of qualified nurses caring for more than 1000 patients.

Irving Buzzard Midwifery Prize Royal Women’s Hospital midwife Jen Hocking (pictured top) was awarded the prestigious $1000 Irving Buzzard Midwifery Prize. Ms Hocking is regarded by her peers as an expert in postnatal midwifery care. She is a clinical midwife and in her role as Clinical Midwife Specialist acts as a preceptor for new and less experienced staff. She conducts education for staff at The Women’s as part of the Fetal Surveillance Education program and also provides midwifery education at the ANMF Education Centre on topics including breastfeeding and antenatal and postnatal care. Jen has completed her Master’s thesis entitled ‘Exploring women’s experiences of postnatal care in the home”.
Annual ANMF (Vic Branch) Research Grant Joanne McDonall was awarded the ANMF (Vic Branch) $5000 Annual Research Grant. Joanne is undertaking study to achieve the award of a Doctor of Philosophy through a research proposal at Deakin University’s Burwood Campus and her research will ask “Will patient participation in postoperative care activities improve the patient experience?”. This is the fifteenth year since the grant was established to promote and encourage members to engage in nursing or midwifery research that is innovative, creative, transferable across practice environments and highlights nurses and midwives undertaking research.
Vi Elliott Award Former recipients of the Vi Elliott Award Lorraine Hedley and Debra Gillick presented this year’s award to Karen Nolan. Karen received $2331 toward the cost of undertaking a Certificate IV in Occupational Health and Safety. Now in its thirteenth year, this award recognises the work of Vi Elliott who graduated in 1934 in Melbourne and established a workplace health scheme to improve the health of 900 Holeproof employees in Melbourne. On her retirement in 1962 she was presented with a gift of 500 pounds which she donated to be used for the promotion and education of occupational health and safety nursing.

News First State Super/ANMF (Vic Branch) Student Awards Almost 40 nursing and midwifery students received this prestigious award that recognises their strong academic record. It also recognises the development of qualities intrinsic to the professions including leadership, caring and empathetic manner, excellent rapport with patients, motivated and focused and supportive of their peers. ANMF (Vic Branch) Secretary Lisa Fitzpatrick and First State Super Deputy Chief Executive Officer and Chief Operating Officer Graeme Arnott presented the awards. This year’s recipients were:
Final year nursing and midwifery student recipients of the 2013 First State Super/ANMF (Vic Branch) Student Awards which recognise a strong academic record and qualities intrinsic to nursing and midwifery.
Diana Morgan Memorial Grant The 2013 Diana Morgan Memorial Grant was awarded by ANMF (Vic Branch) in collaboration with the Australian College of Neonatal Nurses (ACNN) (Vic Branch) to Tracey Clark, a Nurse Unit Manager at Dandenong Hospital’s neonatal unit. This special $1000 grant was created in recognition of Diana Morgan’s work
in special care nursery and neonatal intensive care at the Mercy Hospital for Women for more than 20 years. The grant provides neonatal nurses an opportunity to undertake clinical research or education to assist in their area of practice. The grant was presented by Ms Morgan’s father Dick Morgan and her sister Libby who spoke about Diana’s passion for ‘tiny babies and their families’.

The Victorian Auditor-General John Doyle released a scathing report late last year detailing the superficial and inadequate responses to address hospital violence against nurses and midwives. The report revealed the Napthine Government's three years of neglect turning a blind eye to nurses and midwives being punched, hit, kicked, bitten, choked, threatened with weapons and knocked unconscious at work. It is two years since this government accepted the recommendations from the Parliamentary Inquiry into Violence and Security Arrangements in Hospitals and yet we still have committees talking about the causes of violence. The Napthine Government must accept this report, its findings and its recommendations and provide information about what action it will take, timeframes for implementation and timeframes for evaluation. The Auditor-General's report identified significant failures including:

Less than a year away from the state election Health Minister David Davis is still refusing to provide details on the promised 800 additional beds. To highlight the farce of the broken promise and the increasing pressure on emergency departments and hospitals to do more with less, Victorian Trades Hall Council and ANMF members presented Premier Denis Naphine with one new hospital bed at a recent Community Cabinet meeting.

Confusion about the Napthine Government’s policy to stop ambulance ramping at public hospitals prompted ANMF (Vic Branch) to join forces with the ambulance union and the emergency physicians association. Health Minister David Davis announced late last year that ramping would stop because hospitals would just have to accept patients arriving by ambulance with no additional funding or resources. A month after Mr Davis’ announcement there was still no detail about how the plan would be implemented. In response to the policy vacuum ANMF, the Ambulance Employees Association (AEA) and the Victorian Emergency Physicians Association Inc (VEPA) held a joint media conference, to outline the serious patient risk concerns of all three professions. ANMF labelled the unworkable policy as fantasy. Speaking at the media conference ANMF (Vic Branch) Secretary Lisa Fitzpatrick said: “Nurses can’t just leave their existing patients to take on even more. Where will the patients go in already overcrowded and chaotic emergency departments?”. VEPA President Dr Allan Whitehead said: “VEPA’s members are calling on the www.anmfvic.asn.au
Health Minister to provide adequately staffed hospitals with sufficient beds to prevent access block, as opposed to slapping a Band-Aid on the issue and calling it a day. Until these broader issues are resolved, Victorians will be more at risk than ever.” Dr Whitehead said his organisation had been trying to meet with Health Minister David Davis for two years to discuss ramping and other issues. He emphasised hospitals were significantly underutilised with many services only available on weekdays. He also pointed to a shortage of at least 40 emergency physicians across metropolitan Melbourne with workforce levels at least 25 per cent below the Australasian College for Emergency Medicine guidelines. AEA Secretary Steve McGhie said: “Ramping at hospitals since this government has come into office has gone from an average of 700 hours per month to 13,000 hours. This equates to having 18 ambulances ramped up at hospitals for every minute of the day for every day of the year.” “This is why patients requiring an ambulance to respond to them in an emergency situation are unable to get one in an appropriate time.”

Branch Council New ANMF (Vic Branch) Council elected In September 2013 the Australian Electoral Commission held elections for a new ANMF Victorian Branch Council which came into effect from 30 November 2013. Branch Council is the union’s highest policy and decision making body. Branch Councillors are practising SFHJTUFSFE OVSTFT BOE NJEXJWFT FMFDUFE CZ UIF ÌOBODJBM NFNCFST PG "/.' 5IF #SBODI Councillors and six Executive Committee members are elected for a two-year term. The Branch Secretary and Assistant Secretaries are elected for a four-year term. ANMF would like to thank outgoing Vice-President Lyn Hedges (Bendigo Health) and Councillors Samantha Hennessey (Dandenong), Mandy Maberly (Northern Hospital), Lori-anne Sharp (RDNS), and Tracy Skinner (Latrobe Regional Hospital) who did not seek re-election and Patricia Munn (The Alfred) who resigned from Council earlier last year. They have made a valuable contribution to improving the professional and industrial interests of ANMF members and their ability to provide safe patient care. Assistant Secretary, Paul Gilbert Paul undertook his nursing education in Bendigo in the mid-1980s and has nursed in Bendigo and Queensland. He became an ANF Job Rep in 1989 and joined ANF (Vic Branch) as an Organiser in 1991, initially in Bendigo, then Geelong before taking up the Gippsland area in 1996. In 2000 Paul became an Industrial Officer at the Branch and in 2005 he was appointed to the Senior Industrial Officer position. Paul was first elected Assistant Secretary in 2009.
Branch Leadership Secretary, Lisa Fitzpatrick Lisa trained at Prince Henry’s Hospital in 1980 and became a Job Rep in 1982. She was Branch President from 1990 to 1996 while working as a Diabetes Educator at Prince Henry’s and Heidelberg Repatriation Hospital. Lisa joined the Branch as Projects/ Recruitment Officer in 1997 and became an Organiser in 1998. She was first elected Branch Secretary in 2001. Assistant Secretary, Pip Carew Pip graduated as a registered nurse in 1981 and has worked in public and private hospitals, day surgery, neurosurgery, aged care and family planning. She became an ANF Job Rep in 1999 when she was working in a private hospital. She was appointed to ANF (Vic Branch) Council the following year. Pip joined the ANF (Vic Branch) as an Information Officer in 2001 before taking on an Organiser role. Pip was first elected Assistant Secretary in May 2010.
Executive Committee President, Maree Burgess Maree has been nursing for more than 30 years. She is a Maternal and Child Health Nurse at Banyule City Council. Maree became a ANF Job Rep in 2007. She joined the Branch Council in 2008 and was elected Branch President in 2010. Vice President, Rachel Weaver Rachel has been nursing since 2007 and works as a Clinical Nurse Specialist on an upper gastointestinal and vascular surgical ward and as a Sessional Clinical Nurse Educator at Frankston Hospital. A Job Rep and a Health and Safety Rep since 2008, Rachel was elected to Branch Council in 2009 and joined Branch Executive in 2011. Leanne Boase Leanne has been nursing for almost 20 years and is a Nurse Practitioner working in the public and private sectors. Leanne has a background in emergency and rural nursing. A Job Rep since 2001, She was first elected to Branch Council in 2009 and joined Branch Executive in 2010. 10

She is a community psychiatric nurse working in aged psychiatry at Geelong Hospital. A Job Rep since 1999, Jackie and was elected to Branch Council in 2011 and to Executive in 2013. Stephen McKenzie Stephen is an Associate Nurse Unit Manager in the emergency department of Ballarat Health Service. An enrolled nurse for six years Stephen obtained his nursing degree in 1994. Cathy Farrell, Records Manager Cathy has 18 years experience in records and archives management working in local and state government. Most recently she worked in information management at the City of Melbourne and previously for the Department of Human Services. She has experience of prison health records and assisting implement a records disposal schedule for patient medical records.

A fond farewell to a stalwart of nursing education ANMF (Vic Branch) has recently farewelled Education Centre Manager, Ann Vintiadis. Ann worked at the ANMF (Vic Branch) for almost 14 years. She commenced as Education and Training Centre Manager in September 1998 until November 2006, when she went to Victoria University, as Head of School, Nursing and Health Studies. She returned to ANMF (Vic Branch) as Education Centre Manager in mid-2008. Ann oversaw significant growth in the ANMF (Vic Branch) Education Centre, including in the continuing professional development and the registered training organisation programs. Ann attracted and led a professional group of highlyqualified educators and maintained exceptional standards of education and professionalism in the education program. Ann is a passionate nursing educator and was respected throughout the Branch. We wish her well for the next phase of her career.
