When you have been baptized in the Name of Jesus for the remission of sins, we have come at the third key who Peter obtained from the Lord in case of receiving the Holy Ghost. It is important to pray for it and ask God if He will fill you with His Holy Ghost. And when you receive the Holy Ghost, you will speak in other tongues as the Spirit giveth utterance. You can find this in Acts 2:1-4 (King James Bible) where you read: "And when the day of Pentecost was fully come, they were all with one accord in one place. And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting. And there appeared unto them cloven tongues like as of fire, and it sat upon each of them. And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance. In versus 7 and 8 you can read how amazed people were from different countries hearing them speak in their own languages.
