Completion Manager’s Guide to a Carefree Flight PERFORMANCE SECTION
Let us start by defining completion management. The term refers to a complex process involving the definition, design, auditing and technical oversight of an aircraft interior that is transformed into an exceptionally well designed and comfortable cabin reflecting the owner's style and needs. The Sky Conductor sees the future and orchestrates time, talent and tools to a perfect crescendo. Rarely is an aircraft owner an expert in the outfitting or completion of a private jet. Instead, the owner has a vision of how the finished aircraft should look, both from the outside and in the cabin. An experienced Completion Manager provides the critical insight and guidance to ensure the finished aircraft is delivered with exceptional quality, on-budget and on-time. Working with a singular goal to realise the purest outcome, the manager is not an aircraft broker, but independent and unencumbered to allow objective decisions to be made on supplier capability, credibility and cost. The Completion Manager is a client’s trusted advisor, overseeing the entire aircraft completion from initial cabin definition to final delivery, ensuring that the completed aircraft meets all of the client’s expectations. The completion management team guides the process from designer selection and definition of the unique cabin layout, through to systems definition, engineering, fabrication, outfitting and certification. Throughout cabin outfitting, a team member is on-site observing and performing inspections, identifying issues and finding solutions together with the completion centre to ensure that the owner’s expectations are met. Once the aircraft is finished, a Completion Manager has the expertise to ensure that aircraft acceptance from final system checks and flight testing through to detailed cabin and paint inspections is flawless.
Divine Music of the Sky Conductor Owning a private jet creates a new stage of opportunities to elevate your entire life experience. To enjoy that experience, your "flying orchestra" needs a true maestro who can wield the baton and use it with knowledge and with a full-time commitment. Here at Camber, we are professional Completion Managers that will share our expertise and guide your private jet completion from your initial idea to a perfect finish. ACC COLUMBIA Jet Service expands its hangar capacity at Hanover Airport ACC COLUMBIA Jet Service is located at Hanover Airport since 2009 in its modern hangar 16 of 3,500 sqms for heavy maintenance on different aircraft models. Since then, we constantly scaled up our service portfolio regarding aircraft models at all locations and with additional branches as our sheet metal shop in Wegberg and the interior shop in Erfurt. Due to the central location in Germany and the numerous connections to important European capitals through different means of transport, our facility at Hanover Airport is gladly used by our customers.
As the number of enquiries by our international clientele is continuously growing, we decided to take over an additional hangar at Hanover Airport and to significantly increase our hangar capacities as we aim to meet all additional requests of new customers as well as the requirements of our loyal existing customers both with the usual expertise and commitment.
As of 1 January 2021, ACC COLUMBIA Jet Service will perform maintenance also in Hanover Airport’s hangar 3 with another 3,200 sqms of hangar space so that we will be able to offer further three Bombardier Global maintenance slots as well as additional slots for a couple of smaller aircraft types as the Bombardier Challenger family. Hangar 3 also includes offices, social rooms and workshops. Before being put into operation, the hangar will be renovated completely.
Even though this project and the associated expansion of our capacities at Hanover Airport is nearly completed, we do not sit back but continue working on a planned expansion of our location at Cologne Bonn Airport in order to further consolidate our market position and to offer our customers the best and of course most secure service at all facilities at a reasonable price.

CAMO - Permit to Fly The practical guide how to get things done!
One of the most stressful scenarios for a CAMO person can be to deal with a damage somewhere far away from any maintenance provider. In this situation the aircraft must be ferried to the next suitable MRO to have the damage repaired. This brings several questions which we address here in our practical guide. The case is for a CAMO not having privileges of a Part 21 & Permit to Fly authorisation.
#2 What approval do I need to conduct the ferry flight?
If you have a certifying staff who can release the aircraft iaw the Structure Repair Manual you are good to fly. If not you have to contact the manufacturer. They usually have a dedicated email & phone to address for such structural damages. Once you have sent them all the information they need and have it evaluated, they will be in a position to send you a ferry flight memo/recommendation. This can come with various restrictions which are important for your Operations Department.
To get a permit to fly you need to apply for the Flight Conditions with EASA first. This means you need to fill and send the EASA Form 37 Application for Approval of Flight Conditions for a Permit to Fly together with the Ferry Flight Memo/Recommendation from the manufacturer. Make sure you allow for several days when the flight should happen as you still need your national authority to approve the Permit to Fly and this can also take some time.
#3 What to do once you receive the flight condition approval? Now you can fill Form 21 and Form 18b and send it together with the ferry flight memo/recommendation & the approval for the flight condition to your local authority to issue the permit to fly.

#4 Do I have everything now? Once you have the Permit to Fly received you can ferry the aircraft. Make sure you read carefully all the requirements and flight restrictions to have a save flight to the MRO who will get the aircraft back to service!

#1 Can the aircraft be ferried with the current damage?
BIZAVMAG
OK, let´s get through the dry bit first! Back in 2003 when EASA introduced Part M, it wasn´t a love child by maintenance organizations and operators. But the truth of the matter is when we look at it now is that most planes back then were managed somehow rudimental and not really with a focus to manage the airworthiness of the aircraft more to plan the maintenance. This becomes evident when you get your hand on older aircraft out of ancient times when the earth was flat, and Camo was a term only used by the military.
WHY THERE IS NO FREE LUNCH IN THE CAMO BUSINESS.
Quality and safety have made giant leaps over the last two decades, and standards have raised since the then beyond what one might think of being a suitable standard before 2003. The crux with it is that even after so many years still, people think that the CAMO is just an obligation they are forced to have. But the truth of the matter is that the CAMO can be your sharpest tool in cutting excessive maintenance bills. If you have the right team at your disposal, you will see considerable savings in maintenance costs and significantly improved plane availability. But what it needs to have is independence. Don´t fall for the free CAMO trap! If your CAMO is tied to your maintenance, it is like the fox guards the chicken coop. You will have losses.
There is a particular rationale why some MROs offer free CAMO Service. It´s like a drug dealer offering a free shot. When you are hooked, you are trapped, and you lose every freedom of choice. The MRO dictates where the spare parts come from, when the maintenance is being done, how often or how spread out, optimizing their hangar usage—but certainly not optimizing your costs or aircraft availability. It would go against them. So whatever you be told. Take it with a grain of salt.

We at PRIMUS AERO are often confronted with owners outraging about their maintenance costs and literally all of them have their CAMO and their maintenance under one roof. And this is understandable. Somewhere or someone has to carry the cost of the CAMO. Either you pay directly or vias detours. So the free CAMO does not work, what about the cheap CAMO? Well, I always compare it with a lawyer or dentist: would you trust the cheapest dentist to fix your teeth or the cheapest lawyer with your divorce proceedings?
So why would you put your most valuable asset and to a certain extent also your life into the hands of the cheapest offerer? In any descent CAMO, you would not have any more than eight planes maximum managed by one individual. Now you can do your math. If you see three guys working 50 planes, you will get some shortfalls. Either financially ( because the is no capability left to find the best maintenance facility for your support) or in safety. But to be honest, mostly the shortfall is on the financial side because engineers have a bias towards safety. Also in their own best interest. So long story short, don´t fall for the cheapest solution, fall for the ideal solution, and ideal things are never free.

In yachting, they say that there are only two good days when you have a yacht. The day you buy it, and the day you get rid of it. It depends on your choices if this applies to your aviation experience too.
