Avocats Sans Frontières (ASF) is an international non-governmental organisation founded in Belgium in 1992. ASF supports access to justice, the realisation of human rights and the fight against injustice in countries where human rights are threatened. ASF has offices in the Democratic Republic of Congo, Uganda, Tunisia, Morocco and the Central African Republic and plans to open two new offices in 2023. General coordination is done from the Brussels office.

The Programme Manager is responsible for the overall coordination and implementation of the ASF programme "Unlocking civil society voices for sustainable development” in Kenya. The programme Manager will be under the supervision of the Regional Director. Based in Nairobi with regular travel to Isiolo and Mombasa counties
His/her main responsibilies are
Lead the development of work plans and operational forecasts for the project, including the activities of local partners.
Design and supervise implementation of activities (ASF and partners) under the project.
Write and submit quarterly reports to the Regional team based in Kampala.
Prepare financial reports and accountability on implemented activities.
Ensure the project adheres to internal frameworks and that all documentation is archived and maintained appropriately.
Develop appropriate strategies for risk identification, assessment and mitigation.
Ensure ASF’s visibility throughout the projects’ management cycle.
Coordinate the development of a digital monitoring system on violations of human rights and civil liberties in key thematic areas.
Avocats Sans Frontières Provide oversight in the supervision, capacity building as well as mentorship of a pool of identified community-based organisations, networks, community activists, paralegals, human rights monitors and lawyers across the programme.
Conduct advocacy on behalf of the programme, identify possibilities for cooperation with key stakeholders and promote strategic partnerships.
Act as lead facilitator in capacity enhancement workshops for civil society actors and lawyers on issues such as human rights monitoring and documentation, access to remedy, legal assistance and representation.
In collaboration with the Regional Research and Learning Manager, coordinate the implementation of research activities and the dissemination of results.
In collaboration with the Regional Litigation Manager, identify avenues for supporting public interest litigation in key thematic areas.
As and when relevant, collaborate on the drafting of policy briefs, blog posts, articles and other advocacy-related outputs.
Work closely with ASF’s main project partner in Nairobi to ensure that information is shared and that activities are implemented according to a common strategy.
Engage in networking locally on behalf of ASF, with a view to building partnership with other NGOs, CSOs, and grassroots organizations.
Act as a representative of ASF with local and national stakeholders.
Implement Monitoring and Evaluation tools and processes and reporting on data collected during ASF and partner activities.
Assist the Regional Research and Learning Manager in analysing M&E data.
Centralise, store and archive all relevant documents informing the implementation of the projects.
Integrate lessons learnt, recommendations and best practices into the project management cycle and into the formulation of new programmes.
An advanced university degree (Master’s degree or equivalent) in law or social sciences is required. A first-level university degree in similar fields in combination with two additional years of qualifying relevant experience may be accepted.
A Post-Graduate Diploma in Law is an advantage.
A minimum of 5 years of progressively responsible work experience in the area of human rights, governance and/or criminal justice (required)
Experience in the management and coordination of programs/projects in an area relevant to human rights (required)
Work experience in establishing partnerships with civil society and grassroots organisations (required)
Work experience in legal practice, provision of legal advice and legal representation (desirable)
Work experience in human rights documentation or human rights research (desirable)
Knowledge
Knowledge of current human rights issues in Kenya is required. Knowledge of issues specific to Isiolo and Mombasa counties is an added advantage.
Expertise in one or more of the following thematic areas: civic space and civil liberties, natural resources governance, migration, the prevention of violent extremism, pre-trial detention processes.
