TACKLE - Promote the emergence of young activism against discrimination and structural racism in Europe, is a multicountry project implemented in Tunisia, Morocco, Italy, France, Spain, Belgium, and Netherlands, involving 12 partners from civil society organizations and universities, among which the European Network for Clinical Legal Education (ENCLE) and European Alternatives.

The consultant has as a main mission to prepare and facilitate the project kick-off retreat gathering the consortium partners during 3 days in Brussels.

1. Avocats Sans Frontières : justice for equity Founded in 1992, Avocats Sans Frontières (ASF) is an international non-governmental organization under Belgian law, whose mission is to support the creation of a just and equitable society and in which the law is at the service of groups and populations in situations of vulnerability. Its main objective is to contribute to the establishment of institutions and mechanisms allowing access to independent and impartial justice, capable of ensuring legal certainty and guaranteeing the protection and effectiveness of fundamental rights for all. It implements very diverse activities to guarantee access to justice for the most vulnerable and the establishment of legal systems capable of protecting them.

ASF is committed to several areas of intervention (access to justice, international criminal justice, fight against torture, promotion of economic and social rights, defense of civil and political rights, support and protection of human rights defenders, etc.) and has permanent missions in Uganda, the Democratic Republic of Congo, Morocco, Tunisia and the Central African Republic.

The EUROMED office In 2019, ASF announced the creation of a Mediterranean regional office based in Tunis during its 8th anniversary of operations in Tunisia. The added value of the regional office lies in its role in coordinating transnational influence strategies, particularly those of a Euro-Mediterranean nature. To do this, the regional office aims to strengthen North-South partnerships and launch initiatives in Europe on global development issues.

2. The Tackle project This decline in values within the European Union is most clearly exemplified by the migration policies adopted in the last decades by Member States and the EU’s own policies on this matter.

The current political narrative on migration focuses exclusively on the alleged dangers for European societies, while obscuring not only the benefits it brings in response to demographic needs, but also the "natural" character of the phenomenon (the history of humanity itself is a story of migration). Thus, international cooperation policies with countries of the Mediterranean’s southern shore are increasingly focused on security, border control and push-back, without taking into account the political backgrounds of these countries, the impact such policies are having on the democratic transitions initiated after the Arab Springs (in Tunisia and, Morocco), and the deleterious effect it has on human rights protections of migrants. One of the many perverse effects of this discourse, now politically embodied in several EU countries, is the resurgence of racist and discriminatory offenses against people and groups of immigrant origin, particularly from Arab-Muslim and African descent. This situation can only evolve positively by leading a real cultural battle capable of putting forward a new narrative on the interconnection of global challenges, the possibility of a human approach to migration and the imperative of human rights as a political horizon. Those who are best able to lead such changes, if properly equipped, are the younger generations, not only because they are more concerned with global issues and less inclined to give in to mainstream discourse, but also because for them, cultural diversity is already a reality which they do not fear.

Based on this context, ASF, European Alternatives and ENCLE brought together 6 university legal clinics operating in 4 EU Member States, namely: in Italy, the Legal Clinic for Human Rights within the University of Palermo; the Human Rights and Migration Law Clinic within the International University College of Turin; The Legal Clinic on Migration and Citizenship (within the Roma Tre Law Department); in France, the Law School Clinic within Sciences Po Paris; in Belgium the Equality and Refugee Law Clinic within the Free University of Brussels; in the Netherlands the Amsterdam Law Clinics within the University of Amsterdam. To support the legal clinics, the action includes co-applicants working already with the Universities, namely Clinica Legale per i Diritti Umani, Associazione International University College of Turin, Associazione diritti di frontiera - Laboratorio di teoria e pratica dei diritti APS, and Asociación Pro Derechos Humanos de Andalucía. The consortium is completed by two partners from the southern shore of the Mediterranean, namely the Action de l'Union Féministe de Tanger (Morocco), also involved in a legal clinic within the University of Law of Tangier, as well as the Tunisian Forum for Economic and Social Rights, particularly involved in supporting youth movements in Tunisia.

3. Purpose of the consultancy General Objective: The main mission of the consultant will be to prepare and lead the first kick-off retreat bringing together all the partners of the Tackle project. The project is entering its inception phase and this is the first face-to-face meeting of the different partners who designed it. This meeting therefore constitutes a fundamental step for the establishment of a partnership relationship which starts on solid foundations, both in terms of vision and strategic planning. The partners come from different countries, backgrounds and mandates and have little, if any, previous experience.

It is therefore expected that the consultant will propose a program that would: - allow partners to know each other and recognize themselves in the project; - discuss and adopt the main mechanisms of governance, communication and ways of working; - establish a shared roadmap for the project, including priority areas and actions for the first year; - initiate strategic thinking on campaigning aspects.

Methodology: The consultant will be required to work using a participatory and collaborative approach with partners. The mission must include preparatory work to identify needs, design an agenda, adapted tools for leading discussions during the retreat as well as capitalization and synthesis work.

Expected deliverables: - A concept note and an agenda for the retreat; - Facilitation over a three-day retreat for an audience of around 20 people; - A succinct final report including recommendations.

The language used for exchanges will be English.

4. Location and Duration of the mission The retreat takes place in person in Brussels on January 10th, 11th and 12th, 2024.

Preparation is estimated at 4 days and the final report at 2 days including a feedback workshop with partners which can be done remotely.
