Message from the Chief Administrative Officer A Year in Reflection 2013 proved to be another challenging year financially; nevertheless through the support of our donors, our political leadership and our committed staff, AWEPA continued its efforts to work in cooperation with African parliaments to strengthen parliamentary democracy in Africa, to keep Africa high on the political agenda in Europe and to facilitate AfricanEuropean parliamentary dialogue. 2013

During the year, the programmes and budgets for AWEPA’s Somalia, South Sudan, Zimbabwe and South African Provincial Legislature (SAPL) programmes were restructured with approval by donors. This meant that around three hundred thousand Euro of costs for staff and offices could be booked directly into programme budget lines in these programmes as was already the case with the Belgium programme. The programme funded by the Austrian Development Agency (ADA) in the Southern African region was also restructured into two parts; one for Development Effectiveness and a second for the support and further professionalization of the Southern Development African Community Parliamentary Forum (SADC-PF).

AWEPA successfully renewed its Somalia programme with the Netherlands on the basis of the Agreement 2012 – 2015, and with the European Union on the basis of the Bridge Contract 2013 which led to a new contract for the 2014 – 2016 period. Having implemented four programmes from contracts with the EU without a tender, the EU and AWEPA agreed to carry out a system audit. All internal control systems were controlled and tested. On the basis of the outcome of the audit, these were then strengthened to be more effective and new Protocols and Guidelines were introduced. During the year, AWEPA completed introducing the bookkeeping system AccountView© to its African offices. Not only has this allowed for consulting financial data anywhere at any time, it has also enabled a much faster integration of financial data into our bookkeeping system. Financial support for the institution of AWEPA is vital to our continuity. Without funding to bring together our leadership bodies, employ support staff, carry out research, make needs assessments and adequately present AWEPA to (current and potential) donors and partners, we would be unable to implement our programmes. We are therefore extremely grateful to our donors who support AWEPA’s basic institutional needs. On behalf of AWEPA, I would like to thank all our donors for their constant support of our important work, and to our partners and staff for their continued dedication to the mission.

Subject: Financial Statement 2013, Association AWEPA Dear Governing Council Members, I, the undersigned Ms. Katharine Bulbulia, discussed the AWEPA Financial Statement 2013 and additional documents with Mr. Theo Kralt, CAO of AWEPA. The 2013 Financial Statement has been audited by Mr. J.C.A. Lemkes, RA (Chartered Accountant) of Stolwijk Registered Accountants and Tax Advisors. On Friday 27th June the audit was discussed with AWEPA’s CAO, Mr. Henk Jan Ormel, Vice President of AWEPA and representative of the Executive Committee for finance, Mr. Martin Smeding, Senior Financial Officer, Mr. Erick Hoekzema, Senior Reporting Officer and Mr. Henk van Maanen, Internal Controller. The figures showed that the total income of 2013 amounted to € 7.776.821, an increase of € 833.721 compared to 2012. Based on the financial information presented in consultation with Mr. Kralt on Friday 27th June 2014, I, the undersigned, am fully satisfied that the 2013 financial figures are in order and advise the AWEPA Governing Council members to submit their approval. Note A: Accounting Principles The following summary of accounting principles is intended as a guide to the correct interpretation of the financial statement.

Balance Sheet General The accounts have been prepared under the historical cost convention. Assets and liabilities in foreign currencies are translated in Euros at year-end exchange rates. Assets and liabilities are stated at nominal amount, unless otherwise mentioned. Fixed Assets Fixed assets are stated at purchase price, less depreciation on a straight-line basis over the estimated useful lives of these assets, which are five years for furniture and three years for computers and vehicles. Grants and Sundry Receivables These amounts are shown at nominal value. Liquid Assets Liquid assets are included in the balance sheet at nominal value. Short-Term Liabilities These commitments display the owed liabilities within one year.

Statement of Income and Expenditures General Income and grants and expenses are allocated to the period they relate to. Income and Grants These amounts are all related to the calendar year 2013 and to the project expenses made for that calendar year.
