Message from the Chief Administrative Officer A Year in Reflection It is with pleasure that AWEPA was able to close the books for 2012 with a positive outcome. The financial situation in Europe continues to engage our creativity, integrity and resourcefulness at AWEPA. It has been good to see physical demonstration of our donor’s faith in our work throughout the year. For the bilateral, institutional and thematic programmes, AWEPA has had an intensive contact with donors and our African partners. Contracts and programmes came to an end and had to be renewed. AWEPA signed new contracts or received grant decisions for 10 new agreements in 2012. A large part of these contracts have a multi-annual character. Whilst it has demanded more of our efforts to rise to the new standard of accountability, quality and transparency being demanded by donors, evidence is in place that we have risen to this challenge. AWEPA continued its quality processes with the European Foundation for Quality Management (EFQM) and its status “Committed to Excellence”. 2012

With a result of
The financial summary below demonstrates that 2012 ended with financial stability for AWEPA. The year was not without its financial challenges, but in the end we were able to rise to meet them and were able to attract funding to ensure the continuance of our mission. At the end of 2012, the donor contract overview showed the same level of available funds as in 2011. With the support of our Political leadership and committed staff, AWEPA continued its strong relationship with its long standing donors and building new funding and partnerships, giving us renewed hope and motivation to continue our mission of working with our African partners to strengthen democracy in Africa and help nurture humanity throughout the continent. Without Institutional Support, which increased in 2012, AWEPA would not be able to continue. Without funding for example for our leadership bodies, pre-contract research, support staff, communications and ICT we would be unable to implement our programmes. 2012 also provided institutional funding for a greater focus on developing our ICT and methodology, which have allowed for a greater professionalisation in these areas. We are grateful to our donors who have the foresight to support the institution of AWEPA and to our donors who continue to support our work in the field. Therefore, on behalf of AWEPA, I would like to thank all our donors for their constant support of our important work, and to our partners and staff for their continued dedication to the mission.

In the first quarter of 2012 it became clear that the original budget 2012, approved in 2011, could not be maintained. Therefore a revised budget was introduced to keep up with the necessary coverage of the costs for staff and offices.

Endorsement of AWEPA Governing Council 14 June 2013, Amsterdam To the AWEPA Governing Council Members Subject: Financial Statement 2012, Association AWEPA Dear Governing Council Members, I, the undersigned Ms. Katharine Bulbulia, discussed the AWEPA Financial Statement 2012 and additional documents with Mr. Theo Kralt, CAO of AWEPA, Mr. J.C.A. Lemkes, Chartered Accountant, Mr. Martin Smeding, Senior Financial Officer and Mr. Erick Hoekzema, Senior Reporting Officer, on 14 June 2013 in Amsterdam. The 2012 Financial Statement has been audited by Mr. J.C.A. Lemkes, Chartered Accountant of Stolwijk Registered Accountants and Tax Advisors. On 13 June 2013, the audit was discussed with AWEPA’s President Minister of State Ms. Miet Smet, AWEPA’s CAO and Senior Financial Officer. The figures showed that the total income of 2012 amounted to a turn-over of € 6.943.100. The 2012 year closed with a surplus of € 6.451. Total financial reserves amounted to €579.497 consisting of €401.400 Association Fund and € 178.097 Reserves for Special Purposes. Based on the financial information presented in consultation with Mr. Kralt and Mr. Lemkes on 14 June 2013, I, the undersigned, am fully satisfied as to the accuracy of the 2012 financial figures and advise the AWEPA Governing Council members to submit their approval. Note A: Accounting Principles The following summary of accounting principles is intended as a guide to the correct interpretation of the financial statement Balance Sheet General Assets and liabilities in foreign currencies are translated in Euros at year-end exchange rates. Assets and liabilities are stated at nominal amount, unless otherwise mentioned. Fixed Assets Fixed assets are stated at purchase price, less depreciation on a straight-line basis over the estimated useful lives of these assets, which are five years for furniture and three years for computers and vehicles. Grants and Sundry Receivables These amounts are shown at nominal value. Liquid Assets Liquid assets are included in the balance sheet at nominal value. Short-Term Liabilities These commitments display the owed liabilities within one year. Statement of Income and Expenditures General Income and grants and expenses are allocated to the period they relate to. Income and Grants These amounts are all related to the calendar year 2012 and to the project expenses made for that calendar year.
In June 2012, a Group Hearing on the issue of cancer in Africa took place in the European Parliament. The hearing was hosted by AWEPA Member and Member of the European Parliament Hon. Filip Kaczmarek MEP (EPP Group, Poland). Page 11
