Message from the Chief Administrative Officer A Year in Reflection For AWEPA, 2014 proved a year in which programme implementation increased and changes were made which will lay a sound basis for the future of AWEPA. It was a challenging year financially. Nevertheless, through the support of our donors, our political leadership and our committed staff, AWEPA continued its efforts to work in cooperation with African Parliaments to strengthen parliamentary democracy in Africa, to keep Africa high on the political agenda in Europe and to facilitate African–European parliamentary dialogue. 2014 Turnover increased to Expenditure: Specific Project Expenses Basic Project Expenses

Throughout the year, internal control was also reinforced based on revised and extended Protocols and Guidelines which were introduced on 31 March 2014. Internal Good Governance was strengthened. AWEPA’s Executive Committee met four times in 2014, the Governing Council discussed the budget 2014 and approved the Financial Statement 2013 and the Financial Committee met twice. Overhead in 2014 came out at 13%. In the Financial Statement 2014 the Foundation AWEPAA is consolidated in the balance of the Association AWEPA. The Financial Statement 2014 fulfills the requirements of Guideline 640 for Non Profit Organisations. The aim is to provide a greater level of clarity and financial transparency in this Financial Statement. The Financial Statement 2014 was audited by Ernst & Young Accountants LLP for the first time. In 2014, AWEPA together with the Alliance Partner NIMD submitted an application for the tender for a Strategic Partnership with the Netherlands Ministry of Foreign Affairs, which was honoured in January and February 2015, for the years 2016-2020.

Overall, the implementation of programmes was with 102% of the budget high in 2014. During the year, AWEPA’s Somalia programme and its budgets from the EU and the Netherlands were restructured and intensified. The programme for South Sudan was also completely restructured to favour of the training of Local Councillors facing very difficult circumstances. For reasons of force majeure the programme with the National Legislative Assembly (NLA) of South Sudan was ended. New contracts were signed in 2014 with the Austrian Development Agency (ADA), Belgium, Luxemburg/UNFPA, European Union (EU) for Somalia, GIZ, Germany for Aid Effectiveness, the Netherlands with NIMD for Benin, Plan for FGM/C and Child Marriage, and Norway for EALA.
Financial support for the institution of AWEPA is vital to our continuity. Without funding to bring together our leadership bodies, employ support staff, carry out research, make needs assessments and adequately present AWEPA to current and potential donors and partners, we would be unable to implement our programmes. We are therefore extremely grateful to our donors and partners who support AWEPA’s basic institutional needs. On behalf of AWEPA, I would like to thank all our donors for their constant support of our important work, and to our partners and staff for their continued dedication to our mission.

In 2014 a new regional AWEPA Office was opened in Kampala, Uganda and a Deputy Director was appointed for AWEPA’s bilateral programmes in Central, East and West Africa. The AWEPA Office in Cape Town, South Africa, was restructured for AWEPA’s bilateral programmes in Southern Africa, while a Deputy Director Partners Relations was appointed for Southern Africa. Subject: Financial Statement 2014, Association AWEPA Dear Governing Council Members, I, the undersigned Ms. Katharine Bulbulia, discussed the AWEPA Financial Statement 2014 and additional documents with Mr. Theo Kralt, CAO of AWEPA. The 2014 Financial Statement has been audited by Mr. Joost Waals, Registered Accountant of Ernst & Young Global Limited. On 19 June 2015, the audit was discussed with AWEPA’s CAO, Mr. Henk Jan Ormel, Vice President of AWEPA and representative of the Executive Committee for finance, Mr. Martin Smeding, Senior Financial Officer, Mr. Erick Hoekzema, Senior Reporting Officer and Mr. Henk van Maanen, Internal Controller. The figures showed that the total income of 2014 amounted to € 7,907,916, an increase of € 131.095 compared to 2013. Based on the financial information presented in consultation with Mr. Kralt on 19 June 2015, I, the undersigned, am fully satisfied that the 2014 financial figures are in order and advise the AWEPA Governing Council members to submit their approval. Management Report About AWEPA The Association of European Parliamentarians with Africa (AWEPA) has its registered office in Amsterdam, The Netherlands. For 30 years, AWEPA has served as a unique tool for complex democratisation processes, from South Sudan to South Africa, which strives to strengthen African parliaments and promote human dignity.
Mission AWEPA works in cooperation with African Parliaments to strengthen parliamentary democracy in Africa, to keep Africa high on the political agenda in Europe and to facilitate African-European Parliamentary dialogue. AWEPA concentrates on: • The key role of parliaments in facilitating democracy, human rights, peaceful conflict management, poverty reduction and sustainable development; • The attainment of gender equality at all levels of political decision-making; • The common interests of African-European parliamentarians; • Building parliamentary networks and experience sharing at national, regional and inter-regional levels.
Executive Board AWEPA’s Executive Committee is the executive board of the organisation and meets four times a year. It is elected by the Governing Council for a period of five years to prepare and execute AWEPA’s policy. It is composed of the President, VicePresidents and Observers. Summary of activities Throughout 2014, AWEPA worked with 30 parliaments across Africa, including national parliaments, continental and regional parliamentary institutions, and decentralised authorities. Together with members of these bodies, AWEPA undertook a number of institutional and thematic capacity-building programmes. AWEPA’s programmes endeavour to inform and mobilise parliamentarians, empowering them to take action on development issues in their country or region. To this end, AWEPA organised a number of capacity-building workshops, conferences, exchange visits, Training of Trainers, as well as consultation missions and strategic meetings.
Good governance The Executive Committee (ExCom) of AWEPA convened on 22 March 2014, 5 July 2014, 2 October 2014 and 22 December 2014. The ExCom discussed the 2013 annual accounts; implementation of the 2014 budget and the 2015 budget, fundraising and donor relations, substantive themes (migration, fragile states and new programme countries), organisational affairs AWEPA Financial Report 2014 www.awepa.org

and the development of Methodology during the meetings. The Governing Council convened on 4 October 2014 during the MDG Presidency Seminar in Midrand, South Africa. The theme of the Seminar was “Migration and Development”. During the meeting, the President was re-elected for a new term (2015-2020) and ExCom members were elected or re-elected. The Partnership Council convened on 5 October 2014 in Midrand, South Africa. The Management Team convened on a regular basis to discuss policy-related matters. During regular meetings between the President and the CAO in 2014, matters of funding, organisational and HR-affairs, planning and financial matters were discussed.
Organisation The AWEPA head office in Amsterdam became more focused on offering organisational support for programmes, support in submissions of programme proposals and support and consolidation of narrative reports. Internal control was further strengthened. In 2014, AWEPA engaged Ernst & Young Accountants LLP to audit AWEPA’s projects and annual accounts.
Decentralising to African offices The document ‘Criteria for Local Entities of AWEPA in Africa’ was created. In 2014 a new AWEPA Office was opened in Nairobi, Kenya. A new regional office was opened in Kampala, Uganda and a Deputy Director was appointed for AWEPA’s bilateral programmes in Central, East and West Africa. AWEPA had African Offices in: Arusha, Bujumbura, Cape Town, Cotonou, Juba, Kampala, Kigali, Kinshasa, Maputo, Nairobi and Somalia. The AWEPA office in Cape Town was restructured for AWEPA’s bilateral programmes in Southern Africa, while a Deputy Director Partner Relations was appointed for Southern Africa.
Methodology and Programme Development AWEPA drafted a Theory of Change (ToC) in 2014 in support for the application of the Strategic Partnership with the Dutch MFA. The application was submitted together with NIMD on 1 September 2014 and was approved in two stages on 30 January and 24 February 2015 for the years 2016-2020. The programme will be written in 2015 and all methodology documents will be revised and updated if required.
Expected Developments 2015 For 2015, AWEPA strives for continuity and renewal of its programmes with donors. AWEPA foresees a comparable budget in 2015 compared to 2014. Based on the Strategic Vision and the priorities of a multi annual funding programme 2016-2020 AWEPA aims also to renew its programme and strategy in this period. AWEPA is in the process of renewing its strategy and programmes for Mozambique.

Note A: Consolidated Accounting Principles The following summary of accounting principles is intended as a guide to the correct interpretation of the financial statement.
Balance Sheet General The financial statement AWEPA 2014 is prepared in accordance with the guideline RJ640 for non-profit organisations. The accounts have been prepared under the historical cost convention. Assets and liabilities in foreign currencies are translated in euros at year-end exchange rates of 2014 in the 2014 balance. In 2013, the assets and liabilities were translated in euros at the ‘Inforeuro’ rate of December, which is published by the European Commission. The comparable figures are not adjusted in the financial statement 2014. Assets and liabilities are stated at nominal amount, unless otherwise mentioned. Foreign Currency The reporting currency is the Euro. Assets and liabilities denominated in foreign currencies are valued at the exchange rates prevailing at year end date. Transactions denominated in foreign currencies are translated at the exchange rates prevailing at the transaction date. The exchange results have been incorporated in the Financial Statements according to Guideline 122 of Dutch Accounting Standards. In 2013, the assets and liabilities were translated in euros at the ‘Inforeuro’ rate of December, which is published by the European Commission. The comparable figures are not adjusted in the financial statement 2014 due to the fact that the impact of this adjustment is not material. Assets and liabilities are stated at nominal amount, unless otherwise mentioned. Financial instruments AWEPA does not apply nor trade in financial derivatives, such as interest rate swaps, forward exchange contracts or options to control its risks. Fixed Assets Fixed assets are stated at purchase price, less accumulated depreciation and impairment losses. Depreciation is calculated according to the straight-line method based on expected economic life. The cost consists of the price of acquisition, plus other costs that are necessary to get the assets to their location and condition for their intended use. Depreciation is recognized as an expense on a straight-line basis over the estimated useful lives of each item of the tangible fixed assets, taking into account the residual value of each asset. For tangible fixed assets under development depreciating start the moment the assets are taken in use. The depreciation periods are specified in the notes to the balance sheet. The following depreciation percentages are applied: - Buildings: Non applicable - Plant and equipment: 20% - Other fixed operating assets: 20% Grants and Sundry Receivables These amounts are shown at nominal value. The grants are short-term. Cash and Cash Equivalents Cash and cash equivalents include cash-in-hand and bank balances. Cash and cash equivalent are included in the balance sheet at nominal value. Equity Funds The additions to and the withdrawals from the reserves and funds take place from the destination of results. Reserves for Special purposes The reserves for special purposes are related to funds marked by the Executive Committee to be spent on a designated purpose. The earmarked reserves do not reflect an obligation towards any third party and the Executive Committee has the authority to reverse this reserve. Short-Term Liabilities Liabilities are initially recognised at fair value, net of transaction costs incurred.
Statement of Income and Expenditures General Income and grants and expenses are allocated to the period they relate to. Income and Grants Income and grants and expenses are allocated to the period they relate to. Grants received with a designated purpose and a pay-back obligation for AWEPA in case of ineligibility of the related expenses, are accounted for as income in the same reporting period in which the subsidized eligible expenditure is recognized. Employee Benefits Obligations for contribution to defined contribution pension plans are recognized as an expense in the statement of income and expenditure. Loss recognition Losses and impairments are accounted for as soon as they are anticipated.
Consolidated Financial Statement Since 2014, the financial report includes the Foundation AWEPAA, which has its registered office in Amsterdam. AWEPA has control over AWEPAA. With the adoption of RJ 640 for Non- Profit Organisations, AWEPA needs to consolidate the financial statements of AWEPAA. The comparable figures are adjusted for 2013. The object of the Foundation is the administration of capital assets belonging to the Foundation and the use of said assets on behalf of the association AWEPA. The funds of the Foundation may exclusively be made available to AWEPA in the form of a loan in order to bridge a temporary financial deficit, unless unanimously decided otherwise by the Board. Off-balance-sheet commitments The off-balance-sheet commitments of AWEPA include several contracts for rent or lease of office space and a long-running contract for the lease of ICT equipment: • •

AWEPA’s office space in Amsterdam is rented for EUR 55,400 per year in total. The office space is divided into several rooms with contracts that start in 2012 and run for five years per cluster of rooms. AWEPA has a rental agreement for office space in Bujumbura, Burundi, for BIF 726,000 for the period of January 2013 to January 2016. At the exchange rate of 31 December 2014 this amount corresponds to EUR 376 per month. AWEPA leases office space in Nairobi, Kenya, for the period February 2014, to February 2016 for KES 1,301,520 in the first year and KES 1,431,672 in the second year. These amount correspond to EUR 11,600 and EUR 12,760 respectively. AWEPA leases two offices in Uganda that are off-balance-sheet. The agreements are for November 2014 to November 2015 and for April 2014 to December 2015 and amount to USD 1,500 (EUR 1,234) and UGX 1,100,000 (EUR 321) respectively per month. AWEPA has a lease contract with Sharp for EUR 1.162,55 per month for the period April 2014 to April 2019.
Commitments for financial closure of employment contracts of former employees of AWEPA in Africa are estimated to have a value in the range of EUR 15,000 to EUR 25,000.

The appointment of the Deputy Director Bilateral Programmes (Regional Office, Uganda) in October 2014; The appointment of the Deputy Director Partner Relations (for southern Africa) in February 2015; The tendering by AWEPA together with NIMD of an application for a strategic partnership with the Dutch Ministry of Foreign Affairs on 1 September 2014. The application was approved on 30 January 2015 and 24 February 2015, for the years 2016-2020; The termination, in 2014, of the EU–AWEPA Contract for South Sudan for reasons of force majeure. In December 2014, a financial claim for the AWEPA South Sudan programme was sent to the EU. The claim was granted on 12 March 2015; The completion of the Financial Audit Report AWEPA Mozambique 2014 for Diakonia, Norway and FUSP Funded Programme by KPMG on 10 April 2015; In April-June 2015 a Theory of Change (ToC) for AWEPA will be discussed together with the actualised related Methodology documents; The AWEPA Protocols will be revised in April-June 2015.
Appropriation of Result and Policy concerning disposable equity The surplus of income over expenditure in 2014 will be added to the equity of AWEPA. The equity of AWEPA and the Foundation AWEPAA can only be utilized in accordance with the mission and goals of the AWEPA. The executive board of AWEPA has set aside Special Reserves with restricted use. The amount and designated use of the Reserves in question are noted in the Balance Sheet and in Explanatory Note D.
