01 Background STEPS STEPS Tanzania is a dully-registered Non-Government Organization (NGO) that is committed to contributing to the global and national efforts in ensuring that burden of HIV/ AIDS and Tuberculosis is reduced, education and development programs for people with disabilities and chronic deceases are made available to communities in Tanzania.

• Ensure that populations affected by Drug use have access to inclusive humanitarian assistance and protection by mobilizing resources and technical support to those organizations working on this field • Ensure that people affected by drug use and chronic diseases are supported with livelihood programs (Assisted pentagon- Human Capital, Financial Capital, Physical Capital, Natural Capital, and Social Capital • Advocate for increased domestic Health Financing Harm Reduction Programs in Tanzania • Improve access to Health care services, education support and development programs for Orphans

Organization Objectives •

Strengthen the voice and autonomy of people to become agents of change in Health, education and development programs in their communities, Promote and implement Prevention, care and Treatment services for key and vulnerable populations (KVP) and other priority groups. Organizing, influencing policy at all levels and responding to Key and Vulnerable population (KVP) needs Build inclusive and sustainable local, national systems and services for key and vulnerable population.

Board of Directors

Highest Organ and responsible to make decisions, policies and establish direction for the institution. Supervise the Executive Director

Executive Director

Technical personnel to oversee all project implementation, staff and financial management of the organization. Executive Director is the liaison personnel with Potential development partners (both state and non-state) and key stakeholders, Technical Advisory Team and R/CHMT. The Director is the one who enter into business agreements with State and non-state partners, i.e. Donors, Coordination bodies, etc. Have all powers for hiring and firing of Program Staff. The Executive Director shall ensure proper grant utilization as per Donor and/ or GoT requirements.

Senior Management

Includes Program /Technical Manager, Finance and Administration manager, M&E Manager & HR Manager reports to Executive Director. Their role is to ensuring they offer technical support to team members, grant obligation, data quality, programmatic and financial reports are timely prepared and submitted timely to the Executive Director.

Program Manager

Responsible for Day to day supervision and coordinate the technical team during planning processes, Implementation and evaluation satisfaction on project service Offered. The manager will also networking and collaboration with facility Implementing partners, other CSOs and networks within the service area, Support the Executive Director in organizing stakeholders sharing meetings, prepare PowerPoint and do presentations, host field visit for learning purpose by the donor community and high level STEPS management.

Technical Staff

Technical Biomedical staff, SBCC and Gender Officers, M&E/ Data Manager and Officer shall be responsible for the routine technical support to the field team / Providers and Peer Educators and monitor their Performance in close supervision of the Executive Director. Technical Officers shall be responsible for regular route planning, development of the concept note, implementation of approved work plan, routine verification (client data and physical verification), regular monitoring, supportive supervision and timely thematic report production and submission for compilation

Operations

Finance and Administration Manager shall ensure overall Finance and Operational Obligations are met under close supervision of the Executive Director and Program Manager. The Manager shall be responsible for financial and non-financial resource – proper management, program related payments, and project related procurements, proper documentation, reconciliation of all financial transactions and bank transfer and timely production of financial reports and submission. He/ she will be responsible for Budgeting during planning processes and other proposal development. Office Administration Officer, Project Drivers and watchman shall report to finance and admin manager

Technical Advisory Group (TAG)

Technical Advisory Group (TAG) will be the advisory team to the STEPS for the implementation of HIV KVP interventions. The TAG has the mandate of advising STEPS on overall global and national policies and strategies, ranging from monitoring its implementation to delivery of relevant interventions and their linkages with other public health and development interventions. TAG will specifically advise the Executive Director for STEPS on the adequacy of progress towards the achievement of the Project goals of the KVP HIV plan, major issues and challenges to be addressed with respect to achieving the goals of the KVP HIV Plan, major general policies, goals and targets related to KVP HIV services
