"Mr. Policeman," said the man, "I'm not a priest. I'm not even a Christian. But, for 50 years now, I'm living behind the Catholic Church on Second Avenue , and, every night, I'm overhearing their services. I can recall a lot of it, and maybe I can be of some comfort to this poor man."

One is a six-day creationist, the other a theistic evolutionist, and both feel strongly about their views. Both actually feel the other person’s view is harming the church,” said Potter. “And yet, the two have learned to talk to rather than past one another, using respectful dialogue with the understanding that they are both Christians. This moderated conversation will serve as a model for us for how to have difficult conversations—something we aspire to foster through this series and in all of our work at Calvin University.”

Escondido Senior Anglers Review 2019 The Senior Anglers of Escondido will present, at their January 10 meeting, the club’s annual Year in Review Show. The program will highlight photos of the club’s Trout challenges, Catfish derby, Surf fishing tournaments, saltwater charters, picnics, and RV camping trips around the state. SAE member and past president, Ron Parker, produces the show, highlighted with special “fishing” music. The Paper • Page 4 • January 02, 2020 Meet Escondido’s New Chief of Police, Ed Varso

The new Chief of Police is Ed Varso, a 19-year veteran of the department. Last October he was appointed to the newly created position of assistant chief of police.

Varso, 41, will succeed Craig Carter, who will retire at the end of the year. Varso’s first official day will be Jan. 1. The Escondido Police Department has about 225 employees, of which 160 are police officers.

City Manager Jeff Epp said. “He has great support within the Police Department and among the entire Department Head team. He is both experienced and well-rounded. He has an awesome family and is dedicated to our community.”

Officials said Varso knows the department thoroughly, having worked in nearly every division. He has even been the department’s public information officer, a job Carter once held and a job Carter said helped him prepare for his leadership position.

Varso is married and has three children and recently relocated to Escondido. He has a bachelor’s degree in Criminal Justice Administration and a Master’s of Public Administration degree.

New Labor Law Confusing

In 2019 the state legislature passed

Assembly Bill 5, which has initially confused employers and free lance contractors as to what is an employee versus what is an independent contractor..

Basically, writers, photographers and similar service providers can maintain their status as independent contractos provided they provide 35 or less services per year to a specific publication.

The specific language of AB 5 notes that the worker shall be classified as an employee “unless the hiring entity demonstrates that all of the criteria to be considered an independent contractor are met.

The law has yet to be tested or challenged . . . but there will likely be legal challenges.

A Second Recall Effort in Oceanside Launched

It appears two Oceanside City Council membrs may have to deal with recall efforts. Council member Esther Sanchez has been notifided by city officials that a recall campaign appears to be underway for her alleged “inability to work with her peers” and her long-standing opposition to legalized cannabis.

Though supporters of the campaign turned in a notice to the city clerk’s office last week it was rejected on a technicality.

The problem was that no affidavit was provided to verify Sanchez had been served with the notice, said

Man About Town Happy New Year!

As we enter yet another year I find myself looking back over years that are now behind me.

Some memories to contemplate upon:

Think back to those days when you were first married.

Remember the hardships you endured and pulled through because you did it together?

Often, we new-marrieds had little money, little in the way of assets, and living from paycheck to paycheck was quite common.

I remember when Mary and I first married. I think I was making about $400 per month, she was working at Mutual of Omaha and making $200-250

We owned a series of cars that were kept together with spit and bailing wire. On one occasion I remember driving to work and my right front tire became inoperable. I felt devastated! One or two studs on the tire had broken off the thingies on which you attach the lug nuts. The tire was so wobbly the car could barely move. I think I had, maybe, $15 cash on me, no credit cards, no checkbook.

I limped into a service station.

Don't know if the guy felt sorry for me or if that was the going rate but he fixed me up and charged me, I think, $7.50!

I remember one evening a salesman came by. He wanted to sell us advanced end of life planning.

Cemetery plots. We were in our early/mid-20's. At one point he adopted a sad, solemn look and intoned . . . "and in our memorial garden, you may stop and reflect upon your departed loved one." It was all Mary and I could do to keep from laughing.

City Clerk Zeb Navarro. Recall proponents can serve their recall candidate in person or by certified mail, but either way the service must be verified with an affidavit. The Sanchez notice included only a receipt for certified mail, which was insufficient.

“They will need to refile and reserve,” Navarro said. “They have to start again at the beginning.”

Some residents are also seeking to recall District 2 Councilman Christopher Rodriguez. Either recall effort would have to collect the signatures of at least 10 percent of the registered voters in their district to place the recall on the ballot in that district. The mayor, city clerk and city treasurer are the only positions still elected at-large in Oceanside.

A council member since 2000, Sanchez was elected to a four-year term in the newly created District 1 in 2018, which was the city’s first year of district council elections.

She has said she will be a candidate next fall for the job of mayor. That position is held by former City Manager Peter Weiss, who was appointed after former Mayor Jim Wood resigned because of ill health.

Recall efforts are traditionally very difficult to succeed unless the alleged transgressions are very severe. Escondido’s former Mayor, Wil Mason, was successfully recalled back in the 1970’s. No suc-

Another time, we had an insurance salesman. It was a former Nebraska Cornhusker football star that had married Governor Frank Morrison's daughter. I think his name was Dennis xxxxxx. He was a red head. Had gone to Benson High, played with Jim Moore, and was a good player - but when he went to Nebraska, he became a great player. We had known him slightly at BHS but now felt in awe. Here, a Husker star, was in our living room, pitching an insurance plan. We didn't buy, in spite of our awe and his very professional and polite presentation.

I remember another evening when Mary and I had gotten into a fierce argument. We weren't talking to one another. Only glaring.

Doorbell rings. It's a young Presbyterian Minister - first name Tom, forget the last name.

Movie star handsome guy, asked if he could visit with us. Great meeting. Timely meeting. When he left, Mary and I had put our argument, whatever it was, behind us. Turns out the lead minister of the church was from Scotland - which sat rather well with Mary as Scotland was her home.

Later, I accepted a job offer from Sabena, the Belgian airline, as commercial sales rep, which required that we move to Chicago. We found a lovely apart-

ment in Oak Park, Illinois, right on the subway line. Whenever we had company we'd entertain them by driving them by Sam Giancana's house which was about eight blocks away, 1104 S. Wenonah, if memory serves me correctly. Sam Giancana was "Mr. Big" in the Chicago Mafia.

He was assassinated in the basement of his home. We would also drive guest to see the homes of Tony "Big Tuna" Accordo ... in one of the other suburbs.

Upon arrival in Chicago we probably saw more of Chicago than the average Chicagoan. We took in all the sights.

In hindsight, I should have recognized that the Sabena job was doomed from the start. My job was to generate freight and/or passenger traffic to Brussels, Belgium. The problem was, most exporters of freight wanted to hit the gateways of London or Paris, or even Berlin . . . not Brussels.

So, after giving it a year I decided to go back into radio.

I spent the next 25 years in radio and did fairly well. I hit all the areas, on-air talent, sales, management and, briefly, ownership.

Unlike the average successful Country singing star, Yoakam has managed to cross over to movie star status on the big screen, which brings new global fans outside of his music and song. In the movie “Sling Blade” (1996) he plays an abusive live-in boyfriend. In the film “Panic Room” (2002) Yoakam plays a psychopathic killer to perfection, winning plaudits from film critics.

Yoakam continued to be brilliant in other films: The Three Burials of Melquiades Estrada, Crank: High Voltage, King of the Hill, Bandidas, The Last Rites of Ransom Pride, Red Rock West and others, too numerous to mention.

Dwight Yoakam, as TIME magazine professed, even was versatile enough to become a film writer, and motion picture producer when he starred in his own movie “South of Heaven, West of Hell.”

It just seems to never stop with this Renaissance Man, with Yoakam’s presence seemingly omnipresent around the globe: Yoakam even has his own brand of food called “Bakersfield Biscuits,” which is readily available at most retailers, such as Walmart’s worldwide network of stores.

I was stopped at a red light , just lost in thought about the Lord and how good he is, and I didn't notice that the light had changed.

It is a good thing someone else loves Jesus because if he hadn't honked, I'd never have noticed.

The guy behind started honking like crazy, and then he leaned out of his window and screamed, 'For the love of God!' 'Go! Go! Go! Jesus Christ, GO!'

What an exuberant cheerleader he was for Jesus!

I just leaned out my window and started waving and smiling at all those loving people.

I even honked my horn a few times to share in the love!

On November 5, 2003, Righteous Brothers singer, Bobby Hatfield, was found dead in his hotel room in Kalamazoo, Michigan, just minutes before he was due to perform at a concert with Bill Medley at Western Michigan University’s Miller Auditorium.

In January of 2016, Bill Medley announced his intention to revive the Righteous Brothers for the first time since his singing partner’s death. Medley chose singer Bucky Heard as Hatfield’s replacement. Bucky Heard wasn’t sure of Bill Medley’s proposal to revive the Righteous Brothers, so Bucky agreed to leave the decision to a coin toss. Medley won the coin toss, and the Righteous Brothers were, in essence, reborn. It would be a dreamcome-true for the millions of fans who had long begged for such a reunion to take place.

As a gesture of respect to the late Bobby Hatfield, the talented singer Bucky Heard clearly and graciously states that he never attempts to replace Hatfield in that he intends to sing “like” Hatfield, but never to “imitate” or “sound” like him.

This is a once-in-a-lifetime opportunity to see this electrifying and emotional revival of the original Righteous Brothers. It has been a long road, and Bill Medley gives voice to his life’s journey: “I’ve had a million fans hollering at me to keep the Righteous Brothers alive . . .”

Today, I am comfortable . . . but, think about this . . .

Did you also have some of the happiest times of your life when you were young, newly married, and had to struggle together?

When you, perhaps like us, were poor as church mice but somehow survived and made it work?

Yup. It sure was a struggle at times. But I wouldn't change those memories or the happy times we had, for the world.

Remembering This Christmas

A gift I bought for myself? Two pairs of tennis shorts. My older shorts were beginning to show signs of wear and tear and decided I needed to upgrade my wardrobe. Went to three different sporting goods stores to check out their tennis shorts. Every damn one of them had men's tennis shorts that looked like dresses. They drape all the way down to the knee. Same thing with basketball players - they abandoned the traditional basketball shorts and opted to wear dresses. They look terrible. I decided I was not gonna wear a dress to play tennis or to stroll about leisurely. So I shopped EBay and found a pair of Nike tennis shorts, traditional; ordered them and took delivery yesterday. I think they were $20 a pair. Quite pleased with them.

They look like tennis shorts, not dresses.

The world has changed to things I don't like. Shorts that look like dresses, dreadlocks, tattoos, piercings in the most unlikely of places, including eye lids, lips, noses and other more intimate areas, hair colors that range from purple to orange to rainbow . . . sorry, not for me. And the strange thing is that those who wear these monstrous additions think it makes them attractive.

Here's a clue. They are not and you look silly.

I am still of the old school.

Properly trimmed hair, and if you must wear a beard kindly keep it neatly trimmed, no tattooed arms, legs, breasts, forehead . . .no piercings that are anywhere I can see them, and close cropped, neatly trimmed hair in its natural color. And no shorts that look like dresses. Ya big sissies!

New Laws for the New Year

Effective January 1st, hundreds of new laws went into effect. Some you may have heard about, but others possibly not.

Several of the new laws impact veterans. Among these are legislation that makes honorably discharged veterans exempt from paying state or local business license fees for selling or providing services, if the veteran is sole proprietor. Another law exempts automotive adaptive equipment sold to veterans with service-connected disabilities from sales and use taxes. Pro bono civil legal assistance for veterans has been enhanced, and animal adoption fees at shelters for veterans adopting emotional support animals will now be waived.

Public safety will also be impacted.

Human trafficking convictions are now included in the list of crimes that disqualify persons from driving for rideshare companies, and the statute of limitations for felony domestic violence has increased from three to five years. The statute of limitations to file a claim for employment sexual harassment was also extended from one to three years. On the other hand, earlier parole eligibility is now possible for murderers, rapists and other felons who were under 26 at the time of their crimes, and convicted felons may now serve on civil and

criminal juries after completing their sentences.

California’s gig economy will be heavily affected by the law prohibiting or severely restricting independent contracting. A long list of exemptions for lawyers, accountants, engineers, some health professionals and many others was written into the law. Other, less wellconnected occupations like rideshare drivers, independent truckers and newspaper freelancers did not get exemptions. New legislation to try to remedy all this is under consideration, and lawsuits and ballot initiatives are planned or underway.

For better or worse, these are just a few of the new laws that we will be living with in 2020.

Looking Ahead to 2020

It’s been a fantastic first year as a San Diego County Supervisor and while I’ve learned a lot, none of it would be possible without you all. We’ve made some great strides at SANDAG, on behavioral health and veterans affairs as I mentioned last week. Locally, we initiated action with Chairwoman Jacob to dedicate $28 million to unincorporated area road improvements and maintenance. As we look ahead to 2020, I wanted to highlight some items we will be looking at.

While we’ve scored some victories at SANDAG this year, we need to continue make sure north county commuters are heard. While public transportation works in downtown San Diego, we need to make sure we are getting a balanced transportation plan for all of San Diego County. I will continue to be vocal and make sure that we receive the promised projects.

We made a lot of strides on behavioral health in 2019 and we need to continue to make investments. North County was in a behavioral crisis last year.

With our behavioral health team we explored and implemented community based Crisis Stabilization Units. We’re working with Vista and Oceanside to provide these community based centers to their cities. I’m hopeful we will have more beds open in the North County.

Also, we’ve spent a lot of time out in Borrego Springs working on a solution regarding groundwater resources. I’m hopeful in the upcoming year we will be able to implement some changes and collaboratively find a solution.

We were able to fund several parks last year including the Fallbrook Skatepark, Don Dussalt Park and Clemmens Lane Park. I’m especially excited about the San Luis Rey River Park, which will connect from the coast to inland San Diego County.

Most importantly, we need to maintain fiscal responsibility. We know there are issues that need to be addressed, but throwing money at them isn’t always the solution. We need to continue to have strong reserves as the County of San Diego has always done.

The Man Who Put America on Wheels

If ever there was a story deserving of a Hollywood movie, the saga of Henry Ford and his family would be at the top of that list.

Our mission could not be more crucial. The year 2020 marks the 75th anniversary of VJ Day, the official end of World War II. By that date, the U.S. Department of Veterans Affairs projects that only 299,824 of the 16 million Americans who served in WWII will still be living. In 2019 we have lost nearly 90,000 WWII veterans alone.

Sadly, even on Christmas Eve we were notified that one of our Honor Flight San Diego alums, a 101-year-old WWII veteran, had passed away. Our Korean War veterans are only five short years behind our WWII veterans. We are losing many of them as well before they have been recognized for their service in "The Forgotten War." We are so very blessed to have hundreds of WWII and Korean War veterans living in San Diego County. We want to get them on their "Tour of Honor" before it is too late and we need your help.

When you choose to donate to an organization, here's why you should think of Honor Flight San Diego: We receive NO government funding so every trip is completely donor funded.

We have no employees so every $ we raise goes directly to supporting our mission.

The total cost per trip is about $250,000 and we try to do it twice per year - that is a lot of money to raise.

Ford made it known he would pass the company to his son Edsel, yet, to coin a phrase, he never really gave Edsel “the keys to the car.” Despite Edsel being made the president of Ford Motor Co., Henry’s constant criticisms and rejection of ideas helped drive Edsel to an early grave.

Examples of his father’s interference: Henry steadfastly believed all Americans really needed was his 1915 Model T. Until later years all Model Ts were painted black. Edsel maintained all owners should have a choice of colors, Henry famously said: “The buyer can have any color he wants as long as it’s black.”

Edsel finally persuaded Henry to introduce the 1927 Model A, and five years later Edsel sold Henry on the 1932 roadster, armed with the V-8 engine, the revolutionary power plant for the future.

sial because he was unabashedly antisemitic and said as much in scathing editorials in his weekly Dearborn, Mich., newspaper distributed nationally through his more than 7,000 dealerships. Prior to the outbreak of World War II, he became an isolationist, vehemently railing against America getting involved in any European war.

However, war production of bombers added even more wealth to the Ford coffers.

Ford didn’t invent the “horseless carriage,” but he was the first to mass produce gas-powered vehicles. He developed the auto “assembly line,” making it possible to roll out dozens of automobiles each day. Early on, a new Ford Model T costs $700. A few years later, the selling price dropped to $300.

Ford’s mass production made it possible so every American could afford a Model T.

With a price nearly every American could afford, cities, counties, states, and the federal government, had to build streets and highways for the thousands of automobiles jamming roadways. Ford was chiefly responsible for connecting the “Lower 48” states and their population centers across America. The Model T, to this day, continues to hold the record of the largest-selling auto of all time.

People who never had been more than 25 miles from home were free to venture 35 to 40 miles in little more than an hour. Ford’s vehicles were the basis of a new industrial revolution, employing up to 100,000 workers. He was the undisputed world leader of industry well into the first half of the 20th century.

But, as his empire expanded, making him one of the key industrialists who built America, Ford became controver-

There was a mean side to Henry. He was widely known for his pacifism during the first years of World War I, and anti-Jewish diatribes in his newspaper. He alleged the book, “The International Jew,” had an influence in the rise of Adolf Hitler.

Henry was vehemently against union organizers and to stop them he surrounded his factories by a gang of thugs posing as a “security force.” This force was led by Harry Bennett, who gained tremendous influence over the old man, coming between father and son.

Henry never realized the extent of Bennett’s power. In reality, Bennett had control of the company by intimidating executives and workers, shutting Edsel out. Workers could be fired for talking to one another while on the assembly line. For years, unionization was rejected by Henry until Edsel finally gave in to worker demands.

In 1943, Edsel died of stomach cancer, leaving the old man back in charge, but at Bennett’s, continued influence.

When World War II started, Henry’s mind was slipping and the company was not meeting Washington’s demand for aircraft, tanks, various other vehicles, and armaments. Realizing the problem, the War Department took grandson Navy Lt. Henry Ford II, off active duty and placed him in charge of the company. One of the first decisions “Hank the Deuce” carried out was to fire Bennett and his thugs.

While Henry, his son, Edsel, and three grandsons, Henry II, Benson, and William, all made historic 20th century contributions revolutionizing the American auto industry, the sweeping accomplishments of son Edsel have been all but lost to history.

Like his father, Edsel was a visionary, but unlike Henry, he was mild-manner, gentle, and well-liked. Henry didn’t have any of those traits. Still, Henry Ford was one of the top six builders of America, securing a trademark known around the world. The old man died April 7, 1947, and, today car collectors continue to covet various iconic models of Mustangs, Thunderbirds and, of course, the ’32 roadster.

Bonsall Woman's Club Celebrated its 27th Christmas Luncheon - The Bonsall Woman’s Club’s (BWC) annual Christmas event held at The Golf Club of California was, once again, a resounding success.

This signature event, with an “O Christmas Tree” theme featured several fully decorated small Christmas trees (about 3’ high), wreaths, and themed baskets. Each item was eventually won by a lucky winner and will personalize their future Christmas decorations for years to come. The sellout event was enjoyed by a crowd of 200 attendees. Each person enjoyed a delicious lunch with a crowd favorite heavenly chocolate cake for dessert. It is almost that time of year again. Mostly little children, although sometimes teenagers, get into the mood of dressing up in their unique costumes of anybody and everybody.

For a few hours, the area in which you live is so saturated with costumed police officers that you wonder if the city is safe. The “regular” cops are probably back at the station playing gin rummy, or twenty-one, hoping that the phone doesn’t ring.

In October, Escondido Campus Director Andy Blue went to Somaliland to assist Cheetah Conservation Fund with caring for confiscated cheetah cubs. He brought critical care supplies that were donated by San Diego Humane Society, the San Diego

witch. Just the thought of witches probably drive some would-be revelers from even going around the neighborhood in search of the almighty quarter or the sugarlaced Snickers.

Witches have traditionally been seen standing over boiling liquid, or riding through the sky on brooms, or even today as a suburban housewife. Yes indeed, how the times have changed, and all the evil doers on Halloween have had their civil liberties threatened to the point even they are afraid of going outside to raise havoc.

Witches are nothing new. The story of King Saul in the Bible tells of Saul seeking the witch of Endor to summon the spirit of the dead prophet Samuel to help him defeat the Philistines Army. As the story goes, Samuel was awakened by the witch.

Samuel prophesizes the death of Saul and his sons. The next day, Saul’s sons died in battle, and Saul committed suicide. If there is a moral to that story it is that you don’t get involved with witches.

In the 1400s, witch hysteria really took off.

Many witches confessed to acting like, well, witches. Some were executed by burning at the stake or by hanging. Simple women and widows were targeted in specific.

In fact, between 1500-1660, some 80,000 suspected witches were put to death in Europe, and especially in Germany. It was just not the best time to be a witch.

And then came along the Salem witch trials in America. The first ones started in 1692, when a 9-year-old, Elizabeth Parris, and an 11-year-old, Abigail Williams, experienced body contortions and uncontrolled screaming. Today, a doctor would have diagnosed them as having been poisoned by a fungus, but in 1692 you had enslaved women being accused of witchcraft and using old black magic. Eighteen people, including six men were put to death by being hung at the Salem Gallows.

until Grace Sherwood was brought to trial in Virginia in 1706 for killing pigs and hexing cotton. To determine Sherwood’s guilt or innocence of being a witch, her arms and legs were bound, and she was thrown into a body of water. If she sank, she was innocent of being a witch. If she floated, she was guilty. Well. Sherwood did not sink, and was convicted of being a witch. Grace Sherwood was put in prison for eight years.

So much for witches and their evil spirits.

I was so scared of witches when I walked around my neighborhood on Halloween, that I stuck to something common in St. Louis. Yes, I was a Cardinal baseball player, dressed in my Cardinal uniform, wearing my cap, and wearing my glove.

Carrying a baseball bat would have hampered my ability to carry my bag with the loot.

But Halloween lives on for collectors as well. Just take a look at some vintage Halloween movie posters. There was The Mummy in 1932. It held the record for being sold at auction for $453,500 in auction. In today’s market its value would be well over a million dollars. The Dracula horror film poster from 1931 starring Boris Karloff and Bela Lugosi sold in 2017 for $525,000. Other Halloween posters of the movies Frankenstein, Creature from the Black Lagoon, Dracula, Bride of Frankenstein, as well as The Cabinet of Dr. Caligari, all fetched large amounts of money at auction. A poster from the 1979 movie Halloween can go for around $1,500. And don’t forget those fairly recent scary movies Carrie and Psycho. Yes, Stephen King and Alfred Hitchcock are never too far away. Enjoy. But be careful little darlings.

Our Pet Loss Support Group provides an environment where thoughts and emotions can be shared and feelings of grief are understood and validated.

The Pet Loss Support Group is open to everyone ages 10 and up and is appropriate for those who have recently lost a pet, are still mourning an old loss, are anticipating the death of a pet or are preparing for euthanasia.

San Diego Humane Society is hosting a family-friendly community pet event! Attendees will have access to free pet services on a first-come, first-served basis.

Services include vaccinations, licensing, microchipping, pet supplies and behavior support. A limited number of free, on-site spay/neuter surgeries will also be available. We have heard much about polarization these days – the Democrats and Republications, ethnic groups, sex genders, churches, religions, and even political secessionist’s movements from parent countries.

The absolute polarization is when one side becomes intractable, exclusive, unyielding, not compromising, or even entertaining another idea or position. While a movement or person can have and needs convictions, leaving no room for conversation or input can be stifling and unproductive. Can one side be all right and the other be all wrong?

Remember the old adage, “There is something good in the worst of us, and something bad in the best of us.” For instance, have there not been good things done by our President?

And are the Democrats all wrong?

We can appreciate the need for two

Even God seems to have this with good and evil, light and darkness, black and white, and good and bad. When the opposing forces come together, it forces action, resolution, and improvement. It is the adversarial process that produces a better and stronger world. The differences between races, political parties, religions, and even the sexes, can and should contribute to a stronger and better outcome. Even Jesus, in His temptation experience in the wilderness with the devil, was a stronger person for it. He allowed His opponent, the Satan, the right to tempt, exist, and argue his cause. Why? Because He knew life requires these two forces to bring into play a stronger life.

We can only go forward, by accepting the opposites the right to exist and participate.

We are the stronger, if we allow the battle civilly.

A Weekly Message from the Mayor of Your Community published in the belief that it is important for elected leaders to communicate with their constituents and that constituents have a means of hearing from their elected leaders.

San Marcos • Mayor Rebecca Jones Climate Action Plan Update

The City of San Marcos adopted its Climate Action Plan (CAP) in 2013 which sets targets for Greenhouse (GHG) emissions reductions for years 2020 and 2030. Subsequent to the City’s adoption of its CAP, the State of California adopted SB 32, which sets stricter GHG emission reductions targets for year 2030. The City initiated the CAP update process to be consistent with the State’s requirement.

The main elements of the updated CAP will include: • GHG emissions inventory and projections • GHG reduction targets for year 2030 and measures and actions to achieve the target reductions • A monitoring strategy • A development review checklist and Implementation cost analysis The City held three public workshops in May 2019, to engage the community in the CAP update process. The City is anticipating to release a draft of the updated CAP by January, 2020, and to conduct formal Planning Commission and City Council hearings in Spring 2020 for its adoption.

Partial funding for the CAP update is provided through SANDAG’s Energy Roadmap Program.

Our arterial roads are in good shape, providing safe, smooth driving and we have been and will continue to focus our street funds on residential roads; our $11 million investment in our park infrastructure is providing added recreational and outdoor activities; and we are making progress on reducing traffic congestion around town. For instance, last week the new right turn lane on Civic Center Drive and Postal Way was opened to reduce traffic at the intersection. The Paseo Santa Fe Improvements to revitalize S. Santa Fe Avenue is taking shape and this year the project will be extended to Civic Center Drive. May this New Year bring continued prosperity to our country, state and especially to our city. I asked my young teenage grandson in the back seat what that meant.

He said it was probably a Hawaiian good luck sign or something.

Well, I have never met anyone from Hawaii , so I leaned out the window and gave him the good luck sign right back.

My grandson burst out laughing.

Why even he was enjoying this religious experience!!

A couple of the people were so caught up in the joy of the moment that they got out of their cars and started walking towards me.

I bet they wanted to pray or ask what church I attended, but this is when I noticed the light had changed.

So, grinning, I waved at all my brothers and sisters, and drove on through the intersection.

I noticed that I was the only car that got through the intersection before the light changed again and felt kind of sad that I had to leave them after all the love we had shared.

So I slowed the car down, leaned out the window and gave them all the Hawaiian good luck sign one last time as I drove away. Praise the Lord for such wonderful folks!!

Deadlines being what they are for this Sunday column, this essayist missed a momentous occasion recently. Yogi Berra accepted an honorary degree from St. Louis University and delivered the commencement speech for 1,900 graduates and 10,000 in attendance at Scottrade Center It's hard to imagine a more promising lingual event. Berra is to vocal communication what Don Cherry is to the fashion industry. Yogi doesn't so much command the English language as he corkscrews it. It is part of what makes the baseball Hall of Famer and pride of the Hill one of America 's endearing figures.

So here is, in its entirety, Yogi's dissertation:

"Thank you all for being here tonight. I know this is a busy time of year, and if you weren't here, you could probably be somewhere else.

I especially want to thank the administration at St. Louis University for making this day necessary. It is an honor to receive this honorary degree.

Is wonderful to be here in St. Louis and to visit the old neighborhood. I haven't been back since the last time I was here. Everything looks the same, only different. Of course, things in the past are never as they used to be.

Before I speak, I have something I'd like to say. As you may know, I never went to college, or high school for that matter. To be honest, I'm not much of a public speaker, so I will try to keep this short as long as I can.

As I look out upon all of the young people here tonight, there are a number of words of wisdom I might depart. But I think the most irrelevant piece of advice I can pass along is this: The most important things in life are the things that are least important.

I could have gone a number of directions in my life. Growing up on the Hill, I could have opened a restaurant or a bakery. But the more time I spent in places like that, the less time I wanted to spend there. I knew that if I wanted to play baseball, I was going to have to play baseball. My childhood friend, Joe Garagiola , also became a bigleague ballplayer, as did my son, Dale I think you'll find the similarities in our careers are quite different.

You're probably wondering, how does a kid from the Hill become a New York Yankee and get in the Hall of Fame? Well, let me tell you something, if it was easy nobody

would do it. Nothing is impossible until you make it possible.

Of course, times were different. To be honest, I was born at an early age. Things are much more confiscated now. It seems like a nickel ain't worth a dime anymore. But let me tell you, if the world was perfect, it wouldn't be. Even Napoleon had his Watergate.

You'll make some wrong mistakes along the way, but only the wrong survive. Never put off until tomorrow what you can't do today. Denial isn't just a river in Europe

Strive for success and remember you won't get what you want unless you want what you get. Some will choose a different path. If they don't want to come along, you can't stop them. Remember, none are so kind as those who will not see.

Keep the faith and follow the Commandments: Do not covet thy neighbor's wife, unless she has nothing else to wear. Treat others before you treat yourself. As Franklin Eleanor Roosevelt once said, 'The only thing you have to fear is beer itself.'

Hold on to your integrity, ladies and gentlemen. It's the one thing you really need to have; if you don't have it, that's why you need it. Work hard to reach your goals, and if you can't reach them, use a ladder. There may come a day when you get hurt and have to miss work. Don't worry, it won't hurt to miss work.

Over the years, I have realized that baseball is really just a menopause for life. We all have limitations, but we also know limitation is the greatest form of flattery. Beauty is in the eyes of Jim Holder Half the lies you hear won't be true, and half the things you say, you won't ever say.

As parents you'll want to give your children all the things you didn't have. But don't buy them an encyclopedia, make them walk to school like you did. Teach them to have respect for others, especially the police. They are not here to create disorder, they are here to preserve it.

Throughout my career, I found good things always came in pairs of three. There will be times when you are an overwhelming underdog.

Give 100 percent to everything you do, and when that's not enough, give everything you have left 'Winning isn't everything, but it's better than rheumatism.' I think Guy Lombardo said that.

Finally, dear graduates and friends, cherish this moment; it is a memory you will never forget. You have your entire future ahead of you.

NOTICE OF PUBLIC HEARING (City Council)

The San Marcos City Council will hold the following public hearing in the City Council Chambers located at the San Marcos City Hall, 1 Civic Center Drive, San Marcos, CA 92069; at 6:00 p.m. on Tuesday, January 14, 2020.

Project No.: FEIR19-001, GPA18-0004, SP18-0003, SP18-0005, TSM18-0003, MFSDP18-0003, CUP180007, and GV18-0002 Applicant(s): KB Home Coastal Request: Request for 67 two and three bedroom multi-family condominium units, distributed in nine different buildings on a 3.7acre site, which would include 160 total parking spaces and common open space area for passive recreational use by residents. The project would be accessible via a new driveway located on Woodward Street and from an existing driveway connected with the neighboring Mission 316 East development off E. Mission Road. The project proposes a General Plan Amendment and Specific Plan Amendments to change the land use designation under the existing Heart of the City Specific Plan from Commercial to Multifamily Residential by adding the 3.7-acre site to the adjacent 8.98-acre Mission 316 Specific Planning Area.

REQUEST FOR PROPOSALS CREEKSIDE MARKETPLACE SITE LIGHTING RETROFIT

PUBLIC NOTICE IS HEREBY GIVEN that IDS Real Estate Group and the City of San Marcos (City) request proposals from qualified contractors for the above stated project.

DESCRIPTION OF WORK The Work includes retrofitting & replacing of site and building lighting and refinishing of affected surrounding surfaces.

The work will occur at Creekside Marketplace, 553595 Grand Avenue, San Marcos, CA. Contractors must meet or exceed the specifications and requirements stated in the Request for Proposal (RFP).

CONTRACT TERM The Contractor shall diligently and continuously prosecute the work to completion, which shall be no later than June 30, 2020.

DEADLINE FOR SUBMISSION OF PROPOSAL: All proposals must be received by the project construction manager no later than 12:00 p.m. on Friday, January 31, 2020. Late proposals will not be accepted.

Electronic submittals are acceptable and preferable, but facsimile submittals are not acceptable.

Failure to attend either of these events shall be cause for rejecting proposals.

Proposers must provide a response to all components specified in this RFP. Incomplete proposals, proposals containing errors or inconsistencies, failure to comply with the submission requirements contained in the RFP, or other process or content errors or deficiencies may constitute cause for rejection.

Submission of a proposal indicates acceptance by the proposer of the conditions contained in the RFP and the attachments thereto, unless clearly and specifically noted in the proposal and confirmed in the Contract executed between the Owner and the selected service provider. IDS Real Estate Group reserves the right to retain all proposals submitted and to use any idea(s) in a proposal regardless of whether that proposal is selected.

PREVAILING WAGE NOTICE IS HEREBY GIVEN that, pursuant to the San Marcos City Charter and the

San Marcos Municipal Code, payment of prevailing wages and compliance with the California Labor Code Sections 1770 et seq is required for this project. The Contractor will be required to comply with all of the terms and conditions (including State General Prevailing Wage requirements) prescribed for Contractor performing public works construction projects.

The California Department of Industrial Relations determines the general prevailing wage rates for the State and are available at the DIR website, http://www.dir.ca.gov, or from the City of San Marcos’ City Clerk Office.

DIR REGISTRATION Under (SB 854), “contractors” are required to register with the Department of Industrial Relations (DIR) on an annual basis (July 1-June 30). All contractors and subcontractors submitting bids will be required to have registered in advance with the (DIR) and must meet the minimum program qualifications necessary to be eligible to work on public works projects pursuant to Labor Code section 1725.5 and Public Contract Code Section 4104.
