It was a historic day in Washington, D.C., when President Barack Obama became the first sitting president to ever acknowledge (publicly) the top secret facility known to UFO enthusiasts around the world, as “Area 51.”

The announcement came as a surprise on December 8, 2013, at the Kennedy Center Honors. In paying tribute to actress Shirley MacLaine (who has claimed to have seen many extraterrestrial spacecraft) in a ceremony applauding her lifetime contributions, the president could not resist the temptation in introducing the actress: “Now, when you first become president, one of the questions that people ask you is what’s really going on in Area 51.” With all eyes in attendance showing unexpected surprise, the president continued his banter, “When I wanted to know, I’d call Shirley MacLaine. I think I just became the first president to ever publicly mention Area 51. How’s that, Shirley?”

Long-regarded as America’s top secret location, it is officially referred to as the Nevada Test and Training Range, and Groom Lake.

This ultra-secret facility has produced many shocking manifestations of advanced technology such as the U-2 spy plane and a variety of Star Trek arsenal which includes various stealth aircraft, such as the top secret “Bird of Prey,” a nod in the direction of Star Trek’s Romulan Empire. In the forefront of stealth-cloaking technology, Area 51 is so top secret as to openly post signs miles away from its immediate vicinity warning trespassers: USE OF DEADLY FORCE IS AUTHORIZED. All of which adds to the mystique as well as the legend and lore of this place we popularly call Dreamland or Area 51. Located in the southern portion of Nevada, 83 miles northwest of Las Vegas, this facility was established by the Central Intelligence Agency (CIA) in April of 1955. According to the Central Intelligence Agency, the correct names for the site are, Homey Airport or Groom Lake. The name “Area 51” was used in a CIA document from the Vietnam War era. names were applied down through the years, such as The Box and the ever-popular Dreamland. While “The Box” refers to the restricted airspace over Area 51, the nickname “Dreamland” was inspired by the lyrics from Edgar Allen Poe’s poem “Dream-Land” (1844): “But the traveler, travelling through it, May not-dare openly view it! Never its mysteries are exposed, To the weak human eye unclosed.”

Area 51’s space-age advancements often require the facility to physically expand in order to keep up with its amazing flying machines!

For example, in testing the top secret Oxcart stealth jet flying at 2,200 mph, it took the Oxcart pilot 186 miles just to make a Uturn! So, in order to better accommodate the aircraft, Area 51 had

to expand its land around the air base by adding over 38,000 additional acres, as well as expanding the restricted airspace by creating a 440-mile box above the compound!

For obvious security reasons, there is only so much that key U.S. government personnel can and cannot reveal about Area 51. One of the most effective ways of maintaining high security is called ‘compartmentalization.’ In other words, classified information is given only in ‘a need-to- know basis,’ and only to authorized personnel.

That way, if our national security is breached by any espionage, such penetration is confined to specific areas, or compartments, and no farther. A key question often

asked is, can the U.S. President gain unrestricted access to such highly-sensitive areas, such as found in Area 51? This particular question is discussed, globally, on the public internet, which often muddles and confuses the general populace because the answers come from a variety of unreliable sources and, therefore, creates rumors and ‘unsubstantiated truths.’

The answer to the question regarding if the U.S. President truly has unrestricted access to Area 51 is clearly, yes. As commander-in-chief, he has that carte blanche authority. However, any other high-ranking official may not have that same level of access, unless their work is specifically assigned or connected to that particular phase of secret develop-

ment. And that is the way it should be. Unfortunately there is a lot of misinformation on the worldwide web from unqualified sources which, erroneously, states that the U.S. President does not have the highest clearance level available – this is grossly untrue.

The highest security level is given to the U.S. president in every conceivable area, even granting him the ultimate responsibility to launch nuclear weapons in retaliation for any preemptive nuclear strike against us. Which brings us to global concern that UFOs might accidentally trigger a nuclear war between the United States and another suspicious superpower, such as China or Russia. In the past, there have been several international tense moments of concern, such as in 1982, when the Russian military picked up a formation of UFOs heading straight in their direction!

Russian paranoia had them view these fast-moving targets as possible ICBMs (intercontinental ballistic missiles). The UFOs, moving at speeds matching airborne missiles, veered sharply off path and away from south-central Ukraine, the area they were quickly descending on! I recently spent $2500 on a young Black Angus bull.

I put him out with the herd but he just ate grass and wouldn't even look at a cow. I was beginning to suspect he was gay, if that's possible with a bull.

Our sensitive military defense network does not take such UFO intrusions lightly! Especially if such incoming objects resemble ICBMs! Regardless, the president must be kept informed at all times, depending on the level of airborne alert. On more dire occasions, the president would be taken aside by the ‘carrier’ of the ‘football’ and the briefcase opened.

The president would then quickly review/evaluate the ‘attack option,’ which could range from a single surface-to-air anti-missile launch or multiple ICBM retaliatory launches, again, depending on the perceived incoming attack scenario. The U.S. has a ‘two-man rule’ in place, and while only the president can order the release of nuclear weapons, his order must be confirmed by the Secretary of Defense, or the hierarchy of succession, if the Secretary of Defense is killed. Before the order can be processed by the military, the president must be positively identified using a special code issued on a plastic card, nicknamed the “biscuit.” During their presidencies, both Jimmy Carter and Ronald Reagan preferred to carry the code card, or biscuit, in their pockets. Only briefly, in the past, were presidents Richard Nixon, Gerald Ford, Jimmy Carter, Ronald Reagan, George H. W. Bush, and more recently, Bill Clinton, separated from the ‘football,’ but such scenarios have since been rectified by newly-placed measures and safeguards.

For matters of clarification, the term “UFO” in this article will refer to its present colloquial usage of referring to any suspected extraterrestrial aircraft.

Even though the exchange was light-hearted and amusing, there still remained a serious topic with a core of residue left in its wake, even after being cloaked in humor.

National television viewers were, naturally, extremely interested in what the President of the United States was saying, tongue-incheek, or perhaps, not. For example, when Kimmel pressed onward by telling Obama that Bill Clinton, during an interview, told him that he (Clinton) examined all UFO files and found nothing substantial, Obama replied: “Well, you know, that’s what we’re instructed to say.”

In one respect, the public-demand to have the U.S. Government divulge all revelations regarding any possible UFO technology or related research in Area 51, is an unrealistic request, in the name of national security. However, on the other hand, some measure of truth is, rationally, insisted upon, especially when dealing with public safety. For example, another near-air-collision occurred over the U.K. which, allegedly, involved a UFO. The encounter involved a A320 Airbus over British airspace en route to Glasgow (Scotland) Airport, with a full load of passengers onboard. The near-collision occurred at an altitude of 4,000 feet when an object passed about 300 feet underneath it. The incident, which involved 150 passengers onboard, was officially recorded on the cockpit transcript: Airbus: “Glasgow approach.”

The Paper • Page 4 • January 28, 2016 Escondido Police Lead Joint Operation Inspecting Local Massage Businesses

Last year, Escondido police detectives discovered a massage business engaged in prostitution related activities. The business operated as Oriental Therapy and was located in the 1600 block of E. Valley Pkwy. The quick work of detectives and representatives from the Escondido City Attorney’s office resulted in the business shutting down in December, 2015.

Although the majority of massage businesses are reputable and operate within the law, a small number are simply fronts for prostitution and human trafficking crimes. On Wednesday, January 20th, in an effort to address illegal activity, Escondido Police lead a joint operation to inspect numerous local massage businesses. The Escondido City Attorney’s office, Escondido Code Enforcement, Escondido Fire Department and state agencies all participated in the joint effort.

Massage businesses are regulated through state laws and local ordinances. The inspections focused on ensuring compliance with those applicable state and local laws.

Twenty-two massage businesses were inspected. Fifteen of the businesses were in violation of Escondido municipal code sections, ten businesses were in violation of fire and life safety related ordinances. Over $10,000 in

state fines were assessed to several of the businesses.

Escondido Police Chief Craig Carter said, “Our city welcomes reputable businesses. However, if a business engages in unlawful activity we will use all legal means to either gain compliance or shut the business down. The police department prefers voluntary compliance over prosecution, but we will pursue criminal charges against employees and business owners who choose to operate their business in violation of existing laws. Collaborative efforts, such as this operation, allow for us to immediately address all aspects of state and local laws. I am thankful for the support from all of our state, and city partners.”

Chief Carter added that additional massage business inspections will be planned for future dates.

Escondido Police Investigate Fatal Shoting

On Monday, January 25th, at about midnight, Escondido Police officers responded to multiple reports of gunfire heard in the area of 1256 E. Washington Ave. (Daybreak Grove Apartments).

Officers arrived to find an adult male victim lying down near a driveway to the complex. The victim had a single gunshot wound.

The victim was transported to Palomar Medical Center by Escondido Fire Paramedics, where he later died. The identity of the victim is being withheld pending notification of family.

The ink was barely dry on The Paper and on the streets when we got a call from Dolly McQuiston, who correctly identified the mystery guest as Escondido Deputy Mayor Mike Morasco. She explains she goes to a lot of council meetings and she spotted him right away.

Our Mystery Guests . . . on Page 14 of The Paper, The Mighty MoJo page, we have been carrying a “Mystery Guest” feature with photos of area people that are generally well known - or should be.

We were surprised that it took several months before someone correctly identified San Marcos Councilmember Kristal Jabara.

One would think someone in that high profile of a position would be quickly identified. Not so with Kristal.

Then we toyed with the idea of using a photo of another city legislator. We caught a photo of him contorting his face for the camera at a party and it looked so unlike him in his official capacity that we thought we might catch our readers.

Nope.

We will give you the fame.

Surely, the fortune is bound to follow. Or so they tell me.

Last Thursday I attended the seminars that Mark and Lynn Shaw often give on hearing and the latest in hearing aid technology. Evelyn and/or I have attended, probably, about four or five of these seminars.

Escondido’s Mayor Abed Gives In to Water Control Board

After considerable financial cost as well as a possible loss of political capital, Escondido’s Mayor Sam Abed has capitualted in an ongoing dispute with the California Regional Water Control Board.

At issue: Nearly two years ago, when developing a property in the city he governs into a parking lot, Escondido Mayor Sam Abed failed to build a stormwater control system aimed at stopping trash, heavy metal, oil and grease from flowing into nearby waterways.

Word got out from the Mayor’s critics and reached the ears of the Water Control Board. It initially focused on Abed’s property but soon expaned to other Escondido developments that also had not followed the law.

Now the water board is pushing Escondido to enact a series of reforms intended to prevent simi-

When I was a student at the University of Chicago many years ago, I knew her personally. I was a student in one of the classes she taught, and more importantly, I was a visitor in her home on many occasions.

(I was a research student of her husband, Professor Joseph E. Mayer; as such, I was frequently invited there.)

I don't know who the lady in your picture is, by she is not "Maria Mayer," which is how we referred to her. The "Goeppert" part of the name you quote was

Since we love oatmeal . . .

Evelyn ordered oatmeal. With blueberries.

When the bowl of oatmeal arrived, my jaw dropped.

There were five blueberries.

Five. Count 'em. Five.

We ate the oatmeal. And the blueberries. All five of them.

I've always regretted not raising hell about that menu item. I should have . . . but I didn't.

Why? We were there for a Kiwanis function . . . still, we were paying the tab for our food and lodging. I should have said something.

A Slice of Life

Youngest son, Kenny, brings his daughter, Alex, by to see grandpa most every Monday and Wednesday mornings, sometimes Friday as well.

It pleases ol' gramps to hear that when Kenny arrives to pick her up from her mother she says, "granpa, granpa."

She seems to know where she's going and what the first stop is.

This morning, when I answered the door and swung the security door open, she looked and saw grandpa and the biggest grin broke out on her face. Melted the Old One's heart right away.

We sat down and commenced to play and/or explore grandpa's house.

Kenny told me, "y'know, I know I'm gonna have to start disciplining her . . . 'cause I don't want her getting hurt.

But I'm not sure I can do it.

Yesterday she was standing on

a chair and waving her hands like she was gonna hit somebody . . . and she might, had she been in nursery school; and she might have lost her balance and fell off the chair. Andi (Alex's mother) finally told her she'd have to go sit in the "naughty chair."

Alex dutifully went to the 'naughty chair' and had a seat.

She looked down at the floor with a sullen look, some might call it a frown, on her face . . . for about a minute. Then she looked up at Kenny and her eye's sparkled and she grinned.

"I just totally lost it," said Kenny. "I laughed so hard my stomach hurt. That little imp.

Looking at me with that big grin of hers . . . no way I'll ever be able to discipline her.

Probably the same with you.

You probably won't be able to discipline her either."

(I thought to myself . . ."Granpa's aren't here to discipline their lil granddaughters.

Airbus: “Er, yeah . . . we just had something pass underneath us quite close and nothing on TCAS, have you got anything going on in your area?”

Tower: “Uh, negative . . . we’ve got nothing on radar and we’re not talking to any traffic either.”

Airbus: “Er . . . not quite sure what it was but it definitely, uh, was quite large and it’s blue and yellow.”

Tower: “Ok, that’s understood, do you have an estimate for the object’s altitude?”

Airbus: “Maybe er, yeah we were probably about um, four hundred to five hundred feet above it, so its altitude was probably about three-and-a-half thousand feet.”

This close-encounter could have proved deadly for all onboard!

The airbus took quick, evasive action with whatever they physically encountered in their airspace.

The abrupt and sudden maneuver by the Airbus proved a most serious and frightening experience, especially for its passengers!

Search action was taken with no results and the A320 pilot stated his intention to file a report to Airprox, which investigates nearair-collisions. Interestingly, many passengers saw the object speed off, even though air traffic control reported no trace or presence of any large objects in the area at the time of the incident, a Close

Encounter, Category One. However, an interesting clue surfaced later during the ongoing investigation. Radar operators at Prestwick, about 30 miles southwest of Glasgow had picked up an “unidentified flying object” 1.3 nautical miles east of the Airbus A320’s position, only 28 seconds earlier.

Could it be that such aircraft, if extraterrestrial in origin, can engage a radar stealth-cloaking technology, as we currently employ in our stealth aircraft today (which are created from our own Area 51)? Investigative aerial reports, such as the one over Glasgow, Scotland, are considering all such possibilities.

The right for the public to know something of these phenomena is, in such cases as above, is certainly justified. In 2012, the head of the National Air Traffic Control Services disclosed that they detected, on average, one unexplained flying object every month.

As such, Dr. David Clarke, a Sheffield Hallam academician, who is the UFO consultant for the National Archives, said, “The aviation authorities obviously think this is something they should continue to look into and if you are a regular air traveler, you are likely to agree.” Again, in this regard, air travelers certainly

have the right to know what is happening as this is truly a matter of public safety which directly involves them.

Sightings of UFOs by extremely reliable sources, such as by astronauts, U.S. Presidents, or foreign leaders, are not so easily dismissed. It is a well-known fact that the term ‘foo fighter’ was in broad use by our Allied pilots during World War II. These strange UFOs were variously described in the skies in both the European and Pacific Theaters of Operations. ‘Foo fighter’ was the designated terminology by the U.S. 415th Night Fighter Squadron, as well as other segments of operation, to describe aerial phenomena from that period. Foo fighters began to be formerly reported by our Allied airplane pilots from about November 1944 onward.

Interestingly, Allied and Axis forces suspected these foo fighters to be secret weapons from the enemy. Conversely, the German and Japanese pilots thought these extraordinary foo fighters to be of American or British origin. These aerial anomalies were never fully explained by our military intelligence and have, for the most part, been kept highly classified, to this day.

She had already published research material as Maria Goeppert prior to their marriage, and she kept it in the compound name so as to maintain a continuity of identification among her colleagues.

You may be interested to know that late in their careers the Mayers moved from the University of Chicago to join the faculty at UCSD. So they both were among the founding faculty of UCSD! Foo fighters were first encountered by Allied Forces flying over Germany in 1944, whereby fighter pilots reported them as, “fast-moving round objects,” that appeared to be following and ‘toying’ with their aircraft. These same airmen, consistently, reported that these UFOs flew in formation and behaved, “as if under intelligent control, but they never displayed hostile behavior. However, they could not be outmaneuvered or shot down.”

On January 15, 1945, Time Magazine ran a “Foo Fighter” story which dazzled its readership. The article reported “foo fighters” that looked like “balls of fire” and followed USAAF night fighters for over a month! Scientists tried to explain them away as “illusions, probably caused by afterimages of dazzle cause by flak bursts.” Such rationalizations were not accepted by the general public, and especially not by experienced fighter pilots who were too-experienced in dealing with such flimsy explanations.

The alleged retrieval of alien technology from the so-called flying saucer crash site near Roswell, New Mexico, is a very muddled and conflicting story.

advisor, and member of the National Security Council (in the 1950s), and who was assigned to Research and Development at the Pentagon, confirms in his memoirs that there was a UFO crash, near Roswell, New Mexico; that he was involved in “reverse engineering” whereby alien technology was “decoded” for U.S. industry, at large.

According to Corso, “Artifacts harvested from the spacecraft led to today’s integrated circuit chips, fiber optics, lasers, and stealth technology.” (“The Day After Roswell,” Pocket Books, 1997, with William J. Birner.)

Many other high-ranking people have broken their silence on the erstwhile taboo subject of extraterrestrial life forms and spacecraft.

In 1971, Apollo 14 Astronaut, Capt. Edgar D. Mitchell said, “We all know that UFOs are real. All we need to ask is where do they come from?” In a letter to the United Nations, in 1978, Mercury 7 Astronaut, Col. Gordon Cooper wrote: “I believe that these extraterrestrial vehicles and their crews are visiting this planet from other planets and are obviously more advanced than we are . . . “ In a memorandum written on July 10, 1947, and released under the Freedom of Information Act, FBI director, J. Edgar Hoover, expressed a complaint that the U.S. Army denied the FBI access to crashed UFOs. In part, he states: “We must insist upon full access to disks recovered. In the case of the Army, they grabbed it

and would not let us have it for cursory examination.”

Former USSR leader, Mikhail Gorbachev was quoted as saying, “The phenomenon of UFOs does exist, and it must be treated seriously.” (Soviet Youth Magazine, May 4, 1990.)

President Richard Nixon was more blunt, “I’m not at liberty to discuss the government’s knowledge of extraterrestrial UFOs at this time. I am still, personally, being briefed on the subject.”

More Water Storage Capacity is a Must

During the next few minutes, he explained that his employer was going through a process of corporate downsizing, and he had been let go. Calmly, his wife handed him a bank book which showed more than forty years of steady deposits and interest totaling nearly $1 million. Then she showed him certificates of deposits issued by the bank which was worth over $2 million and informed him that they were one of the largest depositors in the bank. She explained that for more than three decades she had 'charged' him for sex, these holdings had multiplied and these were the results of her savings and investments.

Faced with evidence of cash and investments worth over $3 million, her husband was so astounded he could barely speak, but finally he found his voice and blurted out: 'If I'd had any idea what you were doing, I would have given you all my business!'

Arthur would have a year to figure out the answer and, if, after a year, he still had no answer, he would be put to death.

But the price would be high; as the woman was famous throughout the kingdom for the exorbitant prices she charged. The last day of the year arrived and Arthur had no choice but to talk to the old woman. She agreed to answer the question, but he would have to agree to her price first.

The old ugly woman wanted to marry Sir Lancelot, the most noble of the Knights of the Round Table and Arthur's closest friend!

Young Arthur was horrified.

She was hunchbacked and hideous, had only one tooth, smelled like sewage, made obscene noises, etc. He had never encountered such a repugnant creature in all his life.

He refused to force his friend to marry her and endure such a terrible burden; but Lancelot, learning of the proposal, spoke with Arthur.

He said nothing was too big of a sacrifice compared to Arthur's life and the preservation of the Round Table.

Hence, a wedding was proclaimed and the woman answered Arthur's question thus:

Rationing During World War II

For civilians during World War II, rationing was introduced in stages, which was a process that controlled the size and frequency of a number of items used in everyday life.

In the summer of 1941, the British government appealed to the United States to conserve food in order to provide a bigger supply to be shipped to Brits, who were already fighting the Germans. They were being starved out by constant bombings and U-boat attacks on shipping. The “Office of Price Administration” warned Americans of potential gasoline, steel, aluminum, and electricity shortages.

Harbor, of most concern was a shortage of rubber since the Japanese controlled the rubberproducing regions of Southeast Asia. Throughout the war, rationing of gasoline was motivated by a desire to conserve rubber. Accordingly, tires were the first item to be rationed by the OPA, which ordered the temporary end of sales Dec. 11, 1942.

“The War Production Board” (WPB) ordered the temporary end of all civilian automobile sales on Jan. 1, 1942, leaving dealers with a half million unsold cars. Only certain professions qualified to purchase the remaining new car inventory.

By early February of 1942, automobile factories ceased manufacturing civilian models and converted to producing ships, aircraft, tanks, trucks, cannons, and other military products, with the United States government as the only customer.

May 4, 1942, civilians first received ration books through more than 100,000 schoolteachers, PTA groups, and other volunteers. A national speed limit of 35 miles per hour was imposed to save fuel and rubber for tires. Each person in a household received a ration book, including babies and small children, who qualified for canned milk not available to others.

To receive a gasoline ration card, a person had to certify a need and ownership of no more than five tires. All tires over five were confiscated.

Gas rationing was by category:

An "A" sticker on a car was the lowest priority of gasoline rationing and entitled the car owner to 3 to 4 gallons per week.

“B” stickers were issued to workers in the military industry, entitling their holder up to 8 gallons per week.

“C” stickers were granted to persons deemed very essential to the war effort, such as doctors.

“T” rations were made available for truckers.

Lastly, “X” stickers on cars entitled the holder to unlimited supplies and were the highest priority in the system, including ministers, police, firemen, and civil defense workers. A major scandal broke out when some 200 Congressmen received “X” stickers.

Anyone wishing to purchase a new metal tube of toothpaste had to turn in an empty one.

Sugar was rationed a half-apound per person per week -half of normal consumption.

of UFOs on our radar combat screens (especially when conducting ‘exercises,’ such as war games out at sea, in international waters) can be a source of great annoyance, even a dangerous distraction.

We are very sensitive to any airborne objects over our battle group (a fleet of warships) that do not break IFF (identification friend or foe) with our radar signals. In some cases, we will not only scan them with our radar, but ‘lock-on’ to them, which is the previous step for a ship-to-air missile launch. In addition to all this, we will ‘scramble’ a jet fighter off a carrier to encounter or intercept it, or escort it away, if need be. It adds tension to our already-tense duties! It is no breach of security to say that we have tracked some pretty unusual air phenomena, together with a feed from NORAD (our North America Aerospace Defense Command).

They (UFOs) are simply amazing in many respects. We have tracked them as they have sped, in close formation, high in the stratosphere, up to 200,000 feet (38 miles), at Mach 24 (18,414.5 mph).

These high-flying UFOs, traveling at missile-speeds, are nicknamed “Hot-Walkers.”

All of these events, from around the world, add to the rumors and conjecture surrounding such places as Area 51. There is that irresistible connection.

Most UFO discussions lead back to such topics as Roswell, MJ-12 (Majestic 12), and the Black Government (Area 51). It drives the curiosity-level of the general public, and polls reveal that the majority of Americans love reading about such subject matter!

Except for key personnel today, Area 51 remains shrouded in mystery. There is an old saying that states, “The more the mystery, the more the rumors.” In the meantime, the Nevada Tourist Industry is the beneficiary from all this lucrative, worldwide attention. A 92-mile portion of Nevada’s State Route 375 was renamed “Extraterrestrial Highway” in 1996 with a lot of Hollywood fanfare. It started as a random thought as I was taking down the Christmas lights. It morphed into a Facebook post, “Always ponder the theological conundrum of plunging the house and neighborhood into darkness when the Light of the World has just come to us.”

I don’t like this mid-January darkness that comes when everyone takes down their lights. It seems darker than it should. Yet, for Christians, we are at the very beginning of the ministry of the one who said He was the Light of the World. The One who is, according to John 1:9, “The true light that gives light to every man.”

My Facebook friends quickly reminded me of this. “Maybe

Yes, that’s it. Because Jesus also said, in Matthew 5:14, “You are the light of the world.” He went on to say that our light should not be hidden, but should shine out into a darkened world.

There’s the real meaning of Christmas. That long after the lights have come down, the decorations put away and the tree hauled off to become mulch, the Light remains.

The Light shines, the darkness may not understand it, but the Light overcomes the darkness and fills the cold, dark void with the warmth and cheer of the presence of God.

Indeed, we have not put Christmas away with the “silly” accessories of the season. For Christmas is not a day or even a season that ends on January 6, the Feast of the Three Kings. It is the celebration of a life changing event that brought light into all the world in the infant Jesus. And He has commissioned us to continue taking that light into all the world. Shine on, light the world with His light.

Abed, who is in his second term as mayor and is now running for county supervisor, said he did nothing wrong, and is a victim of a political witch hunt orchestrated by rival politicians and a water board with an agenda.

“The water board, we know how they behave. They are political appointees for the governor,” he said.

The case started with Abed’s property at 540 West Grand, a half-acre, 55-space parking lot near shops and restaurants in Escondido’s Mercado District. The mayor said he first covered the land with compressed granite after he bought it in 2003, before he paved it with asphalt in 2014.

Switching from compressed granite to asphalt, causes stormwater and pollution to wash into waterways, which required Abed to install stormwater treatment systems, the water board said.

Abed has since installed a system that complies with the Water Board’s demands; he said the cost was between $75,000 and $90,000.

PUBLIC NOTICE IS HEREBY GIVEN that the City of San Marcos (City) requests proposals from qualified contractors to provide landscape maintenance services. Contractor must meet or exceed the specifications and requirements stated in the Scope of Services section of the Request for Proposals (RPF).

DESCRIPTION OF WORK: In general, the work includes but is not limited to mowing, edging, weeding, trimming, pruning, planting, fertilizing, aerating, dethatching, water manage¬ment and irrigation maintenance and repair of equipment, maintenance and repair of parks and playground equipment, sweeping, litter removal, pest control, pesticide application, and maintenance of fencing, pedestrian, bicycle and equestrian trails, removal of debris and sediment resulting from landscaped slopes, and related appurtenant work complete and as required in accordance with these Contract Documents.

LOCATION OF WORK: Armorlite Streetscape (F-53) is located on Armorlite Drive between North Las Posas Road and Bingham Avenue.

Westlake Village (F-52) is located on Westlake Drive between Autumn Drive and Los Vallecitos Boulevard.

Campus Pointe II (F-51) is located on the corner of South Twin Oaks Valley Road and North Village Drive.

Those parties responding to this Request for Proposals shall review all documents provided in the request as well as performing a detailed inspection of each work site included in this request to determine those provisions, site conditions, and factors that affect the cost of performing the Work.

Submission of a Proposal represents the Proposer’s certification that the minimum due diligence, as stated above, has been performed in determining the various amounts bid to complete the Work and the prices bid shall be full and complete compensation therewith.
