Watch out Escondido, here comes change. According to life-style authorities, the next 10 years in Escondido will be a time where new replaces old, the city becomes younger, wealthier and more diverse. As late as October 2019, demographic data shows Escondido as being 74% white. That will change. By 2029, 68% of the population will be white. is between 20 -59 years of age – this age group will increase to nearly 72% in the next decade by some estimates.
And, that’s not all. Residents of Escondido will get richer – some 43% of residents now earn under $50,000 annually – in 10 short years, this number will be 31%. Why? More education-based, health care services and enterprise software firms will conduct business in Escondido, hiring younger, more educated personnel. These better paying jobs will increase
those earning over $100,000 a year and more, from the current 21% to 34%.
Why are so many young people of wealth being attracted to Escondido? In a word, housing. Couple more living space with new and more progressive leadership at city hall and you have a winner. A bit of history from the city’s web site helps us understand this growth pattern. The web site states, “Settled in a long valley in the coastal moun-

A committee of downtown merchants, property owners, residents and other key stakeholders was formed to begin the process. Concept plans were developed, and a public meeting was held on October 12, 2017 to receive community input. The City Council approved the Grand Avenue Vision Plan on February 14, 2018 and authorized staff to submit grant applications to SANDAG. The cost to implement the full Vision Plan is estimated at $15 Million. SANDAG selected the City's Grand Avenue Vision Project Phase I for funding in the amount of $1,443,161 to narrow Grand Avenue to one lane in each direction between Escondido and Juniper, extend the sidewalk on one side of the street between Maple and Broadway, and install diagonal parking. On February 13, 2019, the City Council approved the grant agreement and budgeted $1,100,00 as grant matching funds to implement the first phase of the Grand Avenue Vision Plan.”

Grand Avenue Will Change? Big Deal.
Okay, you say, so Grand Avenue will change. Will that bring financial well-being and younger, more diverse residents to Escondido? Nope. It’s the housing, my friends. Here’s what we mean. (With a deep bow of gratitude to J. Harry Jones of the San Diego Union-Tribune who first listed these developments in his article, “Thousands of condos, apartments and homes planned of Escondido,” which ran on April 21,2019.)
You’ve heard the statement, “Build it and they will come,” right? A whole lot of building is going on and will continue to go on in Escondido over the next decade. But before we hop on the bus for a new home tour, let’s go back to Grand Avenue. The corner of Juniper and Grand is undergoing a massive face lift - the 80-year old Ritz Theatre is undergoing extensive remodeling to hold the offices of New Vintage Church, a church sanctuary, a community theatre and a coffee house. Work on rehab has already begun. Best Guitar Musicians in the World Coming to Escondido International Guitar Night is bringing the best guitar musicians in the world to Escondido for one-night only at the California Center for the Arts, Escondido, (CCAE), on Wednesday, February 19th, at 7:30pm in the Center Theater. Each year,

The number of homes Concordia wants to build has not changed, but the footprint of the development has been reduced by 50 acres so as to place the houses a bit further to the east, thus only a few rooftops will be visible from the neighboring communities of Rancho San Pasqual and The Ranchos at Vistamonte, which sit hundreds of feet beneath the mountains to the west.
The amount of grading that would be done to build the seven separate neighborhoods within the gated community over a five-year period has been reduced as well. According to J. Harry Jones article in the U-T, Concordia’s Homes Don Underwood and Jeb Hall, both principals of the development firm, say they are excited about the changes which they say are not a marketing gimmick but a direct reaction to concerns expressed by opponents, supporters and city planners.
“The catalyst to change was the feedback we got from the community,” Underwood said. “We’ve made changes to address some of those concerns and as we began to make changes, including going in the direction of an Agri-neighborhood, we got really excited about it.” Underwood says Concordia’s phi-

losophy is not to just build houses. “We want communities where people love to live,” Underwood said. “One of the exciting things to us is how this has the potential to bring a community together.” Plans now call for the construction of 13 parks spread out within the neighborhoods of the gated community. Each park will contain community gardens. “People like to garden together,” Underwood said. “They like to compete with each other. They like to trade secrets. It’s about the camaraderie of it.”
The main community center near the entrance has been redesigned and named The Farm House. The architecture will reflect a farming community and will feature a oneacre farm where vegetables and herbs will be grown for the residents. The Farm House will also double as a fire evacuation site – it will “be bomb proof and bullet proof,” Underwood said - designed to protect residents should a wildfire approach the community as it has many times over the years, including in 2007. In 2019, three fires burned in the San Pasqual Valley, though none reached the open area of the project site. On February 5, at 5:34 a.m., City of Carlsbad Police Officers located and subsequently arrested 25-yearold Austin Miller, an unsheltered individual in North County, for elder abuse, burglary, attempted rape, sexual battery and false imprisonment. Miller was located in the 900 block of Carlsbad Village Drive. On February 4, at 6:24 a.m., officers were called to an assisted living facility located in the 1000 block of Laguna Drive for a report of a sexual assault. Staff from the facility reported a white male adult entered the building, then entered the room of a 70year-old female victim.
Once inside the room, the suspect sexually assaulted the victim. A staff member confronted the suspect and the suspect fled the building. Officers arrived in minutes and began to search for the suspect.
The officers used a tracking K9 and the Sheriff’s Department helicopter ASTREA to assist with the search. Continuing the search, officers located Miller this morning at the Carlsbad Village Drive location. Miller will be booked into the Vista
Detention facility.
The investigation into the incident is ongoing. Police Seek Victims of Vacation Rental Scam
On January 30, City of Carlsbad Police Department Investigators arrested 46-year-old David Fino of Illinois, for numerous theft and fraud related charges related to a vacation rental scam. Fino was arrested with the assistance of the San Diego County Sheriff’s Department in the 11000 block of Hwy 76 in Pala, California.
In December of 2019, Fino rented a condominium in Carlsbad. While occupying the vacation rental, it is suspected that Fino stole appliances and electronic equipment from the unit.
Further, Fino reportedly posed as the rental property owner and rerented the property by placing online rental ads on Craigslist, Sublet, and VRBO.
Fino would then fraudulently contract with potential renters which included accepting online down payments. Investigators have identified and have been working with six victims of this online rental scam. Investigators believe there could be more victims. Anyone that believes

For years I’ve been a friend of Olga Diaz. I’ve endorsed her repeadedly in her runs for Escondido City Council and for Mayor. At one time I was a strong critic of hers. Then I made the mistake of meeting her for lunch and discovered that she was not on a mission from an Evil Empire but was a pretty nice person. Smart, articulate, well groomed, well educated, great wife and mom, and a very efficient and trustworthy city council member. She was no longer ‘the enemy.’ She was now my friend, and has been for

In a political attack piece Olga sent out via email to her supporters recently, she said:
This week, Kristin Gaspar proved, again, that she stands with Trump and his anti-immigrant agenda. She voted in support of diverting valuable law enforcement and public safety resources to back Trump’s racist policies against our immigrant neighbors.
I have pointed out to Olga that Trump’s campaign is not against immigrants, that it is against ILLEGAL immigrants. Later, in the same email, she goes on to say:

Over the past several months, multiple law enforcement agencies in Southern California have been investigating a string of high end jewelry store thefts committed by a female suspect, who has been identified as Huong Thi Tran (66) of San Diego. Tran used a sleight of hand distraction technique to make off with expensive pieces of jewelry. Tran is believed to have committed thefts of at least a dozen jewelry stores throughout Southern California, Texas, and Virginia. The thefts occurred from 2008 to 2019 and the cumulative loss is in excess of $300,000.

And then on Wednesday, Kristin Gaspar voted to support Trump’s lawsuit, AGAIN. Not only is this lawsuit morally wrong and racist, it costs us valuable county resources and taxpayer money. “president’s racist war on immigrants?” “morally wrong and racist?”
Again, President Trump’s war is on ILLEGAL immigrants, not immigrants. If you want to emigrate to the United States, find a sponsor, apply through proper channels and wait your turn. That’s the definition of an immigrant . . . a LEGAL immigrant. My wife did it, my sisters and brothers-in-law did it, two of my best friends (from Holland) did it. That’s what is expected of immigrants. Come, join our nation, but do it legally.
And so my endorsements of Olga Diaz comes to an end. I hope the friendship continues . . . but, politically, at least on this one issue, we are way apart. For District 3, County Board of Supervisors I will be endorsing Kristin Gaspar. Another endorsement I will make is

Wow! That's the word that comes to mind after reading the latest issue of The Paper and the Righteous Brothers cover story by Lyle E. Davis. The story is so powerful, emotional, and inspirational that I just could not put it down. Now that's how you write a cover story! And you don't have to be a Righteous Brothers fan to find this type of story of universal interest. The narrative has all the ingredients that pertain to human beings: love, life's struggles, death, sadness, and overcoming seemingly impossible obstacles, and somehow finding redemption and triumph. Great writing! Now, just bring back Friedrich Gomez as a writer and

also a bit difficult, but not with the same angst as on the District 3 Supervisor’s Seat. Dirty politics really upsets me.
I lived in Chicago for five years and saw some pretty mean and dirty politics at work. The 50th Congressional District has taken on all the trappings of a Chicago political campaign. I was torn between endorsing former Congressman Darrell Issa and Carl DeMaio.
Issa has experience within the halls of Congress, he also has strong Republican backing. I’ve heard DeMaio speak on three separate occasions and have been impressed each time with his drive, his determination, his self discipline, and his organizational skills.
What tipped the decision for me was a nasty ad Issa put out, attacking De Maio and pointing out that De Maio was “the GAY candidate.”
That’s gutter politics. De Maio has never made a secret that he is gay. That’s his business, not mine, not yours. Can he get the job done? Yes!

Besides the 126 units there will be a “flex space” of about 1,000 square feet that could be used either for commercial or as an amenity for the residents, like a clubhouse. The units will be market rate residential without any affordable housing, i.e. selling for whatever the market will bear. One key aspect of the development that appealed to the city government is that the Gateway Grand Project will be across the street from the Escondido Transit Center, which is served by both North County Transit District buses and the Sprinter light rail line.
“It’s part of the city’s smart growth strategies,” said Martin. “Trying to make transportation more readily available and usable by the residents. They [the developer] was able to get a slight reduction in the number of parking spaces they provide on-site in return for providing a connection to the transit center.” This includes an ‘on demand signal’ that will only create a red light for motorists when pedestrians signal that they want to cross Valley Parkway. The project will consist of condominiums, ready to be sold, although they will be leased initially. Once

It would be nice to visit and perhaps live at the Daley/ Sager Ranch Project, but alas it’s still under development. We’re told this development will open with a 225 Room Resort, and that an additional 203 housing units are planned on a mountain ridge east of the present Daley Ranch. The website for this development gives the projected location on 207.6 acres of vacant land east of, and contiguous to, the Daley Ranch Open Space Preserve, on the west side of Valley Center Road, in unincorporated San Diego County. It merges 1,783 acres into three distinct residential types: custom homes, detached single-family residences, and courtyard-style singlefamily homes. The planned resort would accommodate up to 225 rooms, with access provided by an internal private road system with hiking trails throughout the 207.6-portion of the

The developments described are on about 60 acres, with preserved open space under conservation easements. Multiple county and city departments must approve each step of this development, so don’t jump off the bus with check book in hand just yet. Quince Street Senior Housing Project
So far, we’ve looked at present and proposed housing for youngsters. What about us old folks? Next stop, the Quince Street Senior Housing Project. (Don’t you just love the name? Ranch, or Heights or Hills or Glen is not wasted on this project. It’s for old people, so let’s make sure everyone knows that!) Regardless, this is a 4-story, 100unit “affordable” Senior Housing Project located where the present Bekins Moving and Storage property now is. Grand Avenue Merchants

Protecting Public Health
As a member of the Assembly Select Committee on Infectious Disease in High Risk Communities, I do all I can to ensure California remains at the forefront in combatting serious threats to public health. Human-immunodeficiency virus (HIV/AIDS), the hepatitis C virus (HCV), and sexually transmitted diseases (STDs) are among the most serious public health issues facing our state. That’s why I have joined Senator Scott Wiener (D – San Francisco), to co-author Senate Bill 859, requiring the development and implementation of a master plan to combat these diseases, with the ultimate aim of reducing the new infection rate to zero. In California, the number of persons diagnosed with HIV increased from 124,235 in 2013 to over 135,000 in 2017. Sexually transmitted diseases in general are growing rapidly and are at the highest levels in 30 years. The increase is greatest among gay and bisexual men, African Americans, and young people between 15 and 24. 400,000 Californians are living with HCV, and most are unaware they have the disease. Newly reported hepatitis cases increased by 50% between
2011 and 2015 among people under 30. Unfortunately, California has fallen behind other states in combatting these diseases.
Our increasing STD rates require immediate action, which is where SB 859 comes in. The bill creates a Stakeholder Advisory Committee, under the direction of the Secretary of HHS and the Chief of the Office of AIDS to work with appropriate state agencies, including annual reports to the Governor and Legislature, regarding development of a Master Plan to recommend strategies, policies and funding to combat this epidemic. SB 859 will make California the first state with a comprehensive strategy to combat the interrelated epidemics of HIV, HCV, and STDs. Hopefully we can reduce new infections to zero and provide a national example leading to the eventual elimination of these dread diseases. was quite pleasant, stating I should direct my questions to the owner. Makes sense. I should have departed then. Instead, I asked if she’d ever heard the song, “A Bicycle Built for Two?” She shook her head negatively.
“The words are something like this,” I said. “Daisy, Daisy, give me you answer true, I’m half crazy all for the love of you.” By the time I got to “It won’t be a stylish marriage, I can’t afford a carriage, but you’ll look sweet upon the seat of a bicycle built for two,” Daisy looked like she was ready to call the cops on a delirious Senior Citizen repeating doggerel of no one’s interest. I beat a hasty retreat and left a request for contact from the owner on their web site. This request was not answered. Rats. I never should have serenaded Daisy, I guess.
A few doors down the street from Koffie are two new businesses operating as one - The Grand Pizzeria and Comedy Club. This family business is operated by Adam Wasserman and his wife, Jen. Reviews on their website are quite positive as to the pizza; all 4 shows (two each on Friday and Saturday nights) were sold out according to Wasserman. A friendly, easy-going guy with a stubble of a beard that my wife calls silly on me, but rugged on other men, Adam and his wife are ‘locals’ who operated the Aces Comedy Club in Temecula for eleven years. A San Marcos High School graduate, (Jen was born at Palomar Hospital and they both have family locally). Adam points out his club is the only comedy house in North County, and since it is relatively close to Los Angeles and San Diego is just down the street, he has many contacts in the business and can attract top-flight talent to perform at his club easily.
Like many other Grand Avenue business owners, he welcomes the new housing units rising in Escondido, and figures his business model will be able to take full advantage of the new people that will be coming in. Other Grand Avenue Businesses
We live in a time of scams, tricks and media disbelief, so it is not easy to get people to comment on the hopes and dreams, particularly business owners. Thus, I’m not surprised that many shops and stores were mum on how the changing demographics will impact their business’ future. Many if not most that I spoke with took a wait and see approach. One thing is for certain in dealing with younger clientele, you have one time to it right – if you own a restaurant and you don’t feature kale salad or have a menu with other healthy alternatives, or have an expresso machine,

Historically speaking, the 20th century was the most dynamic and successful in recorded history.
Consider this: as each year of the 20th passed, knowledge and human progress succeeded beyond all that of previous history. Here’s a look at each decade of the U.S. The following are thumbnail sketches of the second millennium from America’s point of view. The technological advancement and discoveries made by Americans during each decade of the 20th century outpaced all of the world’s previous knowledge … combined. The following are merely the “highlights.” Each decade outpaced all of the previous years of recorded history in economic and technological achievement. As each day passes in this current 21st century, knowledge and technology continues to double each year.
Here are the highlights of the 20th century:
1900-1910: The dawn of the new century began with advanced transportation. Henry Ford and the Wright Brothers led the way. To accommodate the advancement in automobiles, highways were built across cities and states. U.S. 50 was created in 1926, the first of the original U.S. Highway system. Running from New York City to San Francisco, U.S. 50 was the first highway to unite the nation. Additionally, one of the most important laws in U.S. In 1906, Congress passed fhe nation’s first consumer safety law. The “Pure Food & Drug Act was the first Federal “consumer protection.” Up until then a great deal of food was sold or served spoiled or in rotten condition. A great deal of processed foods was so contaminated many Americans became sick or died, especially children drinking poisoned milk.
1910-1920: Guglielmo Marconi developed the radio telegraph launching an entire new communications industry. By the next decade radio telegraphy was developed from ship-to-shore, then on to commercial voice radio. By the 1920s a majority of homes across the nation had a family radio for news and entertainment. Coupled with the opening of the Panama Canal in 1914, radio expanded business, news and entertainment, creating an economic boon.
1920-1930: The twenties and thirties were the decade of “transportation” and “Communications.” Radio brought the nation together with powerful, “clear-channel” stations. Ground and air transportation shrunk and connected the nation. Later in the decade, the 1927 invention television by Philo Farnsworth changed everything. Today, both radio and television was key to our nation, socially, commercially, and militarily. In 1926, the antibiotic Penicillin was developed, but it wasn’t until 1942, it began being used to treat a variety of infections.
1930-1940: The first digital electronic calculating machines were developed during World War II. The first semiconductor transistors were developed, ushering the way to computers. World War II saw a number of developments and weapons inventions out of military necessity -- the all-purpose “Jeep” is one. 1940-1950: During World War II, in 1943, the development introduced of the UNIVAC mainframe computer. The development into commercial use from giant mainframes to small, hand-held personal computers over the remaining decades was led by IBM, Remington Rand and Sperry Corp. 1950-1960: The century’s most significant medical impact … more so than penicillin were the two polio vaccines. On April 12, 1955, the “Jonas Salk polio vaccine” was announced, followed in 1961, by Albert Sabin who announced the development of his “Sabin Oral Vaccine.” Most Americans, in particular children, received both the Salk and Sabin vaccines, nearly wiping out polio – a plague that had taken and crippled so many lives in previous decades.
1960-1970: The rest of the century was jammed with technological and medical advances. Small, inexpensive computerizing machines such as the Commodore 64 and Tandy Corporation’s TRS-80, allowed everyone to experience computing at a relative low cost. The next two decades saw the U.S. go into space. In 1969, American astronauts landed and walked on the moon, which was the height of U.S. technological feats.
1970-1980: Beginning in 1980, the World Wide Web, (a.k.a. the Internet), was developed on an international scale, making available information and knowledge to anyone. Companies such as Apple and Microsoft developed simple and inexpensive programs anyone can use on personal computers. The biggest tool is being the ability to “e-mail” (electronic communication via computer) to anyone around the world at little or no cost. By the middle of the eighties, small, desktop personal computers were “must-haves” throughout the world of business and home use. 1980 - 2000: The personal “cell” telephone ushered in another new industry. As each year passed, nearly everyone of all ages had their own personal phone. By the year 2000, the so-called “Smart Phone” was developed by Apple and Samsung to the point today a single unit has more computing power than a space capsule that journeyed to the Moon. This is a mere sketch of the vast progress mankind has developed in the 20th century. For the past 20 years of the 21st century, knowledge and technical advances have already surpassed the previous 100 years. Know What? You could own this space. It’d be all yours. As I discussed last week, I have concerns about the weighted vote at SANDAG. I understand that it was designed to add an element of fairness based on population. But there are other factors. The county of San Diego is both urban and rural. Having an urban perspective that has the power to dominate the growth of the county defeats the regional perspective that SANDAG is supposed to have. It’s not hard to imagine that the rural agricultural areas could be dramatically altered based on the voting strength of those who do not have any experience with that lifestyle. So you may now be thinking, what is the answer, and I have to admit I don’t have a good one. The founding fathers showed a lot of wisdom having two houses of congress that offered some protection to the smaller or more rural states. Sadly we don’t have that here in San Diego. Semper Fi, Mac
