as ours gets together and approach our legislators at the federal level, we have the power to say, “Get off your bony backsides and do the job you were elected to do! Stop this damned bickering and get the work done!” (We may want to be just a wee bit more tactful than that, but the thrust of the message is there and needs to be clearly heard by our Congress Critters.)
We’ve had similar problems in the past and Leadership stepped forward and helped alleviate the problem. We had heavy unemployment and a down economy. Way down.
Then President Franklin Delano Roosevelt issued an executive order creating the WPA (Originlly Works Progress Administration, later changed in 1939 to Works Project Administration). It was funded by Congress with passage of the Emergency Relief Appropriation Act of 1935 on April 8, 1935.
The WPA was largely shaped by Harry Hopkins, close adviser to President Roosevelt. The WPA was initially intended to be an extension of the Federal Emergency Relief Administration work program, which funded projects run by states and cities. Many were for infrastructure, such as bridges, roads and parks, but they also included archeologi-
cal excavations of significant sites, the Historic American Buildings Survey, and other historic preservation activities. Both Roosevelt and Hopkins believed that the route to economic recovery and the lessened importance of "the dole" would be in employment programs such as the WPA. Today, we still have “the dole.” It comes under various names, “unemployment insurance,” “food stamps,” “welfare,” etc. Time moves on, but similar problems stick around. Until addressed. And solved. One wonders why today’s leadership doesn’t get it in gear and come up with a similar plan. Back then, about 15% of the household heads on relief were

women. Youth programs were operated separately by the National Youth Administration (the NYA). The average worker was about 40 years old (about the same as the average family head on relief).
WPA was the largest and most ambitious New Deal agency, employing millions of unemployed people (mostly unskilled men) to carry out public works projects, including the construction of public buildings and roads. In much smaller but more famous projects the WPA employed musicians, artists, writers, actors and directors in large arts, drama, media, and literacy projects. Indeed, The Paper has published several cover stories that were the result of writers from that era pulling together interviews with former slaves and former members of the Civil War, from both sides. Those archives are priceless today . . . and they exist because of the WPA. Almost every community in the United States had a new park, bridge or school constructed by the agency. Total expenditures on WPA projects through June 1941, totaled approximately $11.4 billion. Over $4 billion was spent on highway, road, and street projects; more than $1 billion on public buildings, including the iconic Dock Street Theater in Charleston, the Griffith Observatory in Los Angeles, and the Timberline Lodge on Oregon's Mt. Hood.
More than $1 billion was spent on publicly owned or operated utilities; and another $1 billion on welfare projects, including sewing projects for women, the distribution of surplus commodities and school lunch projects. One construction project was the Merritt Parkway in Connecticut, the bridges of which were each designed as architecturally unique. In its eight-year run, the WPA built 325 firehouses and renovated 2,384 of them across the United States. The 20,000

During the middle of the Great Depression, the Elizabethton, Tennessee, city government utilized labor and resources provided by WPA to complete a newly established nine-hole municipal golf course on seventy acres of land that was deeded in 1936 to the city for $1.00 by local golfers.
Wyandotte County Lake, in Kansas City, Kansas, was a part of the New Deal Act proposed by President Roosevelt. The construction of the lake was a way to employ residents while providing a method of water conservation for Wyandotte County. Construction on the lake started in 1936 and it was not fully complete until 1943. Headed by Harry Hopkins, the WPA provided jobs and income to the unemployed during the Great Depression in the United States. Between 1935 and 1943, the WPA provided almost eight million jobs. Full employment, which emerged as a national goal around 1944, was not the WPA goal. It tried to provide one paid job for all families in which the breadwinner suffered long-term unemployment. When federal support of artists was questioned, Hopkins answered, “Hell! They’ve got to eat just like other people.”
The WPA supported tens of thousands of artists, by funding creation of 2,566 murals and 17,744 pieces of sculpture that decorate public buildings nationwide. The federal art, theater, music, and writing programs, while not changing American culture as much as their adherents had hoped, did bring more art to more Americans than ever before or since. The WPA program in the arts led to the creation of the National Foundation for the Arts and the National Endowment for the Humanities.
The WPA was a national program that operated its own projects in cooperation with state and local governments, which provided 10%-30% of the costs. WPA sometimes took over state and local relief programs that had originated in the Reconstruction Finance Corporation (RFC) or Federal Emergency Relief Administration (FERA) programs. Liquidated on June 30, 1943, as a result of low unemployment due to the worker shortage of World War II, the WPA
provided millions of Americans with jobs for 8 years. Most people who needed a job were eligible for at least some of its positions. Hourly wages were typically set to the prevailing wages in each area. But, workers could not be paid for more than 30 hours a week before 1940, to meet the objections of the labor unions.
The WPA employed a maximum of 3.3 million in November 1938. Worker pay was based on three factors: the region of the country, the degree of urbanization, and the individual's skill. It varied from $19/month to $94/month. The goal was to pay the local prevailing wage, but limit the hours of work to 8 hours a day or 40 hours a week; the stated minimum being 30 hours a week, or 120 hours a month.
In 1940, the WPA changed policy and began vocational educational training of the unemployed to make them available for factory jobs. Previously, labor unions had vetoed any proposal to provide new skills, saying there were already too many unemployed skilled workers. Unemployment ended with the beginning of war production for World War II, as millions of
men joined the services, and cost-plus contracts made it attractive for companies to hire unemployed men and train them. With the mass-employment need essentially gone, Congress terminated the WPA in late 1943. The WPA paid low wages and it was not able to employ everyone — some five million were left to seek assistance from state relief programs, which provided families with $10 per week. However, it went a long way toward bolstering the self-esteem of workers. A poem sent to Roosevelt in February 1936, in block print, read, in part, “I THINK THAT WE SHALL NEVER SEE A PRESIDENT LIKE UNTO THEE . . . Serious Injury AccidentEscondido
On Thursday, March 6, at about 6:40 PM, the Escondido Police Department received a report of a man who was hit by a car in the 2200 block of E. Valley Pkwy.
Officers arrived minutes later to find a 61 year-old male down in the roadway with major injuries to his head and extremities. The man had been struck by an unknown vehicle that fled the scene. The Fire Department responded and took the man to a local area hospital. He has been diagnosed with significant head trauma and his condition is considered life threatening. The driver of the vehicle did not stop to render aid and is unknown at this time. It is unknown if alcohol was a factor in this collision. Preliminary investigation indicates the pedestrian was illegally crossing E. Valley Pkwy from south to north and was

struck by an unknown eastbound vehicle in the #2 lane. The pedestrian was identified as Virgil Banks, an Escondido resident, who was wearing dark clothing. Evidence collected at the scene suggests the suspect vehicle may have been silver in color; there are currently no known witnesses to the collision. This investigation is ongoing at this time and is being conducted by Officer Stephen Braucht of the Traffic Division. America’s government, over 200 yrs, has outlasted all others because it is based on the power of the individual through the voting system and the Constitution. The foundation serves us well when we adhere to it. Now we have tyranny within our federal government ignoring Constitutional laws and the abuse of their power with a new form of a lawless government.. We have fallen into complacency with the trap set before us in that of giving access of our personal everything with technology. One of the first things we gave up was the amount of cash in our hand by relying on banks and checkbooks, wherefore, allowing others to monitor our private affairs and
helpful demeanor, this well groomed young man is the personification of being a professional.
He comes by his training naturally, his mom, Annette Bradley, having owned Debbie Ann’s Restaurant in Vista, and which proved to be his training ground where he worked as a busboy while also attending Rancho Buena Vista High School, where he graudated in 1996. Later, he would work with his mom on catering work, learning that end of the business as well.
Man About Town
Regular readers of this column know I have a special fondness for outstanding restaurants and outstanding restaurateurs.
We visit Carlsbad reasonably often as Evelyn’s youngest son, Marty, lives there. Quite often we wind up having breakfast, lunch or dinner at the Village Kitchen and Pie Shoppe at 950 Tamarack (760) 729.6414. We have always had outstanding meals and generous portions, accompanied by a smiling staff member. Very, very hospitable atmosphere.
That’s largely due to the family influence the owners project. It’s reflected in the staffing, the menu, the quality of food,
and the service. Last Sunday we again enjoyed this treatment and were pleased to see, again, Chris Bradley, the son’s owner. They celebrated their 18th birthday this week, on Tuesday, March 11th.
Chris told us the family philosophy was to treat every customer as though they were family. Feed them well, see to their needs, and make them feel welcome. They did it again this time . . . and every time we’ve been there. If I were to become a restaurateur, I would want to hire Chris to teach my wait staff how to treat clients. Always ready with a big smile and
Annette would sell Debbie Ann’s and move to Carlsbad where she opened The Village Kitchen Corner and Pie Shoppe.
Chris went into construction work as an independent contractor and made a good living until the construction ‘went south’ and the income dropped. He then joined mom again and has been there for the last five years, starting out as busser, waiter, and then manager. Today, he does a little of all that needs to be done. He lives in Vista with his wife, Elena, and five year old son, Julian.

Politically, we relinquished our local duties in paying the school educators, to the legislative branch of the state capitals. All this to the demise of the peoples’ power and control, lessening our voice in our culture. Lately, it is very apparent that the individual feels quite helpless with government doing its’ own thing, ignoring the people, and the Constitution. The citizenry always has to be watchful of big government in an effort to keep our freedoms. The local government is now our best option (short of a divine intervention) for sustaining any resemblance of a “free” society.
There’s nothing new under the sun. Hitler ‘s take-over strategy was to educate one generation and we are at the same crossroads as Germany was then. Our children are in peril with federal control of education and the threat of common core standards in public and private schools. It is unnecessary and carries global indoctrination. Do not allow this to happen. Say “NO” to local educators and congress reps.

Evelyn had Turkey with dressing and mashed potatoes ($9.95, Senior Menu), Marty had a Cheeseburger with salad, ($9.50). Marty finished his, I finished all but the French Fries, Evelyn could not finish all of hers (the portions, as I said, are very generous.) You betcha we shall return! ••••• There's something about a pecking order that doesn't take a very long time to learn.
At one time, Evelyn and I would come home from running errands . . . she'd enter through the garage kitchen door, I'd enter from the garage family room door. There was Trixie (and, later, Cindy) who would prance and dance and excitedly jump up on the couch to love and be loved by dear old dad. Then they'd run to the kitchen to welcome mom and go through the same routine.
Saturday, Evelyn was at some Kiwanis function and I went out to run errands. I came home, walked through the garage family room door . . . and here comes Trixie, running from the kitchen, sees me, and with the look of "oh . . . it's just him. Again." And turned around and ran back to the

Little did she know that mommy wasn't coming through that garage kitchen door. Daddy was alone and she had forfeited her chance to love on daddy and get loving right back. She grudgingly came back in the family room and I gave her a perfunctory pat on the head. The ingrate!
Evelyn has become top dog (you should excuse the pun) here because (a) she's the one who walks the pups, and (b) she's the one who feeds them and does everything for them. I get second billing because all I do is love 'em. Sometimes I take them out to 'do their business,' but I do it grudgingly and usually with an attitude
of, 'Come on . . . pee already! I've got things to do!' (Or worse . . . is is ME that has to pee and they're taking their own sweet time about it and I can't wait to get back in and visit the john.)
Incidentally, you know that 'doggie aroma' that all dogs have? Don't bother shampooing them. That ain't where the problem is. Instead, either bathe their feet or have them walk or stand through some soapy water and then wipe them down.
What's happening is this. Dogs sweat through their feet. Their paws collect all that perspiration and as they go for their walks they pick up dust and other debris between their toes. Mix that in with a couple hours, or days, of fermentation, giving the bacteria a chance to meet one another and get so well acquainted that they decide to multiply and soon, you have that familiar 'doggie aroma.' Easily cured.

She has put together such a great operation with outstanding staff, great service, and has a record of saving a great many animals that the designation of Wonder Woman is well earned. I admit to a bit of trepidation when I heard about the proposed merger between the Escondido Humane Society and the San Diego Humane Society. My biggest concern was the possible loss of Sally and her staff to the merger. So often, when mergers happen staff from one or the other, or both, are laid off.
I didn’t want to see that here and Sally assures me that won’t happen. “The merger would actually allow us to use the large amount of resources more efficiently,” she says. “All 55 employees of the Escondido Humane Society will remain. There may be shifting from one department to the other but plans are that staff will stay put. No loss of staff is anticipated, in fact, we may need more staff.
Some of our staff is part time, others are full time, plus we have about 200 regular volunteers every month. We have some volunteers from the San

Though we would be much larger if the merger happens we do not want to lost the “small town feel” of our facility. People come in here and know who we are and they are treated just as though they were neighbors. We never want to lose that type of relationship. And we won’t.”
Sally tells us the local board will likely meet this week or next. If they approve the merger and the language of the document, then the San Diego board will likely meet near the same time. If both boards agree then the document goes to the Attorney General for California to approve as to form. They would then have to go before the Escondido City Council to obtain apparoval for the transfer of the lease agreement to the newly formed entity. Bottom line: I approve of the proposed merger. I understand there is a possibility Sally Costello may move up the corporate ladder but she can do more for animals there . . . and she lives here. Which is good.

Veterans Group at War in San Marcos
A recent story in U-T San Diego has revealed a “squabble” within a volunteer group ostensibly overseeing the San Marcos Veteran’s Memorial that threatens to overshadow the memorial’s reason for being and taint the entire effort.
There are two distinct factions within the volunteers that make up the committee---with one side favoring an approach that allows donors to commemorate the service of veterans by placing tiles inscribed with their names, as has been done since its inception; and another that sees the memorial as
Unsurprising in the fact that the personalities involved are, in many ways, part of the problem; and, the committee was allowed to be so loosey-goosey that it failed to take even the most basic steps of an ostensible non-profit entity in failing to file neither organizational documentation with the state, nor for tax-exempt status.
The memorial idea was brought to the city by former City Councilman Mike Preston and his wife, Luanne Hulsizer. The dispute centers on not only the different visions for the park, but motivations behind them.
While noble in its intent, many observers assigned a political motive to the effort, given

Once again history is repeating itself. The world’s eyes are upon eastern Europe’s Ukraine, one of the most coveted piece of real estate in the world.
Next to Poland, Ukraine arguably is the doormat of warring nations because of its strategic location separating Russia from Western Europe as well as being rich in natural resources and being one of the world’s great producer of grain. For these reasons, Ukraine is important – particularly to Russia. Ukraine is most often associated as being linked to Russia.

Alcohol was not involved in this incident. There is an ongoing investigation into this accident. San Elijo Residents Up in Arms Over Cell Phone Antenna Farm
A group of angry San Elijo residents are trying to muster up support to persuade the City Council to order “small cell technology such as DAS (Distributive Antenna System) instead of the more intrusive cell farm proposed. In October 2013, San Marcos Mayor, Jim Desmond, lead a vote to approve a second AT&T Microwave Antenna “macro” cell tower.

During most of the 20th century, Ukraine was one of the Soviet Republics – one of the more valuable states because of the oil, natural gas, and food produced there. While a good percentage of that country’s population is ethnic Russian, that doesn’t mean there is or has been a lot of love for their giant neighbor to the east.
At times the insurgent army allied with the Nazi forces. But there was a very dark side of that movement. It also carried out the massacres of ethnic Poles, and, after the war, continued to fight the USSR. If you don’t believe history repeats itself, go back and read about the Crimean War, which took place in 1853 to 1856. The war pitted Russia against an alliance of France, Britain, the Ottoman Empire (Turkey), Austria, and Sardinia.
First, Russia and the Ottoman Empire went to war over Russia's rights to protect Orthodox Christians in what today is the Ukraine. Russia gained the upper hand after destroying the Ottoman fleet at the Black Sea port of Sinope. To stop Russia, France and Britain entered the war in 1854.

Most of the fighting was for control of the Black Sea, with land battles on the Crimean peninsula in what was then southern Russia. The Russians held their great fortress at Sevastopol, on what today is the Crimean peninsula, for more than a year. The results when the war ended were that the Black Sea was neutralized and Russia would not have any warships there.
Today, the port of Sevastopol, with its key access to the Black Sea, is at the top of the list of Russia’s demands. They say they’re protecting ethnic Russians living in Ukraine’s Crimean peninsula and much of eastern Ukraine, but, in reality it is more about regaining this former Soviet territory, which is rich in food production. Escondido Recreation Programs Should be Focused on Community Needs by Pat Mues
June of every year the Escondido City Council approves a budget for the following fiscal year -July 1 through June 30. But the final revenue and expenses numbers, reported in a Comprehensive Annual Financial Report (CAFR), don’t come out until long after the budgeted year is over. In the 2012/13 CAFR for Escondido, Community Services (Library, Recreation and Senior Services) was the only department that came even close to paying for itself. The Recreation Department made more than $3 million, with a little over $2 million coming from fees for Recreation programs – swimming, tennis, enrichment/exercise classes plus sports of all kinds. I think they're doing a great job. Yet Mayor Abed and Councilmen Gallo, Masson and Morasco continue to pressure Recreation to make more money and aim for Full Cost Recovery. In 2012, then Community Services Director Van Leeuwen

One of them was Tiny Tots, a preschool program lauded by then Councilwoman Waldron. The $101,780 in expenses for staff, maintenance and operations were fully covered by fees, providing a surplus of $7,420. But once the City added indirect costs for building repair, maintenance, internal services and a portion of Community Services Administration, there was a deficit of $17,495 -- not the Full Cost Recovery the City Council wanted.
I learned firsthand about this pressure to make more money when I contacted Recreation about giving cooking classes like I'd done years ago. It was a lot of work -- planning, shopping, prepping, setting up, teaching, cleaning up -- but it was fun and I made a little money. Then, the fee was split with 60% going to the teacher and 40% going to Recreation. Well it turns out it’s now 50%/50% because "The city has recently started to enforce cost recovery for the Recreation Department." Not surprisingly, there are NO cooking classes planned for the next session because they can't find instructors and a popular exercise program that has been taught for decades stopped because the teacher didn’t want to raise her fees.
Prices can only go so high before they become non-competitive or too steep for residents to afford. And then, as the numbers fall off, the City feels justified in encouraging facility rentals which take less staff time. This push to raise prices diminishes the availability of public facilities and affordable programs for the City’s residents. Their involvement, along with that of long-time friend and political ally, Lee Thibadeu and his wife, engendered suspicion on the part of their detractors and a certain amount of trepidation within the city’s administration at the time.
In order to ensure its integrity and future, it’s time for the city of San Marcos to take the reigns of the San Marcos AllVeteran’s Memorial.
Preston and Hulsizer’s deep involvement in local politics--he obviously as an elected official and she as, among other things, the former head of a failed campaign to have a second Walmart built in the city.
All of the ambivalence created by these dynamics motivated city leaders to essentially wash their hands of the administration of the memorial after giving over space for it.
When Retired Army Colonel Greg Rassatt and wife Heidi joined the committee they brought with them a passion for veterans, without an apparent political agenda. Perhaps too passionate. Their clear commitment to the memorial has led to their fear of the politicization of it, in part because of the involvement of Preston, Hulsizer, and the Thibadeaus, as well as a member of the committee they recently recruited, former and

The City of Escondido is considering closing Maple Street Plaza to motor vehicles at Grand Avenue and Maple Street. An informational meeting will be held on Tuesday, March 18, at 6:30 p.m. in the Mitchell Room at City Hall, 201 N. Broadway, to solicit feedback from the public about this issue.
Currently vehicles may enter
Maple Street Plaza from Grand Avenue as well as from the alleyway between Grand Avenue and Valley Parkway. The city is considering closing the street at Grand Avenue, but may allow delivery trucks to continue to access businesses from the alleyways. The closure is intended to enhance pedestrian safety as well as to encourage more special events on the plaza.

San Marcos • Mayor Jim Desmond Pipeline Upgrade Prepares for Seawater Desalination
The San Diego County Water Authority is relining an existing large drinking water pipeline in San Marcos in preparation for a new, drought-proof water supply from the coast: seawater desalination. Most of the construction for the Pipeline 3 Desalination Relining Project will take place underground inside the pipeline, but some work above ground will impact local City streets. Pipeline relining will not interrupt water service to nearby homes or businesses. Construction will be ongoing through May 2015. Crews will enter the pipe by excavating access sites or “portals” along the pipeline in the Water Authority’s
easement. At the portals, workers will remove approximately 40 feet of existing pipe to gain access to the interior of the pipe and to install relining materials. Five portals are within the City boundary with one located at the intersection of Descanso Avenue and Pawnee Street immediately east of Rancho Santa Fe Road and south of Highway 78. The Descanso-Pawnee intersection has been closed for construction. All businesses in the area remain accessible via adjacent streets.
The other four portals are within the Water Authority’s easement in off-City street sites north of Highway 78. These portals will not require street closures. Ten additional portals north of City boundary extend to the Water Authority’s Twin Oaks Valley Water Treatment Plant. Call 877 682-9283,

The propeller heads at Microsoft must stay up nights devising new ways to shoot their own toes off and they are getting really good at it. Keeping up with Microsoft’s frantic antics in the “alleged” last days of “extended support” for the Windows XP operating system is hilarious. but exhausting Microsoft’s frenetic pursuit of XP holdouts is building to the April 8th crescendo and no one knows how it will finally play out. Whatever happens, Microsoft is probably not going to like it.
There are 1.5 billion Windows PCs in the world and about 500 million still run the venerable Windows XP operating system (OS). If Microsoft could scare all those users into upgrading to Windows 7 or 8 they would rake

The contrast between our state economic performance and national economic performance is more than shocking, it is discouraging. The latest labor statistics report states that while the United States added 175,000 jobs in February, California lost 31,600 jobs. This is completely unacceptable.
California’s economic performance has lagged behind almost every other state in the country. Unfortunately, there seems to be little majority party effort to make significant policy changes that would put California on a path toward economic growth.

Last week another disturbing rumor began to circulate. Microsoft allegedly yielded to pressure from China agreeing to continue XP support, in China, but not the USA. Microsoft quickly denied this rumor. Now it seems that Microsoft’s denial is based on a technicality. Microsoft has contracted to give the security patches to Tencent, a large Chinese Internet security company, and Tencent will provide free XP support in China. Wonderful.

After the Legislature reconvened in January, over 1,900 Assembly and Senate bills were introduced before the bill-submission deadline on February 21.
Much of this new legislation addresses critical issues. For starters, there are about 10 water bond proposals under consideration, including the $11.1 billion bond election that has been scheduled for November. These proposals will be intensely scrutinized as the Legislature debates how to upgrade and modernize our water storage and delivery systems. During the debate, I will do everything possible to ensure that our region is not overlooked when scarce dollars are allocated for these vital projects. On the education front, one new proposal would replace college tuition with a requirement that students pay a fixed percentage of future income, and another would

As dentists we prescribe certain mouthwashes regularly for our patients with gum disease (periodontal disease) because the threat of heart attack or stroke is serious. However, for the majority of our patients, brushing and flossing with "periodic" use of mouthwashes appears to be the better regimen at the present time.
