We cannot endorse or vote for Escondido Mayor Sam Abed in his pursuit of the County Board of Supervisor’s position for District 3. Why?
Many reasons. Hizzoner is a tireless campaigner, walks the precincts with the best of them, has a beautiful family, is always well groomed, can, when he wants to, be very charming.

stituency via The Paper because of personal animosity toward me, it’s editor and publisher. While he claims he does not want to write a weekly column to keep his constituency informed because of a joke The Paper ran . . . the real reason, I suspect, is because we endorsed Olga Diaz in the last mayoral election.
He also contacted the three other Mayors, San Marcos Mayor Jim Desmond, Vista Mayor Judy Ritter, and Oceanside Mayor Jim Wood, and tried to persuade them to all discontinue writing their columns in The Paper. The other three Mayors told Mayor Abed to take a walk. He thought he was hurting The Paper. In fact, he hurt himself. He
cut off an important link to his constiuency and readers of The Paper (and other knowledgeable political observers and practitioners) are laughing at him. Collectively, they seem to view him as petty and shortsighted,. But, wait, there’s more!
Back in September of 2005, thenCity Manager Clay Phillips submitted budget requests to the city council on the Consent Calendar. Included in that consent calendar were pay raises of $45,504 for himself as well as City Attorney Jeff Epp. Questions arose: Why was the question of pay raises, particularly such large pay raises, scheduled for the
Consent Calendar instead of an open agenda item?
The City Manager determines the weekly agenda for the City Council. Why was the question of his, and the City Attorney’s compensation plan buried in the Consent Calendar? The Consent Calendar is often routinely voted on without discussion. A series of items, sometimes as many as ten or twelve items, are voted on at one time. While any councilmember, or member of the public, has the right to ask that an item be pulled for discussion and open airing, no council member did so in this instance. • Why did then-city council member, Sam Abed, a close friend of Phillips, not question the enormous raises?

Mayor Abed was the fella who wanted Escondido taxpayers to foot the $50 million bill for building a baseball stadium so wealthy fat cat, Jeff Moorad, who then owned the San Diego Padres could have one more plaything . . . and have it paid for by the public. And, in December of 2010, Abed managed to push through a 4-1 vote to approve the $50 million stadium with only Councilmember Ed Gallo opposed:

The city purchased $11.4 million of property in the ballpark area — land that if not used for a ballpark would likely become part of a new business park. In 2012, there came up an issue where then-City Manager Clay Phillips increased the pay of a group of top managers with annual salaries above $100,000. City employees, including police officers said, for years, they've had their pay frozen and benefits rolled back to help budget the city funds. Abed defended the pay raises that Phillips had granted.
The Paper printed the names of the employees who received the raises and their salaries. Among those listed, two received raises that were more than 20 percent of their previous salary. The council then scheduled a review of Phillips' job performance That session was closed to the public. (We were told later by a source within the closed session that “Phillips was taken to the woodshed,” and thoroughly chewed out. But that is of little benefit to the taxpayers who were obliged to pay the salary increases despite calls for a recission of the action.)

Mayor Abed decided he was above the law and chose to not apply for necessary wastewater permits when he paved over a parking lot on property he owned in Escondido. He failed to build a stormwater control system aimed at stopping trash, heavy metal, oil and grease from flowing into nearby waterways.
This led to in investigation of not only the mayor’s project by the State Regional Water Control Board, but on at least six other property developments that didn’t meet standards for diverting runoff. Source:

Mayor Abed decided it would be a great idea to promote his candidacy for Mayor and, later, for Supervisor, by attaching a link to the city of Escondido web site where city officials are named and photos displayed. Abed’s campaign was then getting support at taxpayer expense; Escondido’s website included a link to the mayor’s campaign where he touts his qualifications and asks visitors for contributions. This had the appearance of the city endorsing and supporting Abed’s campaign. There are state laws that prohibit
officeholders from using government resources for their personal or political benefit. Finally, after repeated inquiries and criticisms from the media, Abed took his link down.
And then . . . and then there were the actions that Abed was involved within the hallowed halls of city government, which included giving the needed stamp of approval for former City Manager Clay Phillips to manipulate the Escondido Police Department and force the “retirement” of beloved Chief of Police, Jim Maher. Phillips had, at one time, summarily dismissed Chief Maher. When Abed learned of it he became enraged and demanded to know how and why Phillips would terminate a Chief of Police without notifying Abed. The termination was withdrawn and Phillips had been chastised and embarrassed by the chewing out received from Abed. Phillips, however, would ultimately get his revenge. In time, Phillips was able to bring Abed over to his side and persuade Abed that Maher had to go. Abed gave his consent in a back room deal that stinks to high heaven.

Mayor Abed has sought to chastise The Paper for following the former Police Chief Maher story - either issuing a “no comment” to probing questions or saying, “it’s just a bunch of allegations . . .”
Mayor Abed just doesnt’s seem to get it. This commentary/story and the public interest was not so much just about Jim Maher. It is more about the management of the city . . . the transparent government that is not there, the secretive atmosphere where it’s next to impossible to get meaningful information from the city, about the city stonewalling on Public Records Requests. Regular citizens are denied access, or stalled, when perfectly legitimate requests are made under the Public Records Act. Media, which serves as the eyes and ears of the public, are similarly denied. It’s about whether public money has been used to persuade or coerce an employee to do, or not do, certain things.
Indeed, of late, there appears to be an open hostility against the media when media is simply trying to do its job of reporting the facts on its government.

And lately, another questiobnable act by Hizonner . . . distributing business cards with “Mayor” on one side and “Real Estate Development Consultant” on the other. Does that suggest a possible conflict of interest situation to you? More recently, Abed is fond of touting how effective he is by eliminating Escondido’s deficit.
A deficit is illegal in Escondido and other general law cites in California. What happened in Escondido is that they had a projected budget gap during the budget writing process, and as required by law, they closed the gap.
A budget gap is a situation where revenues are lower than expenses that, barring any amendments or revisions to income or spending, will lead to a deficit. It wasn’t a turnaround as Abed casts this process, but the city doing what it was legally bound to do.
Abed knows the difference between a budget gap and a budget deficit but he prefers to use the ‘budget deficit’ term for his own political (and incorrect) advantage. Abed was elected to the Escondido City Council in 2004 and mayor in 2010 and 2014.
If you add them all up, it becomes clear to us that Sam Abed does not have the moral high ground to attack either Dave Roberts or Kristin Gaspar, the incumbent supervisor and Mayor of Encinitas, respectively.

Our feeling is that she is a very attractive candidate with some excellent credentials, but she has only been Mayor for two years. We like her a lot but we just don’t think she’s the right candidate at this point in time for the Supervisor’s seat.
Incumbent Supervisor Dave Roberts: Dave Roberts served as city council member, Deputy Mayor and Mayor of Solana Beach before being elected as Supervisor for District 3.
By most accounts he has done a creditable job, is highly visible and approachable. Indeed, as one of his consituents, he personally saw to it that a complaint of mine was rectified, and quickly. He’s good at cutting red tape and getting the job done. True, Roberts has made some rookie mistakes in his first term as supervisor. He had a staff min-rebellion with a number of them leaving the office and even filing suits. As a result of this situation his colleagues on the board wound up settling several suits for $310,000. He claims he had simply hired the wrong people. I suspect his management technique also played a role and he appears to have made necessary improvements in both staff as well as how he manages them.
It appears he has bounced back from that embarrassing situation and continues to run his office without further difficulty.

Proposition 50 - Vote Yes to support allowing each house of the state legislature to suspend a member without pay on a two-thirds vote. They can already do this on a simple majority vote, but the suspended member continues to receive his or her roughly $100,000-a-year salary. Not so if Prop 50 passes. On Wednesday, May 25, at 10:46 p.m., Officers from the Carlsbad Police Department responded to Alga Road near Corintia Street regarding a report of a single vehicle collision with the vehicle on fire. Upon arrival, Officers found a 1997 Toyota Camry with extensive frontend damage resting up against a large tree in the center median of Alga Road. The engine compartment of the vehicle had caught fire and was emitting heavy smoke. As the Officers approached the vehicle, they found a single male occupant unconscious and pinned in the driver’s seat. Three Carlsbad Police Officers worked quickly to free the man from the burning wreckage and extinguish the flames. Carlsbad and San Marcos Fire Departments responded to the scene to provide medical treatment. The driver and sole occupant of the 1997 Toyota Camry has been identified as a 27-year-old male. He was transported to Palomar Hospital with major injuries.
Traffic investigators responded to the scene to conduct a full investigation. Alcohol is believed to be a factor in the collision. New “Coast to Coast” Seat Belt Enforcement Effort Aims to Increase Click It or Ticket Participation, Save Lives
From May 23 to June 5, 2016, local law enforcement personnel will participate in the national Click It or
Ticket campaign in an effort to save lives through increased seat belt use. This education enforcement period comes ahead of the Memorial Day holiday, one of the busiest travel weekends of the year.
According to research conducted by the National Highway Traffic Safety Administration, while 88.5 percent of passenger vehicle occupants buckled up in 2015, almost 50 percent of occupants of fatal crashes nationwide are not restrained. In some states, the rate is as high as 70 percent unrestrained in fatal crashes. In California, more than a half million people travel our roadways at grave risk without proper restraints. These facts gravely highlight the need for increased education, awareness and enforcement and awareness of seat belt use. California Highway Patrol, Sheriff ’s Deputies, and local city police will be on the lookout for those who don’t “buckle up.”
In 2014, nearly half of the 21,022 passenger vehicle occupants killed in crashes nationally were unrestrained, according to NHTSA. During the nighttime hours of 6 p.m. to 5:59 a.m., that number increased to 57 percent of those killed. Law enforcement agencies will write citations day and night, with a zero-tolerance approach. Great entertainment acts, great venue, great sound/light professionals, the events director, Julie Stroh, is nothing short of phenomenal. All the elements were in place for a beautiful concert. Except for ticket sales. They were anemic.
Had we gone forward we would have lost somewhere in the area of $5000 to $6000. The whole program was designed as a fund raiser for The Puppy Coalition Foundation and various non-profit organizations. But if you not only don’t raise funds for the non-profits but don’t even raise enough funds
We think this cancellation was simply a case of timing. We had the Valley Center and Western Days going on last weekend - two separate events with lots of hard-working folks selling tickets for that event you recently had a major fundraiser for the Kiwanis Club of Escondido for their annual Gala (a tremendous success) and folks were burned out from selling tickets and preparing for that event. Lots of families were beginning summer vacation after Memorial Day . . . and, of course, San Diego County has so many beautiful events competing for the consumer and corporate entertainment dollar that if you’re not in the right place at the right time with the right product . . . it aint gonna sell. That, we think, is what happened here.
Selfishly, we had hoped the ‘show would go on” as I know the two entertainment groups involved and they are spectacular. Our audience (and I) would have been singing along and tapping our toes. It would have been a wonderful evening.
Department recognized a subject with an active felony warrant exit one of the motel rooms at a local motel in the 700 block of Raintree Drive. Upon contact, the subject ran from the officer westbound from the motel into a residential area in the 6900 block of Avenida Encinas.
Carlsbad Police officers searched the area with the assistance of San Diego Sheriff Department’s ASTREA helicopter and a Carlsbad K-9 unit. The suspect was located in the 6900 block of Shoreline Drive hiding in an outside water heater closet in the backyard of a residence. The subject, 29 year-old Anthony Lee Holt from Oceanside, was arrested for a felony no bail warrant and resisting arrest. Holt was booked into the Vista Detention Facility. On Sunday, May 29th, at 7:14 p.m., Officers from the Carlsbad Police Department reported that they had been involved in a traffic collision at the intersection of Poinsettia Lane and El Fuerte Street.
When assisting Officers arrived, they found a Carlsbad Police patrol vehicle with extensive front-end damage in the intersection of Poinsettia Lane and El Fuerte Street. Officers also found a Ford F-150 pick-up east of the intersection on its side. The Ford pick-up was occupied by two adult males who were seriously injured.

Another time, perhaps. ••••• We have owned The Paper for 16 plus years now, having purchased the old San Marcos News Reporter back in late 1999. Our very first advertiser was The Computer Factory, located in San Marcos, and headed up by Paul and Nome Van Middlesworth.
They have been loyal clients as well as good friends for all those years. Paul writes a weekly column for The Paper that is widely read. His columns are fun and interesting to read. I have suggested to him several times that he writes so well he should write a book. Problem is, in the computer world, by the time you finish writing the book, 80% of the information will have become obsolete . . . things move so fast in that industry. As an example of the fine writing of Paul Van Middlesworth I refer you to a commentary he wrote back in 2013. A very impressive piece of work and I suggest that upon reading it you will be touched emotionally. In fact, once you read Paul’s Commentary, you may want to stop in at The Computer

Thank you so much for such an interesting story. I live in Madrid Manor and Escondido is across the street. I found so many things in the story that I didn't know.
I moved here in 1988, and have enjoyed the area. My brother and his family have lived here since the 70's and I had 2 sisters that lived in the park since the 70's also.
There is so much that I'd like to explore, but at my age I can't get around so well. I do however enjoy Charlie's and some of the other restaurants. There was (or is) a winery in the 13th St area. I don't know if it's there or

You’ll find Paul’s Commentary on page 8 in today’s paper. ••••• Officially, now that Memorial Day has come and gone, we are now in “summertime” mode.
Some of us will be preparing for vacation. We in the publishing business do not know the meaning of the word “vacation.” We manage to get away from time to time but the deadline for printing the paper is always there. Even when we are on a glamourous travel trip to New Orleans, or to British Columbia . . . you are never truly able to relax. You still have to write the stories, edit the columns, transfer the data via computers at Internet Cafe’s . . . and get the paper proofed, corrected, and then off to the printer . . . all on time. That which doesn’t get done while we are traveling still awaits us upon return. Evelyn, for example, has billings to attend to, subscriptions to look after, bills to pay, and, oh yes, puppies to look after.
If it is such a chore to publish a weekly newspaper then why don’t we pack it in and retire? Because we enjoy it too much!

When the Chargers had Training Camp, they had a Quaterback Club for Ladies. It was held at The Pine Tree Inn restaurant. I don't recall how many times it went on for. I went, Don Coryell and several players were there. We were told many informative things. One thing I remember, probably because of the humor was, the number on the uniform was not to recognize your favorite player, but to what position he played, and what was his job on the team! A Lost Reader
I have been reading the "Give Us This Day Our Daily Chuckle" for many years now, as we have been spending our summers in CA for over 12 years. I have always enjoyed the column and have sent it to my Aunt (now 82 years old) routinely. NOT ANYMORE.
Did you get a new writer----or decide that being childish was funnier than being funny---or did you decide that criticism was more enjoyable than humor? WHAT? The change in your column since I returned this year tells me something. I'm just not sure if it is one of these things, or something else. Specifics: poke her in her ass--go to the damn library--kick our ass--make a damn call--get off your ass--crafty little bastard. All of these were in one column. Do you really need to use that much profanity? A swear word once in a column maybe...but over and over? Not humor.
More Specifics: The Abe Trump rambling piece--a volley of quotes that make the speakers look stupid. Again, a small story or a couple of "incorrect
statements" maybe...but over and over? Not humor.
I have never written a criticism to a newspaper before. Sorry it has to be to your paper, about a column that I really did enjoy in the past. Nevertheless, I just felt I had to let you know how one of your readers viewed the last two columns you published. Diana Valencik
Editor’s Note: Thank you for your comments. This is an adult news-magazine, probably not read much by the younger set. (But, even if they did, I have observed that the younger set probably know and use more profane words than you or I ever did.) We do not apologize for our humor. Humor is generally in the eye and ear of the beholder and seldom will we all agree on what is humor and what is not. We have been publishing this paper for over 16 years now. This is probably the eighth or ninth complaint we have had. That tells us we seem to have the public’s pulse on this issue and not only does the “Chuckles” column please the vast majority of our readers but also reflects today’s world. What was once profane is today a mild expletive. And we think that’s damned good.
But, since you no longer are a reader you will not have had the chance to read our explanation/statement (but most certainly not an apology) so . . . never mind.

Citizens were rendering aid to the occupants of the pick-up. The Carlsbad Fire Department arrived and extracted the occupants of the pick-up. Paramedics transported the driver of the Ford pick-up via air ambulance to Scripps Hospital, La Jolla. The passenger of that vehicle was transported to Scripps Hospital, La Jolla by ground ambulance. Both subject are reported to have major injuries.
The Carlsbad Police Officers who were involved in the collision were transported to Scripps Hospital, Encinitas with minor injuries. Both were treated for their injuries and released.
The California Highway Patrol responded to the scene to conduct an investigation. Alcohol is believed to be a factor in the collision.

My Assembly Bill 2438, joint authored with Assemblymember Adrin Nazarian (D – Sherman Oaks), will simplify the CEQA process governing installation of new recycled water pipelines in urban areas, within existing public streets, highways or rights-of-way for the distribution of reclaimed water. I am pleased to report the bill passed the Assembly. By streamlining new pipeline construction, AB 2438 will help us here in our district as water reclaimed at the Hale Avenue Resource Recovery Facility in Escondido will reach more local farms, golf courses, parks, and industries. Our farms will benefit when reclaimed water can reach them. Their new scientific innovations allow them to store and use the reclaimed water on their crops. Recycling water has a positive impact on the environment. It will help California meet its 2030 goal of creating 2.5 million additional acre-feet of recycled water. Millions of acre-feet of potentially recyclable water currently discharged into the ocean will be reduced, limiting beach closures and ocean contamination. Other environmental benefits include less reliance on the Colorado River, the State Water Project, on local lakes, along with reduced energy costs. Giant Dutchman’s Pipe Vine Now In Bloom – If you are near the San Diego Botanic Garden in Encinitas you may want to stop in to see the Giant Dutchman’s Pipe Vine (Aristolochia gigantea) now in bloom.
It will continue to bloom until approximately mid-July and is found in the Herb Garden. The unique deep maroon Brazilian native flower smells like Lemon Pledge and is big as a human head. The flowers attract insects that are lured to the plant by sight and smell of this dark bloom. An insect coated in pollen from a recent visit to a neighboring flower will travel down the main tube of the Giant Dutchman’s flower; once inside the flower the insect will be trapped by the flower’s tube stiff hairs. These hairs point downward, forcing the insect deep inside the flower. There, the pollen-covered insect brushes against the flower’s stigma (reproductive organ), depositing pollen. The following day the flower will stop producing its scent and release its own pollen onto the captured insect. Only then does the flower relax its hairs and release the insect to continue the cycle. Interestingly, this plant is not carnivorous.

During the late forties and early fifties the great “Red Scare” paralyzed much of the nation. The House UnAmerican Activities Committee and then what became known as the U.S. Senate “Army-McCarthy Hearings” sent shivers from Washington to Hollywood giving the notion there was a Communist around every corner. If you were a Federal official, elected or appointed, you had every reason to be afraid – very afraid because many were falsely accused of not being a loyal American.

The biggest scare was perpetrated by one man: Joseph Raymond "Joe" McCarthy. Born on Nov. 14, 1908, McCarthy was a U.S. Senator who represented the state of Wisconsin from 1947 until his death in 1957. Beginning in 1950, McCarthy became the most visible public face after World War II in which Cold War tensions with the Soviet Union fueled fears of widespread Communist subversion. He was noted for making claims there were large numbers of
Communists and Soviet spies and sympathizers inside the United States federal government and elsewhere. Ultimately, his tactics and inability to substantiate his claims led him to be censured by the United States Senate. The term "McCarthyism," coined in 1950 in reference to the senator’s reckless practices, was soon applied to similar anti-communist activities. Today, the term is used more generally in reference to demagogic, reckless, and unsubstantiated accusations, as well as public attacks on the character or patriotism of political opponents.
During World War II, the 33-year-old McCarthy, an attorney, volunteered for the U.S. Marine Corps. Among his Marine comrades, he gained the nicknames of: “Tailgunner Joe,” and “Low-Blow Joe” for his flamboyant behavior. After the war, McCarthy successfully ran for the United States Senate in 1946, defeating Robert M. La Follette Jr. After three largely undistinguished years in the Senate, McCarthy rose suddenly to national fame in February 1950 when he asserted in a speech that he had a list of "members of the Communist Party and members of a spy ring" who were employed in the Federal government. His accusations set Washington, D.C. on its ear.
After his 1950 speech, McCarthy continued to make additional accusations of Communist infiltration into the State Department, the administration of President Harry S. Truman, the Voice of America, and the U.S. Army. He also used various charges of Communism, Communist sympathies, disloyalty, or homosexuality to attack a number of politicians and other individuals inside and outside of the government. McCarthy made various attempts to intimidate, and expel from government positions, persons whom he accused, or threatened to publicly expose officials of homosexuality. Former U.S. Senator Alan K. Simpson has written, "The so-called 'Red Scare' has been the main focus of most historians of that period of time. A lesserknown element, and one that harmed far more people was the "Lavender Scare,” a

witch-hunt McCarthy and others conducted against homosexuals." With the highlypublicized “Army-McCarthy” hearings of 1954, and following the suicide of Wyoming Senator Lester C. Hunt that same year, McCarthy's support and popularity faded. His bogus crusade became unraveled with fierce questioning of McCarthy by newscaster Edward R. Murrow via live television.

McCarthy died at Bethesda Naval Hospital in Bethesda, Maryland on May 2, 1957, at the age of 48. The official cause of death was acute hepatitis, but it is widely accepted that this was caused, or exacerbated by, alcoholism. For the hundreds of Federal officials who lived through those uncertain times, it was one of the nation’s saddest periods because of McCarthy’s false rumors and unfounded accusations. Hundreds of lives and careers were ruined by “Tailgunner Joe.”

Some Post Memorial Day Thoughts by Paul Van Middlesworth
Editor’s Note: I have a good friend and long time client, Paul Van Middlesworth. He and his wife, Nome, own The Computer Factory. Each week, Paul runs a column in The Paper. He's done this for most of the 16+ years we've owned The Paper.
On May 28, 2013. Paul wrote a column I thought was particularly noteworthy and, in my opinion, spot-on. I like it so much I saved a copy of it. It totally reflects my views as well. I thought it wise to share it with you. I have a hunch, most of us agree with Paul's point of view . . . we just aren't sufficiently eloquent to state it so well: Remembering
The feature article in last weeks “The Paper” made the point that WWII was an event on a scale never before or since experienced in human history. No work of mankind has ever approached in sheer magnitude
that of the War between 1938 and 1945. The sixty million dead, the vast destruction and waste of resources are incomprehensible.
America’s subsequent conflicts pale in comparison. President Harry Truman called the Korean War a “police action.” Viet Nam was called the 5% war because of its minimal impact on the American economy. In the seventy-two hour battle for the tiny Pacific island of Tarawa, six thousand Marines died. That is more combat deaths than America has experience in the total of all conflicts after Viet Nam including the Beirut barracks, Grenada, Panama, The Gulf War, Somalia, Bosnia, Iraq and Afghanistan.
So what’s the Point? There are two. First, to a soldier and his/her family there is no such thing as a “small war.” Combat is a personal experience and the tragic death of a loved one is not enhanced or diminished by the size of the conflict or the number of casualties. All veterans who lose their lives in service to this country are heroes and deserve equal honor and recognition. That’s what

The second point is that the WW II generation is rightly called “America’s Greatest Generation.” It is fitting and proper that between Memorial Day and D-Day we pause to pay special tribute to this entire generation, not just those who died in the combat but also those civilian men and women no longer living who served us so well in war and in peace and for those of that generation living today who serve to remind us of the sacrifices they made to protect our freedom.
The desperation and grinding poverty of the Dust Bowl and the Great Depression seared into their generation a gritty toughness, a survival instinct and strength of character that made America invincible in war. The sons of the depression went overseas to fight for freedom and the rest of the nation united to support them at home. Women of all ages went to work in factories to replace the men who went to fight. We recycled tin cans and bacon grease, darkened our homes, rationed fuel, food and clothing and did without luxuries like sugar, nylons and coffee. The

entire nation willingly united behind the war effort. There were no peace demonstrations, sit-ins or flag burnings.
The generation that united in war, then united in peace. The soldiers who lived the horrors of trench warfare, suicide attacks and death camps came home to build the greatest nation on Earth. Those of us lucky enough to have grown up in post-war America as sons and daughters of “The Greatest Generation” knew a “golden age” in America that may never be matched. All veterans deserve our respect and recognition but it was more than veterans that created that “Greatest Generation.” The hardships of the times and the horror of war created an entire generation with renewed appreciation for freedom and gratitude for the blessings of America. Our parents along with most of the “The Greatest Generation” are gone now and those that remain are eighty or older.

Dove Library Reopening on June 25th The modernization and renovation of the Carlsbad City Library on Dove Lane will be celebrated with a community appreciation event on Saturday, June 25, from 10am to 2pm. The free celebration will include a reopening ceremony, tours, live music, children’s activities, and more. Improvements to the Dove Library will transform it into a modern space to meet the community’s changing needs in an increasingly digital age. Improvements focused on enhancing community gathering spaces and adding more comfortable seating areas for patrons. Outdoor improvements allow for programs and events, and included redesigning the courtyard and adding a new patio and café with expanded food and drink options. Individual and collaborative use was improved with enhanced technology and Wi-Fi connectivity and power access, additional study rooms and a new tech lab to serve as a versatile learning center. Summer Meals Programs Feed Kids At No Cost - With summer right around the corner, it’s time to think about keeping children healthy and fed while school is out. The Escondido Union School District provides meals during the summer at no cost to children ages 1 to 18. Meals will be served at the following locations: Rock Springs Elementary: Monday through Friday, June 27-July 22 (except July 4), breakfast from 8:15am-8:45am; and lunch from 11-11:30am. The Adult Literacy Program supports language acquisition - teaching everything from basic phonetic sounds and letters to non-native English Speakers to comprehension and writing. These skills also transform people into confident and articulate speakers.
Literacy tutoring is free. Volunteers spend one-on-one time with each learner. Groups of learners may participate in from 11:30am-12noon.

Each war, beginning with the Revolutionary conflict to our present day wars, have taken the lives of hundreds of thousands of persons. While most of us couldn’t give the names of many of the dead, we can’t help but be sober in spirit about those we have known; fathers, sons, brothers, uncles, cousins, friends, and, of course, great numbers of women as well. It has been my sober privilege to conduct Memorial Day serv-

ices in rural America, big cities, and at many of our National Cemeteries. Usually, the attendance is respectful, often consisting of relatives and community members. We talk about the dead, long forgotten in name by most, but neverthelessdeeply appreciated for their sacrifice on our behalf.
However, one group, not recognized as intently, are those who still live but are dead in the sense of health, opportunities, comforts, joys, and social fulfillment. These are the warriors who are homeless, jobless, hopeless, or if in a social environment such as a home, hospital, or care facility, get up each morning without legs, ar ms, sexual pleasures, hope for total recovery,and who live with their life long disfigurements. They must rely on family, care givers, and a government that either can’t provide necessary service or is lax in doing so. Many of these persons don’t want to live and commit suicide. They say they are dead already. As a military chaplain, it has been my humble experience to officiate for such services. We honor ALL who have made the ultimate sacrifice of their lives.

Some Observation on Social Security
The government seems to think by changing the name of SSC contributions it gives them a means to refute this program in the future. It’s free money for the government to spend under this guise.
It is really sad to think that most people will just roll over and accept this as if there is nothing that can be done, but maybe there is if we make a little noise about our displeasure with what they have done to today’s retirees. Subject: New SS Checks

Benefit Payment.
This isn't a benefit. It is our money paid out of our earned income! Not only did we all contribute to Social Security but our employers did too. It totaled 15% of our income before taxes.
If you averaged $30K per year over your working life, that's close to $180,000 invested in Social Security. If you calculate the future value of your monthly investment in social security ($375/month, including both you and your employers contributions) at a meager 1% interest rate compounded monthly, after 40 years of working you'd have more than $1.3+ million dollars saved!
This is your personal investment. Upon retirement, if you took out only 3% per year, you'd receive $39,318 per year, or $3,277 per month.
That's almost three times more than today's average Social Security benefit of $1,230 per month, according to the Social Security Administration. .
And your retirement fund would last more than 33 years (until you're 98 if you retire at age 65)! I can only imagine how much better most averageincome people could live in retirement if our government had just invested our money in low-risk interest-earning accounts.

Bub Williamson Park’s Makeover
Improvements are coming to Bub Williamson Park, located at 530 Grapevine Road. This park has been underutilized over many years and the proposed improvements include an arena soccer field, a new restroom building, dog park and children's play area. The City has contracted with T.B. Penick & Sons for the park design.
This project is currently in the design phase and construction is expected to begin in late 2016. The existing softball fields and associated fencing will be replaced with an arena soccer field with a synthetic turf playing surface accommodating youth and
adult leagues. The field will be lighted for evening use and will include bleacher seating. Other major program elements include an off-leash dog park with separate areas for large and small dogs and a children’s playground area. New drought tolerant landscaping, irrigation, signage, and fencing will also be included. The park facilities will also be upgraded to meet current Americans with Disability Act standards. Site furnishings will be upgraded throughout the park including picnic tables, benches and trash/recycling receptacles, bicycle racks, and drinking fountains. Win 10 do you want it or not?
Windows7 continues to be the OS (operating system) of choice for medium and large business. Corporate IT personnel don’t wish to bring a new PC OS (Win10) into their network of Win7 PCs, especially since Win10 has no new technology that could justify taking the time and trouble to “upgrade” the Win7 PCs. Enterprise users can buy new Win7 PCs but home and small business users who purchase PCs from “Big Box” stores find that Win7 PCs are no longer on the shelf. New Win7 Pro and Home notebook and desktop PCs are available in but only from builders like The Computer Factory or from Internet sources. have restored scores of PCs wrecked by Win10’s “free upgrade” and we have explained that Win10 is not an “upgrade” in the traditional sense in that it offers no new technology for users. We have exposed the real reason for Win10 and the free “upgrade” as being a Microsoft gambit to increase revenue through the sale of applications, cloud services and the collection and sale of user personal data.
With the exception of the “snoop” factor, there are no real problems with Win10, it is basically nothing more (and somewhat less) than Win7. The problem with the “free” Win10 “upgrade” offered by Microsoft is that it encourages users to do a “dirty” upgrade. A “dirty” upgrade is one where the Win10 “upgrade” is installed over an existing Win7 or 8.1 with the intent of maintaining, in situ, all files, data and installed programs. This is a bad idea. It often simply doesn’t work at all, works badly or works for a while but fails when Microsoft tries to install subsequent updates. The “dirty” upgrade attempts to preserve old file structures and drivers while overwriting the OS and often creates irreparable conflicts, sometimes erasing file structures and causing permanent data loss.

After the “upgrade” finishes installing and updating you can use “Edge” (Microsoft’s replacement for Internet Explorer”) to access the WWW and select your default browser (Chrome, Firefox, Edge etc). Next download your favorite free or paid Anti-virus. Then load (or download) your applications programs. Now you are ready to reload your user files. Attach the external storage device to your PC and scan it with your newly installed Anti-virus appli-
cation. Now you can reload you files.
Since Microsoft is committed to support Win7 until February of 2020 and since Win10 offers nothing new, most Win7 users will not benefit from the “free” upgrade. Win8/8.1 users are more likely to “upgrade” to Win10 because Win8 was disgusting. If you need help doing a “clean” “upgrade” to Win10 we charge $135. If you need a new Win7 or 10 notebook or desktop PC for home of business we have them. Often these days however, our users are finding that an upgrade to an existing PC or the purchase of a good quality refurbished notebook or desktop can be a better value option than a new PC.
If you decide to “upgrade” to Windows10 from Win7 or 8.1 there is a safe way to do it, our way. First back up all user files to an external device. On the “upgrade” screen there will be three items. The first displays Why Did the Chicken Cross the Road?

CITY OF SAN MARCOS AMENDMENT TO THE CITY OF SAN MARCOS TRANSNET LOCAL STREET IMPROVEMENT PROGRAM OF PROJECTS
NOTICE IS HEREBY GIVEN that on June 14, 2016 a public hearing will be held with respect to the City of San Marcos approval of carrying over projects from the 2014 Regional Transportation Improvement Program (RTIP) to the 2016 RTIP. San Diego Association of Governments (SANDAG), as the Metropolitan Planning Organization and the Regional Transportation Planning Agency, is required by state and federal laws to develop and adopt a Regional Transportation Improvement Program (RTIP). The RTIP is a multi-billion dollar, multi-year program of proposed projects for major transportation projects in the San Diego Region. Transportation projects funded with federal, state, and TransNet, the San Diego transportation sales tax program, must be included in an approved RTIP. The RTIP covers five fiscal years and incrementally implements San Diego Forward: The Regional Plan, the long-range transportation plan for the San Diego region. The current Regional Plan was approved by the SANDAG Board of Directors at its meeting on October 9, 2015. On September 23, 2016, the SANDAG Board of Directors will be asked to adopt the final 2016 RTIP. The City of San Marcos recommends programming the 2014 RTIP projects that are necessary to be carried over into the 2016 RTIP as they are either regionally significant, capacity increasing projects or are projects that are being recommended for TransNet revenues. All projects programmed with TransNet funds meet all the requirements of the TransNet Extension Ordinance and accommodate travel for pedestrians and bicyclists.
