horribly agonizing for the victims – but, the shameful fact is that these terrifying, final moments of life -are nothing new.

Children and family pet fatalities in hot cars have a long and tragic timeline in America.

And San Diego County is no exception.

ESCONDIDO, DATELINE: CALIFORNIA. Sadly, in San Diego County, these horrific deaths of both children and family pets left

in hot, parked cars is nothing new.

As far back as 30 August 2009, an Escondido resident walking through the parking lot of the Northgate Market, located at 606 North Escondido Blvd., noticed the anguished sounds of an innocent baby, crying loudly, and without cessation. Following the sound of an infant wailing in pain, the passerby saw a one-year-old baby locked inside a parked Honda Accord, with all the car windows rolled completely up.

Even though it was after 6 p.m., the summer temperature outside was a sweltering 96-degrees!

The heat inside the car was estimated by authorities to have been unimaginable, especially for a child barely born into the world.

The tiny baby was pitifully and mercilessly crying, nonstop, and the passerby saw the infant covered in sweat and in great distress! Panic-struck, the good Samaritan instantly ran to notify the Northgate

EPD Police Sgt. Mike Graesser broke the window of the locked car and rescued the baby who was quickly rushed by paramedics to the local hospital, where the tiny infant was slowly recovering under close medical care and supervision. Thanks to a good Samaritan and the quick action of Escondido’s Finest, this dangerous episode – miraculously -- did not lead to a fatality. Unfortunately, this is not always the outcome.

And it bears repeating, this tenacious and tragic San Diego County occurence is, shamefully, nothing new. DATELINE: SAN DIEGO AREA, EL CAJON, CA. Back on 27 July 2013, San Diego residents were stunned in front of their television sets as the newscast opened its broadcast with:

“4-MONTH-OLD BABY LEFT UNATTENDED IN HOT CAR, DIES.” Not 4-years-old, but, only 4-monthsold.

NBC-7 News San Diego reported: “A 4-month-old baby boy died Saturday after being found unattended inside a hot, parked car at an apartment complex in San Diego’s El Cajon area, around 1:30 p.m. The baby was transported to Grossmont Hospital, where it later died, according to El Cajon Police Lt. Eric Taylor.” Retrieved records for this report reveal the incident happened at the Belle Vista Apartments in the 500 block of North Mollison Avenue. The months-old baby boy, identified as Giovanni Soto (born March 13, 2013) was found unresponsive inside the vehicle and had been given CPR by police officers at the scene before being transported to the hospital.

According to records, ironically, it was a group of other neighbourhood children who, responsibly, went running to El Cajon resident and witness, Larry Singleton, who was going to the store.

According to Singleton: “A group of neighborhood children came running up to me, telling me that somebody left a little baby inside a car.” It was estimated that the small infant was left alone inside the car for several hours. The following day, on 28 July

Westminster, Colorado. Before school ended a few weeks ago, 12year-old Brody Ridder did what every kid does at the end of the school year. He took his yearbook to classmates and asked them: “Will you sign my yearbook?”

It’s a humbling question for a sixthgrader to ask. In fact, it’s a humbling question at any age. Because what if the person turns you down? What if they reject you? Frankly I’d rather try to sell someone Amway. Getting signatures in your yearbook has always been a big deal. When I was in sixth grade, the year before my father died, I remember when a history teacher wrote into my yearbook: “You have no idea how high you will fly, young man. You will fly not because flying is easy, but because you’re Sean Freaking Dietrich!” Her comment really stuck with me.

Ma was in the kitchen fiddling around when she hollers out, "Pa! You need to go out and fix the outhouse!"

Pa replies, "There ain't nuthin wrong with the outhouse." Ma yells back, "Yes there is, now git out there and fix it."

So Pa mosies out to the outhouse, looks around and yells back, "Ma! There ain't nuthin wrong with the outhouse!" Ma replies, "Stick yur head in the hole!" Pa yells back, "I ain't stickin my head in that hole! Ma says, "Ya have to stick yur head in the hole to see what to fix."

So with that, Pa sticks his head in the hole, looks around and yells back, "Ma! There ain't nuthin wrong with this outhouse!" Ma hollers back, "Now take your head out of the hole!"

Pa proceeds to pull his head out of the hole, then starts yelling, "Ma! Help! My beard is stuck in the cracks in the toilet seat!" To which Ma replies, "Hurts, don't it?!" ••••

So while everyone in school was cheerfully signing yearbooks, Brody joined in and asked people to sign his book. To his horror, almost all students refused to sign it.

At first it seemed like everyone was playing a collective joke. But no, it was no joke. Students simply didn’t care about Brody’s yearbook. Most just ignored him. The few that did sign his book just halfheartedly scribbled their names, nothing more. He got two, maybe three autographs.

Brody went home with empty pages and a hollow heart. To make himself feel better, the 12-year-old wrote himself a note in his own yearbook, then signed it himself. It read:

(Sunday), the El Cajon Police Department arrested the parents of the deceased 4-month-old baby boy. The City of El Cajon has never forgotten the incident and recently launched the “Stay Cool El Cajon” campaign to help raise awareness about the dangers of leaving children and pets in hot, parked, cars.

EXACTLY ONE YEAR LATER, NATIONAL CITY IN SAN DIEGO COUNTY ALSO HAS 4MONTH-OLD BABY LEFT INSIDE A PARKED CAR! The public often has a short memory because exactly one year after the death of a 4-month-old baby in El Cajon, another San Diego area, National City, also involved a 4month-old infant locked inside a parked car as the mother went about shopping. The infant was found unconscious in the car but, miraculously, survived.

The mother was handcuffed and arrested on Child Endangerment charges.

Between 1,800 and 2,000 dogs succumb, every year, to a most excruciating, terrifying death when left alone in hot, parked cars. “The San Diego Humane Society is urging all pet owners to be vigilant when travelling with animals after a North County dog died in a hot, parked car.”

According to retrieved official reports: “A Humane Law Enforcement Officer was investigating the case, which was described as a tragic death accident. A Carlsbad family had taken the family dog (identified as golden retriever) along on a drive Tuesday and did not realize the animal was still in the car when they parked outside their home. The dog was left in the vehicle for at least an hour, and was sick by the time it was discovered and rushed to Canyon Creek Animal Hospital,” the official finding stated. The suffering dog could not be saved and, sadly, later died. Carlsbad temperature along the coastline was in the 70s.

His mother saw the note and it broke her. Cassandra Ridder could hardly believe kids would refuse to write in a 12-year-old’s yearbook. Moreover, why? Brody has been bullied in the past, but this was a new low. What is this world coming to? Have we gotten so mean spirited as a culture that our children are numb to the basal needs of others? What does this say about us adults? Isn’t this our fault? Aren’t we responsible? Furthermore, what specifically does “basal” mean? Brody’s mom snapped a photo of her son’s handwritten note and posted it to a Facebook group. She was asking other parents to speak out against bullying. But something else happened. People saw her post and showed it to their high-schoolers. Many high-schoolers were outraged.

Escondido Police Chief Accepts Position in Menifee

Escondido Chief of Police Ed Varso has been selected to be the next Chief of Police for the City of Menifee, CA. Chief Varso’s last day with the City of Escondido will be Tuesday, June 28, 2022. The City will appoint an internal Interim Chief from the Department’s command staff to ensure that community safety and internal operations remain unimpacted.

Chief Varso served the City of Escondido for 21 years, and served as Chief of Police since January 2020. Chief Varso said, “While I am excited for the opportunity to lead the Menifee Police Department, it is sad to say goodbye to Escondido. Day after day I witness a level of dedication and professionalism from all members of the Escondido Police Department that is second to none. I wish to thank the Escondido community for all of the support it has shown not only to me, but to the entire Escondido Police Department. EPD is an outstanding police department and I know that it will continue to provide exceptional service for years to come.”

City Manager Sean McGlynn said, “While this is an incredibly exciting opportunity for Chief Varso to help build a new police department and bring his leadership to a new community, it is truly a loss for Escondido. We will work quickly to engage in a national recruitment to find a replacement who will continue to advance the mission and values of our organization.”

Escondido Grapples With Budget Issues

Escondido city officials will use a patchwork of accounting changes, spending cuts and one-time funding sources to cover an $8.5 million shortfall in the municipal budget for the fiscal year that begins July 1. Projections provided by city staff show the city facing red ink of between $3 million and $12 million annually over the next 18 years. As the City Council grappled with balancing its 2022-23 budget last week, the city is also considering a ballot measure asking voters to raise the city’s sales tax rate to deal with future deficits. Following the discussion, the council voted 5-0 to balance the $122 million operating budget with a one-time cash infusion of $5 million from two sources: a reserve fund for future pension liabilities, and part of Escondido’s $38 million allocation from the federal American Rescue Plan Act.

Mayor Paul McNamara unsuccessfully lobbied his colleagues to make up the entire budget shortfall this year with funds from city reserves and other one-time sources. “If we’re going to maintain a city that attracts people to live here, raise children and bring businesses in, we’ve got to maintain these services,” McNamara said. But council members Mike Morasco and Joe Garcia said they were willing to spend up to $5 million from reserves and one-time money to plug the budget hole and direct city staff to close the rest of the gap with budget cuts and

Why I Do What I Do

I’ve loved dogs all my life. Even when I was 4 and the neighbor’s dog bit me on the face (I had been warned)….it made no difference. I never got close to her again….but I

In 1991 my wife and I had a Labrador mix….Max the Psychic Wonder Dog. Mellow Max. After participating in a radio talk show about Pet Assisted Therapy they applied to become Therapy volunteers. Max passed the tests and they soon began visiting extended care facilities, Hospice patients, and children who had been removed from their families and placed in institutions.

Every month they visited a facility where they met an elderly woman who just laid in bed and stared at the ceiling. My wife would walk in, ask the lady if she wanted a visit from a dog, then sit down, reach over, and place the woman’s hand on Max’s head. After a few minutes she would tell the woman, “Okay. We’ll see you next time.”

One day the visit began as usual, until the woman began moving her fingers and petting Max. She turned her head and said, “I had a dog when I was a little girl.” She went on to tell my wife how she and her dog ran and played and laid in the afternoon sunshine. After a few

For example, between the last budget discussion on May 11 and this week, staff raised its projection of revenue from sales and property taxes by a combined $1.4 million, helping to cover some of the gap. Among members of the public who spoke to or emailed the council Wednesday, several urged the council to legalize cannabis dispensaries in the city to raise revenue, a proposal the council majority has previously rejected.

They only saw her a couple more times…but they were special times. One day I went along to a state operated facility that housed children who had been removed from their homes. The kids “earn” the visits with the animals through good behavior and progress. We took the animals and went into a large, enclosed yard. A few minutes later the kids with their counselors came out. Some burst out calling for their favorite therapy dogs. They liked Max because he was big and they could throw the ball and Max would bring it back. One little boy walked to the farthest corner of the yard and sat alone, on a big rock. One of the counselors explained that the boy hadn’t spoken a word since he had been removed from his home by authorities, but that he had been well behaved and earned the time in the yard with the animals. After Max had chased the ball and brought it back several times….he trotted over to the boy in the corner. Max nudged him with his nose,

Very sad to see Escondido Police Chief Ed Varso leave to assume leadership at Menifee Police Dept. in Riverside County. On the other hand, I'm happy for him and his opportunity to build the same type of leadership, integrity, effectiveness, and public support in Menifee as he has so greatly done here in Escondido. Varso was a model police chief who garnered widespread positive attention when he defused any potential rioting in the wake of the George Floyd debacle and other racially-charged events here in Escondido. I pray Escondido can continue his legendary legacy. On another note, kudos to your writer

then dropped the ball. The boy looked annoyed. He turned away. Max picked up the ball, nudged him again, then dropped it. The boy turned. After several times the boy caught on that Max wasn’t going to leave him alone until he threw the ball. So he did. Max got it, brought it back, nudged the boy, and dropped the ball. So the boy threw it even farther thinking Max would leave. Max brought it back.

After a few times Max stopped and leaned up against the boy on the rock. Instead of throwing the ball again, the boy reached and began feeling Max’s fur. He leaned over and felt the fur against his face. Max leaned right back into him. After a few minutes the boy lifted up Max’s ear flap. We were far enough away that we couldn’t hear, but we could see that the boy who didn’t talk was whispering. Max stood patiently…listening. The whispers got louder and pretty soon the boy was talking out loud. It was soft, but it was definitely a conversation. A few minutes later the boy was talking out loud. The tears ran down his face as he told Max about his parents. They kept him in a closet. The only time they let him

pets, once again, is nothing new in San Diego County and, in fact, has a disturbing, uncorrected happenstance.

As far back as 22 June 2015, this disturbing newspaper headline unraveled the patience and invoked the volcanic anger of countless San Diego County metropolitan residents:

“WOMAN ARRESTED AFTER DOG SUFFERS, THEN DIES IN PARKED CAR.” The San Diego news story grew legs and went national when a woman, identified then as 46-year-old Victoria Williams, left her pet dog unattended in her car. On the day that the dog was left alone in her car, Victoria Williams was inside the El Cajon Courthouse on Friday attending to some legal matters while temperatures outside soared into the mid-90s. Shortly before 1:30 p.m. on that particular Friday, a citizen flagged down deputies to report seeing a “distressed pit bull suffering” inside a vehicle parked outside the courthouse complex, with all the car doors locked and all windows rolled-up, according to the El Cajon police report.

“Officers were able to determine that the temperature in the vehicle was approximately 135 degrees (or higher), while the outside temperature was 95 degrees,” according to El Cajon Police Department Lt. Walt Miller. The sheriff’s personnel had to break into the car to get the dog out, which by then, had already succumbed to a most tortuous death.

The accused, Ms. Victoria Williams, a resident of Brawley in Imperial County, was arrested and booked into the Las Colinas women’s detention center in Santee, California.

She was released the next day on bail (Saturday morning) according to jail clerk records. The results of medical postmortem tests revealed that the dog died of prolonged exposure to intense heat, and Ms. Victoria Williams was found to be the legally-guilty party under the law.

ALTHOUGH THE AFOREMENTIONED EXAMPLES WERE ALL IN SAN DIEGO COUNTY, THESE CHILD & PET DEATHS EXIST ALL ACROSS AMERICA. The present endangerment of children and family pets left alone in parked cars is a viable concern in all 50 U. S. states.

On Friday, 10 May 2019, the Charles Sheriff’s Office in Waldorf received a most puzzling and odd-sounding phone call.

The bizarre words from the caller were clear from any static, and yet, the spoken words were not clearly understood. In fact, as improbable as it may seem, the actual voice of the caller sounded . . . well, he/she sounded like a mere infant! The best the authorities could do – was trace the call.

The phone call emanated from the parking lot of the St. Charles Towne Centre shopping mall in Waldorf. The arriving police and sheriff officers soon discovered something they were totally unprepared for!

In fact, they could not believe their eyes!

There, in front of the disbelieving authorities, were 7 tiny toddlers, from ages 2 to 4 years old. All left alone inside a hot car in the St. Charles Towne Shopping Centre, with all the car windows rolled up!

All of the tiny occupants were found “scared, and confused, and very sweaty!”

According to police reports, the County Fire & EMS (Emergency Medical Services) were called to the scene “STAT!” to tend to the small toddlers where, luckily, they were immediately rushed to the hospital for treatment and medical care. Miraculously, somehow, someway, the oldest of the bunch – a tiny 4year-old toddler -- managed to correctly call the Sheriff’s Office in Waldorf, using the cell phone left in the car! According to a police report, and the ABC-7 News team which covered the “miracle phone call,” all seven children from infant to baby toddler – aged 2 to 4 -- were rescued. None of them was old enough to know how to even try to open the cars’ door handles – but, somehow, the 4-year-old baby boy recognised and correctly used the cell phone! The story went viral around the world!

But the miraculous, happy ending for the tiny occupants – all was (not) good news for the mother who abandoned them in a hot vehicle for a lengthy shopping spree at the shopping mall!

The absentee mother was charged with child endangerment with tiny toddlers confined, dangerously, inside the vehicle (which only had one seat – the driver’s seat!), with all 7 tiny children sitting on the floorboard!

The Waldorf Sheriff’s Office is consulting with the State’s Attorney’s Office, regarding potential additional charges, with future concerns for

the tiny toddlers’ welfare.

SHOCKING, QUICK FATALITY STATISTICS: Children and family pets are in growing danger, everyday, of needless and unspeakable suffering and horrific death in hot, parked cars.

1. Of all the infants and small children who needlessly die in hot cars every year: 85% of them are age 5years or younger (some babies are only weeks-old). 2. 54% of all infant/children deaths in parked cars were forgotten by parents who, allegedly, left them alone in a locked car while temporarily away conducting errands or shopping.

3. Even on mild-weather days, baked heat in parked cars climbs quickly. Even leaving the windows partially open for incoming air and breezes does NOT help. 4. As for pets, they also are innocent, precious family members who are in danger – in rising, alarming numbers! Dogs can die of heatstroke within 15-minutes.

WHAT CAN SAN DIEGO COUNTY RESIDENTS DO IF YOU SEE CHILDREN OR DOGS LEFT ALONE IN ANY CAR OR OTHER VEHICLE WITH WINDOWS ROLLED UP? ANSWER: If you see a child or distressed dog in a vehicle, write down the vehicle make, model, and license plate number. Then try to locate the owner quickly. If the vehicle is near a store, quickly contact the store security guard to have the owner paged and if that fails, quickly call 911 and stay nearby until help arrives. More than half of all U. S. states recognise the severity of this problem and have enacted laws that prohibit leaving children or an animal in any vehicle unattended, in dangerous conditions – including hot weather. These laws also protect people who rescue distressed children or animals from such a vehicle.

Be prepared (in advance of any such scenarios), by checking with your own city police department and inquiring on further details on how to proceed in case you see such a situation.

IMPLORING THE HELP OF TELEVISION & NEWSPAPERS. Local, state, and national campaigns across the United States are, literally, begging for the assistance of the visual and print media to: “Please, help promote wider (and accurate) public awareness of this (needless) and heinous suffering and killing of our innocent children and family pets left abandoned in hot cars.” Shockingly, many Americans are totally unaware of this rising epidemic, ergo, the urgent necessity in promoting public awareness is crucial.

DANGEROUS MISCONCEPTIONS THAT ARE CAUSING MORE CHILDREN & PET DEATHS EVERY YEAR: “It’s NOT just a summertime problem!” Proper public education dispels misconceptions and, therefore, saves childhood and animal lives.

Surprising for many adults is the fact that childhood deaths in parked, hot cars is NOT just a seasonal or summer problem – it is a year ‘round problem, everyday of every year! According to research studies by the Consumer Report Program:

“Childhood fatalities with children left alone in locked cars is not just a summertime problem. Even on days with mild temperatures, the heat inside a closed vehicle can quickly reach dangerous levels within an hour, posing major health risks to small children or pets left alone inside.”

HOW QUICKLY DOES HEAT INCREASE INSIDE A CAR? Childhood and canine deaths have been widely reported on just a normal sunny day, and yet the heat can quickly build-up inside a locked car even if all the windows are partially left open and disabled, small children, or family pets are left alone inside the vehicle. Many adults just assume their children or pet dogs will be okay because they, themselves, don’t realise what it’s really like cooped-up inside a car with all the windows shut or even partially left open.

Replicated studies show that within an hour, such a car parked in bright sunlight: “Can bake-in an ambient temperature of 116-degrees Fahrenheit, with dashboards soaring to as high as 157-degrees, steering wheels as high as 127-degrees, and seats (where children and infants and family pets sit) reaching upwards to 123-degrees!”

FINAL LAST WORDS: “OH, IT WILL JUST BE A FEW MINUTES WHILE I GO INTO THE STORE. BESIDES, I CRACKED THE WINDOWS.” These were often the very last words or thoughts, before parents lost the lives of their children or family pets! Today, these parents forever live with the daily anguish and guilt that simply says: You could have prevented their death! You only plan to be gone for a few minutes, while the children and/or pet dog stays in the car?

Remember, temperatures inside your vehicle (even with cracked windows in 70-degree weather), can rise almost 20-degrees Fahrenheit: in just minutes!

out was to “do bad things to him.” Then they put him back in the closet. By now the boy was weeping. He buried his face in Max’s neck fur to wipe away the tears and runny nose. When he finally let go, Max picked up the ball…and dropped it on the boy’s lap. The boy threw the ball. Max retrieved it a few times before trotting off to find another kid to throw the ball.

A few days later we were told that the boy had started talking. He hadn’t talked to the police who rescued him from the closet. He hadn’t talked to the social workers, doctors, or counselors. Only to Max. They asked him why he never spoke until then.

He explained that the people who were mean to him told him that they had to hurt him because he was a bad boy. They said that, if he told anybody, then everybody would know that he was a bad boy and nobody would like him. They said that, if he told anybody what happened, they would have to go kill everybody he told to make sure they never told anybody else. Then the counselor asked, “Why did you decide to tell us now?”

He said that he told Max. Max still wanted to be his friend and play with him. Animals can communicate in ways that none of us can imagine. That’s why I do what I do.

Every dog has the potential to be somebody’s Max.

Some drivers think it’s OK to leave their passenger in the car for “just a minute” while they go into a store or bank. But that “minute” can easily turn into a fatal 15 minutes if the errand takes longer than planned. And even if the victim survives, being trapped in a roasting-hot vehicle for any amount of time is a miserable, frightening, scarring, and traumatic experience – which is totally unnecessary!

Distraction and forgetfulness are factors in many hot-car fatalities. Parents have forgotten to drop their kids off at daycare (often after a change in routine) and realised the error only after their small child was left in a sweltering vehicle all day.

After turning off the ignition, make it a practise to physically, turn around to see and not forget if the child is still in the child-seat.

More Effective Mental Health Treatment

Assisted Outpatient Treatment (AOT) is one of the most effective tools available for treating severely mentally ill persons. Legislation known as Laura’s Law was introduced in 2001 to make AOT available for persons who meet specified criteria for involuntary commitment, such as presenting a danger to themselves or others, or who are gravely disabled. My subsequent legislation, AB 59, extended the sunset date of Laura’s Law, and a majority of California’s 58 counties are now participating.

This year I will be joining Senator Susan Talamantes Eggman (D – Stockton) to co-author Senate Bill 1035 (SB 1035) which authorizes courts to inquire about the treatment progress of persons receiving AOT. Individuals who have recently left 5150 holds (involuntary 72 hour psychiatric hospitalization) or left conservatorships will benefit from a continuum of care that ensures medication compliance, essential for their recovery. Hopefully, the result will be long-term stabilization for these individuals.

SB 1035 passed the Senate without opposition in May, and last week it passed the Assembly Health Committee, on which I sit, also without opposition. Making AOT more available and effective will get people off the streets, reduce crime and substance abuse, and most importantly, it will save lives. As your state representative, I will continue to work on bipartisan solutions that address serious mental health and public safety issues that impact all Californians. Protecting our Schools

While the County of San Diego doesn't have jurisdiction when it comes to schools, I cannot sit by idly as we see the horrific school shootings occurring in our country. Over the past two weeks, I've received dozens of emails from concerned parents wondering if their child is safe in the classroom. My daughter teaches 2nd grade in North County, and school safety is front mind for all of us. Sadly, San Diego County has not been immune to school shootings. Over forty years ago, Grover Cleveland Elementary school was attacked and over two decades ago, Santana and Granite Hills High Schools were the targets of mass shootings. Most recently Kelly Elementary in Carlsbad experienced a terrifying incident. Schools are required to restrict access to campuses. This is a critical element to "harden" schools that will reduce the likelihood of an attack. Unfortunately, not all school districts have the resources to do what is necessary to keep children safer.

For example, the San Diego County Sheriff’s Fallbrook Substation Lieutenant contacted my office and asked that we look into providing a

fence around one of their schools. Through my District 5 grant program, we awarded $125K to purchase and install a fence and entry door at the elementary school in North County. Sadly, not all school districts have the personnel to apply for and administer grants. At Tuesday's Board of Supervisors meeting, I asked my colleagues to support my board letter seeking to assist local districts with making our schools safer. I'm pleased to say the item passed.

The County will now work with school districts to determine campus needs for school safety, hardening efforts, and school safety personnel then report back to the board with recommendations on opportunities for the County to partner and assist. Safe schools are essential to maintaining the well-being of students throughout San Diego County. We must be looking at all the ways we can protect our kids with a safe learning environment. Q: I have been trying to get a refund from Ticketmaster for two tickets I bought almost three years ago. I purchased two tickets for a Jim Gaffigan show at Radio City Music Hall in October 2019. I used a credit card and a Ticketmaster gift card to pay $224. The show was scheduled for April 10, 2020, then rescheduled to July 24, 2020, and finally to Sept. 24, 2021. I could not attend, so on Sept. 8, 2021, I requested a refund via email.

A few weeks later, I received a refund of $74 on my credit card from TicketMaster, the amount I paid using my credit card. But Ticketmaster still owes me $150, which is the amount I paid using a TicketMaster gift card. I have repeatedly asked Ticketmaster to issue a credit to my account. I have submitted numerous requests through the Ticketmaster app and via email, to no avail. I've tried several phone numbers, but none give the option to talk to a real live human. It's extremely frustrating. If you could help me get the refund, I would be very grateful. -- Diane Ashton, Morristown, N.J.

A: Jim Gaffigan is funny. Not getting your refund from Ticketmaster? I fail to see any humor in that. Ticketmaster should have refunded both the credit card charges and the value of the gift card. Its is clear: "We will issue a refund to the original method of payment used at time of purchase, once funds are received from the Event Organizer." There's no mention of gift cards being nonrefundable. Why the delay? Part of the problem may have been that you discarded the gift card after you used the credit. But that's just speculation. Ticketmaster could see that you paid for the tickets with a gift card, and it could have easily returned the credit to a new card -- if it had wanted to.

If this were a Jim Gaffigan routine, I could imagine him doing an impression of a Ticketmaster representative. "Oh," he might say, "You want a reeeeefund on that?" (OK, maybe it works better on stage.) Ticketmaster doesn't always refund tickets that are eligible per its policy. I've advocated a lot of cases where customers like you were left with worthless event tickets. You can blame the pandemic for some of it, but not all.

As I read the correspondence between you and Ticketmaster, I felt a little frustrated. You were polite and brief, and it looks like Ticketmaster just sent you form letters that didn't even answer your question. I publish the names, numbers and

Q: I booked a mother-daughter trip to Club Med Cancun. Before making the reservation, I spent two days working with a travel agent specializing in Club Med. She helped me with preliminary planning but did not look into the airport I wanted or the room type I mentioned.

I booked the trip online directly through the Club Med site and paid for it. I have the booking confirmation email showing it's paid in full, with no outstanding amount or remaining balance. I also booked the flights myself. I immediately contacted the travel agent and thanked her for her time. She asked me for my booking number and said she would get my file. I thought she would get a referral credit, and I was fine with that.

Somehow, Club Med changed my reservation with a new booking number and a deposit due of over $3,000. My travel agent contacted me with the invoice and said it was due that day. But she was not my travel agent. I did not give her my credit card information or contact information. I did not sign anything with her agency.

I had paid $4,152 directly to Club Med. My credit card statement shows the payment I made. The travel agent's invoice shows a different amount. Now I can't reach anyone at Club Med. I don't know how this happened. My travel agent tells me that Club Med will not let me check in if I don't pay the balance. Also, I can't cancel without losing the money I paid. I'm supposed to leave for Mexico in a few days. Can you help me straighten this out, please? -- Laura Keir, Glen Allen, Va. A: I see what happened to you. You felt guilty about asking a travel agent for help but then booking yourself, so you figured you would let the agent take a commission on your vacation. But then things took an unexpected turn.

The Man Who Would Be Bond

The British spy hero, James Bond, was created by a former Royal Navy intelligence officer. The fictious Bond was the hero character of novelist Ian Fleming, who was a planner and coordinator of clandestine operations during World War II.

tion in the memo was titled: "A Suggestion” (not a very nice one), which calls for dressing a corpse in a RAF uniform with an attaché briefcase chained to the wrist containing phony invasion plans and setting it adrift by a submarine of the southern Spanish coast. It worked. The Spanish picked up the body and the fake information in the briefcase and turned over to the Germans. After the War, a book was written which became known as “The Man Who Never Was.” It was made into a post-war movie starring Clifton Webb. In recent years the story has been put on film, “Operation Mincemeat.” Fleming also worked with U.S. General "Wild Bill" Donovan, President Franklin D. Roosevelt's special representative on intelligence cooperation between London and Washington. In May 1941 Fleming traveled to the United States where he assisted in writing a blueprint for the Office of the Coordinator of Information, the department which turned into the Office of Strategic Services and eventually became the CIA. In 1941-42, Fleming was in charge of “Operation Golden Eye,” a plan to maintain an intelligence framework in the event of a German takeover of Spain and Portugal.

Born May 28, 1908, Ian Lancaster Fleming would’ve liked to have lived many of the fictional experiences he wrote about in his series of spy novels. Working for Britain's Naval Intelligence Division during the Second World War is where Fleming got his ideas for creating James Bond. After the war in 1952, the son of a British Parliamentarian wrote his first novel, “Casino Royale.” It was a huge success with three printings to cope with the reader demand. In all, 11 Bond novels and two short-story collections followed between 1953 and 1966. The Bond novels revolved around the author’s experiences witnessed in the British Secret Intelligence Service. Commonly known as MI-6, Fleming was assigned I.D. code number “007,” and given the rank of a commander in the Royal Naval Reserve. The Bond’s stories rank among the best-selling series of fictional books of all time having sold more than 100 million copies worldwide. Fleming also wrote the popular children's story “Chitty-Chitty-Bang-Bang” for his son. In 2008, The London Times ranked Fleming 14th on its list of "The 50 greatest British writers since 1945.” Fleming's Bond creation has appeared 25 times in films and portrayed by seven actors. Fleming, who had inherited wealth going into service in 1939, proved invaluable in MI-6, and excelled in administration. Fleming was used frequently as a liaison with other sections of the British government's wartime administration and was noted for his clever ideas in espionage. Fleming devised a number of schemes to be considered for use against the Axis powers in order to lure German U-boats and surface ships towards minefields. The most notable of ideas on his list was to plant misleading papers on a corpse that would be found by the enemy. This suggestion was similar to “Operation Mincemeat,” which later was successful in 1943, to conceal a fake plan for invasion from North Africa. Fleming’s recommenda-

In 1942, Fleming formed a behind the lines group known as Assault Unit No. 30 Commandos. The specialist intelligence unit’s job was to be near the battlefield front in order to seize enemy documents from previously targeted headquarters. Much to his chagrin, Fleming did not personally fight in the field with his unit, but selected targets and directed operations from London. Members of the unit were trained to be highly skilled killers. The unit's most notable discoveries came during the advance on the German port of Kiel, in a research center for German engines used in the V-2 rocket, Messerschmitt Me 163 jet fighters and high-speed U-boats. Fleming would later use elements of these discoveries by his unit in his 1955 Bond novel, “Moonraker.”

In 1942, Fleming attended an AngloAmerican intelligence summit in Jamaica and, despite the constant heavy rain during his visit, he decided to live on the island once the War was over. The name of his Jamaican house he dubbed “Golden Eye.” It is where he wrote most of his Bond novels. Fleming himself mentioned both his wartime “Operation Golden Eye,” described the use of British naval bases in the Caribbean by the U.S. Navy. Fleming was married to Ann Charteris, who was divorced from her first husband because of her affair with the 007 author. They had one son, Caspar.

Fleming was a heavy smoker and drinker for most of his life and succumbed to heart disease in 1964 at the rather young age of 56. Two of his Bond books were published posthumously; other novelists have since produced Bond novels. Fleming's creation has appeared in film 26 times, with the first, “Dr. No.” Bond has been portrayed by seven actors, the first was the late Sean Connery.

Meantime, other high-schoolers had been seeing the post online and thinking the same thing, they wanted to help. Students such as Simone Lightfoot, a junior who found out about Brody from her fellow student. And Logan South, a junior whose family had spent a few hours discussing the issue.

Ideas were hatched. Plans were formed. A day later, there was a knock on Brody’s classroom door. Whereupon a throng of highschoolers entered his middleschool classroom unannounced. “We walked in,” said Joanna, “and we were like ‘Where’s Brody at…? We’re here to sign your yearbook, bud.’”

So just imagine. You’re Brody Ridder. There you are, minding your own business when a group of high-schoolers—all of whom you have never met—arrives in YOUR classroom to visit you.

There are senior girls in crop tops, junior guys in athletic jerseys, upperclassmen with multiple piercings, and young people with angular trendy haircuts that look like they’ve mistakenly fallen headfirst into a Weed Eater. And these people are all here for you. You.

The high-schoolers signed his yearbook. And the signatures never quit coming. Before long, Brody had over a hundred autographs from older kids he’d never met. Most entries were long paragraphs with uplifting words. Some notes contained phone numbers.

So when you asked an agent for help, and she started pulling up vacation options, she wasn't doing that just because she was helpful. She wanted to book the vacation and get her commission. You knew that, so when you booked the Club Med stay yourself, you gave her your confirmation number and allowed her to take over the booking.

That's where this drama should have ended. But it looks like Club Med somehow repriced your vacation and then presented your agent with the new bill. I spoke with your travel agent, and she had no idea why Club Med wanted another $3,000 from you. I publish the Club Med executive contacts on my nonprofit consumer advocacy site. You could have emailed one of the names and requested an explanation. I think a quick, polite note might have solved this mystery quickly.

I contacted your travel agent, who reached out to Club Med on your behalf. Apparently, Club Med's accounting department made a mistake and "repriced" your vacation package (that's industry-speak for charging more). I would have said: “No matter what your naysayers and oppressors say or do to you, Brody, these small-minded people have no idea how high you will soar one day, my friend. You will fly not because flying is easy, but because you are Brody Freaking Ridder. And don’t you ever forget it.”

As you may have heard, we are losing our Police Chief, Ed Varso. While I understand why he is leaving, I have to admit it is a great loss for Escondido. Chief Varso came in during a time when we were struggling as a community to maintain harmony among various groups. He led the charge in changing the image of our Police Department and restoring trust and confidence. During the COVID pandemic, when the populace was split on how compliance should be handled, he led enforcement in a reasoned way. During the BLM movement and other socially charged periods, his community engagement and calming manner maintained order in our city. He is a leader of high caliber and an asset to our city. His leadership of the men and women who risk their lives for us daily was unparalleled. We will miss him.

I want to publicly thank him for all his hard work and dedication to the residents of our city. I along with the city, wish him the very best in his future endeavors. Evolution; PCs vs Automobiles: part I of II

In 1992 Ari Luyendyk won the Indianapolis 500 with an average speed of 186 MPH. Only a single Indy 500 winner has had a faster winning speed in the ensuing 32 years. The world’s land vehicle speed record, 763 MPH, was set in 1997. The 1957 Chevy Bel Air family sedan had a top speed of 120MPH. Chances are that your cars top speed is no greater than the top speed of that average family car some sixty five years ago. Certainly there are high priced, high performance cars with horsepower and top speeds far greater than the car you drive, but the vast majority of us find no value in a car with capabilities that are of no practical use to us. Our cars are already capable of speeds that

There are interesting parallels and dramatic differences in the evolution of PCs and motor vehicles. In the early years both evolved rapidly as technology helped them better serve their intended purpose. Motor vehicles move people and materials from point to point. PCs automate the storage and processing of information. The middle of the 20th century saw the completion of our interstate highway system and the restructuring of urban roadways to accommodate motor vehicle traffic. The opening up of America to transcontinental motor vehicle access revolutionized our use of our personal cars. By mid-century the maximum speed limits were established on the various types of roads virtually eliminating any practical need to increase the designed speed and power of automobiles. Like motor vehicles, PCs went through dramatic and rapid changes during the 1970s and 80s. Developers recognized PCs as a way to automate a host of human activities and as a means to deliver information and entertainment. The flood of new applications demanded ever more power and speed. Gordon Moore of Intel famously floated

boxed for the U.S. Marine Corps and in his golden years shot pool for the San Marcos “Sticks”.

He was a loving father of six and a devoted husband of 57 years to Betty Lou Beitner who preceded him in death in 2005.

George L. Beitner, III, 94

George L. Beitner III died, Sunday June 5, 2022. Born June 17, 1927 in Bridgeport, Connecticut, he lived in San Marcos for 29 years. He was a Marine that served in both World War II and the Korean conflict.

George was a class of 1960 graduate of the University of Bridgeport. He had a lengthy career serving as Plant Superintendant for numerous Hospitals and Universities, in both Connecticut and California.

In his spare time, he loved being on the water and at one point built a boat. As a musician he was a member of the Connecticut Hurricanes. As an athlete, he played semi-professional football,

His remains will be scattered at sea at a private family service.

“Moore’s Law” based on the 24 month cycle typically required by engineers to implement new processes to double the number of transistors on an IC (integrated circuit). A hooded robber burst into a Wisconsin bank and forced the tellers to load a sack full of cash.
