Islamic extremists are using slick and well-produced videos and social media to attract American youths to join their jihad movement -- and declare war against their U.S. homeland.
A recent report by the Office of National Intelligence estimates that 180 American young people have traveled or tried to travel to radical outposts in the Middle East. The chosen youths are usually in their teens or early 20s, and approached over the Internet via sites like YouTube, Facebook, Twitter, Instagram, Skype, Sharespot and Kik.
Recruiters, generally using aliases and masked IDs, lure the kids with the promise of adventure and a better life. They encourage the youths to travel on a one-way ticket to locations like Turkey, where they will be met and brought to antiAmerican terror camps in Syria or Iraq. The innocent tourists soon have their passports and communication devices taken away and learn that they'll be trained to fight for radical Muslim beliefs, including plotting the destruction of the USA and Israel. Anyone who seeks to return to the states is out of luck. If the kids make it to their wartorn destinations, they'll be forced to fight or die. But if the FBI intercepts and arrests them first, they'll face federal charges and long prison sentences. In the past 18 months, there have been more than two dozen prosecutions, and currently there are open FBI investigations in all 50 states. "The recruitment of our young people is a growing threat," says renowned forensic psychiatrist Michael Welner in an exclusive interview for The Paper.

Dr. Welner explains that the process doesn't happen overnight: "There's a period of grooming where the recruiter befriends the target, and over weeks or months, the messages sent back and forth create an attachment to a stranger and a cause. The trick is to get the child wrapped up enough to leave the everyday behind.
"The American kids may eventually be told they'll be trained with weapons to defend Islamic freedoms, but the reality is they're joining a movement
whose sole purpose is impose sharia law, which mandates that they be prepared, in accordance with tradition, to shoot, behead or stone to death any "apostate" who doesn't share their beliefs -- including other Muslims."
Once a recruit enters a jihadist camp, they're trained to use automatic weapons and knives, and often fitted with suicide bomber vests. "The recruits are viewed as expendable cannon fodder and, because they are American, are props for further recruitment," says Welner, who has lectured
on the subject to law enforcement and the public.
"The kids are trained that death is a prelude to the pleasures of Paradise, which for males includes a reward of female virgins. Male suicide bombers have been known to not put the explosives near their genital area, thinking they'll still have their equipment in the afterlife." Radical recruiters don't discriminate about who they try to tempt to their side. Males are invited for the purpose of becoming warriors, while females are told they'll serve as nurses or brides for the men.

Although Conley claims to have renounced religious extremism, the judge pointed out that she recently had talked about violent jihad to a female imam who was mentoring her in jail.
While originally facing a fiveyear-prison term and a $250,000 fine, Shannon's sentence was lowered when she agreed to cooperate with federal authorities. When she leaves prison, she'll have three years of supervised release and 100 hours of community service where she must interact with "ordinary people." She's also banned from possessing any black powder or explosive materials. Said Judge Moore: "I'm not taking any chances."
"Hamzah" Khan is sitting in a Chicago jail now, awaiting trial after being charged with attempting to provide material support to a terrorist organization. He faces a possible 15 year sentence if convicted. The 19-year-old was arrested on
citizens who have lived in the U.S. for two decades and had their four children here, including a three-year-old girl. While the parents practice their faith, and sent their children to Islamic schools, they're not radical. The Chicago-area couple raised their kids to love both America and their religion. on Twitter by a man calling himself Abu Qa'qa. He told the kids to meet him in Turkey, and he would take them to Syria. The teens had slipped out of the house while their parents slept, leaving behind shocking letters. "An Islamic State has been established and it is thus obligatory upon every able-bodied male and female to migrate there," Hamzah wrote. "Muslims have been crushed under foot for too long. ... This nation is openly against Islam and Muslims. ... I do not want my progeny to be raised in a filthy environment like this."
And his sister wrote: "Death is inevitable, and all of the times we enjoyed will not matter as we lay on our death beds. Death is an appointment, and we cannot delay or postpone, and what we did to prepare for our death is what will matter." Federal agents discovered that she tweeted that she had just watched a beheading video and responded to it with a smiley face emoticon.

It might save your child's life. Restrict access to your passports. Keep them secure location, like a safety deposit box, until ed.

The State Senate has unanimously approved legislation by Senator Patricia Bates (RLaguna Niguel) that would crack down on convicted sex offenders who remove or disable their GPS (Global Positioning System) tracking devices.
SB 722 would address the increasing number of high-risk sex offender parolees who willfully remove or disable their GPS devices. According to the State Board of Parole Hearings, “the number of new GPS violation charges for sex offender parolees initiated prior to serving time in custody – in other words, new charges that occurred when they should have been serving time for an earlier violation – has increased after realignment from 99 cases in the 15 months prior to realignment to 495 cases in the 15 months following the start date of realignment.” Humboldt County, in Northern California. A killing spree in Orange County that left at least four women dead demonstrated the need for tighter penalties for removal of a GPS device. In 2012, two men on release from state prison for prior convictions of child molestation cut off their state-mandated GPS ankle bracelets and left California on a bus. By the time police caught up to the pair, the penalty they received for removing the devices was minor. One was sentenced to ten months in prison and the other received just eight months. After their release, four women were found dead and the two men were arrested for the murders they committed.

I am suspicious about the number of people on his staff that have resigned, but will wait for this to play out before judging. In reality, all it is is a waste of taxpayer money. He closed a library, which he then leased to a good friend and campaign contributor for a charter school for pennies on the dollar. He has cut open swim hours and recreation programs in Escondido to the bone with his "Full Cost Recovery" program. Based on his record, he will try to do the same thing to the County of San Diego. I have read many, many historical articles in The Paper over the past several years which I have enjoyed. I have learned many interesting facts about our state and the United

I have one complaint: I found the photograph on the front page of The Paper, Volume 45 No. 21 (May 28, 2015) extremely distasteful and objectionable. I read the complete article and I found it interesting, but I do not see the need to show a photograph of a woman who has been hung. I find the use of the photograph offensive. I do not understand after reading the article, why you felt it was a needed component. Perhaps a map of Texas or San Patricio County in Texas during roughly the same period (1860's) would have been a better choice for the front page. Or perhaps, a photograph of the area. I do not feel that the photograph you used (especially being on the front page) added anything to the article, rather, it made reading the article quite disgusting. Maybe your intent was to place that photograph on the front page to shock people into picking up a copy and reading The Paper. I picked up the copy at a local restaurant and after looking at the front page, I was disgusted and not interested in eating my meal. I generally enjoy reading your local paper on a regular basis,

A Major Step in the Fight Against Epilepsy
As many doctors will attest, the prompt availability of medication is essential for the successful treatment of epilepsy. Government bureaucracy and red tape should not prevent epilepsy patients from having early access to cutting-edge drugs that have been proven successful in controlling this serious disease.
Since early treatment is so important, I introduced Assembly Bill 68 (AB 68), which allows Medi-Cal beneficiaries to promptly access the drugs necessary for controlling their condition. Since new drugs and treatments are being developed so rapidly, insurance formularies are often out-of-date and unable to keep up with the advances. Consequently, current step therapy programs and drug formularies can prove to be barriers for

Carlsbad Library Summer Reading Program Begins June 22 - Carlsbad’s summer reading program for adults, teens and children begins on June 22 and runs through August 7, at all Carlsbad library locations, and is free for all ages. The adult program focuses on readers ages 18 and up. Readers fill out review cards for every book they read or listen to and receive a ticket for a chance to win a $20 bookstore gift card. The teen program is designed for students from seventh to 12th grade. The children’s program includes children ages three through sixth grade. Readers can pick up a reading log at any city library location to record what they are reading, and find out the reporting hours at each location. Books, magazines and newspapers can be counted on the reading log. Teens and kids can take their reading logs and report to a city library as often as once a day. Each report earns a ticket for the weekly prize drawing. After seven reports, readers receive a summer reading program T-shirt. After 10 reports, readers receive complimentary passes to area museums. Prizes are distributed while supplies last. Special events for children and teens are also planned at each library location. The city also offers a program for babies and toddlers, from birth to age three. Parents and childcare providers perform reading activities with little ones to earn a prize. AB 68 creates an expedited 48 hour appeals process for Medi-Cal patients, allowing rapid and early access to the drugs they need by replacing the multiple appeals processes and long delays many patients are currently experiencing. I am very pleased to report that AB 68 passed the full Assembly by a unanimous, bi-partisan vote on June 3. The bill will now be forwarded to the Senate, where prospects for final passage appear to be bright.
In the long run, I believe passage of AB 68 will result in improved health care and better lives for thousands of epilepsy patients living in California, as well as lower Medi-Cal costs and better stewardship of hard-earned taxpayer dollars.

If blood sugar is too high they call an ER doc to find out the dose of insulin to give. If dangerously low they check to see how much glucose or glucagon should be given. EMTs ALWAYS carry insulin with them ... how else are they able to treat diabetics with severe hyperglycemia?

Magna Carta, the Foundation of Law
Next week, June 15, will mark the 800th anniversary of one of the world’s most important documents, which first afforded the basis of law in protecting an individual’s rights from illegal imprisonment, as well as access to swift justice and a limitation on taxation. It is known as the Magna Carta. The document was meant to protect the English aristocracy from the whims of the monarch, but over the years it has been used as the basis for law throughout much of the Western world. Up until 1215, English monarchs could do anything they wished upon their people. The barons forced King John, who was known for his cruelty and unfair treatment, to sign the Charter at Runnymead. First drafted by the Archbishop of Canterbury, the Charter was designed to make peace between the unpopular King and a group of rebel barons. The provisions of the Magna Carta were to be enforced by a council of 25 barons. The Charter was annulled by Pope Innocent III, when neither side stood behind their commitments, causing a war among the gentry. However, the Magna Carta’s essence has remained viable.
After King John's death, in 1216, the regency government of his young son, Henry III, reissued the document in an unsuccessful bid to build political support for the King’s cause. Over the next several years, the Charter was used as

a fund-raising device for monarchs. King Henry issued a new charter in 1225 in exchange for a grant of new taxes; his son, Edward I, repeated the scheme in 1297, but this time finally confirming it as part of England's statute law.
The Charter became part of English political life and was typically renewed by each monarch in turn, although as time went by and the fledgling English Parliament passed new laws, it lost some of its practical significance. At the end of the 16th century there was an upsurge in interest in Magna Carta. Lawyers and historians believed there was an ancient English constitution, going back to the days of the Anglo-Saxons, that protected individual English freedoms. It was argued the Norman invasion of 1066 had overthrown these rights, and that Magna Carta had been a popular attempt to restore them, making the Charter an essential foundation for the contemporary powers of Parliament and legal principles such as a writ of “habeas corpus” – proof that a person has been legally arrested and charged. The Magna Carta influenced

the early American colonists of the 13 Colonies and the formation of the American Constitution in 1789, which became the supreme law of the land in the new republic of the United States.
Magna Carta still forms an important symbol of liberty today, often cited by politicians and campaigners, and is held in great respect by the British and American legal communities. It has been described as "the greatest constitutional document of all times – the foundation of the freedom for the individual against the arbitrary authority of the despot." In the 21st century, four copies of the original 1215 Charter remain in existence, held by the British Library and the cathedrals of Lincoln and Salisbury. There also are a handful of the subsequent copies in public and private ownership, including copies of the 1297 charter in both the United States and Australia. On Feb. 3, (of this year), the four originals were displayed together at the British Library for that one day to mark the 800th anniversary of Magna Carta.

Grass areas to go brown in San Marcos
California is in new territory facing its fourth consecutive year of unprecedented drought. The Governor’s April Executive Order requires all of us to come together to do everything we can to cut water use. In response to California’s worsening drought and Governor Brown’s Executive Order issued April 1, residents can expect to see browner grass areas along San Marcos public medians, parkways and City streets. As part of the same order, the City will also reduce watering of landscapes by at least 25 percent compared to 2013 water usage. The affected grass areas will soon turn and remain brown until alternative designs and resources are developed. The City apologizes for any interim aesthetic concerns and requests patience from residents as San Marcos works to convert the affected lawn areas into more sustainable landscapes. The season must include children’s shows with an educational message, dance, comedy, and artists who are culturally relevant. Musical concerts should reflect a range of genres, from classical to rock, and among those groups, the staff must find available artists who people want to see, with fees that don’t deplete the annual budget.

The Vista Conservancy is hosting a Trail Walk and Bike Ride along the Conservancy’s nature trail. The trail runs along Buena Vista Creek - from Wildwood Park to Vale Terrace Drive, near Brengle Terrace Park. Head to the sign in location (751 E. Vista Way) at 9:30 am. A Bike Safety presentation will take place at 9:45 am and everyone will hit the trail at 10 am.
The public can also take part in a free workshop to learn the basics of composting and vermicomposting (worm). The event takes place at Alta Vista Gardens, which is located in Brengle Terrace Park (1200 Vale Terrace Drive). The twohour workshop begins at 10 am. Oceanside Independence Parade
The annual downtown Oceanside Independence Parade will take place on Coast Highway from Wisconsin Avenue to Civic Center Drive, beginning at 10:00 am on Saturday, June 27th. More that 120 parade entries are expected to march, roll, walk and drive down the famous 101 Coast Highway. Friends of Oceanside Parks, a non-profit group founded in 2011, has donated nearly 3,000 American flags for the event, which is sure to be a crowd pleaser!! The “Made-in-USA” premium cloth 4x6 and 8x12 flags will be distributed by MainStreet Oceanside volunteers and Oceanside ROTC high

“That covers booking agents, direct staff, the ticket office, the marketing budget, artist fees and technology costs. We were overwhelmed by the community’s response last year. It was way beyond what we anticipated, so we had more confidence in booking shows for this year.” On Sept. 23, the San Francisco Comedy Competition launches the CCAE season with a roster of stand-up comics determined to win the semifinal round.

No one is going to sympathize with you when your business PC’s hard drive goes “sneakers up” with all of your businesses accounting and billing files. Whose fault is it when your home PC’s hard drive takes a dump with your wedding pictures, tax records and a ten generation family tree. It’s like having a friend get arrested for drunk driving. You can feel sorry for them, but you know that it was their own high risk behavior that caused the problem. Sometimes we can save the files from a failed hard drive but sometimes we can’t. I came across your cover story titled, Cold Case (May 12, 2005) in The Paper. My brother, Phoutone Lothirath was a resident of Escondido. He was murdered in his home on Halloween night in 1995.
This year will be 20 years and the case is still unsolved. Would you please run a story asking for the public’s help? Several years have passed and I am praying that someone who is aware of this case will cooperate and come forward. The murder took place in my brother’s home, located on West 9th Ave and South Upas Street in Escondido on Halloween night in 1995.
The person responsible was an Asian male, who had worn a bandanna covering his nose and mouth. He had posed as a trick or treater when he had knocked on the door. My 10 year old nephew had opened the door. The masked man said to him, “trick or treat.” At that time my nephew turned to grab the candy bowl and then he turned back to the man. The man entered the apartment and pointed the gun at my nephew and ordered him to

Many folks rely on media like CD/DVD or flash drives to back up important files, others use external hard drives. These strategies work when users are diligent in maintaining timely updates and checking to make sure files have been properly copied. A lot of us aren’t that diligent and don’t find out until it’s too late that our back-up strategy was flawed.
For many years we’ve recommended automatic “cloud” back-up as an alternative. Carbonite is the best known of these services. Last week we got a notice thanking us for renewing our account. They billed our credit card for $99.99 instead of the $59.99 per year of the original contract. We called Carbonite’s customer service and found we had failed to “uncheck” the “automatic renewal” box when we signed up. When they renewed the plan they “defaulted” to the more expensive “popular” plan rather than the “Basic” plan we had. Making “automatic renewal” a “pre-checked” and not to an obvious sign up option and automatically “upgrading” subscribers upon renewal are sleazy but not uncommon practices these days. In exploring the benefits of the “Personal Plus” $99.99 over the
“Personal Basic” $59.99 account we decided to keep the Personal Plus. Carbonite has several plans for personal and business use but for home use and most small businesses, the “Personal Plus” is a powerful tool.
“Personal Plus” integrates in house (external hard drive) and offsite (cloud) storage to give users real security and convenience. While file data are safely stored in the cloud, the external drive option maintains an up to date image (duplicate) of the internal hard drive. In the event of internal hard drive failure, the external drive can either restore the entire system or simply replace the internal drive. With “Plus”

The Sheriff’s Department reported Tuesday that their investigation revealed that William Gery fatally shot his ailing 84-year-old wife Inge, called deputies at 3:39 p.m. to report what he had just done and said he was going to turn the gun on himself.
The gunman took off into the night.
The Laotian Asian community in Escondido is a small tight knit group. They all were aware of what happened to my brother but, no one was willing to speak with the police, possibly due to loyalties at the time the crime was committed. I am praying that after 20 years have passed, those loyalties have died and someone may be more cooperative.

Deputies responded to the double-wide home, at the San Marcos Mobile Estates on Barham Drive. They cleared out neighbors and tried to coax the man out, but he did not respond. Deputies eventually used a flash-bang device and entered the home, where they found the bodies of the couple. Each had been shot in the head. Deputies found a handgun, along with a note essentially outlining the murder-suicide plan. The also found other documents, needed for officals following a death.

She’s healing, slowly but surely. ••••• Kudos to Escondido City Councilmember Olga Diaz for attempting to raise the issue of a puppy-mill ordinance at a recent Council Meeting. It would have been similar to the one enacted by the City of Oceanside and currently being studied by San Marcos. No other member supported her request and several of them voiced their opposition to any such ordinance.
Now that Hizzoner, Mayor Sam Abed has declared his candidacy for County Supervisor, he should be aware that there are a lot of voters out there who strongly support legislation that will get rid of puppy-mill marketing tools, such as stores that sell puppymill pups and dogs. One wonders if he might lead a campaign on the present city council for such legislation and, if elected as Supervisor, if he would pledge to do the same at the county level. We are not sure of present County Supervisor Dave Roberts position on this issue . . . but be assured we will find out. Thanks to Olga for raising the issue.
