In almost all of these cases, ingestion of excessive amounts of almost any opioids will cause some degree of brain damage," said Lieutenant Suzanne Baeder, Head of the Professional Standards Bureau, current Public Information Officer, and long time supervisor of the narcotics unit of the Escondido Police Department. "The fentanyl problem affects all ages, from 8 to 65 and beyond," said Officer Teyechea. "We see victims from fine, outstanding families, (but) 90% of what we see are within the homeless community . . but even there, the story usually is the victim had a job, tried Fentanyl, became addicted, lost his job, and then became homeless. But the addiction followed him and, often, winds up killing him."

"I remember a case where we responded and found a Thanksgiving Meal on the table all set for the holiday . . . and found two people who had both overdosed. It turns out they thought they were doing cocaine but it had been laced with fentanyl and they

As members of law enforcement we are trained to 'compartmentalize' different cases . . . and we build walls, one for each type of case, that are supposed to protect us from getting involved emotionally. But a lot of these cases never leave you. Even after my shift is over and I return home . . . and try to regain a normal form of life . . . the memories will often come flooding back."

Officer Teyechea: "It hits me the same way. I have two children, ages 6 and 3, and I think of them and . . well, maybe I've just returned from responding to two or three Fentanyl calls, and I see what the results of fentanyl are . . . and those memories cause me to worry a great deal about the future my kids might be facing."

Lt. Baeder: "We sometimes will respond to 10 calls a day that are fentanyl related. Other days we might have two . . . but it's almost certain a day will not go by that we

Here is how fentanyl kills you, or your loved one: When it binds to the endorphin-releasing receptors, it can mess them up.

Because of that, your body cannot respond to low levels of oxygen or high levels of carbon dioxide.

Those are the two things that tell your brain — which controls your lungs — that you need to breathe. If the opioid is bound to those receptors, it cannot tell if the oxygen is low, or the carbon dioxide is too high and you eventually stop breathing and die.

What is Fentanyl?

Fentanyl is a synthetic opioid that is 50-100 times stronger than morphine. Pharmaceutical fentanyl was developed for pain management treatment of cancer patients, applied in a patch on the skin. Because of its powerful opioid properties, fentanyl is also diverted for abuse.

heroin. It can be injected, snorted, smoked or the patches can even be chewed or eaten. The effects of the drug occur extremely fast because fentanyl crosses the blood-brain barrier much quicker than morphine or other opiates.

Fentanyl has seen an annual growth of fentanyl overdose cases. Fentanyl is toxic . . deadly. The only known antidote is a nasal spray known as Narcam . . . it can, if administered in time, reverse the overdose effect. Even if the victim is revived via Naracam he or she is automatically and routinely taken to Palomar Medical Center where there are doctors on duty who have specific protocols to treat fentanyl (and other) overdoses.

The antidote for Fentanyl:

The great benefit of Narcam is that it is effective for reversing overdose symptoms on any opioid, not just fentanyl. There is no harm caused by administering the nasal spray. It also comes as an injection. Narcam has proven to be very effective with a high survival rate amonth victims.

Naloxsone (Narcam) counteracts the effects of fentanyl for only 30 minutes. (CBC News) County Supervisor Jim Desmond will be the featured guest at this month's Government Affairs Meeting.

It's Not a Just a Drug Anymore . . . It's Poison!

Last year, the leading cause of death in the United States for 18-45-yearolds was fentanyl. Fentanyl overdose deaths in 2021 exceeded 800 in San Diego County and will continue to grow in 2022 unless there is greater awareness and stronger policies in place.

Drug overdoses kill more Americans than car crashes, gunshots, or AIDS at its peak. But it's no longer just a crisis of prescription pills or heroin. It's a crisis of fentanyl.

Fentanyl is unlike any other drug problem in modern history. It's more useful to think of it as a mass poisoning than as a traditional drug epidemic.

“This is a new era,” said Bryce Pardo, the lead author of the new report and an associate policy researcher at RAND who specializes in drug policy. “We haven't seen anything like this since heroin first hit the streets more than 100 years ago.” usually blue, often with an "M" imprinted on one side of the pill and the number '30' on the other side. The pills are most often blue in color but have been found in other colors. A recent DEA Lab Study found that in counterfeit pills that contain fentanyl, nearly 4 out of 10 contained a potentially fatal dose of fentanyl.

Access to fentanyl:

Fentanyl is often made to look exactly like OxyContin, Xanax, Percocet, and others, and are being sold on Social Media on Instagram, SnapChat and Facebook. Teens often have several accounts on social media platforms, one that is "parent-friendly" and one that is hidden and private.

If it wasn't prescribed for you by your doctor and if it did not come from a legitimate pharmacy, chances are incredibly high that it is counterfeit and may well contain a potentially fatal dose of fentanyl, methamphetamine, a combination of both, or some other highly dangerous drug.

Often, the person supplying the fentanyl is known to your son or daughter. They go to the same school, they attend similar activities, they may even be good friends. Your son or daughter trusts them and they have no desire to harm your son or daughter. In many cases the dealer has no idea the pill they give your son or daughter contains fentanyl. And that is just one reason why fentanyl is such a terrible threat to our young people.

It is no longer necessary to go to "the shady part of town" to buy illicit and harmful, potentially fatal, drugs.

Recognizing a Fentanyl overdose:

With a fentanyl overdose the body becomes limp, and the person is unresponsive. The person may appear to be in a deep sleep. You may hear an exagerated, rough snore. This is the body struggling to get oxygen. Fentanyl is a respiratory depressant. Breathing may be slow, erratic, or non-existent. The pupils in the eyes constrict to pinpoint. Lips and fingertips may turn blue, if light skinned, grey, if dark skinned. This is another sign of lack of oxygen.

What to do if someone is overdosing:

1. Try arousing them by shouting their name, or, something shocking, "the police are here!" 2. Use the knuckles of your hand to rub their sternum HARD! 3. If you get no response, call 911, say "not breathing," or "Nonresponsive." 4. Perform rescue breathing, if needed. 5. If you have N aloxsone (Narcam) follow the directions on the box and administer a dose. 6. Continue with rescue breathing, if

County Getting Ready for Naloxone Vending Machines

The County of San Diego is readying a new tool to help fight the growing number of opioid overdoses in the region.

The County will install 12 naloxone vending machines throughout the region by next summer, with half of them scheduled to go up by the end of this year.

Naloxone, also known by the brand name Narcan, is a medication used to reverse overdoses by restoring normal breathing. The drug can prevent overdose deaths if used quickly and followed by medical treatment.

“Naloxone is a proven life saver in overdose situations and San Diego County Behavioral Health Services and its partners are working hard to expand access,” said Nicole Esposito, the County’s chief population health officer. “The enhanced distribution of naloxone into the hands of community

Based on preliminary data, nearly 900 people died from accidental opioid overdoses in San Diego County in 2021. That’s a 55 percent increase compared to 2020.

Registration and use will be anonymous and free of charge. Anyone who wishes to access the vending machines must first complete an online training. Once completed, individuals will receive a pin to access naloxone from the vending machines.

The Naloxone Distribution Program directly aligns with the San Diego County’s Comprehensive Harm Reduction Strategy, which was approved by the County Board of Supervisors last year. The program provides wrap-around services for San Diegans who use drugs.

In addition to the naloxone vending machines, the effort includes targeted outreach and trainings and partnerships with community-based programs.

Substance use treatment resources are available by calling the County’s Access and Crisis Line at (888) 7247240, calling 9-8-8 or by calling 2-1-1.

The ‘Rios Collection’ at CSUSM

Retired newspaper photographer Dan Rios’ more than 1 million images has been donated to the Cal State San Marcos University creating a historic collection of North County life on display in the Kellogg Library Reading Room.

Rios’ photographic work was accomplished first at the Escondido Times Advocate and then the North County Times when the T-A was morphed into the latter. He estimated about 1 million images in some 48,000 film strips make up his collection. Rios' photographic work covers five decades beginning in the early 1970s. The university honored Rios Saturday with a reception and an exhibit with some 50 friends and former colleagues in attendance.

Oceanside Police have identified and arrested a suspect in the hit-and-run death of 68-year-old Oceanside resident Cecilia Shu.

After weeks of canvassing the neighborhood surrounding the accident site and vehicle collision centers, investigators recovered the suspect’s vehicle. Combining physical evidence and witness statements, investigators identified the suspect involved in the collision as 34-year-old Oceanside resident Sean Richter.

Richter was taken into custody at the Oceanside Police Department on suspicion of felony gross vehicular manslaughter and hit and run with death.

sexually violent predator, Michael Martinez, who was convicted of four separate cases including child molestation, annoying/molesting a child and lewd or lascivious acts upon a child under 14. The judge denied the most recent motion to not place a convicted Violent Sexual Predator in Borrego Springs but Supervisor Desmond vows to appeal the ruling and to continue the argument that these human scum should be kept in a mobile home outside of the pentiteniary but still on prison grounds and not placed in a residential community within San Diego County.

Supervisor Desmond argued that Craig Blas should go to prison. has had been repeatedly arrested, and then paroled and released – 10 times since 2020. He was arrested most recently on May 11, 2022 for a probation violation. During the arrest, he was found with a handgun magazine, 36 grams of methamphetamine, 235 fentanyl pills, 3.6 grams of powder fentanyl, a loaded magazine, a digital scale, and baggies consistent with the kind used to package illegal narcotics. This time Blas was sentenced to 7 years in State prison thanks to Supervisor Desmond and members of the community who spoke in court. The judge listened.

During the hearing, Judge Simmons acknowledged all of the letters he received from residents in North County. Our community is safer because of everyone stepping up and voicing their concerns! Supervisor Jim Desmond knows the minds of the people. He knows how we think . . . is able to cut through red tape and get things done, and truly represents the people in his District.

The Paper thinks it is critically important that Supervisor Jim Desmond be re-elected as 5th District Supervisor.

Escondido Mayor Paul

McNamara, a retired Marine Corp Colonel, has consistently demonstrated the leadership traits he acquired during his service with the Marine Corps. He, too, is a visionary . . . anticipating future problems and coming up with solutions to prevent them from developing.

He is articulate and outlines real and potential problems and offering solutions. He is able to generally gather a consensus of voters and council colleagues that deal with today’s as well as tomorrow’s issues. He does an excellent job of conducting and leading city council meetings and works with varying viewpoints to accomplish a goal.

Former City Attorney and later City Manager, now retired, Jeff Epp, once made what I think is a profound statement.

As we Irish would say, they were in a high-stepping grand mood and were even singing a Scots Highlander tune! I tell ya mate, your "Man About Town Column" was bang-on when you said Friedrich works some kind of magic with Mary! We and others witnessed it! It's all true! They were like two small school children together, kicking up their heels and I was knackered just watching them!
