One could say, with justification, that the fight against the dreaded COVID-19 world pandemic has, literally, gone to the dogs.
Scientists and researchers are training dogs to sniff-out and detect the presence of the coronavirus disease in humans, or as one source put it: “If you’ve ever wondered what a pandemic smells like, and dogs could talk, well, you might get that answer.”

With the world crippled with neareconomic collapse, rising death tolls, and the global human psyche scarred from social isolation, once again Man’s Best Friend has come to the rescue, this time to help us fight the insidious and ubiquitous invisible villain, the Covid-19 pandemic. PLANET JOINS FORCES IN BOLD NEW EXPERIMENT TO FIGHT COVID-19. Leaving no stone unturned in our planet’s desperate fight against a most devastating enemy that is ravaging Earth
24/7, a revolutionary new international effort was launched just five months ago to train dogs to see if they could detect the SARS-CoV-2 virus, which causes the dreaded COVID-19 disease, a crucial step since an efficacious vaccine for world inhabitants may still be years away. Since March of 2020, this new global project of training “biomedical dogs” to detect the mysterious virus is happening in such diverse regions as the United Arab Emirates (UAE), Germany, Chile, the United

Kingdom, Argentina, France, Australia, Finland, Brazil, Belgium, the United States, and even the U. S. Army, which is networking alongside a research program at the University of Pennsylvania’s National School of Veterinary Medicine. And even though there are many diverse nations involved in this project, they speak as one cohesive group as they continue to share data, and network together for a common cause.

DOGS SHOCK WORLD OF SCIENCE & REVEAL MANY SECRETS BEHIND COVID-19. The shocking and unexpected levels of success of “bio detection dogs” has rocked the world of orthodox medical science, shattering many pre-conceived notions and galvanizing scientists and researchers – affording them with new hopes and dreams of better understanding a most elusive global pandemic which stubbornly remains, for the most part, secretive in its genesis, function, and its mysterious ability to sometimes go undetected among humans. Researchers who are closely observing, analyzing, and replicating COVID-19 detection dog experimental trials are learning newer and different methodology to detect the virus faster, and the ability to screen larger groups of people noninvasively, and with deadly accuracy. Better understanding of the spread of the mysterious virus, quicker ways to track it (e.g. detection

human life in our own San Diego County region. Detection is paramount in tracking and containing the disease.
SAN DIEGO COUNTY WILL BENEFIT GREATLY WHEN PANDEMIC “DOG SNIFFERS” ARE ASSIGNED HERE. In San Diego County, these medicallytrained alert dogs would be used at critical hot-spots of human activity where conventional testing is not readily available or even feasible, such as at San Diego’s three main ports of entry (border crossings), San Diego’s International Airport, various trolley and bus stations where passengers commute and travel non-stop, sporting events, protest gatherings, recreational activity at parks and beaches, hospital entryways, as well as our most vulnerable nursing and retirement homes, to cite just a few examples.
MOST COVID-19 DETECTION DOGS HAVE A 100% ACCURACY RATE! Early research data already shows that most bio-trained canines can detect people infected with the SARS-CoV-2 virus with uncanny accuracy, even when these people were asymptomatic, and even before some people were later tested positive in the future.
And it’s all coming together and working as planned, as dogs trained to detect the pandemic reveal an extraordinary success rate, even under the most challenging of test conditions.
The possibilities right here in our own San Diego County would be endless. And once more, cost effective as opposed to huge sums of money, especially during these economic hard times.
The impact of these dogs would be enormous and incalculable for

Simply put, “It would be very dangerous if the disease were not detected,” says International research scientist, Luca Barrett, director in charge of training dogs to detect COVID-19 at the worldrenowned German Assistance Dog Center (TARSQ).
Just as trained Medical-Alert Assistance Dogs have long baffled science with their ability to “detect” and “sense by instinct” epileptic seizures (before) they occur with their masters, or give “early warning” of hypoglycemia among diabetics (before) complications set-in, or give preliminary warning of impending stroke, so also have these amazing “coronavirus dog-sniffers” baffled science teams with uncanny and shocking accuracy of detecting even dormant or vestiges of the SARS-CoV-2 virus which blooms and eventually causes COVID-19. detection dogs have a 100% accuracy rate. A stunning result corroborated among a team of international experts networking and sharing data from several different foreign countries.
And medical scientists are not making it easy for these dogs to succeed, purposely adding difficult variables to impede their astounding progress – yet the dogs with their superior sense of smell and uncharted instincts, continue to astound, even under unrealistic conditions. To give just one example of how quickly bio-detection dogs catch on, it normally takes 6 to 8 weeks to train coronavirus dogs that have had prior experience in detecting other scents, for example for the military or police.
It takes 3 to 6 months for dogs that have had absolutely no prior training in scent detection at all.

The Day "Ike" Came to Town Several questions have been received by the Valley Center History Museum in recent weeks centered around a similar theme: did any president of the United States or any similar major public figure ever visit this area. The oneword response is "yes." While the History Museum remains closed due to the pandemic, answers to these and other inquiries are being provided following requests to the museum's email address, via surface mail or by telephone. Here is installment 18. While Dwight Eisenhower was the only president to visit Valley Center, governor and future president Ronald Reagan also came to town, as did two members of the Kennedy family. humans! They sniffed more than 1,000 people, both healthy and infected, identifying the coronavirus with a 94% success rate – with only five days of training!” Once more, when fully trained with normal time allotted, most of these dogs have a 100% accuracy rate.
DOGS MAY GIVE CLUES TO WHY REGULAR TESTING IS SOMETIMES FAULTY. The networking research teams unanimously assert that there is so much more that these specially-trained dogs reveal, besides blinding speed and accuracy of early detection. The coronavirus detection dogs also help researchers understand other mysterious unknowns about the pandemic.
For example, as officially reported from the international research teams, including the United States: “The dogs also help us better understand why conventional tests fail to give correct test results, because conventional medical COVID-19 tests may sometimes prove faulty, signaling a person is ‘positive’ when they are actually ‘negative’ or vice versa.” (International Press release (Reuters), Monday, August 24, 2020.)

TESTING MAY HAVE MORE FLAWS THAN WE THINK. “Early research indicates that a common test for COVID-19 may produce “false negatives” up to 30 percent of the time,” says Dr. Gary L. Roy (FAAP), President of the American Academy of Family Physicians. Such consequences of false testing can have severe repercussions, as Dr. Roy elaborates: “The main concern for “false negative results” is someone who (in error) tests negative, thinking they are not infected, could unknowingly spread the virus into the community.”
And according to the worldrenowned Mayo Clinic, the flipside of someone testing “positive” in error (for a variety of reasons), can also have severe repercussions. “False positive results can occur. It may be that the test detected antibodies to a coronavirus closely related to the COVID-19 virus or that the test quality was flawed,” according to the world-renowned Mayo Clinic with its networking partners here in the United States, which includes over 4700 physicians and scientists located in New York, Minnesota, and Florida. (www.mayoclinc.org July 11, 2020) All of which makes the international medical community even more determined to supplement standard testing strategy with trained biomedical dogs also at testing sites, as a “medical safety net.” OHIO

In addition to a visit by president Eisenhower, Rancho Lilac on Lilac Road hosted a number of visitors with a connection to the United Nations. All were house guests of Irving and Cecile Salomon. They are listed here.
DEVINE COVID-19 TEST RESULTS PROVE FAULTY. Just weeks ago, on August 6, 2020, Ohio governor, Mike Devine, prior to his plans to meet with President Donald Trump, tested positive for the coronavirus disease. Hours later, the governor took a different test and tested negative, over-turning the results of the first test. The first test the governor was administered was a rapid-fire antigen coronavirus test. Certainly, a valid and approved test for the virus. However, Governor Devine, for personal feelings, opted for a second test.
Although the first antigen test given to the Ohio governor is considered statistically reliable, the second test is considered more so. The second COVID-19 screening was a genetic laboratory test, which was conducted at the Ohio State University Medical Center.
It was this secondary test, which over-turned the first faulty diagnosis.
The medical faux pas quickly forced the governor to suppress public fears by openly stating to the press corps: “People should not take away from my experience that testing is not reliable or doesn’t work.”
Yet, a confused and concerned public were aware of what factually transpired. If testing is reliable, then why the second test – which

over-turned the first one? And how frequent does this actually happened?
Furthermore, the Associated Press quoted top experts as stating: “No test for coronavirus is perfect, and test results can be affected by a variety of factors, including (1) Type of test used, (2) Quality of the test, (3) When it was taken during the course of any infection.”
Reason number 3 above is not comforting, since the Ohio governor’s two tests were administered just hours apart. For many the question is not if present testing techniques are perfect or not, but rather, are they (a lot) more faulty than is being reported? And can bio-medical dogs be a viable and critical “second opinion” with their mostly 100% accuracy rate, working alongside regular testing sites? World experts say, “yes!” RACE CAR CHAMPION JIMMIE JOHNSON’S COVID-19 TEST RESULTS ALSO PROVED FAULTY. It happened again with another high-profile individual who, because of his fame, received wider public exposure through the vast media.

Man About Town The Black Telephone
Those of us old enough to remember when the phone was wired to the wall, usually in the kitchen, can relate to this story. I loved this read.
When I was a young boy, my father had one of the first telephones in our neighborhood. I remember the polished, old case fastened to the wall. The shiny receiver hung on the side of the box.. I was too little to reach the telephone, but used to listen with fascination when my mother talked to it. Then I discovered that somewhere inside the wonderful device lived an amazing person. Her name was "Information Please" and there

was nothing she did not know. Information Please could supply anyone's number and the correct time.
My personal experience with the genie-in-a-bottle came one day while my mother was visiting a neighbor. Amusing myself at the tool bench in the basement, I whacked my finger with a hammer, the pain was terrible, but there seemed no point in crying because there was no one home to give sympathy. I walked around the house sucking my throbbing finger, finally arriving at the stairway. The telephone! Quickly, I ran for the footstool in the parlor and dragged it to the landing. Climbing up, I unhooked the receiver in the parlor and held it to my ear. "Information, please," I said into the mouthpiece just above my head. A click or two and a small clear voice spoke into my ear. "Information."
"I hurt my finger..." I wailed into the phone, the tears came readily enough now that I had an audience. "Isn't your mother home?" came the question. "Nobody's home but me," I blubbered.

"Are you bleeding?" the voice asked.
"No," I replied. "I hit my finger with the hammer and it hurts." "Can you open the icebox?" she asked. I said I could.
"Then chip off a little bit of ice and hold it to your finger," said the voice. After that, I called "Information Please" for everything. I asked her for help with my geography, and she told me where Philadelphia was. She helped me with my math. She told me my pet chipmunk that I had caught in the park just the day before, would eat fruit and nuts.
Then, there was the time Petey, our pet canary, died. I called, "Information Please," and told her the sad story. She listened, and then said things grown-ups say to soothe a child. But I was not consoled. I asked her, "Why is it that birds should sing so beautifully and bring joy to all families, only to end up as a heap of feathers on the bottom of a cage?"
She must have sensed my deep concern, for she said quietly, “always remember that there are other worlds to sing in."
Letters to the Editor Memories
I saw lyle e davis leaving his Kiwanis Club meeting recently and it reminded me of the time Franci and I accompanied him and his Los Caballeros group on a big bus to Donovan State Prison years ago. The prison had a very special program called C.R.O. P. or, Convicts Reaching Out to People. Twenty prisoners shared their stories and implored the young people not to make the same mistakes they had made. They shared their individual stories of the gangs, robberies, and the violence and drugs, etc., and how their lives had been ruined.

Somehow I felt better.
Another day I was on the telephone, "Information Please."
"Information," said in the now familiar voice. "How do I spell fix?" I asked.
All this took place in a small town in the Pacific Northwest. When I was nine years old, we moved across the country to Boston. I missed my friend very much.
"Information Please" belonged in that old wooden box back home and I somehow never thought of trying the shiny new phone that sat on the table in the hall. As I grew into my teens, the memories of those childhood conversations never really left me. Often, in moments of doubt and perplexity I would recall the serene sense of security I had then. I appreciated now how patient, understanding, and kind she was to have spent her time on a little boy. A few years later, on my way west to college, my plane put down in Seattle . I had about a half-hour or so between planes. I spent 15 minutes or so on the phone with my sister, who lived there now. Then

the coronavirus disease on July 3, 2020, causing him to cancel his forthcoming big race, giving him great frustration and inner emotional turmoil. Johnson was quoted as saying: “I just had anger everywhere and used every cuss word that I knew. And I think I invented a few new ones!”
It wasn’t enough that Jimmie Johnson tested faulty as “positive,” his wife Chandra also had her separate COVID-19 test results, also wrongly classifying her “positive” for the COVID-19 disease.
Ordinarily, a couple might be inclined not to question both tests, separately conducted, since the odds of a couple within the same household having faulty test results seems, statistically, highly unlikely. Yet it happened. Jimmie Johnson bucked the odds and decided to second-guess what is normally considered to be reliable conventional testing results. Johnson’s instincts proved to be a wise one.
Three days later, the 44-year-old champion driver decided he wanted a second test. He (and his wife, Chandra) both tested negative, leaving Johnson extremely frustrated, confused, and scared. To this very day, Johnson says he is still left with more unanswered questions, which continue to frustrate and scare him.
Again, the concept of having a COVID-19 detection dog on site – as a secondary strategy along with conventional testing – is something the world’s foremost researchers seem to agree on, as many nations are currently training such dogs in a worldwide strategy to help prevent misdiagnosis. Because accurately detecting and tracking the deadly virus is paramount to containing and defeating its spread to preserve human life. What conventional testing techniques may miss, the uncanny and near-perfect accuracy of these dogs, may not miss.
COVID-19 DOGS NOT REPLACING NORMAL TESTING BUT ENHANCING IT. These specially-trained dogs are not a replacement for conventional medical testing techniques. Instead, these amazing detection dogs act as a “second opinion,” a precautionary measure, since all normal testing techniques are not foolproof and, therefore, may fail to properly detect SARS-CoV-2 , the virus which causes the COVID-19 disease. To repeat, what conventional testing may miss, the dogs very likely, may not.
Remember, Covid-19 dog sniffers are a quadruple threat against the virus: (1) They are highly-medically trained, (2) most have a perfect detection score, (3) their super-
Page 5
powered sense of smell has over 300 million receptors and (4) they have an uncanny sense of “instinct” which human and conventional testing lack; a mysterious instinct which still resides outside of scientific comprehension. There is something in the human biological and chemical makeup which Medical Alert Dogs can detect – and even “predict” impending disease before it occurs. ‘Stroke’ Medical Alert Assistance Dogs have served in this capacity since 2013. Medical Alert Assistance dogs also serve as an “early warning system” detecting Parkinson’s disease even (years before) a person has the disease. They predict breast cancer with a 93% probability; lung and colon cancer with a 97% probability; and even future dementia before begins to manifest and impair cognitive function. How these dogs accomplish these medical feats still evades total human comprehension. In the United Kingdom, the plan already is to deploy these amazing animals at actual Covid-19 Testing Centers, to serve as another viable form of screening, alongside of Swab Tests, for example. Australia hopes to implement the dogs very soon, to supplement regular testing areas already in place. The United States is expected to align itself with similar strategy soon, as part of this global research networking team. The United Arab Emirates (UAE) is, as you are reading this cover story, already using COVID19 detection dogs and have stationed them at various airports to quickly screen a wide array of moving people in an effort to control the epidemic. Airports and other heavily-traffic areas cannot medically test crowds of incoming people, other than a simple temperature test which is not considered “enhanced science” especially with asymptomatic people, or people who are not yet sick but might test positive later on. COVID-19 DOGS SCREEN 250 PEOPLE PER HOUR! FAST, ACCURATE, NON-INVASIVE. Amazingly, these bio-detection dogs have the uncanny instincts, accurate medical skills, and startling speed, which is necessary for large crowds. Incredibly, these Covid-19 medical dogs are able to screen up to 250 people per hour in preliminary testing! They have already proved successful in detecting carriers of the deadly virus, regardless if they are asymptomatic, or even before symptoms develop later on. Innovation Minister, Lord Bethel, of the United Kingdom, said he hopes the dogs can provide “speedy results” as part of the government’s wider testing strategy. Dr. Claire Guest, the co-founder of “Medical Detection Dogs” said she is, “Absolutely sure our dogs will be able to detect the odour of Covid-19.” Dr. Claire said the U. K had to find a “fast and effective” method to safely and, non-invasively, screen and detect the odor of the virus in people. DETECTING THE VIRUS IN HARD TO REACH AREAS OR NEAR-IMPOSSIBLE SURROUNDINGS . What may seem
September 3, 2020 impossible conditions for normal testing, is now shown to be possible for these specially-trained “medical dogs.”
In replicated trials from each country, dogs that have completed their coronavirus-detection training have shown their ability to screen and detect the virus quickly and accurately in areas where conventional medical testing sites do not exist. Bio-dogs can screen crowds, pedestrians, or passengers traveling through airports, train stations, international borders, as well as other public events such as conventions, sporting events, or any ports of entry, to give a few examples.
DOGS POSSESS SUPER POWERS WITH THEIR SENSE OF SMELL. While the average human being has about six million “smell receptors,” dogs possess up to 300 million! Additionally, the part of a dog’s brain which is devoted to “analyzing smells” is 40 times greater than ours. For example, K-9 police dogs can analyze smells and detect narcotics even if the dog is sitting adjacent to people barbecuing high aroma foods such as fish, hot dogs, hamburgers, or well-seasoned steaks and spareribs. How is this possible?
DOGS CAN ISOLATE SMELLS AND FILTER INCOMING AIR! Scientists have revealed that dogs can actually isolate incoming smells because a canine’s “olefactory centre” where the sensory smell system is located, is arranged in “folds” in order to be able to filter smells from incoming air. Something which continues to astound researchers today. Add to all this the fact that dogs also possess instincts, which humans lack and do not completely understand. Instincts and a baffling smelling system, allow these bio dogs to be able to alert, filter out, and detect the invisible COVID-19 disease, which has a peculiar and distinctive smell through chemical changes in people. Dogs in these COVID-19 tests have proven that they have a much greater “smell accuracy” rate than even the best man-made chemical sensors. As scientists and researchers have stated: “There have been many scientific attempts to create ‘electric noses,’ but nothing comes even remotely close to the ability of these COVID-19 detection dogs.”
WHAT BREEDS OF DOGS ARE USED TO DETECT COVID-19?. Different countries are using different breeds of dogs. In the United Kingdom, one Covid-19 detection trial was made with Labradors and cocker spaniels – experimenting if they can detect the virus from odor samples, and even before symptoms normally appear. The first phase of the trial was monitored and evaluated by The London School of Hygiene and Topical Medicine, at Durham University. Many countries, including the United Kingdom mentioned above,
more commonly use German Shepherds, Belgian Malinois, and Labrador retrievers, though many breeds can be used. Hunting dogs, such as the Labrador retriever, is a popular choice because of its bloodlines as a sporting dog, a genetic trait honed from generation to generation whereupon its nosesmelling ability in tracking live prey is highly sensitive and discriminatory. However, other socio factors may come into play. Cynthia M. Otto, Director of the Working Dog Center at the University of Pennsylvania’s Veterinary Medical Center, says: “When we talk to people who may be potential users, they felt more comfortable bringing Labradors into a big public setting rather than the German Shepherd or the Belgian Malinois.”
TECHNIQUES FROM SALIVA , BREATH & SWEAT SAMPLES ALL EXPLORED . In various trials, the super sleuth canines employ a wide arsenal of skills in their quiver, making traces of the novel coronavirus virtually inescapable to them.
Their many skills range from their mysterious ability to evaluate the mere scent of saliva or the breath of infected people and the secretions of sweat glands manifested by people infected from COVID-19, to cite just a few examples. In the UK, the first phase of the dog trials involved British NHS (National Health Services) staff in London hospitals, collecting odor samples from those infected from coronavirus, and those not infected. Yet, most bio-medical dogs are flawless with a 100% perfect accuracy rate. These tests are not easy, but instead, designed to be extremely difficult and potentially confusing for the canines.
Samples of breath and body odor would come from a difficult and diverse range of sources which may include anything from clothing, shoes, face masks, hair, anything that the infected person may have come into contact – which may encompasses their own body, of and by itself.
Dogs have previously been trained to detect malaria from just “foot odor samples,” such as with nylon socks worn by (apparently) healthy children in Gambia (a country in western Africa).
Professor James Logan, from the London School of Hygiene and Topical Medicine, said: “Our previous work has shown that malaria has a distinctive odour, and with Medical Detection dogs, we successfully trained them to accurately detect the disease. This, combined with the knowledge that respiratory disease can change body odour makes us confidentl that the dogs can also detect Covid-19.”
. Biomedical Dogs Cont. on Page 6
The Paper
Biomedical Dogs Cont. from Page 5
Regarding the plight of malaria, already, the dogs’ success level is so remarkable that they are at the precipice of not only successfully detecting the disease for treatment in Gambia, but malaria may actually be completely eradicated in that part of Africa. All due to these remarkable “biomedically trained” canines.
CAN ANIMALS CATCH COVID-19? According to the Center for Disease Control, yes, but it is not common. Three tigers and four lions contracted COVID-19 at the New York Bronx Zoo in New York City earlier this year, forcing the zoo to temporarily shutdown in March 2020. Some of the big cats developed symptoms, such as a dry cough.
Regarding household pets, viz. cats and dogs, the CDC officially states: “Treat pets as you would other family members – do not let pets interact with people outside the household. If a person inside the household becomes sick, isolate that person from everyone, including pets.” (www.cdc.gov)
CAN ANIMALS SPREAD COVID-19 DISEASE TO HUMANS? Yes, but again, it is very rare. Nonetheless, it is suspected that in China (where the COVID-19 is believed to have originated), it is (suspected) that a bat likely infected another animal before it infected humans, The ‘intermediary’ animal is still a mystery but some scientists (suspect) it may have been a scaly animal called a pangolin, aka a “scaly anteater.” Though many think of them as reptiles, pangolins are actually mammals. ARE DOGS TRAINED TO DETECT COVID-19 TESTED? Yes, all the dogs are regularly tested by (1) Nasal swab tests (2) Rectal swab tests (3) Blood tests.
ARE THE DOGS ACTUALLY SMELLING THE VIRUS? On strict medical and scientific terms, the answer is probably, “no.” When research scientists train dogs to recognize Covid- 19, the dogs are (believed) to be actually smelling and recognizing the odor that people make or “manifest” when they are infected with the virus. In strict scientific terminology: “When it comes to SARS-CoV-2 detection, we do not know (for sure) what the dogs are smelling. The volatile organic compounds (VOCs) given off in the sweat samples are a complex mix. So, it’s likely the dogs may be smelling and detecting a particular ‘profile,’ rather than the individual compounds.”

without thinking what I was doing, I dialed my hometown operator and said, "Information Please." Miraculously, I heard the small, clear voice I knew so well. "Information."
I hadn't planned this, but I heard myself saying, "Could you please tell me how to spell fix?"
There was a long pause. Then came the soft spoken answer, "I guess your finger must have healed by now." I laughed, "So it's really you," I said. "I wonder if you have any idea how much you meant to me during that time?"
"I wonder," she said, "if you know how much your calls meant to me. I never had any children and I used to look forward to your calls." I told her how often I had thought of her over the years and I asked if I could call her again when I came back to visit my sister. "Please do," she said. "Just ask for Sally."
Three months later I was back in Seattle. A different voice answered, "Information." I asked for Sally.
"Are you a friend?" she said.
"Yes, a very old friend," I answered.
"I'm sorry to have to tell you this," She said. "Sally had been working part time the last few years because she was sick. She died five weeks ago."
Before I could hang up, she said, "Wait a minute, did you say your name was Wayne ?" "Yes." I answered.
Well, Sally left a message for you. She wrote it down in case you called. Let me read it to you. The note said, "Tell him there are other worlds to sing in. He'll know what I mean."
I thanked her and hung up. I knew what Sally meant.

It’s always fire season in California
California has already reached historic levels in acres burned - 700 fires with over 1.3 million acres burned! As always, California’s first responders are on the job, protecting our lives, our property, our families, everything we hold dear. We owe them our cooperation, our respect and our support. Last winter’s heavy rainfall generated a huge amount of fuel in our arid region. Now that summer is winding down, that fuel is dry and just waiting for a spark. With Santa Ana wind season approaching, each of us needs to be prepared, and to have a plan for fires or any disaster that’s likely to strike. Defensible space around homes is absolutely essential, especially for those living in the backcountry. Everyone should have a family disaster plan that includes where to meet, how to keep in touch, what to do with pets and livestock, as well as gathering supplies including food, water and medication – all this must all be planned in advance. Once disaster strikes, it’s too late. There are many agencies and programs that can help you prepare a disaster-response plan for your

Good News, Bad News
We can start with some good news when it comes to our push to reopen San Diego. Our kids can go back to school! Last week, it was announced that all San Diego County schools can open. Now, it’s up to school districts to determine their best method of learning, including in-person with safety measures to protect students and staff.
While I’m pleased to see kids going back into the classroom, that is only half of the battle. We still have a 12% unemployment rate in San Diego County and every day businesses are having to close permanently. I’ve spoken to many business owners over the past few weeks who have voiced their frustration over the lack of guidance from the state, when it comes to reopening. Many small businesses don’t have weeks left; they’re barely hanging on. Last week, I, along with the mayors from Escondido, San Marcos, Vista, Carlsbad and Oceanside, called for the reopening of businesses. We are asking the state to open all businesses that were closed on July 12th, including places of worship, hair salons, gyms and indoor dining. Also, we are asking
the state to allow libraries, invitationonly receptions, street fairs, live music and LEGOLAND to be open under the safety guidelines. We have seen the San Diego Zoo and Sea World open their doors, while LEGOLAND has had to sit idle, which is inconsistent and unfair. I want to keep San Diegans safe, but I don’t want the cure to be worse than the virus. We can and should safely open businesses and protect our most vulnerable. Time is running out for many businesses, we must do all we can do to help!

Historically Speaking by Tom Morrow
J.P. Morgan: The Nation’s Banker & Entrepreneur
One of the key entrepreneurs who was key to building America was John Pierpont Morgan, New York entrepreneur and financier, who created the federal government’s financial system, as well as U.S. Steel and General Electric through his many acquisitions and consolidations.
John Pierpont Morgan Sr., born April 17, 1837, was an American financier and banker who dominated corporate finance and industrial consolidation in the United States in the late 19th and early 20th centuries.
Morgan played a key role in the financial reorganization and formation of General Electric, U.S. Steel, International Harvester and communications giant AT&T. During the early part of the 20th century at the height of Morgan's career, he and his partners had financial investments in many large corporations and had significant influence over the nation's high finance as well as U.S. presidents and members of Congress. He directed the banking coalitions that stopped the national Panic of 1907; was the leading financier of the so-called “Progressive Era,” and his dedication to efficiency and modernization helped transform much of today’s American business. Yet, he was dubbed a “robber baron” because he profited in the collapse of earlier businesses.
Morgan learned at an early age how to make money. At 26, during the American Civil War, in an incident known as the “Hall Carbine Affair,” Morgan financed the purchase of 5,000 rifles from a U.S. Army arsenal at $3.50 each, which he then re-sold to an Army field general for $22 each.
Morgan’s process of taking over troubled businesses to reorganize as known became them "Morganizations." He reorganized businesses in order to return them to profitability. Morgan’s reputation as a banker and financier also helped bring interest from investors to the many businesses he had taken over. At the depths of the Panic of 1893, the Federal Treasury was nearly out of gold in 1895. Morgan had put forward a plan for the federal government to buy gold from his and European interests. He came up with a plan to use an old civil war statute that allowed Morgan to sell gold directly to the U.S. Treasury, 3.5 million ounces, to restore the nation’s financial surplus, in exchange for a 30-year bond issue.
The episode saved the U.S. Treasury but hurt President Cleveland's standing with the agrarian (farming) wing of the Democratic Party, and became an
issue in the election of 1896, when banks came under a withering attack from Democrat candidate William Jennings Bryan. To maintain the status quo in business, Morgan, steel magnet Andrew Carnegie, and railroad mogul John D. Rockefeller, along with some Wall Street bankers donated heavily to Republican William McKinley, who was elected in 1896 and reelected in 1900.
By 1900, Morgan’s financial firm was one of the most powerful banking houses in the world, focused especially on reorganizations and consolidations. After financing the creation of the Federal Steel Company, Morgan merged it in 1901 with the Carnegie Steel Company and several other steel and iron businesses to form the giant United States Steel Corporation. The Panic of 1907 was a financial crisis that almost crippled the American economy. Major New York banks were on the verge of bankruptcy and there was no mechanism to rescue them, until Morgan stepped in to help resolve the crisis. Treasury Secretary George B. Cortelyou earmarked $35 million of federal money to deposit in New York banks. Morgan then met with the nation's leading financiers in his New York mansion, where he forced them to devise a plan to meet the crisis. Morgan organized a team of bank and trust executives which redirected money between banks, secured further international lines of credit, and bought up the plummeting stocks of healthy corporations. Ironically, a century later, in 2008, a similar financial debacle occurred. In 1913, realizing that in a future national crisis, there would unlikely be another J.P. Morgan for a rescue, banking and political leaders devised a plan that resulted in the creation of today’s Federal Reserve System. But a similar crises occurred 100 years later. In 2008, the J.P. Morgan-Chase bank emerged as one of the world’s largest banks, but that particular financial catastrophe, which saw the downfall of Lehman Brothers investment group, proved that no bank is “too large to fail.”
On March 31, 1913, J.P. Morgan died in Rome, Italy at the age of 75. He left his fortune to his namesake, John Pierpont Morgan ,Jr. The Morgan senior was estimated to have left a fortune at "only" $80 million, which prompted fellow mogul John D. Rockefeller to say: "… and to think, he wasn't even a rich man." Of the so-called “robber barons” of the 19th century “who built America,” financier Morgan was joined by oil giant Rockefeller, auto builder Henry Ford, steel magnet Carnegie, and railroad mogul Cornelius (the Commodore) Vanderbilt. Together, these men truly did financially and industrially build America with Morgan providing the necessary financial and organizational “glue” that held many of the nation’s important firms together.

Whendell’s favorite summer energy tips. Power down computers and other electronics when not in use. Start your dishwasher or laundry outside 4 p.m. to 9 p.m. Keep dryer vents clean; it will work better and reduce fire risks. Maintain A/C filters to maximize your unit’s cooling power. Avoid using extension cords to power air conditioners. Overloading power strips can create a fire hazard. A full fridge operates more efficiently; keep it filled with water bottles for an emergency.

Their talks and the actual prison exprience made a deep impression on the children and, as Lyle said, “none of his many young people ever had a prison record.” Los Cablleros charged each child $10 for membership. The fee was often a hardship but they needed to learn nothing is free. That is contrary to many politician’s philosophies.
Franci and I have been involved in the Kairos Prison Ministry at Donovan State Prison for some years and knew several of the life term priosners. It was a catharsis for them preparing the talks to give the guests. It benefitted them in admitting their guilt and doing such a wonderful thing for the children and their future. Knowing many of the prisoners, we asked why they hadn’t mentioned religion in their life changes and positive outlook.
They were told by the prison authorities not to mention religion in any talks. That was very unfortunate as we have known religion played a major part of their appreciation and outlook on life. The Los Caballeros program was just one of the unlimited contributions Lyle has made and continues to make. /s/ Neal and Fran Hook Escondido, CA.

Pastor Richard Huls (Retired) RACISM AND ISMS
Malibu is pet of the week at your Rancho Coastal Humane Society. She’s a 2 year old, 8 pound, female, Domestic Medium Hair cat with a Brown and White Tabby coat. She’s a shy girl. Her family will need to give her time to explore her home and gain confidence. Malibu was transferred to Rancho Coastal Humane Society from another shelter through the FOCAS (Friends of County Animal Shelters) program. The $100 adoption fee for Malibu includes medical exams, vaccinations, spay, and registered microchip. For information about Adoption by Appointment or to become a Virtual Foster log on to www.SDpets.org .
Occasionally I am asked to write an article from a religious view point. Such is this article. A vital and contemporary subject of interest is racism. This subject is by far bigger and greater than this space gives, but I will touch on it.
Racism, by definition, is racial discrimination. Or, if we want to, add any discrimination, which could include sexism and a host of other discriminatory practices. It is said that racism is our national sin. We don’t have to look far to find discrimination in all areas of life and indeed, world wide. It is, and has been, as old as mankind with only brief periods of relative unity.
Religiously, it began with Adam when he separated himself from his wife, Eve, by blaming her for his sin and tells God, “It was the woman you gave me.” From that day on women have been subjected to discrimination. The second big event, Biblically, occurs after the flood story and Noah. There is an attempt to build a
high tower to show man’s genius. God steps in to confuse the language, which separates the people, thus dividing and scattering them, creating differences of language and cultures. One of the most dramatic events of discrimination is when God chooses a special people, the Jews, calling them His only true people, setting up a world bias against them. Was this intended? If not, it nevertheless has occurred and continues to this day. The other discriminations are based on a wide variety of differences, happening every day – color, ethnicity, culture, language, religion, geography, politics – all forces driving this sin. This has led to ethnic cleansing, wall building, reactionary movements demanding equality, all in the name of righteous indignation.
Is there an answer for these isms? There hasn’t been so far. The League of Nations, United Nations, and various forms of governments such as socialism, communism, and even democracy have all faltered. However, while many reject the New Testament answer in Jesus Christ, He does bring us together with love for all, forgiving one another, serving one another, and living as one people under God as our mutual creator. That way we are neither black nor white, male nor female, rich nor poor, but fellow human beings created in the image of God.
Is this a fantasy, a pipe dream, unrealistic, impossible? Millions of people believe it is the only possible way. For counsel, guidance, and inspiration call Dial-a-Prayer 760 746 6611

San Marcos • Mayor Rebecca Jones Education Adapts in San Marcos
As public health mandates were implemented and businesses responded, it became clear that no industry was safe from COVID – even higher education. San Marcos is a hub of education with eight institutions of higher learning. When COVID hit, our educational leaders had to adjust quickly. California State University San Marcos and Palomar College, for example, both pivoted to online learning offerings in just four days. And that was no easy feat considering that all ‘experiential’ classes which include laboratories, art studios, performances, community engagements, group projects and more could no longer happen in person. Both institutions strongly emphasized their commitment to fostering continued student success efforts, despite new dynamics resulting from online courses. Educators have honed in on enhancing distance learning and reaching new students ‘virtually’ in the future. As public health restrictions ebb and flow, San Marcos’ higher education leaders are striving to increase their class offerings. It’s all about striking a balance between online and in-person learning to carry their educational offerings into the future, no matter what the health restriction landscape may be. Innovative thinking is at the core of San Marcos’ education leaders, and we applaud their efforts.
Escondido • Mayor Paul “Mac” McNamara Greetings Escondido,
Happy Labor Day weekend!
As I speak to a lot of residents, a common theme seems to emerge and that is that the country is divided more than it has been in the past. I would agree, we are having a robust debate about the direction of our country, but more than in the past, I don’t think so. In my mind, the Founding Fathers in their brilliance were able to establish against all odds an imperfect, but better system of government. The brilliance is that the system allows for corrections over time. And that’s what is going on now. The Labor movement is also one of those corrections. History tells us it wasn’t an easy correction. They never are. So, this weekend, when you think about why we are celebrating Labor Day also be encouraged and grateful that we have a system that allows change. And that today’s debate is not the end, but rather the promise of a better country. Stay informed, Be Kind, Remember your neighbor, and Stay safe! Semper Fi, Mac

New Program s Offer Relief to Tenants During COVID The City is providing temporary rent and emergency relief for Vista residents at risk of becoming homeless or who are experiencing financial hardship due to COVID-19. The two programs provide rent and emergency relief to qualifying Vista residents. It is vital we continue to support residents who have lost jobs or experienced financial hardship, as we are facing unprecedented financial impacts due from the pandemic. This program provides much needed assistance for residents and families in Vista who are at risk of becoming homeless. The City is partnering with North County Lifeline to implement the program. This crisis is devastating families who were already living on the brink of poverty. We hope to provide rental and other emergency assistance to Vista residents so that we can help reduce some of the long-term economic damage of this pandemic. Oceanside • Mayor Peter Weiss
With federal leaders in a stalemate, we are no closer to negotiating the next federal coronavirus relief package. While the standoff continues, cities and towns across the nation are imploring federal negotiators to get back to the table and to support direct and flexible funding to local governments of all sizes.
Since the beginning of this pandemic, cities have stepped up enacting emergency orders, setting up testing sites, protecting residents, supporting vulnerable populations and helping our Main Street businesses. Cities’ actions saved lives, but also resulted in unplanned expenses that are blowing a hole in city budgets, while at the same time facing severe revenue losses by cities that continue to grow. Cities must balance their budgets each year. Without federal assistance to address the significant budget shortfalls, cities will have no choice but to make cuts. These reductions mean fewer first responders, delayed or cancelled repairs to streets and sidewalks, and other service reductions that will set back our communities. Failure by the federal government to provide the relief locals need will cripple our recovery from this global pandemic. We cannot let that happen.

ly an optimal solution. One answer could be a powerful AIO (All in One) workstation with the entire PC built into the monitor; saves space and eliminates cords. With wireless everything, they have only a single power connection. Desktop PCs can handle multiple users in several ways. A hard drive dock can allow each user to have a separate drive is an inexpensive way to allow multiple users to safely use a single workstation. Providing each user their own notebook is yet another possibility. Setting up separate workstations for each user takes more space but a complete wireless workstation costs about the same amount as the household bill for cable and cellular service. The answer could be as simple as having a $200 Windows10

Only the Bold, the Best, and the Brightest, read The Paper
Editor’s Note: Recently, we received yet another note from a contented reader. He was in between trips but asked that we relay his thoughts and feelings to you, our reader.
He, too, has been a long time reader and claims the reason is because it makes him a more rounded person. He collects jokes from the Chuckles Column and is a hit at the parties he attends, usually after conquering a village or town . . . No wonder he is so bold!
First, I discovered America. Then, I discovered The Paper!
Ever since I can remember I’ve had the burning desire to discover new places, new adventures. Because of this, I set out to discover a new country . . . and I was successful. I even ventured inland a great many miles where I discovered a place I called Minnesota. “This,” I thought, “would be a great place for Scandinavians.” So I headed back to Norway to recruit settlers. While I was gone, some clown named Columbus claimed he discovered America. Life ain’t fair. Except life also gives us The Paper. I read it whenever and wherever I go exploring and only buy from those who

Virtual Training Classes for Kittens, Cats, Puppies & Dogs Change is hard for many of us, and there have been a lot of changes this year. Our dogs and cats struggle with this also and many undesired behaviors may occur as a result of their frustration. For the month of September, here is a list of some of the upcoming virtual training classes that the San Diego Humane Society will be holding. On the website, learn more about all the classes and search for articles about different behaviors, and in light of the fire season having started in California, include the featured class, Excellent in Emergencies (Dog & Cat), where you can access a broad range of pet disaster preparedness information. This class will be Live Online Classroom on Saturday, September 12th at 10am. This six-week course focuses on the skills you and your pets (dogs and cats) need to respond appropriately in emergency or high-stress situations — from encountering a loose pet to experiencing natural disasters like fires. In an emergency situation, it is important to be prepared well in advance. We’ll focus on recall (come), collar grabs and crate training as well as how to put together an emergency kit for your pets. No prior training required. Duration: 6 weeks. Cost: $160. All classes are Live Online Classroom. Website: sdhumane.org. Kitten & Cat Classes:
Kitten Socialization in Isolation; Sundays, September 6th, 13th, and 20th, all at 12noon. Designed for kittens up to 17 weeks of age. Class is free.
The Trainable Cat: Level 1; Sunday, September 20, 3pm (3week class; cost $70). The Trainable Cat: Level 2; Saturday, September 5, 12noon (3week class; cost $70). Puppy & Dog Classes:
Meet the Trainer; Weekly, varying days and times: Meet the Trainer sessions to introduce you to the training team so they can help you determine which class will be right for you and your pet. Free. Puppy Socialization in Isolation: Saturdays, Sept 5, & 12th, 9:30am, and Sept 19, 2pm; Sunday, Sept 6, 13th, & 20th, 10:30am; for puppies up to 16 weeks of age. Theodore Roosevelt's ideas on Immigrants and being an AMERICAN in 1907
'In the first place, we should insist that if the immigrant who comes here in good faith becomes an American and assimilates himself to us, he shall be treated on an exact equality with everyone else, for it is an outrage to discriminate against any such man because of creed, or birthplace, or origin. But this is predicated upon the person's becoming in every facet an American, and nothing but an American ... There can be no divided allegiance here. Any man who says he is an American, but something else also, isn't an American at all. We have room for but one flag, the American flag ... We have room for but one language here, and that is the English ... And we have room for but one sole loyalty and that is a loyalty to the American people.'
