themselves – ironically – gambling for long-term future ‘return-profits’ on their heavy investments. Such risks and financial dangers in attempting to “out-do” the competition is nothing new for California’s southland Indian Nations with casino/resort enterprises. Such casinodriven enterprises have fallen prey to overly-ambitious expansion projects in the past. For example, some tribal casinos were in “deep pockets” in financing developmental stages of hotel expansions and improvements when the 2007 Great Recession unexpectedly struck them dead in the water.

John Dinius, general manager at the Sycuan Casino at the time, vividly remembers, as he expressed to the print media back then: “We thought it would be prudent to put the brakes on that project when the economy did what it did.” Initially, Indian casinos have rocky beginnings, trying to navigate and get their bearings through early treacherous waters. As the late noted analyst, Dave Palermo, has pointed out, these casino enterprises require at least one calendar year before they really find their financial stride. And that’s just for the ones that survive.

Perhaps the single, biggest misconception, or myth, about the Indian casino resort and gaming industry is that they are all “automatic getrich” endeavors with a “100% guaranteed success business record” and a “zero failure rate.” Try telling that to such former San Diego County casinos as Santa Ysabel (44.8 miles east of Escondido, California) which opened on the Santa Ysabel Indian Reservation on April 11, 2007, then filed for Chapter 11 Bankruptcy on July 2, 2012 – after 5 years and 3 months of operation.

The casino, owned and operated by the Santa Ysabel Band of Diegueno Indians (Lipay Nation of mission Indians, aka Kumeyaay) officially closed its doors on its 349 slot machines, gaming tables (including poker and live blackjack) on February 3, 2014. Its total business operation ran almost 8 years, despite valiant attempts by Tribal Chairman, Virgil Perez, to remain solvent and to keep 115 staff jobs viable. Nevertheless, Virgil Perez must be congratulated and greatly admired for his tenacious efforts to avert bankruptcy status. Mainstream America never, or hardly ever, hears of these Indian casino failures.

According to an official 2018 financial report released by the National Indian Gaming Commission: “There are over 494 gaming operations owned by 243 of the nation’s 566 federally-recognized tribes.” This is an increase of 3.9% over 2016, totaling a massive $32.4-billion each year, which represents 43% of all casino gaming revenue in the entire United States. Overall, the national clout and financial influence of Indian casinos across the length and breadth of the United States is too colossal to ignore, by any reference point – cultural, financial, employment, or otherwise.

One prodigious example is that Indian gaming pays $9-billion in taxes and revenue-sharing payments to federal, state, and local governments. (Source: National Indian Gaming Commission, www.nigc.gov)

In fact, Las Vegas and Atlantic City marketers have already launched ambitious campaigns to “re-open” communications with their customer base with a promise to “listen better” and inquire as to why their visitor rates have plummeted in the first place. One Las Vegas website tells the tale in bold print: “The irony of all this is Las Vegas is in a slump when the overall economy is booming. You can bet this is an ongoing source of frustration and embarrassment among casino executives.” Since September of 2018, expansive fiscal findings revealed overall Las Vegas revenue to have plummeted over 12% year-over-year with stock market value also continuing downward. Earning reports showed “soft numbers” for the 2nd quarter with predicted headwinds for the 3rd quarter. Some financial gurus have gone on record as saying that the overall Las Vegas resort/gambling situation may possibly be heading from bad to worse.

All because the Nevada gaming industry, ostensibly, failed to truly listen to the constructive critiques and complaints from its once-loyal annual fan base which has dwindled by the thousands each year, according to multiple visual and print news sources.

The City of Carlsbad Police Department is seeking additional victims of theft from fitness center locker rooms. On September 19, Carlsbad officers arrested 32- yearold Mayra Vasquez of Carlsbad in Encinitas and booked her into the Vista Detention Facility for multiple counts of identity theft and burglary. The series began in December of 2018 and investigators have reason to believe there are well over 20 cases related to the Carlsbad series and at this time, at least 30 countywide cases. Evidence indicates there are still numerous cases countywide and potentially additional victims.

The suspect(s) would enter a fitness center and remove property from the locker room. At times, vehicle keys were taken, and the vehicle was entered outside the fitness center. Wallets and other property were taken, and identities were stolen. Investigators are asking victims who have had property stolen from a fitness center locker room to contact their local Police Department to report the crime and have it potentially added to this series. Once victims have filed a report with their respective agencies, we are requesting that they please con-

There appears to be heavy interest in the next election for Mayor of Oceanside.

The present Mayor, Peter Weiss, has said he will not run for Mayor; he may opt to run for the District 4 council seat in 2020.

Councilmembers Jack Feller and Esther Sanchez, both incumbents, have already stated their intent to run for the office.

Other potential candidates who have filed campaign finance documents include Rocky Chavez, a former council member and state assemblyman, Jerry Kern, a former three-term Oceanside councilman, and Ruben Major, an Oceanside paramedic for 20 years and first time candidate. Mayor Jim Wood held the job with strong support for more than 13 years. He resigned at the end of 2017 because of ill health after being re-elected with 63 percent of the vote, and the council then appointed former City Manager Peter Weiss as Wood’s replacement.

The Silver Award is the 2nd highest award a Girl Scout can earn, and it is the highest award a Cadette can earn. Working through the silver award challenges the girls to grow in areas of leadership, teamwork, goal setting, as well as analyzing and solving issues in our community. This Silver Award project is sustainable, and it helps resolve an issue and it helps the community.

Good friend George Burrola, owner of Aloha Printing in San Marcos is all smiles these days. He’s mighty proud, and with good reason, of his daughter, Chiara Burrola, who played a key role in Local Girl Scouts from Troop 4410 in Vista in helping to complete their Silver Award Project, a sustainable project to help the community. Three Girl Scout Cadettes, Chiara Burrola, Grace Lee, and Shaylee Martinez presented keys to the newly built Welcome Kiosk at the Alta Vista Botanical Gardens in Vista. The kiosk was built over 5 weekends in August and September. The cost of materials for the project ran nearly $1200. The project was funded through the sales of

NCIS investigators arrested Lance Cpl. Job Wallace in Navarro County, Texas, at a rest stop. Wallace was believed to be heading back to Camp Pendleton from Arizona last Monday but never arrived. A search began and he was found safe in Texas last Saturday evening.

Details as to how Wallace was found or what he was doing in Texas were not yet available.

His mother said law enforcement officials told her that her son’s cellphone was pinged that night in Arizona, but a Border Patrol camera caught his truck the next morning heading east on Interstate 10 near Fort Hancock, Texas, southeast of El Paso. Police in Surprise turned the case over to NCIS. “We offer our sincere gratitude to the local police departments in Texas and Arizona, as well as our federal partners, for their aid in bringing this to a safe resolution,” officials said in a statement issued Saturday night. way and transit projects across the county. SANDAG has known for years that there would not be enough funding to pay for the projects that were supposed to be funded by that tax extension.

Because of the funding shortfall, some SANDAG leaders have proposed canceling promised road projects and redirecting that money to transit, forcing many North County taxpayers to fund projects that will not benefit them. AB 1398 will ensure that any attempt to redistribute road and transit funding is transparent and has broad support. Year by year, Vegas had a dalliance with “denial.” Not wanting to admit to these decreased tourist numbers only made matters worse. Now – like a white elephant standing in their living rooms – the slump is now too big to be denied, or ignored. In their promised campaign to listen better to their customers, two of the world’s mightiest Las Vegas casino empires, Caesars Entertainment and MGM Resorts, are in full-throttle, aggressively mailing out customer surveys asking the hard questions such as: “What causes you to not like a particular resort?” and “What things annoy or displease you?”

And this is not just for local citizens. The surveys are comprehensive enough to ask out-of-state travelers why they have changed their plans to visit Las Vegas in the first place.

Some cynics and insiders are calling the surveys: “Better Late Than Never Questions.” The survey questions are extensive, ranging from entertainment, restaurant food, hotel accommodations, parking fees, and drink pricing, leaving no stone unturned with the detailed and extensive survey questionnaires.

The integral point is that the Indian casinos are, likewise, not immune

Though the questionnaires asked customers why they stopped coming to Las Vegas, Indian Casinos learn quickly through observation and adaptation to avoid similar quagmires of their own. 1. RESORT FEES. Overwhelmingly, people who have stopped going to casino/resorts stated in repeated surveys, polls, and questionnaires that they are “finally fed-up with being nickel-and-dimed to death” by the casino resort industry. Although vacationers are willing to spend money on memorable trips, they now deeply resent being gouged and taken advantaged of with increasing resort fees. A common complaint was: “I’m sick of all these added resort fees! And word is spreading fast!”

WHAT ARE RESORT FEES? Daily resort fees and parking fees can cover in-room Wi-Fi and local phone calls, fitness centers, workout gym facilities, swimming pools, and other amenities, to cite just a few examples. Visitors complained on repeated surveys that the ‘clincher’ is that the resort fees are automatically charged on customer hotel bills, whether or not a hotel guest uses those amenities (such as the swimming pool, fitness center, etc.).

Daily resort fees and parking charges, for example, in Las Vegas have added as much as $45 to a visitor’s hotel bills. A resort fee for one casino/resort climbed from $2 a night to over $32 per night. Another resort fee climbed to $39 (per day) and added to the total hotel bill at the end of the visitors’ vacation stay. Another casino/hotel charged a $45 resort fee every day, which was added to the overall hotel bill. According to newspaper reports and business analysts: “Visits to Vegas have dropped in each of the last 10 months, a fact that is attributed to frustration with resort fees.” the poem reminded me of several scenes from the “Godfather” when the Police Captain says “When you gotta go you gotta go” or when Clemenza while at the side of the road finishes and says “…and don”t forget the Canollis.” And then the teaser at the end; it is my friend “Lyle” who’s is guided by Guile.

Well, for me the guiding light at the age of 81is a compulsion I am made aware of at 2:30 AM which once relieved allows me to go back to sleep having done my duty.

SHOCKING FACT: HIGH RATE OF CASINO FAILURE. Casino bankruptcy caused by a wide variety of unforeseen legal and financial complications – as well as lack of public support -- is nothing new to the gaming industry, whether it be in-or-out of Indian reservation lands. Often these casino-failure statistics go unnoticed to the general public and, therefore, remain a shocking and unknown fact for many readers. Even such long-established juggernauts as Las Vegas and Atlantic City – which have served as longstanding models to emulate by the newly-burgeoning Indian casinos -are not immune to such ignominious collapse.

The ledger shows no shortage of seemingly flagrant oversights and avoidable blunders.

In the past, Atlantic City in New Jersey had planned for over 40 beach resort casinos which – due to unforeseen financial complications along with an economic downturn – failed to even materialize, with all such plans abandoned before groundbreaking ceremonies were announced. As with Atlantic City, Las Vegas has had its lion’s share of challenges with 41 casinos enthusiastically-planned, but, never opened.

California’s First Constitution

One-hundred, forty-seven years ago this month, 48 delegates at Colton Hall in Monterrey worked to draft California's first Constitution. This past week, visitors to the California Museum were treated to a rare public display of both the English and Spanish versions of the original 1849 California Constitution as these documents are typically housed at the California State Archives.

Though California was not officially admitted into the Union until September 9, 1850, the people of our Great State were eager to establish a formal government following the United States’ acquisition of the territory from Mexico. On September 1, 1849, California’s first Constitutional Convention was held in Monterey and on November 13, a Constitution was ratified. The Constitution of 1849 begins with a Bill of Rights, establishes the branches of government we use today, and includes provisions on the prohibition of slavery, separation of powers, allowing married women to own separate property, and granting every white male citizen the right to vote. It also left questions of taxation up to the Legislature and established San Jose as the permanent seat of government. This document also decreed that all laws must be pub-

lished in both English and Spanish, making California originally a bilingual state.

At the signing, the US flag was raised and a thirty-one gun salute echoed in the air. As the signing finished, and the 31st gun was heard, there was a shout, "That's for California!”

This constitution was only amended three times in the 30 years it was active. In 1879, it was determined that the original Constitution omitted direction on too many key issues, such as the expenditure of money, and a new Constitution, the one we currently use today, was adopted. I support an alternative proposal presented by SANDAG Chairman Steve Vaus and Escondido Mayor Paul McNamara. Our proposal is the most balanced plan, which keeps promises to the voters and recognizes changing times. Throughout the last nine months, while the SANDAG debate has picked up steam, I’ve remained steadfast. We need a plan that is balanced, that meets the needs of people on the freeways and public transit. Humane Society Celebrates Grand Opening of New Behavior Center – This month, San Diego Humane Society is celebrating the grand opening of their new Behavior Center. John C. Fremont: Pathfinder of the West

More than any other American, John Charles Fremont accomplished farreaching feats, which not only resulted in the settling of the American West, but was instrumental in the founding of California… and, the nation.

Fallbrook Scarecrow Days Celebrated October 1-31 – Scarecrows are back, invading Fallbrook for the eighth annual Fallbrook Scarecrow Days, October 1-31. It promises to be a month of community fun and a tourist destination to the “Friendly Village”. Businesses and residential areas will be displaying scarecrows of all genres.

There isn’t enough space to detail Fremont’s many accomplishments, as well as blunders and controversial decisions attributed to him. He held a controversial appointment as the first U.S. governor of California and later was elected as one of the state’s first two U.S. senators.

It started off with his presidential appointment to explore the West by James Polk; Later he would be convicted of mutiny in an Army court martial, only to become the first presidential candidate of the Republican Party.

Along with Washington, Jefferson, and Lincoln, the name “Fremont” can be found throughout the nation titling cities, counties, streets, schools, libraries and even a football championship trophy between universities in Nevada.

Historians portray Frémont as controversial, impetuous, and contradictory. Some scholars regard him as a military hero of significant accomplishment, while others view him as a failure. Nevertheless, Fremont became popularly known as America’s “Pathfinder.” He was the first to lead a party across the Rockies and Sierras into California.

In 1841, Frémont married Jessie Benton, daughter of Missouri’s U.S. Sen. Thomas Hart Benton, who was the Democratic Party’s leader for more than 30 years in the U.S. Senate. Benton championed the Western expansionist movement known as “Manifest Destiny,” which was a common belief among politicians and military leaders that the entire North American continent belonged to the United States.

The young American public embraced “The Pathfinder’s” (Fremont’s) vision of the West and its inviting lands to be settled. Because of Fremont detailed reports, the Mormons were lured to Utah. He mapped and documented the Lewis & Clark expedition early in the 19th century.

In 1846, war with Mexico. U.S. Navy Commodore Robert F. Stockton captured San Diego and U.S. Army Major Fremont led an expedition of 300 men to capture Santa Barbara and Los Angeles. It was Fremont who accept-

ed the surrender of California by Mexican Gov. Andres Pico, putting it under U.S. control. Stockton appointed Fremont military governor of the new territory.

But trouble developed out of that appointment. Fremont was challenged by an old army foe, Brig. Gen. Stephen Watts Kearny (whose name on streets, towns and cities also is sprinkled across the West). The general claimed he had been appointed California’s military governor by President Polk. Fremont refused to step aside, but Kearny pulled rank and ordered the major to report back to Washington, D.C., to stand a court-martial trial. Fremont was convicted of mutiny, disobedience of a superior officer and military misconduct. Because of Fremont’s many accomplishments, President Polk quickly commuted Fremont’s sentence to a dishonorable discharge. But, he wasn’t finished with the Army.

In 1846, Fremont returned to California and got rich in the gold fields. Then in 1850, upon the admission of California into the Union, Frémont was elected to serve as one of the state’s first two senators.

In 1856, the fledgling GOP party nominated Fremont as their first presidential candidate. He lost the election to Democrat James Buchanan, but when the Civil War broke out, newly-elected President Abraham Lincoln appointed Fremont a brigadier general and gave him command of the Army of the West based in St. Louis. Frémont had few successes during that brief tenure. He ran his department autocratically, making hasty decisions without consulting Washington D.C. or President Lincoln. He even made his own proclamation freeing the slaves in his area of command. After Frémont's slave “emancipation” edict, he was relieved of command by Lincoln for insubordination. But in 1861, before being relieved, he won a battle defeating the Confederates at Springfield, Ill. Frémont was the only Union General to have a Union victory that year. There was one other important victory. He saw great potential in a relatively unknown militia general by the name of Ulysses S. Grant. Fremont put Grant in command of an expedition to secure the Mississippi River. Grant went on to be the Union’s most successful general – thanks for Fremont’s foresight.

After his removal from command, Fremont languished in Washington bureaucracy, retiring from the Army in 1864. Years later President Rutherford Hayes appointed him Governor of the Arizona Territory, but he never regained the reputation he once enjoyed.

On July 13, 1890, Frémont died in New York City at the age of 77. Today, historians give mixed reviews on Fremont’s life. He had his advocates as well as critics, but Fremont is one of America’s most important historical figures. John C. Even long-established casinos have since gone bankrupt, such as the once-legendary Sahara hotel/casino which went the way of extinction. The once-popular icon, the Riviera hotel/casino, which has been featured in many movies and films, filed for bankruptcy in 2010 and then was ceremoniously demolished in 2016. Others have followed and duly recorded by both the print and visual media, sometimes under the stark and foreboding filing: “Las Vegas Casino Death Watch.” Point being – and lesson learned by the Indian Resort Gaming Industry – is that even their best and sharpest marketers and planning teams can make devastating, costly, “mountain-sized” mistakes both in judgment, as well as failing to take advantage of golden opportunities which they have, ignominiously, allowed to slip away.

CAN THE BEST CASINORESORT MARKETING MINDS BE SO TOTALLY WRONG? The ponderous question remains: “Can many of the world’s finest economic business experts and financial planning wizards have been so wrong in their pre-marketing assessments and pre-construction demographics and investment projections?” As enumerated above, a combined total of over 80 planned casino/resorts by Vegas and Atlantic City from their foremost planning advisors and financial wizards, all bit the dust – most before even an opening “ribboncutting” ceremony. Obviously, the long list of Las Vegas, Atlantic City, and various Indian casinos that have had a rendezvous with the demolition wrecking ball, all speak loudly in answering a resounding and repetitive “yes” – even the best, the most seasoned, and the most experienced minds with the best successrecords can – and have, multipletimes over -- proven to have been (flagrantly) wrong in their marketing assessments, projections, and even simple evaluations on how best to expand or grow their customer market.

MISSED OPPORTUNTIES IN INDIAN GAMING INDUSTRY CAN BE COSTLY. Such a saturation of competitiveness within the Indian Gaming & Resort Industry creates the necessity for fresh marketing campaigns that are newer, up-to-date, and which stay current and “adaptable” to capricious public trends, changing tastes, and economic downswings. There is little room for error.

Graveyards for bankrupt and abandoned casino development plans are the most convincing testimonials to learn from. Survival even includes the need to adapt to changing “age demographics” which are in the state of con-

stant flux. Not to mention the accompanying mixtures of “likes” and “dislikes” within a new marketing baseline. If these factors are not included within the equation of casino-marketing and promotional schemes, then they are at great risk for huge, future revenue losses, or even eventual bankruptcy. As one financial source stated: “Often casinos, in and outside of Las Vegas, Atlantic City, and in various Indian Casino Country, fail to take into consideration that their already-established ‘older gamblers’ are constantly ‘dying off” and not being adequately replaced by as many millennials.” A “Bullet Power Point” for every San Diego County Indian casino/resort is that they cannot afford to rest on their laurels but must continue to carefully push onward; and they must use “prevention plans,” as opposed to “damage control efforts” later on, which can prove costly, dangerous – and carry unnecessary risks.

Apollo 11 Technician to Visit History Museum - A man who identified himself as an aerospace technician and was present at the launch of Apollo 11 to the moon contacted the Valley Center History Museum this week to confirm that the museum's exhibition on the historic event would be in place when he visited Southern California on an upcoming trip. The caller, who did not want his name publicly released at this time, said he would agree to an interview during his visit. He said he lives in suburban Houston and was a technician at North American Aviation whose chief executive, Valley Center resident John Leland Atwood, designed the Apollo 11 command module and the rocket that took men to the moon 50 years ago.

Casino marketing schemes are not enough.

They must be effective, ever-changing, and adaptable for the future. Constantly adjusting to a customer market in flux is crucial for the lifeblood of these mega-customerbased businesses to continue to not only survive – but flourish in a ferociously competitive market.

Problem is: many seasoned and polished casino ad-and-marketing teams are often too self-enamored with their own “ways of doing things” and “do not keep an open mind for newer, evolutionary ideas.”

Failure to adapt to new ideas can lead to extinction in an already heavily-saturated market.

INDIAN CASINOS MUST “EXPAND THEIR CUSTOMER MARKET” INSTEAD OF JUST COMPETING WITH EACH OTHER! According to the world’s foremost authorities such as Dr. Alan P. Meister, who holds multiple degrees in Economics from the University of California at Irvine and author of the annual Indian Gaming Industry Report (which has been cited by the U. S. Supreme Court), Meister believes Indian casinos should be expanding their customer market, rather than just competing head-to-head. As Meister explains: “While the market is not over-saturated, there is a very strong competition given the number of tribal casinos operating in the region. I think there is still room for growth, but it’s about trying to expand the market and grow the market.” The late Dave Palermo, longtime Las Vegas-based Indian gaming expert, agreed with Meister’s assessment and how the Indian gaming marketers are going in the wrong direction: “Those expansive projects are more indicative of the increasing competition among the casinos themselves rather than the economy. They’re trying to keep

pace with the rest of the competition rather than expanding their market share.” While adding high-rise hotels and lavish lagoon-style swimming pools and an array of restaurants, casino promoters forget that these marketing amenities: (1) Only sustain and keep the already-established customer market and (2) Only attracts another slice of patrons from the already-established market. However, these costly schemes: (1) Do little to attract “new” non-casino patrons who, statistically, have never been to a casino/resort, nor do they harbor any interest of doing so.

ANALYSIS OF MARKETING TECHNIQUES: DIRECT MAILINGS, RADIO, TV, CYBER ADVERTISING. Remember, the name of the game is not just for casinos to compete directly with each other, nor to sustain/keep their status quo of customers – or not even to lure added customers from an “already existing consumer base” – but rather: to “grow, expand, and add ‘new noncasino/resort patrons.”

Unless one lives in a parallel universe, or “Neverland,” or other fantasy world, casino/resort promoters must concede the realistic, but uncomfortable, fact that there remains a vast, uncharted untapped market of customers who “simply don’t care about casino/resorts.”

DAR Hears Program on Tender Loving Canines – The Santa Margarita Chapter, Daughters of the American Revolution (DAR), were honored to have Karen Shultz, President of Tender Loving Canines and Major Linda Stanley USAF (ret) as speakers at their last meeting. Major Stanley, a retired military nurse, shared some of her active duty experiences resulting in her retirement from what is termed invisible wounds. She received her canine assistant, Willow, and is currently working with veterans, helping transform their lives with service dogs. Ms. Shultz then presented a power point about how Tender Loving Canines is transforming lives for those with traumatic brain injury, and those on the autism spectrum. The dogs are trained by prison inmates, and by professional trainers, to meet the particular needs of the canine recipient. The positive reinforcement training used to train the dogs is also proving helpful in adjusting the thinking of the prisoners. Autism and traumatic brain injury are similar in that both can drastically affect the five senses. Members asked many questions and were quite impressed with Willow and her concern for Major Stanley. They simply turn the pages as easily as when they see a “kitty litter discount coupon.” DIRECT MAILINGS. Likewise, stuffing mailboxes with direct casino mailings is, according to statistical surveys, only viewed as “nuisance junk mail” – and automatically and ceremoniously thrown into the dustbin in one lump sum. Again, it fails to grow “new” customers.

TV ADS. Casino television commercials may be exciting to alreadyestablished resort customers, but to the vast majority of viewers, such TV commercials are the best time to grab a beer, soft drink, snack, chat, channel surf, or simply use the bathroom. RADIO EXPOSURE. Radio advertising in your car, again, may be of fleeting interest for status quo patrons, but generally speaking, such “air time” is usually “chat time” and “diversionary time”

Using his own personal experience as a point of departure, Vic will explain how the Shelter to Soldier Program focuses on the use of a shelter dog to assist those with similar type injuries in the transition back to a productive lifestyle. Vic found out about the program after he met with Graham Bloem, co-founder of this magnificent program. The miraculous use of a shelter dog, matched up with the appropriate individual, is the highpoint of this program. Not only is a human being saved from the constant stress resulting from traumatic brain injury, but a shelter dog is also saved, perhaps from euthanasia. It’s a Win-Win situation of the highest order. In this case, Vic’s, and the dog’s, lives were forever changed from one of despair to one of hope. A visit to the Navajo reservation in Arizona sparked an interest in the famous Navajo Code Talkers of World War 2.

Most of the code talkers were Marines and they were all trained for combat as radio operators. Their code, based on the Navajo language, was never broken by the Japanese.

One of the code talkers told about his fear of going across the ocean to the war in the Pacific. On a trip home, his father said prayers for him and used corn pollen as part of the prayers. He gave his son a supply of corn pollen for future prayers.

On the troop ship, he would say the prayers and toss the pollen into the ocean, that it might remain calm. Before long, he ran out of pollen.

Prayer is a connection. It is man, feeling alone, hopeless, powerless, reaching out to God who is fellowship, strength and power. Prayer brings us home, or at least to the feeling of home, when we are far away.

We find a lot of excuses not to pray. Hindrances. Distractions. That young Navajo Marine could have offered excuses. A troop ship was full of distractions. The lack of corn pollen was a hindrance. But he desired to connect. He found a way. Sometimes we don’t have all we need to pray. We don’t have the time, or the words, or the inclination. But, we too, need to find a way. Gather up the courage, the urgency, the desire we have, to call out to God and connect with him. God hears. He answers. He calms.

Housing Continued- the trick: where to build them.

No one answer will satisfy everyone. Infill is opposed by those who feel it will ruin the downtown district. Others don’t want any more of the open county space developed even though less than 25% of the county is developed. Parents want workforce housing so children can stay in the area. The state pressures us to build more affordable housing for the disadvantaged and medium/high end housing. Riverside county housing has caused the I-15 to be a parking lot that contributes to the county not making its GHG emission standards. Having little high- end housing hurts us economically by not attracting high-end business persons. It will take generations of building before Public Transportation alleviates traffic. When you couple that fact to the projected 1 million people moving in over the next 30 years, it’s a good bet that traffic will get worse before it gets better. Getting Involved in Vista There are many opportunities for residents to be involved in our community.

One way is by serving on a city commission. The City Council appoints residents to these advisory groups to help create programs, generate solutions to problems, and to foster positive relationships in the community. The City has 12 commissions, including: Community Safety; Parks & Recreation; Public Art; Planning; and Senior Citizens Affairs. We also recruit high school students for our city Youth Commission. To volunteer for a city commission, contact the City Clerk’s Office or check the City website for commission openings. Oceanside • Mayor Peter Weiss Ride Hailing Service

FordX, a division of Ford Motor Company, will be starting a live ride-hail service pilot program utilizing Neighborhood Electric Vehicles (“NEVs”) in downtown Oceanside in a few weeks and will continue for a period of no more than 8-10 weeks.

The service area is bounded on the east by I-5, on the west by the Pacific Ocean, by the Oceanside Harbor on the north, and Wisconsin Ave on the south and loading/off-loading of passengers shall occur only inside the service area. The program will utilize five (5) GEM e6 vehicles and all requests for rides will be through a ride-hail mobile app provided by FordX. Operating hours will be from 3:00pm to 11:00pm, Wednesday through Sunday and the program will not be in operation any other days of the week. There will be a flat fee price which has yet to be determined but will be around $3 - $5 per rider.

Within the pages – when the reader must turn pages to remain glued and continue reading the riveting storyline – the entire interior of the publication is completely full of casino/resort advertisement in glorious color and provocative enticements. How is this different from usual advertising which readers may ignore?

Vastly different because in this scenario – unlike TV or radio ads or junk mailings – the readers “freely choose” (by their own choice) to continue reading and, thus, willingly turn the pages to remain glued to the storyline. As such, they “linger, taking their time” to read through the cover story page-after-page.
