Some of you may already understand how solar energy works.
For those of us who are not gifted with technical minds, let me answer a basic question many of us ask: "Just how does solar energy work?"

According to California Solar Initiative (CSI) data, Escondido, Vista and Oceanside are all in the top 10 largest solar cities in the county for number of installa-
tions. Accordingly, we assembled a group of specialists in delivery of and installation of solar energy systems, all of whom are represented in the top 20 rated companies in San Diego County, all of whom had a Better Business Rating of a minimum of A, several had ratings of A Plus. Basically, solar energy all revolves around photovoltaic (PV) cells, which as the name implies (photo meaning "light" and voltaic meaning "electricity"), convert sunlight directly into electricity. A module is a group of cells connected electrically and

packaged into a frame (more commonly known as a solar panel), which can then be grouped into larger solar arrays, which then collect and convert the sun's rays into electricity. To put it more simply, let’s ask one of our experts seated at the roundtable, Francis Bebla, of GC Electric Solar:
Francis says . . . “Sunlight hits the solar panel, turns into DC, (direct current); that DC goes to an inverter, which changes from DC to AC, (alternating current) power which then goes into the house and used by the homeowner; any excess power goes back to the grid (via net metering). At nighttime, the power comes back into the house. SDG&E charges $5 per month to use them as a battery (the grid). You could feed the excess power into storage batteries yourself, but they’re expensive. A $20,000 solar system would likely need a $20,000 battery system to store the excess current. I think $5 a month sounds a whole lot better.” We could get a whole lot more technical and talk about atoms, silicone, conversion of photons to electrons . . . all that kind of technical detail. But, trust us, it works. Mr. Sun sends his warm rays down to earth, photo-voltaic cells collect that warmth and energy and converts it to electricity.

Back in July of 2014 The Paper did our first analysis of solar energy and the marketplace. We were a bit surprised to learn when we began researching this article for this year that over half the companies interviewed for the 2014 cover story on solar were no longer in business. “That doesn’t surprise me,” said Mr. Bebla. “So many of those companies had huge expenses heavy inventory, large personnel groupings. large warehouses, and they focused on sales and not service. When their equipment needed repair the cost of maintenance and providing proper service caught up to them and they had to leave the marketplace.
In order to generate sales they’d run huge advertisements in both print and television and they’d use ‘scare tactics,’ telling consumers they were gonna lose the 30% federal tax deduction, they had to act now. It’s true that at the end of this year the 30% tax deduction will be reduced, but only to 26%; in two and a half years, then the tax deduction will be gone. We don’t work that way. We do an analysis of the home, make a proposal that lays it all out, with complete breakdown on costs, then let them make an informed decision.”

When Should You Consider Solar Energy?
The thinking used to be if your monthly electric bill is $150 or less, solar energy may not be for you. At $150 per month solar energy would likely allow you to, at best, break even. John Davis of Solare Energy begs to differ.
“I would argue that the minimum bill now is around $80/mo and if your bill is at least that, you can with $0 down finance to own a solar system and have immediate cash flow. Also with the new rates and time of use billing that the utilities are rolling out, they essentially are sending price signals to us rate payers on how to behave and use energy … that being said batteries are VERY popular for us. More than half of our new customers also add a battery like the Tesla Powerwall to hedge their investment and also gain the added independence. There currently are state rebates for batteries so the early birds are getting the worms, because they also double dip into the tax credits as well. Several Solar CEO’s told us that HERO loans are a nightmare, anyone in lending hates those loans due to the placement of the loan on title as a result almost ALWAYS the loans are paid off in the sale of a home, which is not as good a deal as other loans and banks really dislike them. Several of the Solar dealers said Leases and PPA’s (power purchase agreements) are also a poor

Recently a routine police patrol parked outside a bar in Austin, Texas. After lastcall the officer noticed a man leaving the bar so apparently intoxicated that he could barely walk.
The man stumbled around the parking lot for a few minutes, with the officer quietly observing. After what seemed an eternity in which he tried his keys on five different vehicles, the man managed to find his car and fall into it. He sat there for a few minutes as a number of other patrons left the bar and drove off. Davis goes on to say, “With the rush to get the tax credits many folks are finally making the move, but next year the tax credit will still be 26% so if you missed it this year, get in next year and don’t miss the boat! We do a lot of rate analysis now due to the time based billing and the predictable production curve of a solar system and can tell if adding more solar or adding a battery will be a better bet for you. I added a battery to my home last year as well and have enjoyed the benefits, but there is more than one way to skin this cat and a good solar contractor will guide you through the process. In any evcent, there is general agreement that if you’ve got some heavy electricity bills . . . then solar energy is a rather exciting and cost saving direction in which to head.
We spoke with Pey Shadzi, son of the founder of Cosmic Solar and serving as Operations Manager 532 9712 cell
He took a circuitous route to his present position. He had been studying nutrition and cardiology and planned to focus on cardiology when his dad called and asked him to come in and help out with the solar business. Cosmic Solar uses Sunpower as a supplier for their solar panels; they are a premium solar company and provide only the best, most reliable solar panels. Cosmic installs probably somewhere around 300 per year.
With around 20 employees Cosmic has three 3-man crews and Cosmic Solar will install 300 solar systems in 2019, ranging from 3 kWdc to 350 kWdc, with a mix of 75% residential projects and 25% commercial projects. They will provide solar on a power purchase agreement, an outright purchase or a lease agreement. They offer easy bank financing with several options.

Pey pointed out that some users may want to add five or six batteries to store excess energy but, even though battery prices have come down somewhat, he thinks it is still less expensive to pay SDG&E $10 per month to store excess energy, saving if for rainy and/or cloudy days. If your energy is not totally used at the end of the year you can sell it back to SDG&E.
More and more it appears SDG&E is becoming more of a specialist in transmission of power rather than a power generator. While it’s true the 30% federal tax credit for solar will end at the end of this year, you will still have a 26% tax credit next year. In 2.5 years, however, the tax credit is scheduled to totally disapper. Pey and most other companies we spoke with say it is important that you, the consumer, lobby your federal legislator(s) to extend the 30% tax credit. It represents a major savings to both consumer and dealers alike.

last September, inquiries have increased more than ever before. Each year as we see the summer season roll around and homeowners face multiple higher bills affected by last year’s increase, many will look for options to lower their electric bill and investigate solar options. It is likely that the solar industry will continue to grow and expand as the rates for electricity continue to rise with the recent closure of the San Onofre Nuclear Power Plant. There has also been a recent development for homeowners in San Diego County in that another residential rate increase for all tiers within SDG&E territory .
Francis Tebla goes on: “We are a family owned and operated business. We’re gonna be here for the long term. We’re the authorized dealer for Panasonic, one of the great suppliers of solar panels. Any problems we can’t handle? Panasonic jumps in and takes care of the consumer. We have our own service crews and several warehouses but normally we ship the panels and equipment directly to the jobsite from Panasonic . . . upon arrival we do the install and follow up service, if and when needed.”

Escondido Police Seek Help Solving Hit-and-Run Case
On October 16, 2019 at 4:38 PM, Escondido Police and Fire responded to a report of a serious-injury motorcycle versus vehicle collision in the 200 block of W. Washington Avenue in Escondido.
On 10-23-19 at approximately 8:26 p.m., the Escondido Communications Center received several emergency calls regarding a fight involving approximately 20 people at Grove Park located at 745 N. Ash St. The incident appeared to be gang related.
Officers arrived on scene minutes later and located a 37-year-old male lying on the ground and unresponsive. Officers began CPR until the Escondido Fire Department arrived and took over the life saving measures. The fire department transported the victim to Palomar Hospital for several stab wounds and trauma to his head. The victim died at the hospital as a result of his injuries. Six juveniles, ranging in age from 14-17 years, have been arrested for the homicide. All six were booked into juvenile hall for the charges of homicide (187(A) PC) and the criminal street gang enhancement pursuant to 186.22(B)(1) PC. The investigation is still on-going.
The driver of a white, Ford F-150 single-cab pick-up fled the scene of the collision. Witnesses described the driver as a a Hispanic male between 35 and 40 years of age with a mustache. At the time of the collision, the driver was wearing a gray shirt and baseball cap. There was a female in the passenger seat and a child sitting in between the driver and passenger.
The Ford F-150 will have damage to the rear passenger side tailgate and tail light assembly. The first two digits on the licese plate MAY be 8F. The attached photo is an actual photo of t he F-150 at the collision scene. Officer Frank Huston of the

You’ve head me wax poetic about Dr. Greg Hurt, the brilliant dentist in San Marcos who heads up the San Maracos Dental Center.
Turns out he’s not only a brilliant and talented dentist but he also has a magical ability to spot, vet, and hire great talent to support his dental center. Case in point: A beautiful young woman by the name of Hayat Abbott.
Hayat is from Morocco. Born and raised there. She speaks Arabic. French, and English. She earned her bachelor’s degree in geography and
Dr. Hurt heard of this amazing talent and hired her.
I was one of her patients a week ago and was amazed at how efficient, how meticulous, how caring, how gentle, she was. She’s a fascinating person to talk to and very easy on the eyes. When she’s not practicing Dental Hygiene she likes to go to the beach, work out and hang with her friends.
That Dr. Hurt! He not only has the ability to spot talent but he finds talent that is very attractive and all of whom, as you would expect, have beautiful smiles. Don’t take my word for it. Due to the unexpected resignation of Councilwoman Barbara Hamilton there is now plans to appoint her successor. Residents of Carlsbad’s District 1 have until Nov. 12 to apply for an appointment to the City Council seat.
If, after Council members have interviewed candidates for the job, and if they are unable to agree on someone, the district will hold a special election. Also, residents could petition the council to require the election. According to Mayor Matt Hall an appointment is the fastest, least expensive way to get that.
Hamilton, elected less than a year ago, initially announced in midSeptember she would resign at the end of October, citing family health reasons. However, at the council’s Oct. 9 meeting she abruptly said she would step down immediately because of an “impasse” with her fellow council members. It is said that Hamilton was unhappy she had not been consulted about her successor and was not offered a chance to provide input.

Turns out our average SDG&E bill is $207.72. It’s right at about the level where it would make sense to at least consider solar. Our cost per kwh (kiilowatt hour) averages out at $.29024 (on a tiered billing rate.) The on-line calculator I used suggests we would need a 3.74 Kwh system with an estimated cost of $22,412, post incentive cost $18,270. These estimates were based on us covering 75% of our utility bills with a solar system.
These are general averages, if we were serious about pursuing solar energy we would want to consult with one of the energy suppliers referenced in our cover story to get a precise cost and to calculate how long it would take to amortize our cost. Word is another rate increase is coming this month thanks to SDG&E so that will likely increase the desirability of going solar.

We install around 14,000 solar panel units per year; we are a medium sized company with about 25 emploees and the only authorized dealer for Panasonic in San Diego County.
We are about 35% less expensive than national solar companies; they have a huge overhead; we don’t. We have special software that analyzes the consumer home, we scale the equipment to the needs of the home and come in with costs that are way below what national solar companies can offer.
We would urge your readers to lobby their federal legislators to extend the 30% tax credit. Absent federal legislation the tax credit will disappear in 2.5 years. School. I receive many letters from them and many others and have probably contributed a small amount to them or others in the past. In the past I wondered how much does the Church contribute of their own money to these schools as they are an outreach of the Church that they have to ask the public to contribute also. A lady I know is from Mexico and she was relating how the Mormons are very active in Mexico. They feed, clothe and educate the children without asking for a dime of the public. On the other hand, she said the Catholic Church was building a millions of dollars cathedral there. Why are they not using the money for the people? Something to think about.
It is very disturbing to learn of the abuse of the children in the school. These are among the poorest children and have no other place to go. One would hope these abuses were gone with the end of the Indian Boarding schools when our government tried to take the Indian out of the child--don't speak your language, cut your hair, get rid of your "rags" etc. Thank you for informing us of important issues. Project Baby Bear
As a member of the Select Committee on Biotechnology and Co-Chair of the Rare Disease Caucus, I’m always looking for innovative treatments that provide the greatest benefit for patients at the lowest possible cost to taxpayers.
That’s why I’m enthusiastic about Project Baby Bear, a $2 million Medi-Cal funded pilot program at several hospitals, including San Diego’s Rady Children’s Hospital, to provide rapid whole-genome sequencing (rWGS) to seriously ill newborns. To learn more about this trial program, I recently attended a hearing of the Select Committee on Biotechnology with Committee Chair Kevin Mullin, Assemblymember Todd Gloria and Senate President pro Tempore Toni Atkins at Illumina’s headquarters in La Jolla. Early results are very encouraging. As of August 31st, Project Baby Bear has performed rapid wholegenome sequencing on 116 children. 43% received a rapid diagnosis (median turnaround time 3 days) allowing identification of the underlying genetic causes of the babies’ symptoms. Early diagnosis resulted in specific treatments and improved outcomes for the babies, allowing them to avoid more than 225 hospital days, with 8 fewer
muscle, lung, liver and other biopsies, and 12 fewer invasive therapeutic procedures such as insertion of feeding or breathing tubes.
Bottom line – rWGS is faster, better and cheaper than traditional treatments. It has led to vastly improved outcomes for the babies themselves, and it saved taxpayer dollars. Cost reductions significantly exceeded the $675,000 cost of rWGS for the 42 families enrolled in the study, and resulted in an estimated savings of over $1 million. Only a handful of states provide even partial coverage for rWGS. The early success of California’s pilot program in terms of patient outcomes and cost savings may soon result in Medi-Cal adding rWGS to its treatment portfolio. It’s the old political stump speech, “If you elect me, I’m going to fix the roads!” While it’s a promise we’ve all heard, I’m pleased to tell you, we truly are doing something about the roads. Two weeks ago, Chairwoman Jacob and I unanimously passed a board action to commit $28 million into critical road funding. This will benefit all those who live or travel in the unincorporated areas. The County of San Diego provides municipal services for the entire unincorporated area. Cities like Carlsbad, San Marcos, Vista and others provide the funds and resources for their roads and infrastructure, but out in places like Valley Center, Fallbrook and Borrego Springs, it’s the County’s responsibility. There are nearly 2,000 miles of roads, 200 bridges, nearly 19,000 culverts, 196 traffic signals and over 37,000 traffic signs throughout the unincorporated area. While our past rainy season can create potholes and wreak havoc on our roads, the County is committed to maintaining a safe and comfortable driving experience. They did around 550 solar installations over several years and saw that solar energy was growing rapidly and was creating and demanding a market of its own . . . so Baker Electric Solar was formed. ft. office and warehouse facility, providing plenty of storage room helping to ensure on time installations.
While they will do around 1000 residential installations this year they also do some really large commercial applications, a prime example being a 61 Megawatt system in Antelope Valley.
For sales leads they rely on advertsing as well as customer referrals. Referrals are a huge part of their growth. They maintain an online presence with their website, utilize pay per click, radio, Google, and direct mail. They do not use robo-calls or sales teams “door knocking.”

Good question.
The Paper has been researching solar energy over the past several months and some interesting facts emerge. The top-rated companies quoted in this article may merit an inquiry from you. They have been selected based on number of installations they've performed, Better Business Bureau ratings of A or A plus, and, through personal interviews, determined that they know their stuff.
Fortunately, there are a number of excellent, top-rated companies from which to choose.
There are, however, a lot of flyby-night companies that have jumped into the field . . . often without the necessary training, credentials, staff, or inventory. Many use high pressure tactics and aggressive marketing techniques such as robocalls, calling you at all hours of the day and night, unsolicited, and/or having sales teams "door knocking," going from house to house in neighborhood by neighborhood. Best advice? Say no. Top professional companies do not market this way.
Inevitably, there will be a few companies who are quite competent but who did not make this list, only because they have not been around long enough to meet the minimum criteria as to number of satisfactory installations completed, or who have not yet attained a Better Business Bureau rating at all, let alone a rating of A or A plus. You may wish to invite bids from companies other than those we have listed and they may be okay ... but we always urge caution.
First of all, make sure they are licensed. If they’re not licensed, wave bye-bye to them. If you deal with an unlicensed company or operator, you have very little protection in case something goes wrong. Licensed contractors have bonding behind them, have met certain standards and regulations.
Next, take a look at the company. How do they market? What do they offer? Who makes up their personnel? What are their qualifications? What kind of follow-up care will be available? Why should I deal with this company? Do they return phone calls (a pet peeve of mine). For reasons best known to themselves some firms chose to not participate in an article designed to help the consumer and the industry. The Truth and Myth of A Earhart

Nearly a century after her 1937 disappearance, so many myths and speculation as to what happened to aviatrix Amelia Earhart, no one will be able to detect real truth because her story keeps getting re-written.
Earhart was born July 24, 1887, in Atchison, Kansas. She developed a passion for adventure at a young age by learning to fly. The Facts We Know:
In 1928, Earhart became the first female passenger to fly across the Atlantic by airplane, achieving celebrity status even though she wasn’t the pilot. In 1932, piloting a Lockheed Vega 5B, Earhart became the first woman to make a non-stop “solo” transatlantic flight.
During an attempt to make a circumnavigational flight of the globe in 1937 in a Lockheed Model 10-E Electra, Earhart and navigator Fred Noonan disappeared over the central Pacific Ocean near Howland Island.
She set many other records, wrote bestselling books about her flying experiences, and was instrumental in the formation of The Ninety-Nines, an organization for female pilots.
A Few More Facts Mixed With A Lot of Fiction:
On July 2, 1937, the world’s most famous aviatrix and her navigator, Fred Noonan, disappeared without a trace near Howland Island in the central Pacific. Various theories about this mystery have been proposed, from serious and reasonable scenarios to the most bizarre flights of fancy. More than once, “The mystery is solved!” has been heard, but to this day, no definitive evidence has been uncovered, thus no universal agreement exists as to the true fate of Earhart and Noonan.
One of the most controversial stories about Earhart’s disappearance is the so-called “survival theory.” This theory has her surviving World War II in Japanese custody, and was then somehow “repatriated” back to the United States in 1945. Some researchers give this story a faint possibility.
The idea Earhart and Noonan were captured by the Japanese shortly after they went missing was first introduced, albeit briefly, has some credibility. After his 1960, book, “Daughter of the Sky” by Paul Briand Jr., was published, CBS newsman Fred Goerner, traveled to Saipan four times, interviewing numerous native “eyewitnesses,” and challenged the U.S. government’s official version of events. In 1966, Goerner wrote: “The Search for Amelia Earhart,” a best-seller. Today, this tome remains highly regarded by Earhart researchers.
According to Goerner’s theory, Earhart
made a forced landing somewhere in or near the Japanese-held Marshall Islands, in the central Pacific. The “rescued” American aviators were kept in top-secret confinement.
Considerable evidence indicates the two might have been held as Japanese prisoners on Saipan in the Marianas Islands. In Donald M. Wilson’s “Lost Legend” (1993), as well as “With Our Own Eyes: Eyewitnesses to the Final Days of Amelia Earhart” by Mike Campbell (2002), other so-called “eyewitness” accounts have been recorded. According to other claims, Earhart and Noonan died in Japanese hands with their bodies secretly buried. Such actions by the Japanese on pre-war Saipan have some credibility. To publicly acknowledge the pair had been captured, either with or without the knowledge of President Franklin D. Roosevelt, would have enormous political implications for him.
If Roosevelt’s military and intelligence organizations had not been aware of Earhart’s captivity by the Japanese until 1945, FDR could have been branded one of incompetence. However, no hard evidence exists to support any Earhart survival theory. Specifically, no evidence has been found that supports the idea that Earhart ever left Saipan, either documented or anecdotal. Earhart’s socalled “eye-witnessed” presence on Saipan remains a major area of contention. Still, post-war survival rumors continue. There was a bizarre story about her living in the Japanese Emperor’s Palace in Tokyo as Hirohito’s mistress. This story, combined with the theory of a government conspiracy to “repatriate” Amelia Earhart would have to have been an extremely secret matter.
Other questions: how could Earhart abandon and never connect with her family, especially her mother with whom she was extremely close? Earhart had always written to her mother often. Also, how could Amelia never contact her sister Muriel, with whom she also was very close? Her secretary Margot de Carie said Amelia “would swim across the ocean to her home and family if she were alive.” Contrary to popular belief, Amelia’s marriage to publisher George Putnam was not just a “marriage of convenience,” as has been so commonly believed. Such a husband-and-wife business team was very unusual for that time. The myth was finally discredited with the publication of the book “Whistled Like a Bird,” by Sally Putnam Chapman (1997), GP’s granddaughter. She provides numerous letters and diary entries from Amelia and GP, which show the couple had a loving, normal marriage. Recently, many authentic love letters between the couple were opened to historians and researchers in a special Amelia Earhart Collection at Purdue University.
It’s been 82 years since the duo’s disappearance. Few, if any person witnessing this historic event, is still alive. A myth, mixed with questionable probabilities and a very few facts, continue to spell-bind historians and those interested in “mythical” facts. Senior Anglers Get Ready for Winter Trout - Once the water temperatures cool down a little, the Winter Trout Season will be jumping at local San Diego County lakes, from Lake Cuyamaca to Palomar Mountain’s Doane Pond. Escondido’s two lakes, Dixon and Wolhford, are no exceptions, and are expected to produce some big fish. Greg Gould, Lake & Open Space Supervisor for the City of Escondido, will be the guest speaker at the November 8th meeting of the Senior Anglers of Escondido. He’ll talk about the planned trout stockings and supplying hatchery, the annual Trout Derby, senior discount days, and improvements at Dixon Lake including a new, state of the art playground. Many people don’t like the fall season. Many trees lose their leaves. Most foliage turns brown. Plants dry up and die. The weather turns chilly and the evenings turn cold. The birds fly South. Everything needs pruning and cutting back. Change is everywhere. And yet!
Yet, it is really one of the most remarkable times of the year. As some would say, “Everything turns to seed.” I see that with my garden plants and even the weeds. It is feast time for birds, as they pick away at the seed pods. The seeds they don’t get fall to the ground. It is this moment every other season has been waiting for, the regeneration of most plants, to begin the process all over again to replen-
It is exciting to see this process in the human realm. All human beings get old and die. They leave their children and grandchildren to fill their spaces, sometimes even with greater strength and creativity. It is not a time for those in the autumn of life to mourn, but rather to enjoy what they have produced. That was the blessing of the ancient Israelites. Their focus was not on dying and going to heaven or escaping this world. I suggest during this season of the year, and looking forward to Thanksgiving, that we appreciate what the new (crop) generation is going to give this world. Who knows? Emergency Preparedness and Quick Action Enable San Marcos Firefighters Protect our Community
Emergency preparedness is a top priority at the City of San Marcos. We are lucky to have an outstanding team of firefighters who put their lives on the line to fight fires, save lives and protect property. The entire County is working together to minimize the threat that wildfires pose to our communities.
For example, to in response to last week’s red flag alert, San Marcos firefighters staffed an extra brush engine to prepare for potential wildfires. This advance planning paid off when vegetation fire broke out around 3:30 a.m., last Friday in the area of South Twin Oaks Valey Road and Village Drive.
Cal Fire San Diego, and firefighters from Carlsbad and Vista collaborated with our team to fight the fire. On arrival, units reported a one-acre, wind-driven fire with potential for 100 acres. The firefighters’ quick, aggressive action kept the fire to under two acres and controlled it in less than 45 mins with no injuries.

To continue our discussion about traffic, you may have seen in the news that Mayor Vaus from Poway and myself offered an alternative to SANDAG’s RTIP. Before we discuss that alternative, here is some background. SANDAG, as the county Transportation Planning Agency, is required by state and federal laws to develop and adopt a Regional Transportation Improvement Program (RTIP). The RTIP is a multi-billion dollar, multi-year program of proposed projects for major transportation projects in the San Diego Region. Transportation projects funded with federal, state and TransNet, the San Diego transportation sales tax program managed by SANDAG, must be included in an approved RTIP. The RTIP covers five fiscal years and incrementally implements San Diego Forward: The Regional Plan, the long-range transportation plan for the San Diego region. As you can see, the RTIP is a big deal and one can think of it as having two areas of concern. One is public transportation and the other is roads. More to follow… Semper Fi,

Preparing for Wildfires Year-Round
Living in Southern California comes with a reminder that a wildfire could flare up any moment, especially when gusty Santa Ana winds are expected along with low humidity. One method for Vista residents to be aware of emergencies in their area is to sign up for San Diego County’s free notification system called Alert San Diego. This regional notification system is used to alert the public during evacuations and emergencies. Our Vista Fire Chief, Ned Vander Pol says “this type of notification is one of the most important tools in being informed about an incident near you or if you need to evacuate.” I encourage everyone to register their cell phones with Alert San Diego. Landlines are automatically included in the system. OCEANSIDE PUBLIC WORKSHOP ON ACCESSORY DWELLING UNITS (ADU) The City of Oceanside, in partnership with the ADU Coalition of San Diego and AARP California, will conduct a public workshop on Accessory Dwelling Units (ADU’s) on Tuesday, November 12, 2019, in the Oceanside City Council Chambers at 300 N. Coast Highway, from 6:00 PM to 8:00 PM.
An ADU, also known as a granny flat, is an attached or detached residential unit which provides complete independent living facilities and is located on the same property as a single-family dwelling. An ADU may serve as a rental unit or be occupied by a family members, guests, or caretakers. Oceanside residents who are interested in constructing an ADU are encouraged to attend this informative workshop: Topics include, overview of new ADU legislation, City regulations and incentives, permitting and construction process, overview of costs and financing and question and answer session with City staff and industry professionals.

Windows OS (Operating Systems) run nearly 90% of the World’s PCs (desktop and notebook). As of today Windows 10 runs on about 50% of those PCs, Windows 7 on about 35% and Vista, XP and Apples IOS play the “bit parts.” Microsoft will end support for its beloved Windows 7 OS in ten weeks (January 14th 2020) and Windows 7 users will begin to have problems. Because Microsoft will no longer provide security updates, banks, ISPs, shopping sites and many others will begin to close access to Windows 7 users. Eventually Windows 7 will be frozen out of the Internet entirely. That won’t happen immediately but there will be a flur-

Many large users (commercial/industrial/education) have opted to replace rather than upgrade their Windows 7 PCs. That’s the major reason why “refurbs” are an inexpensive and high quality alternative to new “retail” PCs. For the vast majority of small business and home users, buying an upgraded Windows 10 “refurb” or upgrading existing PCs to Windows 10 is far more cost effective than buying a new “retail” PC.

If all the business and home users of Windows7 notebook and desktop decide to upgrade their computers before Microsoft’s January 14th end of service date, we and the rest of San Marcos’ computer service facilities will need to upgrade 200 PCs each day between now and January 14th. That probably won’t happen but we can only handle about twenty a day so don’t wait until the last minute.
Upgrading to Win10 takes about a day and a half in our shop. When using your existing PC and its own hard drive, it cost $120 and includes the Win10 OS (operating system) To save your files and reinstall them after loading Win10 adds $45. There are several alternatives to be considered at the time of the Win10 upgrade. Would switching to an SSD (solid state drive) or adding RAM be worth doing? Do you need a more potent graphics card? Should you copy your old files, slave the drive in your desktop or put your desktop or notebook drive in an external USB enclosure? It is also important to know whether upgrading your own PC is better than trading it in on a “refurb” that already has Win10. We can help you answer all those questions.
