The US government has a number of tour operators to conduct “Cultural Tours” to Cuba.

For years legal travel to Cuba has been nearly impossible for Americans, making this island of salsa, Colonial architecture and Caribbean beauty a forbidden fruit for the adventurous.

Located 90 miles off the coast of Key West, Florida, Cuba is the largest Caribbean island nation. Its neighbors are the Cayman Islands, Jamaica and Haiti.

I think it’s that “forbidden fruit’ aura that makes Cuba so tantalizing. We’ve been denied access to Cuba for so long that the curiousity factor is large not to mention the desire to “taste the forbidden fruit.”

There I was sitting at this bar, staring into my drink, when a large biker dude steps up next to me, grabs my drink and gulps it down in one swig.

In astonishment, I turned to him and he menacingly says, "Well, whatcha' gonna do about it?"

I simply burst into tears.

"Come on, man," the biker says, "I can't stand to see a man cry.”

"Oh, this is the worst day of my life," I tell him. “I'm a complete failure. I was late to a meeting and my boss fired me. When I got to the parking lot, my car had been stolen and I don't have any insurance. Then I left my wallet in the cab I took home, and when I got there I

“I see value of opportunity - that is the difference I saw between America and Cuba . . . there’s no opportunity in Cuba. Several performing arts schools - beautiful cultural program - but little in the way of business or professional opportunity.”

He and his wife, Mary Ann, returned in May of this year from an eight day trip where they had a chance to savor the cultural elements of Cuba and to meet one-on-one with the Cuban people.

In addition to on-line research, interviewing tour operators, and talking with Dan Regan, of Vineyard Travel in San Marcos, and interviewing Mr. Petree, we gleaned a great deal of insight into Cuba.

I found it interesting, comparing David Petree’s notes with other research notes I had

found my wife with another man. And then, and then, my dog bits me as I ran out the door. So then I came to this bar to work up the courage to put an end to it all. I buy a drink, drop in a cyanide capsule, and then sit here watching the poison dissolve, knowing I only had 8 minutes left to live. AND THEN…. you show up and drink the whole damn thing!

But, what the Hell, enough about my tale of woe, how are you doing?"

Retirement

Retirement is different for everyone

One day, while going to the shop, I passed by a retirement village. On the front lawn were six old ladies, lying naked on the grass.

I thought this was a bit unusual, but continued on my way.

On my return trip, I passed the same retirement village with the same six old ladies lying naked on the lawn. This time my curiosity got the better of me and I went inside to talk to the retirement village Administrator, and asked her: "Do you know there are six ladies lying naked on your front lawn?"

"Yes," she said, "aren't they darlings?" "They're retired prostitutes ........they're having a yard sale. "

Some background on Cuba: The intriguing island nation of Cuba is roughly 780 miles long.

It’s a rich, geographically disparate stretch where virgin forests hug rustling tobacco fields, colonial cities sprout from the foot of rugged mountains, and rivers nourish fertile valleys.

The island is divided into 15 provinces and one special municipality, Isla de la Juventud.

David: Cuba was one of those far away exotic places we looked at but couldn’t go - the rest of the world, any Canadian, any European, any Asian, any South American, they all can visit Cuba; the only country restricted is the US. But, then we were able to establish a travel itenerary through

National Geographic, which is licensed from our State Department as an educational tour. The tour is outlined in detail by Cuba and you have to follow the prescribed tour and participate in all events. You can’t just take off on your own, independent tour.

Ours was an eight day trip in May of this year. We flew to Miami, then from Miami to Havana and back on a charter flight. Miami is only a 120 mile trip to Havana. We had about 25 folks on our tour.

Our chartered air fare to Havana was included in our trip costs but we had to pay our separate air fares from San Diego to Miami.

Notable Cuba areas, in addition to the obvious Havana, include rural Piñar del Rio, where tobacco farming builds economic momentum; seaside Santiago de Cuba, the country’s second largest city next to Havana, rife with colorful AfroCuban influence; and colonial

Trinidad, a sleepy town designated a UNESCO world heritage site nestled between majestic mountains and the sea.

Cuba’s population is richly diverse, with 11.2 million residents. Despite its Native roots, the most profound effects on Cuban culture are the result of European, African and North American influences.

David: We had fairly decent exposure, we got to meet the people, in arts, in agriculture, in health care, in education generally, we met Cubans in all walks of life. We even got to tour a Cuban retirement community (of particular interest to David as he heads up Silvergate Retirement Communities in San Marcos and Fallbrook, under the umbrella corporation of Americare).

As mentioned in our opening paragraphs, the country-wide literacy rate is an astonishing 99.8 percent, according to the United Nations Educational, Scientific, and Cultural Organizations’ Institute for Statistics. This is the 2nd highest literacy rate in the world.

The Cuban government spends ten percent of their central budget on education, making it free for all at every level, and includes all materials such as books and uniforms. Class size is limited to 25 students and if a student can’t come to school, a teacher is sent to their home.

Cuba has 47 universities with 112,000 citizens enrolled.

Due to the free education sys-

tem, the cities are becoming filled with people pursuing higher education. To increase the population in rural areas, the Cuban government has offered land incentives to citydwellers and Cuban citizens must have governmental consent before moving to Havana.

David: My wife is a former teacher and very interested in education. We were aware of the high literacy rate but our observations lead us to believe there was not a high level of education. Literate, yes, but how far that literacy extended and the extent of educational opportunities may have been fine for the Caribbean nations, but when compared to other western countries, we think the comparison would suffer.

Even with the best education in the Carribean it appears that life offers little more than a dead end for many Cubans. A university education is their only salvation - a key in many

cases to growth and opportunity. But, with even the highest education compensation is limited. No outside capital is allowed to come in to bolster ecfonomy.

The government has nationalized everythiong, all houses, businesses, corporations, agriculture - everything was nationalized.

All people became employees of the government with solid government controls. There are limits on what people can earn - a minimum of $10 a month and the most is six times that ($60 per month).

We attended a lecture from a retired justice in the Supreme Court for Commercial Courts.

His salary was $60 per month.

His son lives in US and sends money every month. There are no mail restrictions.

September 26, 2013 - Page 3 Since the government owns all property, including apartments in which people live, there arein bad condition, mostly dilapidated. The government has no money to repair and the people don’t make enough (maybe $20 per month - so they can’t afford to fix them).

Cuba’s History

Cuba's story is one full of perseverance. The island was discovered by Christopher Columbus in 1492 and soon became a territory of Spain. In 1898, the U.S. claimed Cuba during the Spanish-American War. However, in 1902, Cuba gained its independence. The Cuban Revolution occurred between 1953 and 1959, which removed Fulgenicio Batista and installed a government run by Fidel Castro, who declared Cuba a socialist state in 1961.

Castro remained in power until falling ill in 2008, at which time he relinquished control of Cuba to his brother, Raul Castro.

Spanish is the official language of Cuba. Please note that Cuban-Spanish contains variations, making it difficult for native-Spanish speakers, who may get lost in translation at times. The majority of Cubans only know Spanish, but in larger cities and tourist areas, English is commonly spoken.

Your English-speaking hosts will translate throughout the program. Although knowledge of Spanish isn’t required, you are encouraged to learn some simple words and phrases to maximize your experience with the Cuban people David: Only a few Cubans speak English; most speak Spanish in both the urban and metro areas.

We had two guides from National Geographic, one a local guide from Cuba and the bus driver, both of whom spoke English.

Economy

The Cuban state follows a socialist economic model.

Letters to the Editor Why Lose the DMV?

Escondido city fathers appear to have sat upon their hands while the department of Motor Vehicles decided to relocate to San Marcos.

Escondido is awash with city owned, idle and nonincome producing real estate. We are also at the forefront of cities seeking clean businesses with stable payrolls. Are we a community that can’t put forth the effort, imagination or know how to retain a large and necessary employer that happily lodged here for nearly half a century?

Might the city have offered property on Spruce Street or on Mission Avenue that they purchased in pie eyed anticipation of a baseball stadium? Why not the former Escondido Water District property at Washington and Ash? It’s been vacant and unproductive for 40 years! Could our former police station be adapted to DMV use? Seemingly city leaders are prone to use tax dollars acquiring and husbanding properties that are never used or sold. Also, if the city of San Marcos can successfully lease vacant properties to businesses, why can’t Escondido?

Reportedly a leading commercial real estate broker made a concerted, but unsuccessful, effort to woo the DMV with one site.

However, was there consideration of other sites like the former Alpha Beta/Office Depot location on West Mission that might be converted to DMV use?

Was a public/private partnership explored?

Carlsbad Auto Theft Suspect Arrested

On Friday, September 20th, at about 5:45pm, the Carlsbad Police Department received a call from a victim of an auto theft on the 3000 block of Monroe Street in Carlsbad.

The victim’s vehicle was stolen from her driveway after the vehicle containing her purse was left running and unattended for a brief period. Several officers were dispatched to the crime. Soon thereafter, several more calls came into the Carlsbad Police Department from the area of 3000 Blenkarne Drive from neighbors reporting seeing a man run from the stolen vehicle while carrying a purse.

At about 6 p.m. Cpl. M. Ernst with his canine partner located the suspect at the intersection of Westwood Drive and Blenkarne Drive. The resistant suspect was arrested with the assistance of the police canine. The Carlsbad Fire Department responded to the scene and treated the suspect for injuries he received from contact with the canine. The suspect was transported by paramedics to a local hospital for further treatment.

The suspect identified himself as Robert Yanez but was not in possession of identification.

The victim’s vehicle and purse were all recovered in good condition due to the valuable information provided by neighborhood witnesses.

Oceanside Police Capture Escaped Orange County Inmate

It was only one day of freedom, away from the bars of the Orange County jail before 27 year-old Max Fernandez was recaptured while in Oceanside.

Fernandez had escaped from an Orange County jail on Friday but was caught Saturday in Oceanside.

Fernandez had managed to get away from the James A. Musick Facility near Irvine Friday before a 4 p.m. security check, launching a manhunt.

Investigators received a tip that he was in Oceanside and he was found at about 2pm at a fast food restaurant.

Fernandez had been in jail on stolen property and drug charges.

Evelyn and I went to a Chamber of Commerce Ribbon Cutting last Thursday evening, welcoming a great new business into San Marcos. Meet Breana and Henry Martinez, (pictured below) the proud new owners of Grocery Outlet

The distinguished CEO of the San Marcos Chamber, Steve Kildoo, was there to welcome the new store, together with the San Marcos Chamber Ambassadors, representatives from Senator Mark Wyland’s office and Assemblyman Marie Waldron presented certificates of welcome . . . and we all stuffed ourselves with goodies and caught up on the latest local gossip. When not busy findong out the latest info we were busy wandering the aisles, checking out the huge selection of grocery items and the tremendous disc o u n t s offered.

Evelyn and I bought about $125 worth of groceries on Friday . . . but we only paid about $75!

The 12-acre Queen Califia sculpure garden has been one of the crown jewels of North County. When it does open there will be a limited number of hours available to the general public.

Niki Phalle created the art works that populate the park.

The Escondido campus of the park opened in 2003.

Last week, the city of Escondido and the Niki Charitable Art Foundation — a group that oversees Saint Phalle’s art pieces around the world — agreed to spend $25,000 each on the Queen Califia repairs, which will include replacing hundreds of damaged mirrors and colored floor tiles.

The repairs will begin in October or November and be complete by the end of this year or early next year.

Another of the things I love about Grocery Outlet is, unlike Costco, if I want to buy a tube of toothpase I can buy a tube of toothpaste . . . I don’t have to buy a boxcar load. (Costco is a great company but I don’t like to have to buy more than I really need).

Another thing I like . . . about 90% of their 40+ employees are located in San Marcos. That, alone, has to help the economy, as well as the traffic their discounted prices will bring into the community . . . and the sales tax revenue that will benefit the city of San Marcos.

Just super neat people. We wish them well.

•••• Old pal and long-time radio side-kick, Doug Best, called last week to tell me that Redwood Terrace, the beautiful retirement community where he and lovely wife, Lorene, live, was totally out of copies of The Paper. And this was on Thursday evening (we deliver Wednesdays and/or Thursday mornings. We had been dropping 50 copies there.

We have increased that number to 100 copies . . . and will drop more if there is a continued deman.

A Walk in the Park

Each Tuesday at the Balboa Park, you get to visit several museums for free. Each week different museums are picked. So many other things are free - the Rose Garden, Cactus Garden, walk-ways and listening to musicians while having tea or coffee outside.

We took in the Japanese Garden at our last visit. So tranquil and beautiful.

A sign of the times, I guess. I think she is, indeed, a beautiful person, both physically and emotionally, but it seems even the most well-intentioned have to tread carefully when it comes to issuing compliments.

Not knowing any better, if I see a beautiful person I tend to tell them they are beautiful.

••••• As of this writing we don’t know what, if any, action the Oceanside City Council took Wednesday evening on an agenda item that would create a new ordinance that prohibits the sale of animals within city limits.

We support this ordinance and hope Oceanside adopts such an ordinance so we can shut down those abominations known as Puppy Mills.

For those not aware, Puppy Mills are those “factories,” usually in the mid-west or south, that carry large inventories of dogs that are there for one purpose only . . . breeders. They breed the dogs every single

I hope Oceanside had the courage to stand up for the animals and help to protect them. I’m also hopeful similar ordinances will be introduced in Carlsbad, Vista, San Marcos and Escondido. It is long past time to put Puppy Mills and their lousy proprietors out of

business.

You can expect a cover story on Puppy Mills in the near future (which will be, probably, the fourth such cover story we have written. That’s how strongly we feel about it.

The Rincon del Diablo Chapter of Daughters of the American Revolution (DAR) recently dedicated “Stepping Stones to Family and Friends,” a quilt made by member Jeanne Johnson, to Merle’s Place Homeless Veterans Shelter at Interfaith Community Services in Escondido. The purpose of this quilt is to remind the residents that their service to our country is remembered, honored, and much appreciated.

DAR was founded in 1890 and is headquartered in Washington, D.C. R..B. Republican Women Contributes Books to Schools and Libraries

Members of the Education Committee of the Rancho Bernardo Republican Women recently presented books purchased by the club to Beth Perisic, Director of Learning Support Services for the Poway Unified S c h o o l District.

The books were donated for the 37 P o w a y Unified S c h o o l District’s elementary, middle, and h i g h schools.

Members also delivered copies of the four selected books to five local libraries.

Gil talked about his career and said he ended up on a Landing Craft Support (LCS) ship. Today these vessels are used for patrolling the coast and have room for helicopters to land. His craft, LCS 45, was only 159 ft. long, 19 ft. across and 65 sailors on it because it was a gun ship. These LCS ships were only in the Pacific.

David: As a result of the Kennedy/Castro era, the Cuban Missile Crisis and the Bay of Pigs debacle, there has been an enormous divide for over 50 years . . . thus the very heavy restrictions on US travel.

One sees the impact of Castro’s communism on a country.

With the exception of one other country (in the Black Sea area) we’ve never been in a Communist country; it’s a remarkable difference. There are severe restriction on the people’s ability to enjoy freedom.

Now, with the recession apparently over, the new owners believe the site and the reputation of Swami’s will reverse the tide and they anticipate a successful venture.

While previous versions of the Grand Avenue location presented as gourmet or semigourmet restaurants, Swami's will likely pursue the same format and menus as its other successful locations - more in the way of burgers, smoothies and traditional breakfast fare.

Annual Craft Fair and Family Carnival – The 27th Annual Craft Fair and Carnival, held by the Rancho Bernardo Community Presbyterian Church (RBCPC) Preschool, will be on Friday and Saturday, October 18-19, at the Church, 17010 Pomerado Road, San Diego 92128. On Friday, the Craft Fair will run from 9am-6pm and Children’s Carnival from 5-7pm. On Saturday, the Craft fair will be from 9am-1pm. This is one of two big

were all 1st class. I remember one night in particular, while overlooking the harbor at Havana, listening to Cuban music, we smoked Cuban cigars - even the women smoked cigars.

Good accommodations are generally available but, quite often it is said there are frequent interruptions in service. The elevators go down, electricity and water service would sometimes be interrupted. While this is fairly common in Cuba, we experienced none of these outages.

We had a very nice hotel in Havana, service and food was wonderful, as good as any American hotel - out in the country, in the southern area of Cuba - everything worked. It was nice but not as nice as in Havana. Overall, we were, quite pleased.

Would I recommend Americans

While the most popular months to visit Cuba are between November and April when the weather averages between 78 and 85 degrees, Cuba experiences little seasonal variation and travelers should also consider late spring, summer, and fall travel.

The faster the PC, the more it costs, so it’s wise to know how much “speed” you’re really getting before you shell out your hard earned cash on that new PC.

In the world of computers, speed usually refers to either “clock speed” or a measure of performance, “benchmark speed.” Clock speed is expressed in Hertz or cycles per second. Your heart at sixty beats per minute is operating at 1.0 Hertz (1 cycle per second).

For the past ten years PC CPUs have operated between 1.5 to 4.0GHz (gigahertz). Giga means billion so these CPUs are running 1.5 to 4 billion cycles per second. Up until about ten years ago CPU clock speed was a reasonable measure of PC performance. Today clock

Legislation to Limit Debt and Protect Taxpayers

Last week, I joined Senator Hueso, Senator Block and San Diego County Treasurer and Tax Collector Dan McAllister to urge Governor Brown to sign AB 182.

AB 182 will increase government transparency and accountability. The bill will direct school districts to provide more information to voters prior to issuing Capital Appreciation Bonds (CABs) to fund school construction projects.

CABs are an expensive financing option that has saddled school districts with debt amounting to nearly 900% more than the original bond value. To cover the cost of repayment, future homeowners in each district are expected to pay more in

The most meaningful PC “speed” measures are benchmarks. The designers of benchmark tests create “instruction sets” that reflects real world usage. They test CPUs by timing how long it takes to complete the “instruction set.” They assign each CPU a number that indicates its performance relative to other CPUs. For example, if a CPU has a benchmark number of 1000 it would by twice as “fast” as a CPU with a 500 score and half as fast as a CPU with a 2000 benchmark score. A Pentium IV with a 3.8GHz clock speed benchmarks 486 while a Pentium E2160 with 1.8GHz clock speed benchmarks 996, more than twice as fast. The point is that you can’t judge a CPU’s performance by clock speed, you need benchmarks.

There are other misconceptions concerning CPU speeds. Intel spends over a million dollars a week trying to convince us that there are only three choices in PC CPUs, the i3, i5 and the i7. They would like us to believe that the “i” series of CPUs represent a smooth hierarchy of performance from the low end to the top- of- the-line i7. In truth, the fifty CPUs in the i3 family have benchmarks ranging from under 1000 to over 5000. The over one hundred i5 CPUs benchmark from just over 1000 to 6500 and the 90 or so i7s benchmark from 2000 to over 13,000. Relying on Intel’s “i”

At the extreme high performance level (over 10,000 benchmark score) the highend Intel i7s are the only CPUs available. These ultra-high-performance PCs are used by professional graphics artists, solids mod-

The benchmarks we refer to are available on the Internet at www.cpubenchmark.net. This site also provides benchmark comparisons on other components like hard drives, video and memories.

One very interesting page called “Available CPU Value” (we call it the “bang for the buck page”) shows the price/performance ratio of competing CPUs. It illustrates why 80% of the PCs we build have AMD instead of Intel CPUs. Now that we’ve defined “speed”, next week we’ll discuss how much of it you need.

As most of you know, recent federal court rulings regarding prison overcrowding have created a massive public safety problem in California. California’s prisons, which hold 120,000 prisoners in 34 facilities, were ordered to reduce the prison population by approximately 8,000 inmates before December 31st, either through relocation or release.

Annual Craft Fair and Family Carnival – The 27th Annual Craft Fair and Carnival, held by the Rancho Bernardo Community Presbyterian Church (RBCPC) Preschool, will be on Friday and Saturday, October 18-19, at the Church, 17010 Pomerado Road, San Diego 92128. On Friday, the Craft Fair will run from 9am-6pm and Children’s Carnival from 5-7pm. On Saturday, the Craft fair will be from 9am-1pm. This is one of two big fundraisers for the preschool, and there will be more than 60 local artisans selling children’s items, unique home décor, holiday items, jewelry, clothes, and other crafts. Over 1/3 of vendors will be new this year. Enjoy a meal at the Gourmet Food Truck Fest on Friday night, and this event includes a bake sale, opportunity drawing, and children’s carnival.

Kids are encouraged to come in costume. Funds raised at the Craft Fair are used to upgrade and maintain the preschool’s playground and provide additional support to the classrooms.

Is there some better alternative that can give us a stable replacement of our missing teeth but not cost an arm and a leg? Price is the million dollar question for those who are retired and on a fixed income.

As the Baby Boomer generation gets older our health-care costs increase, including dental care.

With the advent of reliable implants we can “rebuild” our mouths, however, at times with considerable expense.

When doing implant supported crowns and bridges, we need solid bone structure throughout the arch, and frequently have to charge our patients for bone “augmentation” (addition of bone) to areas with insufficient bone to support the implant structure. Implant Retained Overdentures require using less implants for support and we can “adjust” the placement of our implants into areas where the bone is most dense, often reducing or eliminating bone augmentation. Since the cost of augmentation can run anywhere from $450-$800 or more per unit, that’s a big advantage both by avoiding surgery … and cutting costs!

Care and Handling

Overdentures are “removable.”

Most of our patients don’t like the idea of “removable” teeth.

However, if you’re already in that boat, or headed that way, remember it’s easier and more thorough to remove and brush your teeth and gums than it is to clean a fixed bridge in your mouth. As for placing them back into your mouth, overdentures literally “snap” back into place with stability and security.
