by lyle e davis Those of us who served our nation as a member of any of the military organizations may not be aware of what great benefits are still available to us through the Veteran’s Administration. I found out by accident. A neighbor of mine, Sy Okun, was active with the VFW and the American Legion. He also handled all types of veteran’s affairs through the VA. He told me what I was eligible for and, lo and behold! He was right! I checked with the VA and soon had a pair of $4400 hearing aids. My cost? $150! Not a bad deal. All you need do is, if you were a member of the military for more than 90 days, check with your local Veteran’s Administration office. They will soon be able to determine your eligibility. Obviously, service connected disabilities are top priority. That is as it should be. But most, if not all, of us are eligible for some degree of coverage. I have fallen in love with the Veteran’s Administration Clinic in Oceanside. Not only with the physical building and facilities, but even more, with its people. Seems like they are always smiling and eager to help. Top professionals in ever sense of the word. My first encounter there was with Big John Spain, the always smiling, always cordial and polite, receptionist at the Audiology Clinic. Originally from Richmond, Virginia, John exudes that Southern Charm. John served as a

As you move on down the hall you’ll find another volunteer. He or his wife, or another volunteers is there every day, them will have anything smaller and none will actually admit they want change back. When the girls get their bill, out come the pocket calculators. MONEY A man will pay $2 for a $1 item he needs. A woman will pay $1 for a $2 item that she doesn't need but it's on sale. BATHROOMS A man has six items in his bathroom: toothbrush and toothpaste, shaving cream, razor, a bar of soap, and a towel. The average number of items in the typical woman's bathroom is 337. A man would not be able to identify more than 20 of these items. ARGUMENTS A woman has the last word in any argument. Anything a man says after that is the beginning of a new argument. Arranging our tour of the facility, and also wearing a big smile, was the Clinical Service Director, Karen McKinsey, an RN who retired from the Navy, after 26 years . . . and, fortunately for us, decided to extend her career by coming on board the good ship band. A man never worries about the future until he gets a wife. MARRIAGE A woman marries a man expecting he will change, but he doesn't. A man marries a woman expecting that she won't change, but she does.

Mercedes Brathwaite, an LVN, has been with the VA for 17 years. Three more years and she will retire. With the great pension she will have earned in government service, she will enjoy a well deserved retirement.
volunteer, get acquainted, get to know the people . . . see if he liked it and, if he did, to puruse it. That’s exactly what he did . . . and that’s why he’s where he is today. We next got to meet one of the Clinic’s big stars, Dr. Katherine Wong, a Doctor of Optometry, who has been with the VA for 12 years. Dr. Wong has been the recipient of many awards for her contribution to her profession. A native of Golden, Colorado, she works in the Dermatology and Optometric area of the Clinic and, needless to say, also had a ready smile for us.
We were alerted that a Doctor of Internal Medicine was available to chat with us so we quickly moved over to the Internal Medicine department and met Dr. Kristin Bell, who studied medicine at the University of Chicago. She has been with the VA for 12 years.
After a nice visit, Chad showed us all the exam rooms in the Primary Care Department. Plenty of spacious, comfortable rooms for patients and their health providers to go over their cases and determine the best and most efficient treatment.
Dr. Katherine Wong, Optometrist, VA Clinic, Oceanside Close by, while visiting the GYN Department, we met Teresa J. Oldham, a nurse, but with administrative duties as the Specialty Clinic Coordinator. Originally from Kentucky, she’s only been with the VA for one year, but has 28 years as a nurse, four of which were as an Army nurse. We found out we had some things in common. She took some of her training at Brooke Army Medical Center, Fort Sam Houston, Texas . . and I spent two years there as well. She also served with the

John Kenny has been with the VA for 10 years . . . but at the top of his list of accomplishments is his opening of the new laboratory at the Oceanside Clinic. He had been working in the VA office in Vista before the move was made. The laboratory is spotless, as you would expect. Well organized, operations flowing smoothly. Asked how he got into the profession, Kenny recalled he was in construction when a family member suggested he go to a local laboratory as a

I like things that are free. But, of course, they aren’t totally free. You and I paid for them, in part, because of our service to our nation; being a member of one of the great military organizations, Army, Navy, Marines, Air Force, and Coast Guard.

Besides treating exisintg medical conditions, the VA Clinic also focuses on Wellness Issues . . . that is, keeping you healthy be education programs, by assisting you with learning aids that you can even use at home. We discussed this with Julie Weise, RN, who focuses on the TeleMOVE! program. (Her photo does not appear as she did not want it taken). This is a weight/health program that helps to promote proper diet, exercise and other programs that the patient can program and monitor his/her progress at home . . . utilizing a computer-type piece of equipment that is easy to operate. Ms. Weise coordinates this entire program. As mentioned earlier, I became aware of and got involved with the VA because of a hearing loss. I investigated and found I was eligible for health care through the VA and, specifically, I would be able to secure hearing aids, exam, fitting, and supplying of the equipment, including batteries, at a fracton of the cost I would have had to pay within the private sector. My first set of hearing aids were $4400 in the private sector. They cost me $150. Our pup got ahold of the hearing aids several times and chewed them up. The VA didn’t blink. They repaired them. No charge.
During the tour, I found out from Chad that I may also be able to qualify for additional medical services. Optometry, for example. I was told I just need to see my primary doctor and s/he would refer me to optometry, or, if necessary, to an ophthalmologist. More great things to discover! The Oceanside VA Clinic is new, opening on May 26th of 2010. Located at 1300 Rancho del Oro Drive in Oceanside, the new $40 million building is two stories of gleaming glass and steel in Oceanside. It’s not far from the gates of Camp Pendleton. The facility is open Monday-Friday, from 7:30 a.m. to 4:00 p.m. You can reach them by phone at 760.643.2000. There are more than 235,266 veterans in the San Diego and Imperial Valley counties. You just might be the next one eligible for coverage. It’s worth looking into. To enroll, call (760) 643-2000. They’ll point you in the right direction to determine your eligibility. (It would help if you have your DD214 form available). Page 4 - September 13, 2012 Escondido Police Arrest Man Wanted on Warrants An Escondido Police Department traffic checkpoint nailed a man with a warrant for his arrest Friday night. Not only did he have a warrant but he was driving a stolen vehicle according to Lt. Tom Albergo. Police arrested the man ---who was also driving on a suspended license --- for auto theft, police Lt. Tom Albergo said in a statement Saturday. The man was already wanted on a warrant for possession of stolen property, Albergo said. 2,660 vehicles passed through the checkpoint, which was in the area of Lincoln Avenue and Fig Street. Another driver, an illegal alien, was arrested after he gave police conflicting information about his identity, Albergo said. Officers checked his fingerprints and found that he was driving on a suspended license, had previous drunken driving arrests and was in the country illegally, according to Lt.
Local News Albergo. The man was turned over to federal immigration officials. Nine citations were issued during the checkpoint, including 13 to unlicensed drivers. During the checkpoint, 12 vehicles were released to designated drivers. Four vehicles were impounded. Long Awaited Oceanside Hotel Planned For Next Summer An upscale $35 million hotel project, 1010 Oceanside, appears to have approval to move forward and is planning starting construction by next summer. Located on the edge of downtown Oceanside, the hotel would have 124 hotel rooms and 90 residential lofts, 432 parking spaces, a 4,600square-foot meeting room and a rooftop pool with ocean views, according to developer Hamid Nikkho of the Los Angeles based Amidi Real Estate Group. Man About Town Good pal, Dr. Steve Heilman, the always smiling chiropractor, he with the healing hands and the affable personality, told me a tale the other day about some kids in school. All of the kids in the class had been photographed, and the teacher was trying to persuade them each to buy a copy of the group picture.
I think when I chuckled I encouraged him as he went on . . . There were some other kids I heard about. The children were lined up in the cafeteria of a Catholic elementary school for lunch. At the head of the table was a large pile of apples. The nun made a note, and posted it on the apple tray: “Take only ONE. God is watching.” Moving further along the lunch line, at the other end of the table was a large pile of chocolate chip cookies. A child had written a note: “Take all you want. God is watching the apples.” Is it any wonder that Dr. Steve’s practice is growing? Not only does he give you pain relief . . . but he manages to tickle your funny bone as well.

The Big hearted folks department: There’s a gal named Dawn Beattie who spends most of her time, and a lot of her and her husband’s money, rescuing dogs. Mostly Chihuahuas but any dog that needs a helping hand is likely to find it from Dawn and her hubby. Dawn heads up forgottenpaws.org and has dogs listed every week in The Paper (see page 10) looking for a ‘forever home.’ Currently, Dawn has yet another project. Most of the dogs she rescues are owner surrender. The most common reason she hears is due to moving and the new place will not allow pets. But Dawn has another problem with medical issues. She has a 13 year-old that was dumped at a shelter because of the medical issues. The owners either didn’t want to, or could not afford to, incur the necessary veterinary costs to take care of the dog. Dawn will spend somewhere between $1200 and $1500 to take care of the dog. Those are very scarce persona, but she will not let a wonderful dog roast in a

As of press time, The Paper had not received word of the council’s vote. City officials and Crone both said the looser rules would create jobs, bring many neighborhoods a greater number of convenient dining choices, and help Escondido land businesses that might choose San Marcos or Rancho Bernardo instead. "I can't tell you how many times I've been unable to lease to a tenant because there wasn't enough parking," said Crone. The Escondido Planning Commission has unanimously endorsed the looser regulations because they were confident it would be of benefit to the community. A similar measure in downtown Escondido last year has paid dividends, with several new restaurants recently opened or expected to open soon. The change would have a minimal effect in the city's larger plazas, such as Westfield North County mall and the Dick's Sporting Goods plaza at Interstate 15 and Valley Parkway. Plazas larger than 3 acres have lower parking requirements based on the theory that parking is shared among a greater number of businesses and that customers are more likely to make multiple stops within the plaza, according to city officials. Two North County Churches Celebrate Their Ages Leaders at the First Baptist Church of Oceanside just celebrated the church's 125th birthday celebration this past weekend. The church, located at 240 Grace St. in Oceanside, had a reunion of sorts over the weekend . . . together with a festival all mixed in. First Baptist is thought to be the first Protestant church in Oceanside. The church opened in 1887 with nine people in a small home near the

The church moved to several different locations over they years, finally moving to its present location at Grace and Maxson streets in 1957. City officials were present last weekend to help the church celebrate. Meanwhile, Escondido’s First Congregational Church will also be celebrating its 125th birthday, come September 25th. On September 25, 1887, the Congregational Church of Christ was incorporated and started with five members. Under the leadership of the Reverend M.A. Starr, funds were raised for the first building. This was a real achievement for the membership of 142, since at that time all building materials had to be imported from San Diego. The entire structure was built of wood frame and brick, and the steeple tower of the

The first parsonage built for the minister in 1890 cost $435.00; and in 1910, plans were made for a new manse across Maple Street from the church. The church was closed for four months in 1918 by order of the Health Department in response to an outbreak of Spanish influenza, and all public meetings were canceled as well. Today, known as the First Congregational Church, its present location is 1800 N. Broadway. Services began at this location in July 1989, and the campus was dedicated October 8, 1989. The First Congregational Church of Escondido is one of the oldest congregations in the Southern California Conference of the United Church of Christ and continues to welcome visitors and new members to this day, 125 years after its incorporation.

Rancho Bernardo • Mayor Jerry Sanders Last week, San Diego won state approval to expand a highly-successful regional economic incentive program that to date has helped create over 7,300 new jobs in the region. In an effort to ensure that business expansion, attraction, and retention efforts continue and increase in San Diego, the San Diego Regional Enterprise Zone (SDREZ), a regional collaboration between the cities of San Diego, Chula Vista, National City and the Unified Port of San Diego, applied for and received approval from the State’s Housing and Community Development Department (HCD) to expand the
Enterprise Zone into northern and southern parts of the County. Businesses that operate in an Enterprise Zone can claim state tax credits for wages paid to employees as well as for purchasing certain manufacturing, data processing, and communications equipment. Enterprise Zones are one of the most valuable economic development tools we have. Approximately 920 local companies have used the program to hire thousands of local workers.Governor Brown has indicated he might change the program. I hope the folks in Sacramento remember that but for the Enterprise Zone, California might not have been successful in getting many businesses to build or expand operations here.

Oceanside • Mayor Jim Wood New Solar Energy Facility The City of Oceanside just broke ground on a new solar energy facility on Thursday, August 30. This project will produce a renewable source of energy for the San Luis Rey Water Reclamation Facility that is both cost-effective and reliable. Once completed, the improvements will generate more than $1.6 million in savings for our City ratepayers over the next 20 years. This one-megawatt solar project will generate approximately 25 percent of the San Luis Rey Water Reclamation Facility’s electricity demand,
which is outstanding. Through a power purchase agreement, the City will purchase electricity at rates competitive with those offered by the regional utility and will own the renewable energy credits associated with the project. SunPower Corp., a global solar technology company based in California, will design and build this facility on approximately 10 acres of City land that is adjacent to the SLRWR Facility and install SunPower T0 Trackers, which track the sun during the day, enhancing energy capture up to 25 percent over conventional fixed-tilt systems. WIN 7 passes XP. The market share for each operating system is determined by sampling which operating system is being used by PCs accessing the Internet. In August, Windows XP’s decade long dominance ended. Windows 7 scored 44.76%, Windows XP 44.22%. Windows Vista’s share at 6.1% barely above the 6% presence of Apple’s three co-existing operating systems combined. Microsoft forced Major brand PC sellers (Dell, HP/Compaq, Gateway etc) to stop selling XP and install Windows Vista (2007-2009) and Windows 7 (2009-present). There are some exceptions. Small PC producers (like The Computer Factory)
ADA Bill Helps Businesses
During the final month of session, 899 bills passed the legislature, but few helped businesses. Legislation to improve California’s economic climate has not been the majority party’s priority. However, on the last day of session one bill passed that will provide needed relief for businesses: Senate Bill 1186. SB 1186 will help businesses protect themselves against lawsuits and fines for not complying with the Americans with Disabilities Act (ADA). Many attorneys exploit money from businesses that are not strictly in compliance with the ADA. And, as new rules are regularly added, it is difficult for businesses to keep up-to-date with the latest ADA requirements.
The majority of home and small business users who bought PCs since 2007 have Vista or Win 7. Most large corporate users still run windows XP, even on their newest PCs. These users have been slow to adopt Win 7 simply because the upgrade would require hardware upgrades to older PCs. Many expensive application software packages specifically designed to support a particular industry are designed for 32bit Windows XP. Moving to 64bit Windows 7 often requires purchasing expensive new software. Most businesses have opted to defer the expenses associated with moving to Win 7 as long as Win XP provides a practical alternative.
Microsoft hopes that Win 8 will create a common interface for PCs, tablets and smart phones boosting its opportunities in tablet and smart-phone hardware, software and applications sales. Customers ask if we think they should wait for Win 8’s release to buy a new PC. Here are three reasons not to wait. Touch screen capability is a non-feature for most of us. Though Win 8 is basically Win 7 it’s still not a good idea to adopt any new OS in the first six months of its life. In our opinion Microsoft is so bent on promoting Win 8 because of its potential to affect Microsoft’s tablet and smart-phone business that they will be offering free upgrades early in 2013. Our recommendations for operating system upgrades depends
on the situation. If you have an XP PC don’t consider “upgrading” your OS. Both Vista and Win 7 will simply slow you down. If you need better performance try a hard drive clean up or upgrading RAM, hard drive and/or video. If your PC has Windows Vista, a “downgrade” to Win XP or an upgrade to Win 7 will both improve performance. Downgrading to XP will cost less and give a bigger performance boost but XP device drivers for some Vista PCs may not be available. Upgrading a Vista PC to Win 7 will cost between $150 and $200 but it’s worth considering for desktop or notebook PCs that originally cost $600 or more. Sacramento Continues to Waste Money Each week, another news story highlights the culture of corruption and incompetence in Sacramento. Given the condition of our economy, it’s senseless that the state continues to waste our money in a number of ways. The scandal in the California Department of Parks and Recreation over a hidden stash of $54 million in taxpayer dollars has reverberated across the state. Several months prior, state officials had threatened to close 70 state parks unless taxes were raised. Yet Department bureaucrats failed to report they had more than enough money to keep all our parks open. The media also uncovered that Parks staff were allowed to participate in a controversial vacation buyout pro-
gram, costing taxpayers $271,000 between May and July 2011. These wasted dollars padded the bank accounts of staff instead of going to support our parks. Despite scandals like these, some in Sacramento are demanding higher taxes from Californians. I believe we can support critically important services such as public safety and education with the money Sacramento already takes from the citizens. The problem is that lawmakers and bureaucrats find new ways to spend those dollars on questionable priorities and then demand higher taxes when they run short of money. Sacramento should focus on controlling and prioritizing it’s spending, not asking for more tax dollars when they’ve demonstrated they can’t manage what they have.

Kathy B. We are truly fortunate to live here in North County San Diego. There are so many wonderful places to explore and things to do! However, those of us who are waging the battle of the bulge may perceive some difficulties while trying to be active in the Singles community because we feel “lesser than” or unattractive. When in fact there are more “chubbies,” just like us, than we realize. That being said, the options available to us for getting together in singles
groups and get moderately active while doing so are ever expanding. Greg Minor, our local exercise guru, has been such a true inspiration to me. Both he and his beautiful wife, India, bicycle to many of their meetings. They ride their bikes even when they have appointments in Del Mar. My favorite spot to hang out and get some exercise is our local San Diego Wild Animal Park (Safari). It’s close by, is home to so many wonderful animals to gawk at and provides 1800 beautiful acres to explore. Now that the weather is cooling down, it seems to be the perfect time to take advantage of this local marvel. I really love the fact that they have membership packages for under $100/year which can be used for entrance to both the Zoo and The Safari Park. Please say hello if you pass by me as I’m walking the trails trying to lose the poundage.

Drawing down the Delta further may not be viable during droughts. Sacramento proposes establishing still another layer upon existing layers of expensive, unelected bureaucracy which can dictate water to insider gain without ratepayer recourse. San Diego water districts are already suing the MWD for overcharges. Can we trust Sacramento appointees to be above politics? The writer is correct that controlled water releases will be an environmental benefit. Large reservoirs can become parks and wildlife habitat. According to witnesses, the secretary was upset because she had seen the photo art for the cover story dealing with the Sikhs and went ballistic. Witnesses say she was yelling about “sheiks,” (which is not a Sikh title,) “bedsheets,” (a pejorative term for anyone who is Arabic or, in the case of Sikhs, Indian,) and “political agenda.” The Paper has no political agenda involving Sikhs. This story was run by us in recognition of the terrible tragedy in Wisconsin where Sikhs were murdered. We felt our readers deserved to know more about the Sikhs that were murdered.
