us who knew and worked with him readily acknowledge that he was a radio legend. He was a living legend until Thursday, September 23rd, 2008, when he died at age 85.

In this retrospective of Bill Ballance, perphaps you, too, will get an idea of what it was like to work with him. •••••

Readers of The Paper are generally of an age where it is likely they were listening to the radio during the magical years of Bill Ballance's career. Those who

didn't listen to him probably at least have heard of him. Bill Ballance started the radio version of the women's sexual revolution of the late 1960s and early 1970s. Racy and confessional, the show drew many listeners, both male and female, with topics such as "Where did his love go and how did you know it was gone?" and "Are you a red-hot mama?" Bill had been a top-40 radio personality when he discovered his audience was largely that of women. It was then he created his "Feminine Forum" program and he literally skyrocketed to fame. His most lasting claim in Southern California radio was that he was the first to openly

address sexuality, issues of sexual intercourse and sexual preference. By 1972 his "Feminine Forum" was syndicated in a number of major cities, and simulcast in San Diego. Bill gave the phone lines over to the ladies and listened. He wouldn't even call them housewives. They were women in Bill's mind educated and intelligent - and he treated them that way. Between calls, he played the hits. Bill was profiled in every major publication in the country, as well as the London Times and a Cosmopolitan cover story. Time magazine said, "Bill has many imitators, but no rivals." For all the attention his show attracted, Bill did it with taste.

I worked with Bill Ballance when he and I both were at KFMB Radio in San Diego. I first met him shortly after he had signed his contract with the station. Someone introduced me and he immediately clasped my hand and said. . . "Yes! I've heard of Lyle Davis! I've listened to you and admire your work. I'm very much looking forward to working with you." I was incredulous. Here I was, doing the morning and afternoon traffic reports for KFMB and I had just met a Living Legend and he was making over me like I was the star, not him. He had just proven that he was as adept at charming guys as he was the ladies. I was thrilled to not only have met the man but to know I'd be working side by side with him. I did the traffic reports from 4pm to 6pm and Billo, as he was affectionately known, came on

This week, a compendium of wit, wisdom and neat stuff you can tell at parties. Enjoy! Don't Ask the Question if You Don't Already Know the Answer The pastor of his Baptist church had called all of the little children to the front of the church, dressed in their cute Easter outfits and had them sit around him. He said "Today is Easter and you all look so handsome and beautiful. Today we're going to talk about the resurrection. Does anyone know what the resurrection is?" One little boy raised his

at 6pm till midnight. He would often arrive around 5pm and spend the next hour preparing for his show, going over his voluminous notes, checking out his material, which he carried in a milk carton sized plastic case, all organized, neatly. Many of Bill's clever on-the-air and impromptu bits were well thought out and planned way before the microphone came on. He demonstrated every day what a true professional he was, always preparing, always ready to go . . . investing probably the same number of hours off-theair as he did presenting his work on-the-air. Come 6pm and it was showtime! Bill Ballance was on the air! The phone lines would already be lit up as anxious listeners, mostly women, awaited their few minutes of fame, talking to 'ol Billo.' Some of the Bill Ballance earcatchers were, "Muggers demand your money or your life. Wives demand both"; "The severest form of intimacy is shared silence"; "Marry in haste, repent insolvent," and "Love is a one-way ticket on that emotional shuttle craft between heaven and hell."

He was a bit of a rascal . . . and if there was a female within 20' of him, he would home in on her, or them, and charm them continually. Didn't matter if it was a young college co-ed or a matronly grandma, if they were female they were on Bill's radar. And he was good at it . . . oh, was he good! He was an agile bachelor at the time and claims to have been looking for a third and final wife --- “one with a large, accessible dowry and at least five good, serviceable teeth, preferably in front.” He was known for his many bon mots that he would drop whimsically: “A fool and his money are soon married.” “Marriage is a great improvement over other forms of warfare.” “A woman will believe anything if it’s about her husband.” He has also been known to implement the fine art of invective as only “Billo” could do it. When asked about Women’s Lib Leaders:

The neighbor said that since she was up early with her toddler anyway, it would be a good way for them to get some exercise as well, so she agreed.

The boy, proud that he knew the answer, said in a clear loud voice "When you get one lasting more than four hours, you gotta call a doctor!" It took a solid 10 minutes before the pastor could speak and there was so much laughter going on that his sermon was probably forgotten - but that boy's voice won't be. School Daze A mother was concerned about her kindergarten son, Timmy, walking to school. He didn't want his mother to walk with him. She wanted to give him the feeling that he had some independence but yet know that he was safe. So she had an idea of how to handle it. She asked a neighbor if she would please follow him to school in the mornings, staying at a distance, so he probably wouldn't notice her.

The next school day, the neighbor and her little girl set out following behind Timmy as he walked to school with another neighbor girl he knew. She did this for the whole week. As the two walked and chatted, kicking stones and twigs, Timmy 's little friend noticed the same lady was following them as she seemed to do every day all week. Finally she said to Timmy, 'Have you noticed that lady following us to school all week? Do you know her?'

From one of his sons, Jimmy Ballance: Willis Bennett Ballance could be formidable in his temper. He did not gladly suffer fools. Dad was generous with friends, though. He respected good minds. I knew he was self conscious about his age, refusing to answer any queries about age. He also favored turtleneck sweaters. We were all sure that this was to mask the wrinkles on his neck. We thought he wore a rug (toupee') but we were never sure . . . and we respected him too much to ask. Again, his son, Jimmy Ballance: "My Pop made no secret of his toupee, his rug. Sometimes as a gag, he'd wear it askew. I think he liked the look and feel of turtlenecks. If he could avoid the daily knotting of a tie, he would. The turtleneck gave a certain dressiness, however, above the usual open neck.

Another thing about age: he projected manly appeal to the myriad ladies, sitting at home in their tragic little housedresses. It never hurt to allow a young and available image to make itself felt in the public." He didn't party a lot with staffers, but that could easily be because he didn't get off the air till midnight and the rest of us, being young innocents, were probably at home, tucked into our beddy-byes. Ballance started in major market radio in Denver . . . then joined the Marines during WWII, serving from 1942 to 1946, mustering out as a Captain. He also developed a fascination with military history and was recognized as such a strong Civil War buff that many also recognized him as an expert in that world as well as broadcasting. Again, Jimmy Ballance: "You invoke the Civil War (War for Southern Independence); Pop used to interview a couple of the elderly soldiers. His hundreds of volumes about the great conflict fill many shelves. Papacito also toured many battlefields in the various states. Some with his old buddy Sheridan Van Dolah and some with his uncle, USMC General Bob Ballance. Van Dolah and Dad met when they were, say nine or ten, I think. Sheridan had just moved into Peoria from a magnificent La Jolla shoreline home. As teenagers, each summer for three years, the both of them toured every state in the union via their redoubtable Model A Ford. A place that Dad particularly loved was the jewel of a town, La Jolla, which forty years later became his home in 1978. My father (later) bought a house in what is known as the Golden Triangle; Pop used to refer to this neighborhood as "the lunch pail La Jolla." It is also known as the University City area, I think." As his career in broadcasting progressed, he would move to Los Angeles where he worked at KNX, KFWB, KGIL, KGBS, KABC and KWIZ. When his "Feminine Forum" program became controversial and the owners of KGBS failed to support Bill and his program for

fear of FCC repercussions, Bill moved to KFMB-San Diego, (1978-1993) and became one of the most popular personalities in the history of San Diego. His name surfaced again a few years ago when he released a dozen nude photos of Dr. Laura Schlessinger that were then posted on the Internet. The pictures were taken when the two were dating. Bill was angry because Schlessinger had denied the relationship took place . . . and Schlessinger had held herself out to be this icon of morality and great virtue, when, in fact, she was a human being, just like the rest of us. Bill took umbrage at this (he also, it is said, took $50,000 for the copyright to the photos). The photographs and the story behind them are readily available today on the Internet. From some of his fellow broadcasters: "I remember first meeting Billo when we worked together at KFMB," said "Shotgun Tom" Kelly of Los Angeles' oldies station KRTH/FM ("K-Earth") 101.1. "He was great with words. I'd love it when he would ask the ladies, 'How do you and your husband perform under the percales, my dear?" "KFMB ran Padres baseball, and a lot of times the game would fall on Billo's time slot," Kelly said. "He would come into the station to do a 15-minute show if that's all that was left on his show after the game was over. The boss would say, 'Hey, Bill, there's only 15 minutes left on your show after the ballgame, you don't have to come in to work today' and Billo would say, 'Oh, no no, I'm coming in to do what's left of my show after the game is over; you got an eager beaver here, Coach.' " Alan Oda: "I was very sorry to hear of the passing of Bill Ballance. He was part of one of the powerhouse KGBS lineup (Ballance, Hudson & Landry, Dave Hull, Bob Morgan, and Jill Taggert) on my favorite radio station during the early 1970s. I had the privilege of meeting Mr. Ballance at the LARadio.com Day four years ago, hosted by the Museum of Radio and Television in Beverly Hills. Bill Ballance received more praise than anyone else on the panel from his fellow LARPs. Dick Whittington said that Ballance was "a master of the language...a daily dictionary" for his listeners. Dave Hull said that 'The Feminine Forum' was 'the biggest thing that ever hit this town.' Jimmy O'Neill simply said that Ballance was 'the fun-

niest man in the world.' One audience member after another had questions for Bill Ballance, including a query about whether or not his feud with B. Mitchell Reed was for real. Not only did he say it was for real, Ballance recalled how he had once knocked down Mitchell. 'I caught him stealing mail out of my mailbox. So I said 'Mitch,' and then 'splat,' right there in the corridor [pause]. God, those were happy days!' The audience was in stitches. Ballance, at 80+ years still had his razor sharp wit and timing which his listeners remembered. Ed Schwartz, WGN-Chicago alumnus: "What sad news Don. He had the best vocabulary in radio. I was a true fan. He made a couple of book tours to Chicago and sat with me for several hours. I was in awe. I remember a trip to L.A. in the early 70s and every radio I heard was tuned to KGBS starting with the car I rented at LAX. Many of the 'zoo boys' of today's radio couldn't have carried Bill Ballance's coffee cup let alone his intimate personal style of talking to his audience. He was one of a kind." Ballance retired in 1994 and moved to University City where he lived until his recent death. He had undergone quadruple bypass surgery within the past several years and had a stroke. Jimmy Ballance: Dad was not well-served by going into quadruple bypass surgery. The resultant stroke in June of 2002, really messed him up. His health and quality of life dropped steadily until his final act. He tried so hard, but he couldn't climb out of the hole. He returns to his birthplace, Peoria, Illinois, to be buried, on

October 9th. Born Oct. 27, 1918, in Peoria, his father owned a brewery and numerous saloons. In 1927, Mr. Ballance learned Peoria was dedicating its first radio station. Though just a child, he barged into the station uninvited and recited on air the World War I poem "In Flanders Fields" by John McCrae. Again, Jimmy Ballance: To grow up as sons of a celebrity was for me and my brother Kurt, "cool." It was an extra identity. We were deferred to. Also, we inherited his offbeat and skewed point of view...in observing the sweep of life's From Bill Ballance: "You'd better flaunt what Mother Nature gave you, before Father Time snatches it away!" Alas, Father Times has, indeed, snatched our friend, Bill Ballance, away from us. It was great while it lasted. Goodbye, Billo. And Thanks. Ya done good! Page 4 - September 6, 2012 Illegal Alien Arrested for Indecent Exposure On Tuesday, August 28, at approximately 7:20 am, the Escondido Police Department received a call regarding a male subject sitting in a truck fondling himself in the 1200 Block of North Broadway. Witnesses state that subject was watching children walking to school. An adult witness contacted the police department and officers located the subject in his vehicle at the intersection of El Norte Parkway and Escondido Boulevard. The subject was detained by officers and was ultimately identified by the adult witness who had contacted the police. The subject, who was later identified as Antonio Montoya-Senteno, was transported to the Escondido Police Department. Montoya-Senteno was interviewed by ICE officers as a part of Operation Joint Effort while in EPD custody. ICE determined MontoyaSenteno had been voluntarily returned to Mexico on three prior occasions. At this time,

Local News he had no legal right to be in the United States. Upon the completion of the investigation, MontoyaSenteno was booked into the Vista Detention Facility for indecent exposure and an ICE hold. As of Wednesday, August 29th, 2012, MontoyaSenteno has been released from the Vista Detention Facility and is now in Federal custody pending immigration charges. The partnership between the Escondido Police Department and ICE had a significant impact on the arrest of this subject. The state charges MontoyaSenteno is facing are not bookable and he may not have identified as a criminal alien had it not been for the ICE officers who assisted at the Escondido Police Department. This case represents another example of how Operation Joint Effort has assisted local law enforcement with the removal of criminal aliens from our community. Fatal Oceanside Shooting Police have arrested one sushusbands as well as animals). Sally Costello, the beautiful CEO of the Escondido Humane Society was almost giddy with excitement when she announced they had broken their all time record and had found homes for 367 animals, all of which were adopted during their Furry Friendzy Adopt-a-Thon which began on Aug. 1! Adoption fees for all animals have been reduced to just $25 in September to make it easier to add a furry friend to your family.

Man About Town We were delighted to hear of the great success the Escondido Humane Society has had on their drive to find ‘forever homes’ for a record number of animals. They find homes for puppies, adult dogs, kittens, cats, bunny rabbits, and, possibly, an occasional mangy husband who has behavioral issues. (They have a great training program. pect in the fatal shooting of one man and injury to his girlfriend. It happened shortly after midnight, Thursday evening, August 30th, in Oceanside’s Mesa Margarita neighborhood. Robert Robbins, 47, lived across the street from the suspect, 20-year-old Diego Martinez. Martinez is being held on suspicion of murder and attempted murder. Jailhouse records indicate he was to have been arraigned this past Tuesday. Martinez had allegedly returned to his home in the 4700 block of Calle Solumar but emerged from his home around 9:30 a.m. Thursday following orders of Oceanside police, who reached Martinez via bullhorn. Oceanside police said officers responded to a 12:18 a.m. report of a woman screaming at the corner of Calle Solimar and Calle Mariposa. There, they found a man lying dead in the driveway of a nearby home, where he'd knocked on a door seeking help.

Nearby, they found his wounded girlfriend, 49, inside of a truck parked on the wrong side of the street. She was hospitalized, and was cooperating with the police investigation. Reports are that the woman was shot in the face, chest and arm. Robbins' adult children identified him as the man who was killed. The Mesa Margarita has long been plagued with gang violence and shootings. Tipsters or witnesses with information regarding the double shooting on Thursday can call Oceanside police at 760-435-4900 or San Diego Crime Stoppers at 888-580TIPS (8477). In the evening, after putzing around trying to find the channel that carried the San Diego Aztecs game (on Cox cable it was channel 314), and watching bits and pieces over the next hour or so (couldn’t stand to watch the game continuously, the Aztecs just played sloppy ball), I finally (gasp!) shut the tv off and started organizing my desk and doing some writing. ••••• One question: should San Diego adopt the sports slogan of “Wait till Next Year!” (?)

Too Much Football? I’ve waited all summer for football season to roll around. Sat myself down in a comfortable chair and enjoyed watching the Nebraska Cornhuskers play their first game of the season (they won). (I follow the Huskers and the Chargers. I grew up in Nebraska . . . and kinda, sorta like the Chargers. Sometimes.) After that, I got bored rather quickly. Game after game after game on channel after channel after channel. And of those games

I no likee watch losing sports teams. San Diego seems content to back losing teams, not demanding winners. I could never figure that out. The jury is still out on the Chargers (who played just awful against San Francisco); with new owners, maybe, just maybe, the Padres will adopt a new, winning ‘Man About Town’ Cont. on Page 10

The Paper Endorsements For Escondido Union School District Board of Education Seats

Paulette Donnellon, District 3 We have known Paulette since she was a shy young lady of about 18 or 19. We have watched her grow since then and become a successful businesswoman, an avid supporter of education, and an active one. She currently serves as President of the Escondido Education Foundation. She is a dedicated hard worker and has spent the last 20 years in the educational technology field. She hopes to bring more and more educational technology to the schools, develop digital textbooks, and works with professionals in the field of education and writing to make learning fun. If learning is fun, it’s hard to keep students away from their les-

sons and classes. She recently introduced such a class at Arizona State University and invited a good friend, Dan Gookin, to come and speak to the classes. Gookin is the author of multiple, “for Dummies” books, including “DOS for Dummies,” “PC’s for Dummies,” as well as 130 other books. Gookin uses a combination of humor and factual information to make reading and learning easy . . . and that’s just one of the many goals Paulette Donnellon has. This is also an example of how Paulette Donnellon thinks creatively to bring “fun” things to the learning arena. In our judgment, she will bring this same creative thinkings, this same hard work ethic, and this same drive and determination to her position as Board Member of District 3, Escondido Union School District. This November, we believe Paulette Donnellon has earned, and deserves, your vote.

Joe Balogna, District 1 - has lived in the District 1 for 15 years at the same address, for 30 years in the same area that is now District 1. All three of his children graduated from Escondido High School. At age 56, he is running for a seat on the Board because he feels education is the foundation for shaping the future leaders of our community. He feels this can best be accomplished by taking the neccessary steps to correct mistakes made in the past and begin a journey along a path to fnancial stability. Commentary Have You No Shame, Sir? It is hard enough to get bad elected officials out of office. Best bet is to never let them get elected in the first place. Such is the case for perennial candidate, Jose Fragozo, a declared candidate for the District 1 Board Member Seat for the Escondido Union School District. Mr. Fragozo apparently has no sense of common decency or integrity in seeking elective office. He readily acknowledged to us that he “moved” to an Escondido address in order to be eligible ‘Commentary’ Cont. on Page 7

and Ann for art. Then on Saturday morning at 7:30am, runners, walkers, and strollers alike can start the day with a 5K fun run, organized by the Escondido Sunrise Rotary Club. The 5K starts downtown and goes through parts of the historic district. Next is the Grape Day Parade at 9:30am on Grand Avenue. Cheer on the floats, equestrians, marching bands, vehicles, and walking groups. The parade is short and sweet, full of down home charm. The big focus is the Grape Day Festival – come prepared to take off your shoes and get in the vat to stomp some grapes; it’s a bargain at just a buck. Demonstrations to entertain, and so will Pete Atilano’s band and dancers from around the world. Contests in front of the stage, and a fun zone with jumpers and games to keep the kids happy. Shop from vendors and talk to people in the local non-profit booths. Snack on baked goods and have lunch at the food court. New this year for adults is a combined Wine and Craft Beer Pavilion. Purchase your tasting ticket in advance and get a discount. The date again is Saturday, September 8. We’ll see you there! Meetings/Events Calendar Free Dental Clinic for Children in Escondido - On Saturday, September 8, Neighborhood Healthcare, a non-profit community health center, will host a free dental sealant, screening and varnish clinic, for infants, children and teenagers. Each child will be provided a free dental assessment and a fluoride varnish, a coating to prevent new cavities and help stop cavities already started. Thanks to the collaboration of efforts of several organizations and a dedicated volunteer team of San Diego dentists, hygienists and assistants, between 200 and 300 children will receive care, regardless of their families’ financial situations. Prizes, games, scavenger hunts, and important community resource information will entertain and inform families while they wait. The dental clinic will be held from 9am to 1pm, at the Ray M. Mrs. Purdy had left a suicide note, in her own handwriting, on a small table beside her chair in the couple's San Marcos home. Alan Purdy, 88, said his wife had been suffering badly for years and had attempted suicided once before. He found her in the garage, the engine running, the garage door closed. He brought her in the house and revived her. Though he maintained throughout the investigation he did nothing to assist his wife . . . he only sat by her side, with his hand on her shoulder for comfort, the sheriff’s deputies handcuffed, interrogated, and jailed him. Under California law, helping his wife kill herself would have been illegal. Penal Code 401 states that "every person who deliberately aids, or advises, or encourages another to commit suicide, is guilty of a felony." A conviction could carry a punishment of up to three years in prison. Purdy said he thought the law was a barbaric one and should be repealed. The couple lived together in their southern San Marcos home for all 15 years of their marriage. Purdy, a Word War II pilot, retired as an engineer. Purdy said his wife had suffered three cracked vertebrae that never healed propery and, as a result, subjected her to consistent pain. She was also diagnosed with Sjogren's syndrome, a chronic autoimmune disease. Weeks before she died, Jo Purdy gathered her children for a final goodbye. She shared her plans with them. The family, fully aware of her plans, tried to talk her out of it, to no avail. On the day she had selected to die, she ate a concoction of crushed sleeping pills and

Town Hall meetings are a good way to give residents an opportunity to express their opinions and discuss their concerns in a less formal environment than regular council meetings. In fulfillment of one of my campaign promises, I have held three Town Hall meetings since 2011. My next town hall meeting will be held on Wednesday, September 19 at 4:30 p.m. in the Council Chambers at City Hall, 201 N. Broadway. The meeting format will be an open question and

answer period on any topic relating to local government. This is your opportunity to share your views on the issues facing our City Council and to discuss any subject that matters to you or your business. We will follow up with the appropriate City department to resolve any issues. The meeting will also be videotaped and rebroadcast the following Sunday and Monday evening at 6:00 p.m. on Cox. Ch.19 and AT&T U-Verse Ch. 99. I encourage you to attend and participate in the discussion, or even just say hello and introduce yourself. In many cases, this means throwing away some of the clutter, and the City of San Diego is there to help you out. We continue to have a great response to our Household Hazardous Waste program, which helps residents properly dispose of items like automobile oil, oil filters, fluorescent light bulbs and batteries. The program has been expanded and will con-

tinue into the fall, starting with an oil-specific event on Sept. 29 in Balboa Park. These will continue through November, December and January. I encourage all our residents to check out the Environmental Protection section of our Environmental Services Department’s website at sandiego.gov/environmentalservices and look for more dates. Here, you can also learn which of your household materials are considered hazardous, and need special care when being disposed of. Keeping San Diego beautiful is a job for everyone.

Vista • Mayor Judy Ritter Each year, several streets are either resurfaced or receive a slurry seal as part of the city’s ongoing commitment to maintaining city roads. The City is focusing its limited fuel tax dollars on roads that carry the most traffic and are prone to deteriorating quickly if not taken care of. While the City does not have enough funds to cover all the roads that are wearing out, motorists should notice a difference in the condition of the roads as they drive through the city. The City uses two treatment types to either improve or maintain the

road infrastructure: Preventive maintenance such as slurry seals are applied to improve the existing surface and extend the pavement life at a relatively low cost. Overlays and pavement reconstruction are required to replace all or portions of the deteriorated surface at a relatively higher cost. From time to time there may be temporary traffic delays or detours due to the road improvement projects. The safety of the general public and the construction crews is the City’s top priority and the public’s cooperation is greatly appreciated. Successful CERT graduates will receive a certificate of completion in the non-credit Palomar College course and an invitation to join the San Marcos CERT Team. Team members are issued equipment kits, attend periodic Saturday morning training refresher sessions and participate in rescue drills with the San Marcos Fire Department.

Oceanside • Mayor Jim Wood Buena Vista Lagoon Restoration Project Great improvements are coming our way! At the request of the cities of Oceanside and Carlsbad, SANDAG recently agreed to assume the lead in advancing the environmental document for the restoration of Buena Vista Lagoon, which is located along the borders of Oceanside, Carlsbad and the I-5. This project is vital to enhancing and restoring approximately 200 acres of wetland habitat, and SANDAG estimates that it will cost approximately $1 million to complete the environmental document for the restoration effort. Both Oceanside and Carlsbad will

be contributing $100,000 each, with the remaining funds coming from the environmental work that is already underway for the North Coast Corridor 1-5 Express Lanes Project. Additionally, SANDAG will soon begin work on designing a new double track rail bridge, replacing the old one that currently spans the lagoon. Concurrently, Caltrans is working to identify alternatives for improving the nearby 1-5/Hwy. 78 interchange to address issues of regional connectivity and congestion. The whole idea is getting everyone on the same page to enhance our area, while being sensitive to the needs of this delicate and beautiful environment that surrounds us each day.

Fire Fee Applies to Thousands in San Diego County Unfortunately, many San Diego County homeowners who live within the “State Fire Responsibility Area” will soon receive a minimum bill of $150. This bill is part of a new "fee structure" passed by the Governor and majority party. This “fee” will be imposed on more than 100,000 San Diego County residents. Our county has the largest amount of residents who are impacted -- the next highest county is San Bernardino with 65,000 impacted residents. This so-called “fire fee” on rural homeowners is intended to subsidize fire services, like clearing brush.

Pension Reform Falls Short Throughout my tenure in the State Assembly, I have supported real reforms to our local and state pension systems and authored and coauthored legislation that would eliminate pension abuse and reduce the nearly $500 billion unfunded liability burdening California. However, the majority party has failed to act on any significant reform out of fear of angering their labor union allies. In fact, they sat idle for nine months ignoring a pension proposal released in November 2011 by Governor Brown. His plan was later introduced word for word by my Republican colleagues and I, but our proposal was disregarded.

In the final hours of the legislative session, Democrats put forth a plan in the form of Assembly Bill 340 which falls short of the real reforms needed to fix a broken system. The State Assembly had been in session for 244 days and had 633 calendar days to act. Instead, the majority party cut and pasted a backroom proposal at the last minute with details not available to the public or even members of the Legislature until an hour before a late night hearing. I believe California taxpayers deserve better and chose to vote “NO” on Assembly Bill 340. If the state is going to avoid the impending financial disaster of unfunded pensions, it needs real reform and not a last ditch effort that only scratches the surface of a monumental fiscal problem.

The "Cut Losses" piece got under my skin but the writers have a point, That is, if we're going to keep our fighters under the command of inexperienced politicians who identify themselves with a very loud minority of hippies, peaceniks and "fearful negotiators" we might as well quit and let the terrorists have their way. Our country has to be respected. In order for that to happen there needs to be a certain amount of fear among our potential enemies. Trouble is, they know they can get away with pulling off a certain amount of mischief without fear of effective retaliation from the current folks in charge in this country. President Truman had been in the trenches in the first world war. He saw the problem and ordered the deployment of our nuclear weapons on those who attacked us and our friends. It caused those attackers to leave the culture of conquering the world and become modern nations. Some years later, after our government let itself fall under the influence of a loud minority, it frustrated and destroyed the lives of some of our excellent fighting men and, finally ordered them to give up. It left Indochina in the unfettered hands of brutal tyrants and their primitive adherants with deadly weapons, who killed millions of people who did not agree with them. It seems to me that our military is being allowed to play the game of a people who's way of life for centuries has been a state of low grade warfare with each other. It is their "turf" and they can keep it up indefinately and let our politicians keep on wasting lives and money. If we are serious, and we need to be, we should use our modern technology and methods to change the worst parts of that culture quickly to something more in tune with a twenty first century world and keep in touch for our own safety. In the way the world turns now, isolationism is a folly.
