REGULATIONS PATCHY ENFORCEMENT OF TOURIST VISA EXTENSION RULES

HUA HIN Reports are coming in from tourists across Thailand that some immigration departments are requesting extra documentation before allowing an extension of their sixty day tourist visas or thirty day visa exemptions by a further thirty days. The extra information relates to proof of where they are staying, although no reports of this requirement have arisen involving the Hua Hin immigration office, but have done from the ‘parent’ office in Dan Singkhon, near Prachuap Kiri Khan. The usual requirements to make this extension are as follows; Your passport, with at least six months left on it before it expires, your departure card, which you’ll have received when you first arrived in Thailand, a passport photo 4cm by 6cm in size, the application fee of 1,900 THB, photocopies of the picture page, the Thai visa and the latest entry stamp to Thailand in your passport, a photocopy of your departure card, and a TM.7 form, which is an Application for Extension of Temporary Stay in the Kingdom, which are available at the immigration office. You may also need to fill in a Foreign National Information form. The new requirement being asked for at some offices, is proof of address or abode, which can be a rental contract, a copy of the blue house book, a copy of the owners ID card, or a hotel stamped verification of your stay. We don’t know, and have been unable to find out if this has always been a requirement that has simply not been enforced, or a new regulation, but it could be that this is connected to the attempts to clamp down on unlicensed hotels and guest houses, and this may mean that such establishments will not be prepared to provide the necessary paperwork, and this may also be a problem with some landlords, who do not want the authorities to know that they are renting out their properties (mostly to avoid paying tax). As noted above though, so far this new requirement has not been reported at Hua Hin immigration, but everyone should be aware that it may be required in other parts of Thailand, and it would be wise to be prepared to produce it when requesting an extension.

A section for all you budding etymologists where each week the origin of a word or phrase is investigated. UK Family ‘dumped man with dementia in UK car park then flew back to America without him’ An elderly man’s wife and son stand accused of taking him to Britain and abandoning him in a car park, before flying home to America. Roger Curry, who has dementia, was abandoned at a bus station two years ago with no ID, wearing only brand new clothes from Tesco, American court documents allege. The 76-year-old pensioner did not know his name or where he was, the file, seen by BBC’s Panorama said. He was reportedly seen with two men, who flagged down a passing ambulance. One of the men – described as having an American accent, but younger than Mr Curry – allegedly vanished from the scene. At the time of his discovery, police appealed for help to identify the ‘vulnerable’ man. He was taken into the care of a nursing home while police and social services spent months trying to find out who he was. His identity was finally discovered when somebody recognised an old yearbook photo of him after seeing a news report on BBC Midlands. Mr Curry’s son Kevin, who was interviewed by Panorama, said he had had nothing to do with the abandonment of his father. He told the programme that he became ill while they were on holiday in the UK, so he asked a friend to take him to hospital. But he didn’t explain why he then left him in England for eight months without telling people who he was. Elderly people are sometimes abandoned at hospitals in what is known as ‘granny-dumping’, due to the high cost of health care in America.

BOSNIA AND HERZEGOVINA Would you pay an elderly woman to lick your eyeballs clean? If you’ve been feeling a bit rough lately but can’t figure out what’s wrong, maybe you just need an old woman to lick your eyeball. We know you’re probably thinking.. ‘that’s just gross and weird’…but this is actually a thing and, according to the 80-year-old who does the licking, it actually works. Hava Celebic, or ‘nana Hava’ as she is known to locals in her village in Bosnia and Herzegovina, has supposedly cured 5,000 people using the unusual technique. She claims to be the only person in the world who possess the ability to heal with her tongue, which makes the 10 euros she charges seem something of a bargain. Hava uses her tongue to remove pieces of lead, iron, coal, sawdust and glass from eyeballs after sterilising her mouth with alcohol. Patients raise their eyelid so she can begin licking in search of a foreign body. ‘I learned this from a woman who was also called Hava,’ she explained. ‘Unfortunately, I cannot pass this to my descendants, because my children are too disgusted to put their tongue on someone’s eye. ‘I’ve been told that people will cut out my tongue when I die so the village can continue to treat people.’ Her patients are not only restricted to locals with people, from Americans to Russians, travelling in search of her services. ‘There are a lot of those that modern medicine could not help,’ she added. ‘They came to me out of the hospital with swollen eyes, I clean them and remove the speck. ‘I don’t charge licking for those who are not employed and have no money but my service fee normally costs around 10 Euros.’

KEYBOARD WARRIORS The ‘Information Super Highway’ as the internet was once called has transformed the exchange of information, opinions and news as we all know, and for expats and travellers became the go to way of communicating with those back home, first of all with email, but then later followed by social media and communication services like Skype and Line. What it also brought was what some regard as a blessing, others as a curse, which are forums (or message boards or discussion boards). These can be an incredibly useful way of finding out about a place you are planning to visit, but they can also be very hostile places that give misleading information. A lot of this is down to how well moderated the boards are, but inevitably the larger they become, the less easy it is for the mods to spot the problem posters or posts. There is also the danger that a clique of like minded regular posters forms, that becomes intolerant of ‘newbies’ or anyone with a differing opinion, and thus the forum slowly loses its appeal to new people, who will have seen how some posters get hounded. There is also the need for some forums to generate traffic, and some will do this by deliberately posting fake or particularly controversial topics. This is certainly true for the largest Thai Expat forum, but it does take time before many people realise what is going on, and in the meantime a whole stream of disinformation has been spewed out, and worse, repeated on other forums and platforms, such as Facebook. Anybody planning on coming to Thailand, who took what was said on that forum as a true indication of both Thailand and the expats who live here, could be excused for changing their mind about visiting, as there is a regular stream of posters who criticise and moan about Thailand and it’s people. There are, of course, sensible and level headed posters as well, but they are generally drowned out in the cacophony of abuse that is frequently hurled at our hosts. Other forums also have an element of this too, along with a bias towards anybody who advertises or sponsors the site, and against others who don’t, which is somewhat understandable, but still misleading to new members. A friend of AWOL once remarked about the frequent restaurant recommendations found on one local forum, that he would actively avoid those places because past experiences had left him singularly unimpressed with the places recommended! This newspaper has mulled over on many occasions having a reviews section, but a good review that others disagree with would be unhelpful, and a bad review could kill a business who may just have been having a bad day. While Trip Advisor is a useful resource, it too suffers from this problem, with the added issue that competitors may deliberately leave bad reviews, or owners good ones. It’s a minefield out there, so in the end it is better to suck it and see for yourself!

THERE’S MANY A SLIP ‘TWIXT THE CUP AND THE LIP Bits and pieces this week, hopefully with some snippets of news which you won’t have picked up in Thailand, and inevitably including tales from Hulls’ City of Culture year. The first item though you might have already seen, but if you’ve missed him check out ‘Korean Billy’ on Youtube. This young man has achieved what few manage to do with any credibility - mimic the Hull accent. He specialises in producing online videos of accents from around the world, to help tourists understand the locals in the places they visit. And believe me visitors to Hull need all the help they can get. Take a phone conversation I overheard on a bus last week. (Actually ‘overheard’ sounds too much like a covert activity. People who use phones on buses just love to share their private lives with all other passengers, even on a double decker.) Anyway the young lady on the phone was telling her boss ‘I ant ad me ro- er yet’. Which translates to English as ‘I have not received my rota yet’. Despite being a local born and bred it still meks me cringe to ear the dialect at it’s worst. While on the subject of speech there has been a bit of a slip up involving our City Council and braille. As we all know braille is a kind of morse code for the visually impaired, enabling them to ‘read’ by running their fingers over arrangements of raised dots which form characters and words. So it was decided that, as part of the mammoth city centre re-paving work, it would be nice to include a series of paving stones bearing a message in braille. Unfortunately, as an expert in braille quickly pointed out, the message on the pavers makes no sense, and in any case people don’t read braille with their feet. It’s a shame that no-one thought of planting lucky banana trees instead. Next on the list of City of Culture faux pas was the wind turbine blade installed in the city centre, which I mentioned a couple of weeks ago. A striking object which does draw the crowds, but for which someone forgot to get planning permission. But not to worry, it is being sorted out, proving that Thailand isn’t the only place where a bit of tea money can work wonders. No such planning permission was needed for the next piece of art - the illumination of some classic concrete 1960’s apartment blocks. This has been achieved by installing different coloured neon lights on the balconies of the apartments, together with co-ordinating coloured plastic sheets on the windows. The effect does look better than it sounds. Honest. And will give the residents a good excuse not to clean their windows for a while.

In 1834 John Venn was born in Hull. He was to become the remarkable logician and philosopher responsible for developing the Venn diagram, and to celebrate his achievement one of Hulls’ bridges is in the process of being decorated with images of Venn diagrams. Sadly the weather has been so cold that the first coats of special paint won’t dry out, so the project is on hold until the spring. Which brings us to another overheard conversation. This time between a father and his child waiting in a queue during last weeks’ extra cold snap. The father tells the little boy that when they get home they will need to find the sons’ hot water bottle, because it was going to be a very cold night. ‘How cold Daddy?’ asked the boy. ‘Cold enough to turn your snot into icicles’ replied the father.
