Le projet prévoit la construction d’un Musée des Insectes et de l’Environnement, d’un restaurant et d’un observatoire panoramique ainsi que d’une dizaine de kiosques et de folies dans le parc des Bords de Seine à Carrières-sous-Poissy. Le paysage du parc est exceptionnel, par son emplacement reconquis par une nature entre-deux (terre/eau, friche/ville, nature défaite/refaite), par les puissances métropolitaines qui vont s’y articuler et par les raccordements locaux que le projet va tisser avec l’existant en cours de densification.
The series of pavilions with different public functions and programs are part of a future 113 hectare large public green space along the Seine river, in Carrières-Sous-Poissy, at the end station of the RER line A and close to the renown Villa Savoye from Le Corbusier. The Park designed by the Paris based landscape architects Agence TER will be a public park and ecological showcase for local residents and a leisure destination for people living in and around Paris. The competition brief included the construction of a visitor’s center, of a restaurant (“guinguette”), of an observatory plus about a dozen smaller infrastructure “follies” with different uses. Similar to the popular wooden preschool toys in form of building blocks made out of colorful wood, this collection of pavilions and small infrastructure ‘follies’ is based on a modular wood system, repeating and combining different sizes and angled timber frames. This approach allows for interesting and unusual constructions, enabling a wide range of possible variations with a very limited number of elements, while at the same time staying very flexible for future adaptions and during the construction phase. This will result in unique atmospheres and spaces for each of the pavilions and infrastructure follies. In addition to that, its a relatively low priced construction method enables the integration of local building know how and local companies.
Notre lecture du futur parc consiste à y déchiffrer le passage poétique d’un bras de la Seine à l’arrière du parc : c’est ce flux (débord) qui active une bande d’interaction entre ville et nature. D’une certaine manière le projet de parc rend le terrain à un paysage fluvial, où l’on se déplacera en lisant des échelles de crues. Si le parc est placé sous une symbolique fluviale, la typologie présente sur site des maisons-bateaux, barges et cabanes de pêche s’impose : modes de construction immergés dans cette nature. Nous dessinons un processus d’hybridation entre ces modèles flottants et l’archétype de la maison de banlieue;
The site of the project is an exceptional one, for its location along the Seine river and for its “in-between”, dual nature (land/water, city/sprawl, wilderness/domesticated nature). The presence of barges, fishing huts and houseboats, which have been so far inhabiting the site has been a powerful source of inspiration. On the other side, the site boundary is characterized by suburban nondescript housing pavilions. The design springs from a process of hybridization between these two existing habitat models: the floating barge and the archetypical suburban house resulting in a new typology emerging in the park and dealing with the site’s memory and identity both spatially and socially, whilst providing a contemporary and forward-looking response.

pour organiser la rencontre entre deux systèmes d’habitation existants de part et d’autre du parc. Maison + barge = « maison barge » = « folie » ! Plutôt trapus sur la limite, ces éléments se redressent au centre de la bande active pour devenir des personnages capables de voir vers la ville et le parc. Dans un contexte de mutation autour du parc, ces échelles de maison joueront peut-être aussi un rôle de mémoire de ces formes d’habitats surburbains légers qui sont en train de disparaître sous la pression foncière. Raconter cette identité plus large du site, c’est pérenniser une capacité à accueillir tous les publics, y compris les anciens riverains de la friche ou les pêcheurs.
Au plan constructif, toutes ces architectures sont déclinées à partir du motif d’un cadre qui dit à la fois « fenêtre » et « maisons-barges ». Ces démultiplications d’un même élément doivent permettre à chaque édifice d’exister plus comme paysage que comme forme pleine : une existence qui a sa place dans un paysage subtil. Le jeu chromatique entre bois brut grisé (bois flotté) et de couleurs intenses décolorées, ou les effets de résilles/ dentelles viennent souligner cette ambigüité artificiel/naturel particulièrement susceptible aux variations de lumière et de végétation. Les différentes interventions sont posées sur des socles de béton sur lesquelles elles doivent trouver leur équilibre, comme des quilles à marée basse, sur lesquelles se dessinent des lignes de flottaison (lignes de continuité dans le paysage). Une tension délicate entre raffinement et économie de formes et matériaux, qui vient souligner par contraste la puissance de nature en reconquête du parc.
By working along residential neighborhoods and along the river, we are invited by this project to come inhabit a large urban room worthy of Paris’ tradition of great terraced boulevards. This very active strip of land is made up of continuous docks, a large mooring space for barges, pontoons, lookouts, observatories, cantilevered terraces… These small, furtive constructions must stimulate the flow of people over the entire length of the park, and towards the water and city, as well as provide facilities for viewing the landscape: framing/unframing. They will bring an inspirational atmosphere, to encourage new experiences. We want to suggest windows for
sharing this new kind of landscape, and bring the surrounding city to life by intensifying certain elements of the landscape plan: inscribe it within an urban strategy. The idea is to create conditions for viewing the space, to allow crossovers that are adapted to the buildings’ uses, users, to the evolution of their surroundings. As part of the primary intents, the architectural intervention allows visitors to view the existing park and Paris from multiple vantage points, to accommodate a new range of uses, and to evolve with the surroundings over time.

FRAMES AND BARGES The existing presence of barges, fishing huts and houseboats, combined with adjacent suburban subdivisions was a powerful source of inspiration. So too, the impending threat of rising water levels, combined with falling within the Seine’s flood zone, encouraged an extraction of boat-themed typologies. The proposed architectural design is thus the outcome of the hybridization between two predominating architectural models: the floating barge and the archetypical suburban house, thereby manifesting the relationship between nature and dwelling. DES CADRES ET DES BARGES Le concept que nous avons choisi prévoit une déclinaison d’un nombre limité d’éléments en portique (ossatures structurelles en bois), disposés selon des séquences et des angles variables qui génèrent des volumes et des ambiances uniques pour chacune des émergences. La proposition répond à cette attente tant du point de vue de la forme, une maison réinterprétée, objet domestique au service d’un espace public, que dans ses dimensions volontairement hors d’échelle.

Notre vision de l’architecture pour ce programme : proposer un prisme pour partager la ville, et la faire exister en intensifiant des éléments de programme pour inventer un nouveau paysage. Créer les conditions du regard, et des croisements adaptés aux usages, au quartier en devenir.

LA MAISON DU PARC La Maison du Parc est conçue comme un espace d’accueil et d’exposition flexible, sobre et facile à entretenir intégrée dans le paysage. Techniquement, c’est un bâtiment très simple, compact, inerte par une quantité d’ouvertures choisies. Celui-ci s’inscrit dans le site en profitant de ses découpes pour offrir une variété d’accès et d’orientations afin d’accueillir les programmes de façon optimisée. Le choix d’une implantation sur la limite de la bande active permet de donner plus de recul et de visibilité à cet espace légèrement plus grand, et de le placer en porte à faux sur la partie du parc plus végétale.
L’équipement se développe sur un niveau, avec une articulation des grands volumes qui viennent se rejoindre dans un plus petit volume d’entrée. La volumétrie interne du bâtiment est constituée par la charpente bois apparente. L’organisation spatiale est très rationnelle et a pu facilement s’adaptée aux affinements du programme en relation avec la maîtrise d’ouvrage. Un noyau de service est accolé à la façade Nord-Est de façon à dégager les autres façades favorables à l’ouverture des vues et à concentrer les flux.
The park at Poissy uniquely straddles the realms of city, architecture, landscape and hydrology. The architectural proposal therefore references the site’s dualistic nature, combining land and water, city and dwelling, wilderness and domesticated nature. In response, a series of wooden structures bring new programmatic value and diverse functionality to the site while changing the visitor’s interaction with natural elements. Consistent with its aim, the architecture establishes a new relationship to the setting; it creates an inspirational atmosphere and encourages new experiences with nature in mind. Rather than clustering the intervention in one location, these small, surreptitious constructions are dispersed into the landscape and thereby
stimulate the flow of people over the entire length of the park; visitors are encouraged to experience the landscape by moving from one architectural outpost to the next. The structures are perched on stilts or elevated via ramps, situated high in the trees or over bodies of water so as to subvert a traditional, passive, relationship to nature. Observation decks, large windows, balconies, and cantilevered lookouts at once offer unique vantage points, create a heightened awareness of plants and animals, and increase the interaction between people and the park. Throughout their movement through the site, visitors inhabit nature from the ground, the river, and the sky. The nighttime life of the park also allows for a unique celestial experience. Thus, the project aims to develop in the visitor a keen respect and love of nature and also to facilitate an awareness of the value in its protection.

LA GUINGUETTE La Guinguette est un espace généreux et vaste. Reprenant les même éléments fondamentaux de la maison du parc tout en étant plus ouvert sur l’extérieur et modulable pour y accueillir tous les publics, toutes les fêtes possibles. Celle-ci prend un caractère naturellement plus exceptionnel pour incarner son rôle emblématique et sa fonction sociale. Encore une fois suffisamment pour se déplier et se raconter depuis l’intérieur et l’extérieur mais également d’une façon assez discrète et modeste pour laisser aux services leur utilité et leur nécessité d’être proche des espaces extérieurs.
The project at Poissy also introduces a new typological relationship between architecture, city, and landscape. Drawing upon Paris’ tradition of great boulevards, and adapting it to this site condition, the Poissy project allows people to wander into, around, through, and above natural elements. The design intent also brings into dialogue a multiplicity of landscapes: bringing the surrounding city to life by intensifying certain elements of the park. The new follies develop an aesthetic vocabulary for a contemporary landmark but also offer views to important architecture monuments: Corbusier’s Villa Savoye and the Eiffel Tower. In so doing, the architectural pavilions create conditions to view city and nature in new ways.
