PROSE Human Ailments: Core Conscience Submerged
I
t’s a fine day. Gentle breeze and soft sunlight touches my skin. The scents of pine tree and roses house full of enthusiasm and in high spirare present. Now I am standing in its. She was preparing a meal and had evfront of an abandoned house. erything all set for the baby. Everyone was
It supposed to be a happy house where there was a loving mother and father watching their three children laughing and playing at their yard. Perhaps, a picture of a wonderful family having a picnic in their own little sanctuary is what I have in mind. However, the condition of the house didn’t seem to meet the ideal atmosphere. The place is dark, and the yard is covered with tall wild grasses and weeds. A dead tree, an old swing, and rusty gates gave dramatic departed memories. This kind of condition of the house invites me in. As I step closer inside, there are tense, ill-fated, and dreadful scenes flashed. I was once told about the story of this house.

Twenty years ago, this house was bright. There was a happy couple arrived at the house carrying a new born baby girl. They named her Ashley. A boy was at their yard, sitting at their swing swaying back and forth. He was Aaron, the couple’s second child. He stopped when he saw his mom and dad arrived with her younger sister. The boy swiftly ran and impatiently wanted to see and carry his baby sister. Amber, the couple’s eldest daughter, was also happy when she saw them enter the

wearing a smile on their face.
For six years, they maintained a custom. The mother stays at home, does almost everything in the house and takes care of Ashley. The father goes to work after taking Amber and Aaron to school. They always had dinner together by night. They also had family bonding by weekends. The family then lived happily, but it did not last for more than six years. Glow ended by the time of misfortune. I look at the living room. Dust and cobweb coated the furniture. The curtains are long. Each window is entirely covered. I checked the dining room and kitchen. Everything was a mess. Utensils are scattered, and all dishes are dirty. The floor has strokes of brown stains and spots from the kitchen, across the living room, until the first bedroom door. I decided to look inside the bedrooms. The first room is clean. The bed sheets and pillows are properly placed. It seemed like no one slept there before. However, the stains are countless by the closet. They say it was the couple’s bedroom.
There was a problem between the couple. Fighting was visible to the children every night. Jealousy was the reason of their fight. The husband comes home late at night drunk. The wife found out about her husband’s mistress. But it was believed that jealousy was not only the reason. I walk inside the next room. There was a rope cut placed at the corner of the room and also at the top left ceiling. A high chair laid low beneath that area. Papers and make-up are scattered on the bed. There is also a journal along with the papers. It has dates and events written. It is also very thick to read them all, so I decided to just I skim and take note of the latest dates. Years ago, it was written there that she was molested by the father many times. But that was not the ultimate reason why she left. He loved her boyfriend so much she decided to move in to their place. But months later when she was in her boyfriend’s place, she was also raped by her boyfriend’s colleagues. She was cheated too. Her boyfriend had someone else. Running away didn’t escape her from sexual abuse. It also has pregnancy test kit taped at the last page of the journal. I am pretty sure it was Amber’s room. In any circumstance, it was evident that Amber encountered mental illness after these events. The papers also show the records of her from a psychiatric ward. Aaron was also greatly affected by all these because he depended completely to his sister. When their parents could not anymore manage the family due to their indecency, Aaron could not put anymore trust to his parents. Aaron lost his track as her sister left them.
Drinking, smoking, and drug addiction is not new to the teenage world. Bottles of liquor, cigarette butts, metal rod, blade, candle, lighter, and other drug related things are present in the next room. It is Aaron’s room. Aaron lost hope when he saw her sister walked out the door. He can’t bear the fact that he can’t do anything to make the situation right. He knew about his father’s infidelity. He knew that his father is frequently harassing her sister. He’s disgusted about the situation of their family. He could not argue with his mother about a life for them. Perhaps, instead of wasting the time on martyrdom and subordination, he wanted to picture out a change and doing the best to uplift the circumstances. But, he couldn’t. Pressure may be one of the causes. The wife also had a different kind of illness. Every fight she had a fight with her husband, she composes herself in front of him but releases her grieve by battering Ashley. Due to anger, she tends to beat up her innocent daughter. She blames her daughter just like her husband blames her for everything. I can’t seem to put the story in proper sequence. However, I am to disclose something as I open this last bedroom door. The last room has a lot of toys. There were tea sets, fork and knife, stuff toys, naked dolls, and some other kid stuff. But what struck me most were the adult belt and the metal rod. There, scenes flashed rapidly. I turn on the lights and saw a kid’s drawing and handwriting on the wall. Father left us. Mother was restless. Father went back home with another lady. jam allaga

They had a fight. A loud and harsh sound surrounds the room. Father stabs mother. Father drags mother into the closet. Sister arrives with a big tummy. Sister fought with father. But father points a gun to sister. Sister gives a distance. Father leaves quickly. Sister cried. Sister was in shock. Sister got a rope. Brother wanted to stop sister. She stood up in a high chair, wrapped her neck with a rope and jumped off. Brother cried swallowed a jar of pills. Brother had a very long sleep. This could probably be my room. They say I was battered almost every day. I believe I received more than just battering. I was six when I was last beaten up and molested. I was Ashley fourteen years ago. I ran from home after they ended their lives. I was in an orphan’s shelter program for years. Now I came back to collect the life I had before and I am about to sell this house. The house was dark, and the only light I can see is the light from an open door. I walk out of this place just like I did years back. However, fate is sometimes crazy. There is an old man standing by the gate. He is about to enter the house. He told me I should leave because I am trespassing. I look at him intently, scrutinizing every fine lines and wrinkle on his face. I grabbed something from my back pocket. I pointed it to him and pulled the trigger.

There were tense, ill-fated, and dreadful scenes forgotten. I witnessed various kinds of tragic events. I believe these are diseases, human ailments. This is a submergence of everyone’s definite sense of right and wrong. I breathed in the scents of pine tree and roses. I can still feel the gentle breeze and soft sunlight as I went out the house. It’s a fine day.

Education for ALL on the
Commercialization of Education Knowing the right
Education crisis has been on the citizens’ main concerns for years. High cost of education is commonly on top of their list, followed by the poor facilities, lack of educators, and budgets and fees for the institutions. As an action to this, people are trying to bring the issue to the government so that education would be accessible to all. Today, however, it turns out that more citizens are discouraged to be educated due to the negligence of the government to take note of the citizen’s right to education.
The Philippine Constitution grants that the State should protect and promote the right of all citizens to quality education at all levels, should take appropriate steps to make such education accessible to all, and should establish and maintain that the system of education be relevant to the needs of the people and society. “We stand firm that education is a basic human right.” The 1987 Philippine Constitution Article 14 Section 1 affirms it. “However, the Aquino administration, like its predecessor, is abandoning its responsibility to give quality and affordable education to the Filipino youth,” said Penelope Palma Gil, deputy secretary-general of the broadest alliance of student councils, National Union of Students of the Philippines (NUSP). Rendell Ryan Cagula, former Regional Coordinator of Kabataan Partylist, noted that education must have the highest budget allocation as stipulated in Article 14 Section 5 Subsection 5 of the 1987 Philippine Constitution. However, in the past budget proceedings, Aquino prioritizes debt servicing with P 357 billion and militarization with P107.9 billion, while the basic education receives a meager P238.8 billion and P21.9 billion for 110 State Universities and Colleges. Commercialization on the picture Commercialization is a method of introducing a new product into the market. The launch of a new product is the final stage of new product development, and the one where the most money will have to be spent for advertising, sales promotion, and other marketing efforts. jam allaga

More and more schools are forced to make partnerships with local businesses and corporations. This is due to an enduring education crisis, mainly the insufficient budget allocation of the government to the education sectors. Academic institutions gave the responsibility of providing the education to private sectors which paved the way to commercialization. These partnerships may demonstrate to be helpful and constructive in the implication that they can offer the schools with financial and technical assistance which the students will need in order to improve the students’ learning. Because of the government’s economic program of Public-Private Partnership, the Aquino Administration will lease 20 billion pesos to private sector to provide classrooms and other facilities. Contrasting contracts This privatization of education leads to a counter of the masses. Schools are being privatized through contracts with business and the curricula are affected by these contracts. The Education for All Alliance campaign, launched by multi-sectoral groups in the city, consists of a series of protest actions in front of government agencies today. They are calling for larger

budget allocation for education and the regulation of tuition and other fees increasing. The protests are directed to the offices of the Department of Budget and Management and the Commission on Higher Education. They view the continuing commercialization of education as an attack on the right to education as less and less Filipino youth are able to attain affordable, quality education. The State Colleges and Universities are expected to make education accessible to poor but deserving students. But SCUs are now commercializing as well. The University of the Philippines is now implementing their Socialized Tuition and Financial Assistance Program (STFAP) re-bracketing system. In this system, new students in UP Mindanao are placed in the default bracket paying P1,000/unit. Four other state colleges and universities in Davao region are threatened by being merged into one Davao Regional State University System through the proposed House Bill 5311 by Davao City Third District Representative Isidro Ungab. The government has hastily implemented K to 12, adding two more years to the basic education system instead of addressing the root cause of the education
crisis. Parents and teachers who do not even receive just compensation are only burdened by this new program. A parent would have to pay an estimated additional P56,000 per child with the additional two years. “These are blatant manifestations of the Aquino government’s neglect in providing education to Filipinos. While the new K to 12 program serves as an added burden to the impoverished families,” Palma Gil said. View of Counterbalance The E4ALL Alliance in Davao City believes that the education sector should take a stronger stand to protect the right of all citizens to education. They call on the Aquino government to provide the highest budget allocation for education and other basic social services through re-channeling the budget of debt servicing and military spending; Implement a moratorium on tuition and other fee increases; enact the Tuition Regulation Bill to control fee increases by ensuring a democratic consultation with students and parents; and upgrade the salaries of teachers and pass the P125-wage bill to provide immediate relief to workers. “I support the advocacies. In the first place, the concern of the people to
better transformation of the country’s education system must be the concern of the government,” said Avon, a 3rd year Mass Communication. “If the authority does not heed to the people’s priority, the budget for education will never be justified and the right of every citizen to education will become a privilege,” she added. “Their support on the student right to education is fairly great. We cannot afford to foresee the future of the society to be in its poorest if we don’t address this kind of issue. Because, a well education reflects also the success of the community,” said Bern, a Business Management student. The Ateneo students are also looking forward to the curing the education crisis. For the perspective of some in the Ateneo community, to do away with the dilemma of people not having their right to education must be the first to prioritize. The education crisis may have always been there since forever. But citizens, whether they are with, against, or not greatly affected by the commercialization, will still look forward to the outcome that they expect will be beneficial to everyone, to be exact –an education for all.
