IS DEALS CONFUSION ON GOVERNING AGENCY

atangas State University - Integrated School is currently in unassertive confusion on its policy-governing body between the Commission on Higher Education (CHEd) and the Department of Education (DepEd) as both contribute differently to implementations facilitated.
Talks surfaced in 2023 wherein participants from BatStateU-IS were supposed to advance in the First Lego League (FLL) World Championship in Texas, USA, but were deferred due to unforeseen factors, one of which is the confusion on securing travel documents.
In addition, the issue became a factor on the deferral of Batang IS participants on several scheduled competitions such as Karibok ang Tuktok (KAT), E-Convergence, and Philippine Biology Olympiad (PBO), which were set this second semester.
According to DepEd, the school must go back to its Board of Regent (BoR) in the address of this off-campus activity.
CHEd has mandated a directive wherein 17 particular requirements must be submitted 15-20 days prior to any off-campus activity but it later stated through a letter of clarification that BatStateU-IS is not under their authority in terms of this aspect.
On the other hand, in accordance with CHEd Memorandum Order No. 63 Series of 2017, the commission acknowledges the academic right of Higher Education Institutions (HEIs), including BatStateU, in forging towards quality education.
Dr. Nerrie Malaluan, the Vice Chancellor for Academic Affairs (VCAA)
of Pablo Borbon Campus, said that the direct mandates for the Integrated School come from the board under CHEd whose some members include representatives from the commission. According to Dr. Malaluan, every policy that either DepEd or CHEd mandates is carefully evaluated by the board of officials before deciding on whether to implement it on the Integrated School or not. “Lahat ng inaaprubahang policy, after ng academic council, ine-endorse ni President doon sa board para maevaluate,” she expressed. Meanwhile, BatStateU-IS currently follows orders on a case-to-case basis from memoranda mandated by university officials.
