MLK COMMISSION ALWAYS SEEKING TO ‘MARCH AHEAD’

n business, we talk about silos. As executive director of the Arkansas Martin Luther King Jr. Commission, I like to reassess, restrategize and rebrand for continued relevance. When I came to the commission, I wanted to rebrand it as an agency that serves everyone, not an agency that serves only African Americans. We are so much more than that. I was determined to break the commission out of that “silo.” We provide thousands of hours of community service annually to individuals and organizations. We feed the homeless and disadvantaged. We have hosted programs entirely in Spanish, technology-based workshops where students have studied coding, anti-bullying as well as joint programs with law enforcement agencies. Our “Operation Appreciation” program served meals to first responders and armed forces members. Within our outreach, we serve all four corners of the state, which is especially important to highly underserved small towns and rural areas. The life and principles of Dr. Martin Luther King Jr. are at the foundation of our programming, therefore it is important to forge a common ground with our audience. Service is beyond the four walls, and service has left the building.

Asa Hutchinson, members of the General Assembly, the state’s congressional delegates and constitutional officers, including the secretary of state and state treasurer to host youth programs. Dr. King valued diversity, and he partnered across racial, political, economic and religious lines to promote these causes for social change and the greater good. We will host several commemorative events that honor the King legacy across the state as we countdown to two milestone events that were important in civil rights history. The first event will commemorate the 55th anniversary of the Voting Rights Act of 1965. Signed into law by President Lyndon Johnson, the Voting Rights Act of 1965 is a landmark piece of federal legislation that prohibits racial discrimination in voting. Now more than ever, we need to promote voter registration and education to build participation and interest in local elections. HOW FAR WOULD YOU WALK FOR CHANGE? HOW FAR WOULD YOU WALK FOR FUTURE GENERATIONS?
Dr. King walked 50 miles in his “Sunday best” for change. By the time he reached Montgomery, there were 25,000 people with him. He once said, “We cannot walk alone, but as we walk, we shall make the pledge that we shall always march ahead.” As a commission, we are always asking, how can we “march ahead?” Given the climate, there is an urgent call to revisit and educate youth about Dr. King’s principles of nonviolence, justice, peace and reconciliation. There is an urgent call to carry on his mission, which included working towards understanding, common ground and building the world house and beloved community where all are valued. On Aug. 28, the commission will host several Arkansas delegates to the 57th Anniversary of the March on Washington at the National Mall in Washington, D.C. We are partnering with KARK/Fox 16 to document our journey and experience for Arkansas. It was there on Aug. 28, 1963, when Dr. King delivered his iconic “I Have A Dream” speech. How can we march ahead? We march ahead by reconnecting with the “dream.”
WHO ARE WE?
The Arkansas Martin Luther King Jr. Commission is a division of the Arkansas Department of Education. It reaches thousands throughout the state’s four congressional districts with public service and outreach projects that exemplify the values of Dr. King and his philosophy with a central focus on serving others by alleviating poverty, building community and fostering peace through his principles of nonviolence. It is one of the many duties of the commission as a nonpartisan governmental organization to promote through both the awareness and appreciation of the civil rights movement. The commission also enables the people of Arkansas to reflect on the life and teachings of Dr. King through educational endeavors, cultural performances, exhibitions and events that are multi-ethnic and familyoriented. They are carried out through donations and contributions from individuals as well as public and private organizations. As the director of a state agency, I also believe it is vitally important to involve our public servants as stakehold-

that helps Arkansas fisheries and producing the new generation of aquaculture specialists. UAPB’s aquaculture and fisheries program is a relative newcomer to the Historically Black College, which dates back to the late 19th century. Before merging with the University of Arkansas system, UAPB was known as Arkansas Agricultural, Mechanical and Normal College (and before that as Branch Normal College), and was established to provide teacher education and later agricultural training. Through the aquaculture and fisheries program, the university aimed to continue that mission, focusing on a specific industry subset that was not a systematic part of the UA system. The aquaculture and fisheries program was formed in 1988, and department chair Dr. Rebecca Lochmann has been with the program for most of this time, helping to establish its academic and research bonafides. “When we first started, the only academic program was the bachelor’s degree program,” Lochmann said. “The master’s program really increased our research power.”
Piloting a boat out onto the lake for a bout of fishing sounds like a day of relaxation, but it’s serious business when it comes to aquaculture. Pulling fish out of the water isn’t necessarily a matter of trophy-hunting or eating — it can be a matter of research. One Arkansas university is training the next generation of leaders who will lead the aquaculture and fisheries industry. Many college students never set foot outside a classroom when it comes to instruction, but at the University of Arkansas at Pine Bluff (UAPB), students in the Aquaculture and Fisheries Department get first-hand experience in the field. Whether they are taking water quality samples or harvesting fish for study, students in this unique program receive a hyper-focused education that prepares them to enter the aquaculture and fisheries industries. Best known for row crop agriculture, Arkansas is also a hotbed for aquaculture. According to the Arkansas Department of Agriculture, Arkansas ranks second in the United States for aquaculture production. Both the faculty and students at UAPB’s program are helping to feed that program by providing critical research J U LY 2 02 0

BEST KNOWN FOR ROW CROP AGRICULTURE, ARKANSAS IS ALSO A HOTBED FOR AQUACULTURE. The bachelor’s degree program in Aquaculture and Fishery Sciences features four concentrations: a general track, aquaculture, fisheries science and aquaculture and seafood business. Since the late 1980s, the program has been gradually expanding, adding additional higher degree tracks. In 1997, the university added a master’s degree track and a doctorate degree track in 2011. Like any college program, undergraduates go through a requisite series of classes, including biology, chemistry, statistics business and more. But where the program shines is its fieldwork and laboratory opportunities, according to Dr. Michael Eggleton, who serves as the undergraduate coordinator for the Aquaculture and Fisheries Science program at UAPB. “There are a lot of very hands-on skills. At the undergraduate program, we’ve got half-a-dozen classes in the laboratory but it’s very hands-on,” he said. During their undergraduate career, students will learn how to take water quality samples, harvest fish, work on sampling studies and more. Not just any undergraduate program teaches students how to determine the age of a fish
population — a process that Eggleton describes as being similar to dating trees by their “tree rings.” Except the process for fish involves dissecting them to counting the rings on a fish’s otoliths, its bones in the inner ear. Graduate students perform similar work to the undergraduates but take on increasing levels of responsibilities and perform their own research, which goes toward their studies. “They really take ownership of the research, even more so than the professors. Their involvement is at a very high level,” Eggleton said. Due to the increased level of engagement that graduate degrees require, the UAPB department recommends that aquaculture and fisheries science students shoot for their master’s degree. Lochmann said that a bachelor’s degree likely won’t provide opportunities for management advancement for those interested in working for commercial operations or at state and federal agencies. On the flip side, getting a doctorate can be tricky for students — unless they are focused on becoming college professors or policymakers.

2020 EMPLOYERS’ BENEFITS GUIDE Group coverage provided to employees by employers represents a significant part of the American health insurance landscape.
