Felicia M. Hazzard is Founder and Publisher of Fragrance Belles-Lettres Magazine, a division of Noblesse Luxe Publication. Felicia is a Fragrance Journalist with a college degree in Journalism and Television from Columbia College in Chicago. Felicia is also the U.S. Executive Ambassador for The International Perfume Foundation. Felicia is also a very active on several boards and committees in Atlanta, Georgia.
