Ocean energy resources and site
assessment
/ The resource assessment is addressed with specific technical, spatial and temporal scales for the different stages of implementation and exploitation. / AZTI-Tecnalia first characterizes ocean energy resources for siting, feasible technologies selection and pre-design. / Previous energy assessments with intermediate detailed studies (spatial scale: from 1 to 10 km; and with a time scale that considers the seasonal variation of the site) are carried out. / Then, for structural engineering and installation projects, accurate systems of resource monitoring and assessment are developed. “We evaluate and assess marine renewable energy resources in the different phases of your project” / Suitable sites selection and marine Spatial Planning: / AZTI-Tecnalia, based on decision supporting methods and tools, designs coastal resources planning, and makes proposals for the different uses and for their zoning trying to avoid conflicts of use between existing activities and renewable energy production.
/ This is undertaken by the assessment of scenarios of the social and economic impact of the marine renewable energy farms in the region. “We provide advice for public administration regarding integrated management plans for coastal activities.” / Experience: / AZTI-Tecnalia has developed new methodologies and performed studies for providing spatial planning tools in the Basque Coast applied to marine energy, aquaculture and fisheries. / AZTI-Tecnalia played a role in the implementation of the strategy for marine energy of the Basque country, in the development of the Biscay Marine Energy Platform (bimep; http://bimep.com/en/), in numerous European projects, and as experts in Technical Specifications Groups for resource assessment (IEC TC 114). / AZTI-Tecnalia has been involved in many European research projects, among others, MESMA (http://www. mesma.org/), an FP7 project that focuses on marine spatial planning and aimed to produce integrated management tools (concepts, models and guidelines) for Monitoring, Evaluation and implementation of Spatially Managed marine Areas.

Operational Oceanography for
design and Real Time management of marine renewable energy farms
/ Based on the environmental factor as design component, AZTI-Tecnalia develops operational oceanography tools for the management of marine renewable energy farms. The drivers of our activities are Research, Industry, Users and Policy. / AZTI-Tecnalia develops operational downstream tools and services, including innovative ocean monitoring and forecasting capabilities, which allow a more cost-effective management of the marine renewable energy farms. / Metocean variables, data collection strategies and analysis methodologies are also developed, focusing on the design, the performance assessment and the Real Time management of the farms.

“We develop integrated systems of operational oceanography� / Experience: / AZTI-Tecnalia has more than 15 years of ongoing experience in designing, installing, maintaining and operating coastal observatories and developing ocean modelling tools and products, that provide key information in real-time for endusers. A deep experience in marine instrumentation (Metocean sensors) has been acquired. / Since 2009, AZTI-Tecnalia has developed for the Basque Energy Agency, specific operational oceanographic tools for the Biscay Marine Energy Platform (bimep). / Innovation and developments have been performed in the framework of different regional, national and European programs; among the most relevant ones: ITSASEUS, ECOOP, LOREA, SPRES, JERICO-NEXT, EMODNET, CMEMS. / AZTI-Tecnalia is involved in different strategic alliances and technical working groups for Operational Oceanography (EuroGOOS HF Radar Task Team, DATAMEQ, IBIROOS, GISLB, etc.).

Environmental Impact Assessment and Monitoring / Marine renewable energy (MRE) holds considerable potential for enhancing the diversity of energy sources. Harnessing this potential nevertheless, depends on a variety of factors, including: safe and reliable technology; appropriate policy and regulatory frameworks; stable funding and cost-effective energy production; effective consenting procedures and also the assessment of potential environmental impacts, which the associated structures may cause, in order to support the permitting process of MRE, as well as to make responsible decisions to site facilities and to minimize environmental impacts.

“We deploy Environmental Impact Assessment (EIA) studies and Environmental monitoring programs (EMP) adapted to the specific requirements of marine environments and needs of each customer� / We strive to guarantee environmental sustainability and efficiency in current and future plans and projects of MRE, implemented and executed in the marine environment. To do so, we: / Evaluate MRE projects in the framework of the Environmental Impact Assessment (EIA) process assessing clients during this administrative and consenting process. / Model pressures and impacts generated by each specific projects of temporary or permanent occupation of the marine and coastal public domain and associated natural resources. / Evaluate impacts associated with project activities and implement measures aimed at reducing, removing or minimising negative environmental impacts ; / Design and implement Environmental Monitoring Programmes (EMP), adapted to aquatic transitional, coastal and ocean ecosystems. Our schemes include forecast comparison aimed at correcting any deviation from the proposed plan; and / Prepare Environmental Impact Assessment (EIA) studies adapted to the specific requirements and particularities of the marine environment. / Experience: / The multidisciplinary team of AZTITecnalia is composed by engineers, geologists, biologists, chemists, oceanographers, marine scientists and socio-economists with 25 years’ of ongoing experience in Environmental Impact Assessment, implementation of plans, policy aspects and projects in the marine environment. / Marine environmental leader at national, European and international level, AZTI-Tecnalia participates in different groups, such as AENOR standard committees and international bodies such as ICES and the International Energy Agency (specifically in Annex IV for the environmental impact of projects on marine environments). / Broad technical equipment and skills for sampling, analysis and modelling in marine environments. / Outstanding: / Since 2008, we assess the Basque Energy Agency on the environmental aspects of the Biscay Marine Energy Platform (bimep) project (Environmental Impact Assessment: EIA; Environmental Monitoring Programme: EMP).
