A

recent ZimTrade survey of the Zimbabwe Manufacturing Sector reveals that only 42% of product from the sector were certified. This level of non-certification is very worrisome to ZimTrade as this has a bearing on the competitiveness of the country’s products and hence market access. Today market access/export success is linked to producing and delivering quality goods and services and meeting global market standards. The link between quality and standards on one hand and market access/export success on the other cannot be overemphasized. Without quality a producer cannot succeed in the global markets. Having one’s products/service certified by an accredited organisation is a seal of approval that the product/service attributes and/or the production/delivery processes meet the standards that are set or demanded by the market and enhances the product’s acceptability by the consumers/users.

ZimTrade will host a half day export awareness Seminar at the forthcoming ZITF. The Seminar will be held at the ZITF Seminar rooms at the VIP Lounge from 7:45 am to 12 pm on the 23rd of April 2014. The discussions will focus on the dissemination of trade opportunities that are available in the region for Zimbabwean Enterprises, and strategic recommendation that can be used to leverage on these opportunities for enhanced competitiveness. There will also be a presentation on the COMESA Rules of Origin (ROO) to enlighten companies on how to utilise the Trade Protocol for business viability and sustainability.

Six companies set to participate under ZimTrade ZimTrade would like to express its readiness for the forthcoming Zimbabwe International Trade Fair to be held from 22-26 April in Bulawayo. The Survey, conducted in collaboration with the Confederation of Zimbabwe Industries (CZI), in November 2013, was a baseline study to establish the local Manufacturing export capacity to enhance industry policy lobby initiatives.

The Survey has, therefore, provided an up to date information resource that will serve as a vital input towards enhancing the interface between government and the private sector during the mapping of sector-specific pro-export strategies.

In a statement, ZimTrade highlighted that the maiden national export capacity Survey of the Manufacturing Sector in Zimbabwe focused on gauging the readiness to export, the mapping of key operating constraints, identification of current and potential export products and services, as well as production capacities.

The launch is expected to chart the way forward on strengthening the country’s export capacity thus, ZimTrade is urging existing, potential and emerging exporters, Government as well as Industry lobby groups to attend this important Breakfast Session.

Product Certification is Key to Export Market Access It is therefore clear that non-certification can be a major factor in global market access; i.e. a technical barrier to trade. Zimbabwean manufacturers and producers should, therefore, seek to know, understand and comply with the standards and regulations that can help establish and improve the credibility of their products or services in targeted markets. The attainment of certification presents itself as one way to gain and maintain

market access as the product/service quality is not only understood and appreciated by the market but the customer is assured of obtaining the perceived value for money derived from acquisition of a certified product or service.

One of the four strategies of Zimbabwe’s economic blue print, ZimAsset, is the beneficiation and value-addition of our natural resources i.e. the production of manufactured products for both the domestic and external markets. The success of this strategy is, among others, very much dependent on compliance to standards and quality requirements as well as attaining certification by all players in the value chain. Zimbabwean producers are, therefore, urged not only to focus on increased production but to also adopt processes and systems that enhance the quality of the final product. As a country we should embrace and develop a culture of standards in order to achieve economic growth.

Luanda International Trade Fair (FILDA) Preparations gain Momentum

ZimTrade is coordinating the participation of local companies at the forthcoming Luanda International Trade Fair also known as FILDA to be held in Angola from 22 27 July this year. Companies interested to participate at the event are urged to register early, to enable appropriate planning by ZimTrade. During a briefing for potential participants hosted by ZimTrade on the 21st March

Market Potential for Angola Angola is a fast emerging economy in Africa with a GDP of US$130.4 billion and a growth rate of 8.4% in 2012. It is a member of the Southern Africa Development Community (SADC) with a population of 20.8 million and GDP per Capita of US$6 500, implying significant consumption capacity. This illustrates the business potential in Angola hence ZimTrade is urging local companies to explore the market. Last year, 1 000 exhibitors from 35 countries in Africa, the Americas, Europe and Asia participated at FILDA. Therefore, a total number of 60 000 visitors attended the show to update themselves on innovations and trends in their businesses.

World Bank Bemoans the Negative Effects of High Trade Costs on Zimbabwe’s Export Competitiveness A recent Study by the World Bank whose findings were released at a Stakeholders Workshop in Harare on the 5th of March 2014, has bemoaned the negative effects of high trade costs on the country’s trade competitiveness. The Study entitled, “Creating incentives for new dynamism in Zimbabwe’s Merchandise Exports: The Role of Trade and Industrial Policies” was coordinated by the World Bank Country Office in Harare and done by a pool of local and International Experts. Although it acknowledges other factors such as macroeconomic and financial sector related challenges, failure to address the high trade costs could greatly compromise any meaningful investment in the manufacturing sector. The sector has been struggling on account of a depressed domestic market and liquidity challenges that have seen capacity slowing down to 39.7% in 2013 from 55% in 2012. The high trade costs in Zimbabwe include; the costs of export documentation, the difficulty of obtaining permits and licenses, transport delays at the border posts which lead to unpredictable delivery times as well

as the need for informal payments along certain routes. In 2012, it was estimated that the total costs of trade documents in Zimbabwe was US$105 which went down to about US$80 after ZimTrade started selling the Certificates of Origin at US$1 for the SADC, COMESA, EUR.1 forms compared to US$20 that companies were paying to other agencies. This is very high compared to South Africa where these export facilitation documents are available freely, whilst in the case of Zambia and Malawi, these cost US$12 and US$62 respectively. Duty on raw materials remains one of the major cost drivers for Zimbabwean manufacturers and industry lobby initiatives have focused on the elimination of these tariffs to ensure export competitiveness. Though the 2014 National Budget made a bold attempt to address this, most of the concessions afforded industry were inclined towards providing some measure of protection to level the domestic playing field. Basing on the World Bank findings, the need to rationalise export documentation cannot be overemphasized. There is also

a need for the decentralisation of the issuance of some of the permits e.g. export permits for fresh produce can only be obtained from the Ministry of Agriculture Harare Offices and this becomes an extra cost to a farmer in Nyamandlovu or Mutorashanga. The Study proposes that for some export/import permits, there is a need to make them accessible through the internet where they can be downloaded, completed and submitted if possible by email. It further suggests that for Border management, there is a need for ZIMRA to streamline procedures reduce Border crossing time through the reduction in the number of forms required and the elimination of multiple checks. The reduction in trade costs will encourage investments, as international capital providers would not only be targeting the local market but also to export the products being manufactured by the companies they want to invest in. Therefore ZimTrade and industry associations should continue lobbying for the reduction of trade costs which ease the cost of export business for Zimbabwe and hence strengthen export competitiveness.
