Unfortunately this is more and more evident in society and if we are not bringing our children up in a loving and supportive environment where they are disciplined with love, taught and shown respect we are all to blame for the high rate of abuse, assault, disrespect and general moral decay in society. We have taken God out of our education and thought we can get away with it but today we are reaping what we have sown. We can sneer at the old-fashioned idea of God and a moral code and allow our children to do what they want, allow them to watch movies featuring sex, sin, alcohol and drugs but the result is exactly what so many parents are crying about and complaining about – unruly and undisciplined children who show no respect and trying out everything appealingly played up through the movies and what they are exposed to around them. It is as if parents don’t realize that they are responsible for their children’s mental and spiritual growth and also their character building apart from feeding and clothing them. As parents we are accountable to God and He holds us

If we have failed in the parenting of our children, we can still change our ways and improve and correct some of it in starting with spending time with them. Not only do they deserve our time but they also long for it. Love them by showing your love also in cutting some of the so-called “important commitments” to have more time with them. Do things as a family together out in nature; build a jigsaw puzzle together and encourage them to invite their friends to your home for clean and constructive fun where you can oversee their activities. Our children will be in society what they are in the home and therefore our discipline at home forms the foundation of what we see in society. Proverbs 13:24 He who spares the rod hates his son, but he who loves him is careful to discipline him.(NIV) My prayer is that every parent will be encouraged to take their responsibility for the up bring and development of their children serious, identify problems early and f ind and accept help in times of difficulty. New vehicles for NPOs to curb abuse A swift response to rescue victims of gender-based violence will now be possible as today the Gauteng Provincial Government (GPG) hands over 12 new vehicles to Non-Profit Organisations (NPOs). Speaking at the handover ceremony at Igugulethu Child and Youth Care Centre in Boksburg, Social Development MEC Nandi Mayathula- Khoza said these cars will provide an instant 24-hour support to communities to make sure that critical interventions are not missed. “As we hand over these vehicles to act towards ending gender-based violence, we continue to raise awareness as part of the United Nations ‘Orange Day UNiTE Campaign’ commemorated globally on the 25th of every month.” “Orange Day UNiTE Campaign calls upon civil society, governments, and UN partners to mobilise people and highlight issues relevant to preventing and ending violence against women and girls, not only once a year on the International Day for the Elimination of Violence against Women (25 November), but every month,” said Mayathula-Khoza. The Gauteng Department of Social Development has a mandate to promote the development of individuals, families and communities towards self-reliance and sustainability. “We help victims and survivors of domestic abuse through programmes such as the Victim Empowerment Programme.

The role of the Department in victim empowerment is two-pronged. The first is the mandated role of care and protection of vulnerable groups, especially women and children because many victims of violence and crime are women and children. The execution of this role means that the Department must develop and offer a service to victims.” “The second the National Crime Prevention Strategy (NCPS), require us to lead the government’s response to empowerment of victims. This entails the coordination, establishment and development of inter-sectoral mechanisms, interventions and partnerships to ensure that government services to victims are offered seamlessly,” said the MEC. In accordance with this responsibility, the Department funds about 25 Shelters for Victims of Crime and Violence managed by NPOs that were accessed by 1 763 women. “We have 65 VEP organisations that are funded to deliver victim empowerment services, 11 349 victims have accessed these shelters. The programme of no violence against women and children including 16 days of activism campaign reached 79 564 beneficiaries,” she added. “I am also pleased that one of our initiatives, a partnership between the Gauteng Government (Social Development and Community Safety), and EDCON Group is progressing very well to provide dignity and livelihood to women in the

Missing woman and children

5 Years wasted Did you know that the Junior Traffic Training Centre in Heidelberg has been disfunctional for almost five years. This centre, which is well equipped with necessary resources such as classrooms and offices, has been abandoned by the Gauteng Department of Community Safety.

Training manuals, road traffic signs and training uniforms are gathering dust in the storerooms. This raises concerns about the funds allocated to the Traffic Management unit and its sub-programme of promoting road safety. It is clear that this department has failed to take ownership of this centre as they are mandated to do. The abandonment of this centre raises questions about this department’s efforts in promoting road safety education amongst primary school learners. The school safety programme plays a critical role in educating our children about road safety and road signs. This will help to reduce pedestrian fatalities as children will be equipped with road safety knowledge from a young age. The DA will conduct an oversight inspection to this centre to assess its condition and to determine why it is not functioning. The DA will also table questions in the Gauteng Provincial Legislature to determine why the centre has been abandoned, when it will be operational, how much money has been allocated for the running of the centre and on what its allocated budget has been spent.

Out of 597 women reported missing between January and October 2017 only 151 were found. Where are the other 446 women? These shocking figures were revealed in a written document tabled in the Gauteng Provincial Legislature by the MEC for Community Safety, Sizakele NkosiMalobane. According to the MEC the following are statistics for women reported missing in 2017 total of 597151 The number of children reported missing for the past year (1 May 2017 to 30 April 2018) was 472, of these reported cases 436 children were found alive, while 4 were found dead and 32 have not been found at all. This indicates that the lives of women and children are in danger on a daily basis. There is a dire need to ensure the safety of these most vulnerable members of society. These figures also indicate that the SAPS is not doing enough to find the missing women. The SAPS should be putting together specialised task teams that ensure that investigations are effective and expedited and that cases are shepherded through the courts to ensure

convictions. Too often, vital investigative steps are not followed and accessing information through court applications takes too long. Areas that are identified as hot spots for missing women and children should be targeted for specialist interventions. In many cases people known to the family, or family members themselves, are implicated in missing persons cases. Furthermore, there is often a history of domestic violence. Currently tracking of domestic violence cases and sexual assault is done via a manual register in police stations. An electronic system to track perpetrators and victims across police station bounda-ries is necessary and will assist in identify-ing likely suspects in the cases of missing women and children. It is the responsibility of the SAPS to ensure the safety of all our people as well as the implementation of effective crime prevention strategies. Our most vulnerable members of society have now lost confidence in the ability of the police to find missing persons. Our people deserve to be kept safe in their homes and public spaces.

Speedster driving at 210km/h The Gauteng Traffic Police’s High Speed Unit arrested a speedster last week in during a special high speed intervention. The 31 year old male was caught speeding in a Mercedes Benz E350 on the R21 near Olifantsfontein. The man who claims to work for Mercedes Benz was driving at 210 km/h rushing to be in time for a wedding. The speedster was arrested on the spot and taken to Olifantsfontein Police Station where he was formally charged with reckless driving and exceeding the prescribed speed limit of 120km/h on a freeway. The man was later released on R1000-00

bail and will appear in Tembisa Magistrate Court. The Department of Community Safety condemns in strong harshest terms the bad driving behavior and conduct by some of Gauteng drivers. Reckless driving and excessive speeding is one of the major contributors of fatal crashes of the roads in the province. Gauteng Traff ic Police and other law enforcement agencies will continue to deal decisively with those who do not adhere to the rules of the road particularly given the high rate of fatalities that the province continue to experience.

Listeriosis outbreak Little financial sopport is given to smallscale and emerging pig farmers in Gauteng. During the recent outbreak of Listeriosis, Gauteng small-scale farmers were forced to sell their pigs to abattoirs at a lower price. According to Gauteng MEC for Agriculture and Rural Development, Lebogang Maile small-scale and emerging farmers do not have the financial resources at their disposal to insure their livestock against a drop in market value. In addition, commercial farmers have also been affected by the Listeriosis outbreak and they have been forced to reduce the working hours of their staff from seven days to five days. MEC Maile, said two piggeries were also forced to close and 12 people who were employed by small-scale farmers lost their

Social grant Social grant beneficiaries who draw their money at ATMs might have to wait a little longer to access it. The South African Social Security Agency (Sassa) assured those who experienced problems with electronic payments that they would be paid in full. “What is being experienced is a result of a process of changing from an old to a new payment system for social grants. Sassa is also in a process of phasing out Cash Paymaster Services (CPS) as directed by the Constitutional Court and introducing the South African Post Office (SAPO) to pay social grants,” said acting Sassa CEO Abraham Mahlangu. “We request benef iciaries to give themselves at least three days to withdraw their grants.” Sassa asked beneficiaries who access their funds through ATMs to f irst pick the savings account option when withdrawing their money. If this is rejected, then the cheque account option should be selected. “Sassa wishes to apologise for the inconvenience caused to the beneficiaries,” said Mahlangu. Sassa and SAPO are working tirelessly to find a solution to this problem and ensure that all beneficiary services are restored in the shortest possible time. We further undertake to keep our benef iciaries informed.”

Criminals posing as municipal officials The City of Ekurhuleni wishes to remind its customers to never pay any amount to any person posing as a municipal official, unless this payment takes place over the counter, inside the City’s rates halls. This follows reports of customers receiving hand-delivered letters and being approached by fraudsters who claim that the customer’s meter was found to have been tampered with and that an immediate spot fine must be paid, to avoid disconnection of power. Customers are also lured to install what it purported to be a prepayment meter, where the customer is scammed to believe that they will pay substantially less per kilowatt-hour if they switch to prepayment meter. Once the customer accepts this “upgrade”, the monthly fees are not paid to the City, but to the scammer. If an unlawfully installed prepaid meter in discovered by the City’s Meter Auditors, the illegitimate prepaid meter will be confiscated and electricity supply will also be disconnected until a legitimate meter is installed by Ekurhuleni officials. This will be followed by a backdated billing as the city would not have being receiving payments from the customer.

To avoid becoming a victim of crime, residents are advised to follow the following golden rules: Do not make direct payments or pay spot fines to an individual claiming to be a municipal official. All payments must be over the counter inside any rates hall across the City. Upon receiving a letter addressed from the City, residents should make a follow up call through the call centre or the 999 number provided on the letter before making any payments. Always request a legitimate receipt that can be kept as proof of payment. Any illegal activities or suspicious behaviour should be reported through the municipal Call Centre on 086 054 3000.

Skoolprobleme Kinder geweld Die Skole- en Personeelopname (SASS), wat deur die Nasionale Sentrum vir Onderwysstatistiek (NSS) op die been gebring is het onderwysers en skoolhoofde hul siening van probleme in skole gevra. Verskeidenheid van skoolprobleem vrae, insluitend afwesigheid, dwelmmisbruik en fisieke konflikte tussen studente, onderwysers en skoolhoofde, kan almal gekenmerk word as probleme. Onderwysers en Skoolhoofde vertel dat familiefaktore ‘n baie ernstige probleem in meeste skole is. In 1990-91 het een uit elke vier openbare skool onderwysers gebrek aan ouerbetrokkenheid aangehaal as 'n ernstige probleem in hul skole. Hierdie probleem is ook beskryf as "ernstig" met 4,3 persent van private skool onderwysers. Onder beide openbare en private skoolonderwysers het hierdie probleem die lys bygedra in die persentasie onderwysers wat dit as 'n ernstige probleem in hul skole gegradeer het. Sekondêre onderwysers was meer geneig as basiese onderwysers om gebrek aan ouerbetrokkenheid as 'n ernstige probleem in hul skole aan te meld. Skoolhoofde het ooreengekom dat gebrek aan ouerbetrokkenheid een van die ernstigste skoolprobleme is. Onder openbare skoolhoofde is armoede dikwels as 'n meer ernstige probleem beskryf as die gebrek aan ouerbetrokkenheid. Privaat skoolhoofde het armoede as 'n ernstige probleem genoem. Behalwe die gebrek aan ouerbetrokkenheid, is die volgende skoolprobleme wat

baie voorkom ingesluit: armoede, studenteafwesigheid, studentediskriminasie teen onderwysers, ouerlike alkoholisme en / of dwelmmisbruik, en studentestorting. Gedrag en houdings van studente is meer geneig om by onderwysers op die sekondêre vlak as problematies beskou te word as deur onderwysers op elementêre vlak. Ouer alkoholisme, aan die ander kant, is so dikwels deur elementêre onderwysers as "ernstig" beskryf, aangesien sekondêre onderwysers en armoede meer dikwels deur elementêre onderwysers as "ernstig" beskryf word. Privaatskoolonderwysers was baie minder geneig om te rapporteer dat enige van die bogenoemde probleme "ernstig" was. Die persentasie privaatskoolonderwysers gradeer elke probleem as "ernstig" van 1,1 persent vir studente in besit van wapens tot 4,3 persent vir gebrek aan ouerbetrokkenheid. Onderwysers se verslae oor die erns van alkohol en dwelmmisbruik het in beide openbare en private sekondêre skole toegeneem. Ten spyte van onlangse toenemende aandag aan die teenwoordigheid van gewere en ander wapens op skoolgronde, het meer onderwysers dit as ‘n ernstige probleem beskou wat bekamp moet word. Verslae van openbare sekondêre skoolhoofde dui dat dwelm- en alkohol misbruik kommerwekkend is. Baie min openbare of private skoolhoofde het berig dat studente se besit van wapens 'n ernstige probleem in hul skole is.

Kinderbeskermingsstatistieke in SuidAfrika verf 'n ontstellende prentjie. ‘n Hoë persentasie van kinders word deur geweld geteister. In 'n land wat verstommende skokkende misdaadstatistieke toon, is dit maklik om die kinders agter die getalle uit die oog te verloor. Dit is hoekom die verhale van 11 slagoffers van 11 kinders wie se lewens vir altyd verander of geëindig is deur geweld, so belangrik is. In die opbou van die Kinderbeskermingsweek in 2018 het die statistieke wat in die Suid-Afrikaanse Parlement vrygestel is, getoon dat minstens 41% van alle gerapporteerde verkragtingsake van die afgelope drie jaar kinders betrek. In dieselfde tydperk is meer as 2600 kinders vermoor. Voeg hierby die tienduisende babas wat onwetting uit die land geneem word. Onthullings van 20-

jaar ondersoek wys dat 99% van alle kinders wat studeer, geweld gesien het of 'n slagoffer was van geweld. Dus is dit nie verbasend dat die wêreldwye humanitêre organisasie World Vision aanbeveel dat geweld teen kinders as 'n nasionale ramp beskou word. Maar so kommerwekkend soos hierdie statistieke is, kan hulle nie die daaglikse impak van geweld op kinders in SuidAfrika voldoende uitbeeld nie. Slagoffers se individuele vertellings illustreer dit die beste. 'n Veldtog is geloods tydens die Kinderbeskermingsweek wat stories uitgewys het wat deur slagoffers self vertel is aan die Kinderbeskermingsaktiviste wat ondersoek ingestel het. Van die stories sal jou hare laat rys en skokkend is dit dat meeste van die gevalle ouers of familielede aktief betrokke is.

Mayoral cup games In commemoration of Youth month, the Executive Mayor of Dipaleseng Local Municipality hosted the Mayoral Cup Games Tournament for the youth of Dipaleseng under the theme ‘Sports for Life’ aimed at fighting social skills that continue to plaque our community, particularly the youth. The all-day tournament took place at Siyathemba Stadium on June 23 and saw four local teams per code; Soccer and Netball from all areas of the municipality, Grootvlei, Nthoroane and Siyathemba participating and competing for the first prize at the action-packed games with the teams displaying high levels of skills, talent and enthusiasm at the field of play. The main concept behind this program was to conduct a community outreach event that has clear, integrated and positive short, medium or long-term tangible outcomes for the youth of the area by creating an ongoing awareness and community engagement platform on social skills that have detrimental effects on the lives of the youth. This programme showcased constructive alternatives to current lifestyle for positive future growth and development. The tournament reflected an inclusive approach wherein the youth who are drug abusers also participated as curtain raisers

for the final soccer match. They displayed such talent and kept the spectator packed grandstand roaring. Both the teams, winners and the other teams were awarded gold and silver medals respectively. Surprisingly, the player of the tournament, Thokozani ‘Skhakhane’ Msibi came from one of the user’s teams and he was awarded a trophy as a gesture for displaying overwhelming skills. A spectator during the tournament, Mr. Sipho Mlangeni from Extension 5 in Siyathemba, expressed his satisfaction with the tournaments inclusive approach of drug users and further said “What I like is the inclusion of all people, particularly the users. We need to regularly work on providing alternative platforms to their current lifestyle. They have so much talent that needs to be nurtured.” The soccer champions, Young Rabbits who beat Swallows four (4) goals to nil (0) were awarded a full soccer kit, soccer ball, revolving trophy and gold medals, while the first runner-ups got a soccer ball and silver medals. Portugal Netball Club, the netball champions received a netball kit, ball, gold medals and trophy while the first runnerups, All Stars got a trophy, silver medals and a ball. The third and fourth place teams

Rabbits and Go-getters also got medals and Whitey Mntungwa stole the show as the woman of the tournament and she received a trophy. The soccer and netball match officials who assisted by officiating the games were also given gold medals and whistles. Young kids that were in attendance and watched in awe of their older counterparts were given water bottles as gifts.
