Waarwel, maar nie totsiens! Riaan Kruger lê die tuig neer na 39 jaar se ononderbroke diens as Bestuurder van die Omgewingsgesondheidsafdeling. Op 21 November het kollegas van Ekurhuleni afskeid geneem van Riaan en met vele gemengde emosies is Riaan gegroet. Riaan is op 30 November 1953 in Karasburg in Suidwes-Afrika gebore. Hy is een van 'n drieling. Hy het sy primêre en hoërskoolloopbaan in Suidwes-Afrika voltooi. Na matriek het hy sy weermag opleiding voltooi en daarna aan die Kaapse Universiteit gestudeer. In Desember 1974 het hy sy Nasionale Diploma in Gesondheidsinspekteurswese ontvang en in April 1994 verwerf hy sy B. Admin-graad aan die Universiteit van Suid-Afrika. Hy het in Januarie 1975 by die Pietersburg Munisipaliteit aangesluit as Gesondheidsinspekteur en is in Desember 1977 met sy vrou, Elsa, in die huwelik bevestig. Uit die
huwelik is twee prag kinders gebore Antoni, wat tans in Londen woon en hul dogter Gizelle huidiglik in Roodepoort. Riaan het as gesondheidsinspekteur begin en sy loopbaan as Bestuurder van die Departement Gesondheid en Maatskaplike Ontwikkeling: Omgewingsgesondheidsafdeling vir Ekurhuleni beëindig. In Oktober 1979 het die egpaar verhuis na Nigel, waar Riaan sy loopbaan as Direkteur van die Gesondheid en Sosiale Ontwikkelings- en Omgewingsgesondheidsafdeling by Ekurhuleni begin het. Johan Koekemoer, ‘n medewerker vertel dat Riaan sy loopbaan met toegewyde volharding en ywer aangepak het en ‘n passie gehad het vir wat hy doen. Riaan is toegewyde Christen en bekend as 'n familie man wat sy vrou, kinders en moeder van 97 jaar in sy hart koester. Riaan het ‘n goeie sin vir humor en sal onthou word as 'n nederige man wat sy vertroue in God stel.
Een van Riaan se hoogtepunte was toe hy sy eerste Argustoer voltooi het. Hy het 6 keer aan die 94.7 fietswedren deelgeneem asook 5 keer die Argustoer aangedurf. Hy is geliefd in die gemeenskap van Nigel en het altyd moeilike situasies op ‘n grappige noot opgelos. Riaan se kennis in die werksomgewing laat 'n leemte in die organisasie en beroep. Hy het almal onder een kam geskeer en was gewild onder sy werknemers. Hy sal ook onthou word as 'n baie dankbare en nederige persoon. Hy was vir baie 'n mentor, kollega en vriend en sal gemis word.

Die bestuur het vertel dat een van die hoof reëls vir die program was dat geen name bekend gemaak word nie en gaste moet kyk of hul die deelnemers kon uitken. Die

Ekurhuleni cracks Save water as heatwave hits Ekurhuleni the whip on illegal power connections The City of Ekurhuleni has recorded close to R800 million a year in non-technical electricity losses, caused among other factors by illegal power connections across the City. The City has undertaken rolling operations of disconnecting illegal connections and arresting suspected syndicates. Close to 30 arrests of perpetrators who illegally tampered with electrical infrastructure have been made in November alone. These arrests were made during raids to disconnect illegal connection led by the City’s Energy Department and Ekurhuleni Metro Police Department to curb unlawful connections. The City has resorted to use a harsher possible criminal justice process by using the new legislative framework (Criminal Matters Amendment Act No 18 of 2015). Initially, people accused of tampering with electrical equipment could be released on bail by a police officer or a prosecutor as the crime was deemed a minor offence. The amended legislation provides that bail for persons accused of crimes related to essential infrastructure, such as water and electricity installations, may only be considered by a court, not police officers or prosecutors. The legislation has also provided for harsher minimum sentences ranging from 3 years to 7 years for some of essential infrastructure crimes, and regulated theft of ferrous or non-ferrous metal which formed part of essential infrastructure. Municipal officials, contractors and companies that connect illegally to the power grid will face the harshest offences created by the legislation. The Member of the Mayoral Committee for Water, Sanitation and Energy Cllr Tiisetso Nketle said the City has adopted a hard-line approach to illegal connection of electricity. “In addition to the use of the criminal justice system to curb illegal connections, customers who are found to have connected illegally will face a back-billing from the day they stopped purchasing electricity,” Cllr Nketle said. Those who want to avoid the consequences of illegal connections can visit the nearest Energy Depot to normalise their connections. Residents are encouraged to report any illegal connection or suspicion of illegal connection activities through the municipal Call Centre on 086 054 3000.
The South African Weather Service has recorded high temperatures in Ekurhuleni and forecasted continuation of high temperatures reaching highs of 35°C. The weather conditions have therefore, reached heatwave proportions. The SA Weather Service has defined a heatwave as the maximum temperature that expected to meet or exceed five degrees Celsius above the average maximum temperature of “the hottest month” for that particular place, as well as persisting in that mode for three days or more. Ekurhuleni residents are reminded to use water sparingly as they try to stay cool during this heatwave. The City’s water reservoirs might be running at a reduced level due to a high water demand and evaporation in some of the dams that are exposed to the sun.
Some parts of the City might also experience low water pressure during the heatwave conditions and residents are requested to use water sparingly. “To ensure water is used wisely during these heatwave conditions, residents should refrain from watering the garden, avoid filling swimming pools during the day, and not use a hosepipe when washing cars,” added Cllr Nketle.

High noise level Collect is punishable your ID! The festive season is fast approaching, and those who will take a break from work and normal daily activities might spend time revelling in music and dance. However, residents are reminded to be mindful of social activities that might make them fall foul of noise control by-laws and regulations. Acts that fall within the definition of disturbance of peace, disturbing noise and noise nuisance are prohibited, since what sounds to be music to one ears, might be a nuisance to others for example. The abovementioned three acts are accordingly regulated by the Ekurhuleni’s Police Services By-laws and Gauteng Noise Control Regulations. The Regulations make distinction between disturbing noise and noise nuisance. In order for an act to be defined as disturbing noise, it needs to meet a technical test, such as measuring above the noise level set for that designated zone, or if designated areas are not set, the noise must have risen above the measurement or rating set in the South African Bureau of Standards Publication No. 0103. The measurement and rating would require sound measuring instrument to determine. On the other hand, noise nuisance is described as any sound which disturbs or impairs or may disturb or impair the convenience or peace of any person. It is a subjective test that depends on the impact the noise causes or may cause on the person hearing that noise. Disturbing noise, noise nuisance or disturbance of peace may be caused through a manner of driving a vehicle, operating or playing a radio, television set, drum, musical instrument, fireworks, operating a grinder, shouting, singing, etc. Ekurhuleni’s Police Services By-laws, in addition to the prohibited acts described in the Gauteng Noise Regulations, classify prohibited acts caused through noise or riotous behaviour as disturbance of peace. Those who contravene Ekurhuleni’s Police Services By-laws may be fined an amount not exceeding R2 000, or imprisonment for a period not exceeding six months, or to both such fine and such imprisonment. Before the conviction the person whose behaviour is complained of is issued with a notice to stop the contravention within a specified period. In case of continued violations, the Regulation provides for further sanctions at 011 999 0098/0094/0111/0103/0169/1522 or www.ekurhuleni.gov.za
The Department of Home Affairs (DHA) is currently experiencing an overwhelming number of uncollected ID nationally and Ekurhuleni is no exception. According to recent figures released by DHA, in Ekurhuleni, there are approximately 19 150 smart IDs and 1 528 green bar-coded IDs that are left uncollected. Ekurhuleni, as responsible government that promotes participatory democracy urges residents to collect their IDs so that they can register to vote during the voter registration period on 26 and 27 January 2019. Furthermore, uncollected IDs hamper the City service delivery programmes because residents cannot register for other municipal programmes, such as RDP housing and cannot collect their title deeds when they are available for collection. Among the services that the residents forgo due to lack of IDs are enlisting on the City’s indigent database for which they are entitled for free water, free electricity and indigent rebates to assessment rates. To this end, Ekurhuleni has entered into a partnership with the Department of Home Affairs to fast-track collection IDs. The City is providing transport to elder residents, people living with disability, learners and military veterans. Non-governmental organisation, community-based organisations and churches have also been roped in to assist.
