Veediefstal-skrikbewind
Veediefstal het gedurende die afgelope misdaadverslagdoeningstydperk so toegeneem dat die misdaad die ekonomie gedurende die 2017/18 boekjaar van R819 miljoen gestroop het. Veediefstal veroorsaak egter nie net geldelike verliese nie, maar kan ook werksverliese en selfs hongersnood veroorsaak vir mense wat van vee afhanklik is vir voedsel. Veediefstal sindikate is nou aan die orde van die dag en word hierdie sindikate daagliks ontbloot. Prokureur en ander veediefstal verdagtes geïdentifiseer. Die mans wat in verband met veediefstal in die Breyten omgewing gearresteer is, het pas in die hof in Ermelo verskyn. Die beskuldigdes is Neels van der Walt,
die Pretorianse prokureur Jan-Spruyt Steenkamp, Lucas Magagula, Sibusiso Mabuse en Musi Mhlongo. Brig. Leonard Hlathi het in ’n persverklaring gesê dat Van der Walt en Steenkamp gearresteer is naby Breyten, waar beeste wat na bewering gesteel is, gelaai is. Nog verdagtes is later aangekeer. Daar is beslag gelê op drie vragmotors, een daarvan ’n dubbeldekker, asook op ’n Toyota Hilux bakkie en R95 000 kontant. Die mans het in die Ermelo hof op aanklagte van roof met verswarende omstandighede, veediefstal en die versuim om die besit van vee te verduidelik, verskyn. Brig. Hlathi het later gesê dat daar in totaal 334 beeste teruggekry is, met ’n beraamde waarde van R3,1 miljoen.

Eskom skuldlas The Truth will
Verslae toon dat die Nasionale Tesourie dit oorweeg om Eskom se skuldlas of ‘n gedeeltelike skuldlas te delg om Eskom se ineenstorting te voorkom.
Die DA is gekant teen hierdie voorstel want na hul mening sal dit die land waarskynlik tot ‘n rommelstatus vlak stuur en nadelig beinvloed. Verslae van hierdie skuldlas kom nadat president Cyril Ramaphosa hierdie opsie vroeër vanjaar tersyde gestel het. Hierdie voorgestelde plan sal nie die onderliggende probleme by Eskom oplos nie, dit is bloot 'n tydelike oplossing vir die massiewe bestuursfoute. Soos die Minister van Finansies, wat die gesag het om hierdie besluit te neem, doen die DA 'n beroep op minister Tito Mboweni en die Nasionale Tesourie om 'n dringende terugvoer te gee oor die regering se gerapporteerde planne op 'n skuldlas. Die DA het ook 'n debat van nasionale belang op Eskom se finansiële krisisse aangevra. Volgens ‘n woordvoerder van die DA is die realiteit dat 'n skuldlas nie die probleme by die kragonderneming sal oplos nie en dat dit bloot 'n poging is om die ware toestand van Eskom se ernstige finansiële sake onder die mat te vee. Die aangeleentheid van hierdie aard is nie haalbaar vir Suid-Afrika se posisie op die langtermyn nie, aangesien dit 'n geraamde R100 miljard in belegging sal behels. Dit wil voorkom of die uitdagings by Eskom veel groter is as wat die ANCregering die publiek wil laat glo.

The decision by the North Gauteng High Court last week to set aside Public Protector, Adv Busisiwe Mkhwebane’s report into the Vrede Dairy Project is a victory in the fight against corruption. According to Mmusi Maimane leader DA they are now one step closer in seeking justice for the more than 100 intended beneficiaries of this scam empowerment scheme. Maimane said when he met with these intended beneficiaries in Vrede almost two years ago, he undertook to fight this matter on all fronts. The DA laid the initial complaint with the Public Protector, and following the release of her report we held the view that the report was a “whitewash” as it failed to hold to account those responsible for the theft of almost R200 million of public money he said. Last week the North Gauteng High Court has vindicated their view, as it held this report to be unconstitutional and invalid. Instead of empowering those who are left out of the economy, over 100 black South Africans were used as a front for a calculated scheme of grand corruption and money laundering to benef it the
Guptas and their friends in the ANC. Between the Guptas and the ANC, economic opportunity was stolen from black South Africans. This is a crime of the most reprehensible nature, and those responsible must face the full might of the law said DA leader. In July 2017, the DA laid criminal charges against those implicated in this act of corruption. These charges include money laundering, racketeering, assisting another to benefit from the proceeds of unlawful activities, and acquiring, possessing or using the proceeds of unlawful activities in terms of the Prevention of Organized Crime Act 121 of 1998. A month later Maimane hand delivered a legal indictment containing over 200 pages of prima facie evidence of these crimes to the Hawks. Now he urgently seek an update from National Director of Public Prosecutions (NDPP), Adv Shamila Batohi, as to progress on this investigation. “It is high time that the criminal justice system does its job. It’s been almost one and a half years since Cyril Ramaphosa became President and
vowed to fight corruption. Yet today, not a single person implicated in corruption has been held accountable and put behind bars. Instead, the chief architects of corruption, like Ace Maga-shule, Bathabile Dlamini, Nomvula Mokonyane and Mosebenzi Zwane, remain in charge and occupy ANC benches in Parliament” he said. They believe that this is a clear-cut example of money laundering and corruption. The charges have been laid, the evidence is clear and overwhelming, and now all that’s left to do is move forward with prosecution. According to Maimane the Public Protector seems hellbent on wasting precious funds on spurious litigation. In fact, a disproportionate amount of Adv Mkhwe-bane’s budget has been wasted on unsuccessful litigation when this money ought to be spent on protecting the interests the people of South Africa and holding the powerful to account. “We urge her to accept this judgment and to go back to the drawing board. Her job is to protect the public, which includes the over 100 victims of the Vrede Dairy Project” Maimane said.

Bigger refuse collection bins, stop collecting other containers
The City of Ekurhuleni has completed the migration from using small litre waste bins to bigger 240 litre wheelie bins. The 240 wheelie bins have been distributed to residents and remain available at all the City’s waste management depots for residents who have not collected theirs yet. Effective from 1 July 2019, no waste will be collected if it is not contained in a Citybranded 240L wheelie bin. The City’s fleet of refuse trucks are fitted with an automated mechanism to pick up
the bins and pour the refuse into the compactor. The City is therefore urging all residents who missed the mass roll out to collect their wheelie bins from the waste management depots closest to them between Monday and Friday from 8h00 to 15h30. Residents must ensure that they take a Copy of their ID and municipal account to the depot to collect the waste bin. The bin is issued for free, while the refuse collection is charged R162.24 per month
for each bin. Residents who are in need of more than one bin may apply for such a bin, at an additional charge. Residents who use the bins are urged to place them outside their homes at 7:00 on calendar days provided by the City. There are various advantages from using the 240L wheelie bins, which include the following: Provides more storage capacity than the refuse bin used previously.
Have a longer lifespan than a bag (approximately 8 years). Minimizes tearing of bags by rodents and stray dogs, and infestation of rodents. Durable to utilize and easy to clean. Easy to handle with low risk of being exposed to sharp objects Does not generate water vapour and is made of pest repellent material. Avoid continuous acquisition of plastic bags thus saving air space. Promotes uniform service standards and cleanliness of the city.

Budget speech statement
Member of the Mayoral Committee for Finance and Economic Development, Cllr Doctor Xhakaza, has on Thursday, 23 May, delivered the City’s budget speech at Germiston Council Chamber. The speech, which is anchored on the City’s pro-poor agenda, fiscal prudence and additional revenue sources, highlights containment of tariff increases, consolidation of social packages and investment in capital infrastructure for economic stimulation. The budget was delivered on the back of achievement of 94% revenue collection rate from the annual billing. Collection rate for revenue services, the rate of revenue collection is at 94% of annual billings. Among other achievements is unqualified audit, with a reduction in the number of factors of concern to the Auditor-General. Zero unauthorised expenditure, and zero fruitless and wasteful expenditure; 42 percent reduction in ir regular expenditure; and clean audit on performance information. MMC for Finance Cllr Xhakaza presented an annual budget of R48.9 billion for 2019/20 financial year, with an operating expenditure of R41.5 billion. The operational expenditure is funded as follows: Revenue generated internally – R32.82 billion; Operating grants – R5.9 billion; and Capital grants – R2.78 billion. Tariffs The budget proposed an increase of 7.5 percent for assessment rates, consistent with the Consumer Price Index (CPI) of 5.2 percent plus 2.3 percent for real growth. Electricity tariffs will only be increased by between 13.07 and 13.87 percent
depending on the usage, whereas the National Electricity Regulator of South Africa (Nersa) has granted Eskom an increase of 15.63 percent in March 2019. This means the City will absorb, and not pass to consumers, the difference in percentage points between the two increases. Water tariff will increase by 15 percent, which is equal to the increase pronounced by Rand Water. Sanitation tariffs will increase by 11 percent, which is informed by the cost of sewer purification processes undertaken by the East Rand Water Treatment Company (ERWAT). The refuse removal tariff will increase by 7.5 percent for all users due to the main cost drivers of the service. There have not been tariff increases for cemetery and crematoria over the past five years. Due to the need to maintain the cemeteries, a nominal tariff increase of 5.2 percent for residents, and 6.5 percent for non-residents was effected. Social package The City will shoulder the cost of R4 billion for the social package, an increase of R300 million compared to the previous financial year. The complete package of indigent relief are as follows: 100% rebate on assessment rates; Free refuse removal; First 100kWh of electricity per month is free. This is more than the provision made by national government policy and the City will bear the costs of the difference; First 9kl of water and sewer per month is free; Special rates on emergency services such as ambulance and fire-fighting; and free indigent burial. The City continues to provide the first 6kl
of water and sanitation for free to all households with a property value of R750 000 or less. To date, the indigent database has 112 000 members, and the income threshold remains R5 090 or less per household Human Settlements MMC Xhakaza allocated R4.6 billion in the Medium-Term Revenue and Expenditure Framework (MTREF) and R1.6 billion for the 2019/20 f inancial year to the Department of Human Settlements. Major projects in this regard include: Leeuwpoort mega project – R380m for the MTREF and R165m for the 2019/20 financial year; Chief Albert Luthuli mega project– R189.5m for the MTREF and R60.5m for the financial year; Esselen Park – R234m for the MTREF and R107m for the 2019/20 f inancial year; and Clayville – R57.5m for the MTREF and R30,5m for the 2019/20 financial year. A further R101m has been set aside for the maintenance of hostels and rental stock. Energy A total of R2.29 billion has been set aside for the MTREF and R706m in the new financial year to cover the following: Electrification of informal settlements – R732m for the MTREF and R202m for the next financial; and Lighting programme of townships such as Thokoza, Tsakane, Tembisa, Etwatwa, Katlehong among others, R161m for the MTREF and R46.5m for the 2019/20 financial year. Furthermore, R3 billion has been budgeted for the MTREF and R892m for the new financial year for the maintenance of the electricity infrastructure and the refurbishment of sub-stations in areas such as Germiston, Edenvale and Kempton
Park. Refurbishment of towns and townships The work to improve and give a facelift to the decaying urban centres such as Germiston, Boksburg, Kempton Park and the Alberton Boulevard will continue to turn them into modern urban centres with a vibrant corporate look that can attract and boost investor confidence. In this regard, an amount of R998m is set aside for the MTREF and R404m for the 2019/20 financial year. Metro police and Disaster and Emergency Services Management The EMPD, Disaster and Emergency Services has been allocated 914m in the MTREF, and R275 million for the new financial year. The City will also build new f ire stations in, among other areas, Katlehong, Reiger Park and Olifantsfontein. An amount of R98m is budgeted for the recruitment of 266 additional metro police constables. Cleaning The City has budgeted R305m over the MTREF for waste removal, grass cutting, litter picking and tree felling. Cost containment MMC Xhakaza committed the City to radically alter the budget spent on catering without undermining the economic empowerment focus of this expenditure item. Measures to recover costs incurred as a result of motorists who damage traffic signals, street lights and other municipal infrastructure will be strengthened. Boksburg Flea Market on Fire again Swift intervention, bravery, tactical approach by City of Ekurhuleni‘s firef ighters, saved what was to be a disastrous structural fire in Boksburg Flea Market at noon May 23. Firefighting crews from Leon Ferreira and Primrose f ire stations respectively, managed to extinguish the well alight structure where two shops selling various items such as cell phones, shoes, and clothes were engulfed by flames. A signal was received at 16:30 and crews from both f ire stations, responded promptly to the scene opposite East Rand Mall.
On arrival, shop owners in the neighbourhood were found battling to contain the flames and salvaging of items from their shops. Immediately, f iref ighters initiated offensive flame knockdown strategy and in no time, f ire was contained and extinguished. Three fire engines, two Major Industrial f ire pumpers and a brand-new Water Tanker from Primrose, were used on scene in facilitating the entire fire operations. Water was sourced from the nearby hydrants and sustainability of supply was maintained.
Other supporting resources on scene assisted where necessary in accordance to their responsibilities. Search and Rescue was conducted, and two patients with minor injuries were accounted for. Pre-hospital medical treatment was conducted to both but unfortunately, the injured refused transportation to medical facilities.

Australian rugby star Folau decision final! Wallabies fullback Israel Folau formally challenged Rugby Australia's decision to sack him over anti-gay social media posts, thrusting the sport into further turmoil ahead of the Rugby World Cup. The latest showdown with the devoutly religious 30-year-old - who last year was embroiled in a similar row, came after he posted on his Instagram account that "Hell awaits" homosexuals. Rugby Australia responded by announcing its intention to terminate Folau's multi-year, multi-million-dollar contract to play for the Wallabies and Super Rugby's Waratahs. Folau, Super Rugby's all-time top try scorer, had been expected to play a crucial role for the Wallabies at the World Cup beginning in September in Japan, after Rugby Australia signed him to a Aus$4 million (US$2.9 million) four-year contract in February. But following Folau's
latest comments, Rugby Australia made it clear his presence in the sport was no longer tenable, while Wallabies coach Michael Cheika declared that he would not pick the player, became the leading try scorer in Super Rugby. National team sponsor Qantas also condemned the player's social media stance. Rugby Australia CEO Raelene Castle, acknowledged Folau's hearing request was "not an unexpected outcome", had last year come under fire for allowing the player to escape sanctions for earlier anti-gay posts. Castle and Rugby Australia's processes were again questioned after The Daily Telegraph reported that Folau's contract had no specific clause about social media use and speculated it could be used as a defence against his sacking. The three-person tribunal could choose to back Rugby
Australia's decision, rule that Folau did not breach the code of conduct, or issue him with a suspension that could see him return to the game. That would force Rugby Australia to decide whether to tear up his lucrative contract, just five months out from the World Cup. He struck a
different tone when he said that he was ready for life without rugby, saying, "I live for God now". "Whatever His will is, whether that's to continue playing or not, I'm more than happy to do what He wants me to do," Folau said. Rugby league’s, turned their backs on him.
