Be careful of scammers posing as city officials The festive season is approaching and many scammers are sharpening their tricky ways to rob people of their belongings, particularly money. The City continues to caution its residents of the scammers who are already out there, ready to trick people into giving them money under the pretext that they are City of Ekurhuleni employees. Recently, the City experienced a ransomware attack, which is a malicious software that cybercriminals can use to either block or threaten to publish your data unless a sum of money or ransom is paid. The most common way ransomware enters

corporate networks is through email, scammers often include mischievous links or attachments in emails that look harmless. Since the beginning of the year, the City has been inundated with complaints from people who have been scammed of their monies by people pretending to be municipal officials. Many victims were made to believe that they won a tender to supply the City with 240L waste wheelie bins. Therefore, they were lured into depositing large amounts of money into a bank account that was purported to belong to the City. Meanwhile other residents had strangers walking into their premises posing as City officials who monitor water or electricity meter boxes and ultimately robbed them.

Your pastor might have said, “Say this little prayer and you’ll go to heaven”, but what did Jesus say? Did your pastor tell you that you must lose your life in order to save it. Jesus did. He said, “Whosoever shall seek to save his life shall lose it; and whosoever shall lose his life shall preserve it.” Luke (17:33) Default Jesus. Jesus said, “Not every one that says unto me, Lord, Lord, shall enter into the kingdom of heaven; but he that does the will of my Father which is in heaven.” (Matthew 7:21) It’s a fearful thing to fall into that hands of the living God. (Hebrews 10:31) Default Jesus. Your pastor might have told you God wants you to be wealthy and to enjoy your best life now but what did Jesus great wealth say? “For what is a man profited, if he shall gain the whole world, and lose his own soul? or what shall a man give in exchange for his soul?” (Matthew 16:26) Jesus warned us of seeking wealth and the things of this world. He said, “How hardly shall they that have riches enter into the kingdom of God!” (Matthew 10:23) He said, “Take heed, and beware of covetous-

ness: for a man’s life consists not in the abundance of the things which he possesses.” (Luke 12:15) Will that man’s possessions save him on the day of judgment? Be careful of whose words you heed. Default Jesus. Did your pastor prepare you for persecution? Jesus did. “The servant is not greater than his lord. If they persecuted me, they will also persecute you.” (John 15:20) Man can study and debate Paul’s letters but who can debate Jesus’ own words. Many made excuses when Jesus spoke to them but a man’s excuse will only excuse him. When we have been excused from heaven itself and God’s very presence, where will that leave us? There is only one alternative to heaven and that is the very fires of hell. If we choose to live our best life now, then we will have demonstrated whose words we believed and esteemed. Jesus bread of life said, “The words that I speak unto you, they are spirit, and they are life.” (John 6:63) He said, “Man shall not live by bread alone, but by every word that proceeds out of the mouth of God.” (Matthew 4:4) Bread alone will not sustain us but every word that proceeds from his mouth. When many disciples walked away from Jesus when they didn’t like what he had to say, Peter knew there was no one who knew the way, as Peter declared, “Only you have the words of eternal life”. (John 6:68) Read the Red letters of the Bible! Maybe it’s time to reset our path to eternal life by going back to the Manufacturer settings. Latest farm murder another symptom of a broken SAPS in Gauteng Another farm owner has been shot and killed on his farm in Boschkop in Pretoria East early last week. According to police reports, two women were also attacked. The one female victim was stabbed in the head and severely assaulted, while the other female victim was tied up but not attacked. Farming communities are going through a particularly tough time at the moment. Whilst rampant crime threaten the lives of all Gauteng residents, farmers are also prohibited from selling livestock due to the foot and mouth disease outbreak.

Coupled with low rainfall, the knock-on effect is severe and will affect the entire value chain. The provincial government urgently have to adopt a transversal approach to allow rural safety to go beyond just policing. In order to minimise crimes in rural communities a holistic approach that includes the use of technology like surveillance drones and geofencing must be implemented. The government should engaging with district municipalities regarding their safety plans with a view to funding

projects that focus on innovation, partnerships and technology, in Gauteng not much has been done in terms of rural safety. The only outstanding beacon in this regard is the Midvaal municipality. Mayor Bongani Baloyi is going beyond his mandate to ensure rural safety. The Midvaal Local Municipality has procured 25 thermal FLIR Handheld Cameras that were distributed to farmers to assist with rural safety. One control has been made available to assist with radio communications to all

Community CPF’s, Neighbourhood watches, community forums and Farmers’ Associations. 150 surveillance cameras are being monitored, 2000 community members have been trained and equipped to assist in night patrols. Midvaal also supports 250 CPFs, 80 farm watches and over 1000 members of the fire protection association. Gauteng Premier David Makhura, has to ensure that police stations in rural communities are adequately resourced to fight crime in rural communities.

Safety tips on Drowning The Lungs are the life sustaining organs found in the chest cavity. The main function is to supply the other vital organs with oxygen from the atmosphere via the circulatory system to sustain life. Any foreign matters the Airway “Nose and Lungs” being either liquids or solids, are not required except air. They will cause either chocking or drowning. Drowning is respiratory impairment because of submerging in or under the liquid predominantly water. The results of drowning can either be near or complete drown-

ing which is fatal. One doesn’t need copious amount of water to drown but only few drops inside the airway. Responsible parents are safety conscious. The same safety brilliance should be sustained to keep children safe during the hot summer days. Festive season has its own disadvantages. Schools will soon be closed, children will be roaming around enjoying their holidays. The temptation of swimming in unmonitored open water pods is very high. These pods vary in depths, in certain areas. Some areas are quite deep and muddy

which act as a trap zones for the unsuspecting victims. Water current might be too strong as well for the unsuspecting swimmers. Disaster and Emergency Management Services (DEMS) under the City of Ekurhuleni would like to alert parents to be on the lookout of their children at all times not to fall victims of drowning. Key Prevention Tips: Know where your child is and know what they are doing. Keep them away from rivers, lakes and all other open water sources.

Fence the pool around and keep the gate locked. Coversheet should be in place when the pool is not in use. While swimming in the pool, children should be under adult supervision. Ritual and religious practices in and around the rivers and lakes by adults, still spell danger of drowning. Life jackets are prominent for those entering the water. Ekurhuleni targets discriminatory by-laws The City of Ekurhuleni is embarking on a process to vet and draft new by-laws to ensure local legislation remain alive to the ideals of the Constitution of the country and its social cohesion aspirations. The process focuses on several by-laws that are offensive to the morality, current laws and the spirit of the Constitution. These include, but not limited to, by-laws on bus transportation, parks, cemeteries and use of public facilities. This by-law review process will also fasttrack the city’s pursuit to become a single city by addressing disparities found in what is known as different towns of the City.

Currently, different by-laws of former town councils constituting the City of Ekurhuleni lack uniformity in terms of land and public spaces, building control, public transport use and public behaviour, amongst others. These disparities provide a negative impact on how the Ekurhuleni Metro Police Department (EMPD) enforces these by-laws. In this regard, the City of Ekurhuleni assures residents that public participations process will be undertaken to ensure that residents have an opportunity to contribute to the new by-laws.

DIPALESENG LOCAL MUNICIPALITY: NOTICE OF INTENTION TO REVIEW THE LAND USE MANAGEMENT SCHEME Dipaleseng Local Municipality hereby gives notice, that in terms of Chapter 4 Section 20 of the Spatial Planning and Land use Management Act of 2013 (SPLUMA) read in conjunction with Section 6(b) of the Dipaleseng LM Spatial Planning and Land use Management By-Law of 2016 that it intends to review its Land Use Management to align with the provisions of the SPLUMA. In keeping with the provisions of Section 6(b) of the By-law, the general public and all interested and affected parties are hereby notiûed of the municipality’s intention to review its Land Use Management. The process the municipality will follow in reviewing the Land Use Management will be as follows: Setting up the Project Committee (PC) and the Project Intergovernmental Steering Committee (IGSC) Development of the Status Quo Report by the Project Committee in consultation with the Project Intergovernmental Steering Committee and submission to council for adoption. Development of the Draft LUM document by the PC in consultation with the IGSC and submission to council to approve the publication of a notice that the draft is available for public comment. Development of the ûnal LUMs document by the PC in consultation with the IGSC after incorporation of comments received during public participation and submission to council for adoption. The review comes shortly after the City rolled out a process to name and rename several landmark features in the City with names that significantly bring honour and pride to the residents. Both these processes seek to achieve to redress the apartheid legacy and promote social cohesion in efforts to create a National Democratic Society. The imminent by-law changes augurs well as the City of Ekurhuleni is gearing up to celebrate 20 years of its formation in 2020, following abolishment of the erstwhile nine town councils. The by-law is the local level legislation that is used in the administration and governance of the City. By-laws derive their content from enabling national and provincial legislation and are approved and passed by the Council as

provided for in the Constitution of the Republic, and the Municipal Systems Act. Key requirements in the process to approve by-laws are the following: The power to consider and approve a bylaw is vested in the Council only; Before approval, a by-law must be published for comments by the public; only once all procedural requirements set out in chapter three of the Municipal Systems Act, read with the Rationalization of Local Government Affairs Act (Gauteng) and the Standing Orders of CoE, can the Council approve and pass a by-law; Such by-law to be approved by Council within 12 months of such approval for public comment. The former nine councils are: Brakpan, Springs, Nigel, Germiston, Kempton Park, Alberton, Boksburg, Benoni & Edenvale.

Dit is in reaksie op die toename in die aantal kapingsake waar voertuigeienaars van hul voertuie beroof is, self die taxivereniging waarsku pendelaars oor roof. Volgens ‘n woordvoerder van die Duduzapolisie, vind gewapende kapings buite huise plaas. Meeste rooftogte is twee mans wat slagoffers nader, wat vuurwapens op hul rig, hulle dan uit die voertuig dwing, hulle geld vat en daarna in gekaapte motor wegjaag. Daar word 'n beroep op die gemeenskap van Duduza gedoen om te alle tye waaksaam en paraat wees. Volgens statistieke is 2019 die jaar met die

hoogsgeteikende syfers, waar die meeste kapings tot dusver in Duduza hoogty vier. Misdadigers teiken inwoners wat kom en gaan, veral in hul opritte. Hulle steel hul voertuie en besittings. SAPS doen 'n beroep op alle inwoners om altyd rond te kyk voordat hulle hul oprit bereik en seker te maak dat hulle voertuigdeure te alle tye gesluit is. Verwyder altyd alle sleutels as u die hek of motorhuis oopmaak en wees op die uitkyk vir enige verdagte persoon op die eiendom. Hou altyd u polisie-noodnommers byderhand. Moenie weerstand bied as u beroof word nie, want 'n voertuig kan vervang word, maar u lewe kan nie.

People must be careful not to buy unnessecery items before the festival

season. A bargain is not really a bargain unless it is needed. Be well prepared because there will be huge crowds at the relative shopping malls.

The champ’s Two of Tenshinkan Karate Club Nigel students competed in the EKF trials for Ekurhuleni colours on November 9, held in Benoni. Nathan Helen - 2nd place for Kata (under 21 division). Ziaan Nortje - 3rd place for Kata (under 21 division). They made the team and will be competing at the GKF (Gauteng) championships in Turfontein on November 29 & 30, 2019.
