COVID-19: Die ander perspek tief Onder al die angs en verwarring is daar ook ‘n ander perspektief…. ‘n Organisme, te klein om eers met die blote oog gesien te word, die corona virus of COVID-19 soos dit bekend staan, het die mensdom wêreldwyd tot stilstand geskok. In ‘n tyd van wondermiddels en verbysterende tegnologiese vooruitgang, het die onverwagte gebeur en angs, verwarring en paniek gesaai. Byna oornag is duisende mense gediagnoseer met hierdie toestand en nuus van die siekte, dood en die vinnige verspreiding van die virus het chaos veroorsaak. Daar is soveel vrees, en miskien met reg, oor die Corona virus: COVID-19, nogtans moet ons ook na ‘n ander perspektief van hierdie pandemie kyk: Wanneer ons inteken op die filosofie dat die lewe altyd vir ons uitwerk, is daar ‘n intelligensie wat veel groter is as die mens aan die werk naamlik ...dat alles met mekaar verbind is. En ons moet vra: Wat as...die virus hier is om ons te help? Dat dit ‘n prisma-skuif is om ons terug te laat kyk, om weer op onsself in geskakel te wees en ons te laat onthou wat regtig belangrik is. Onsself, familie en gemeenskap: Omdat daar skielik meer tyd is, verbind familie en vriende weer met mekaar. Dit bied die uitnodiging om na binne te draai, onsself weer te vind, eerder as om dag vir dag te jaag en ook om plesier buite te soek. Dit laat mens besef dat daar wel ‘n lewe buite die werk moontlik is, al moet ‘n mens hard werk om

te kan lewe. Deur tuis te werk eerder as om te pendel veroorsaak minder besoedeling en verskaf meer persoonlike tyd, wat ‘n luukse… Omgewing: Die omgewing baat deur die vermindering van reis en die lug, ons longe en die aarde almal kry ‘n blaaskans; bv dele van China sien vir die eerste keer blou lug en wolke na die sluiting van die fabrieke. Sosiaal: Ons word weer bewus van die werkende armes; die gebrek aan toegang tot gesondheidsorg vir miljoene asook die behoefte aan betaalde siekteverlof. Die geweldige gaping tussen private en publieke gesondheidssorg. Die isolasie bring die besef dat ons tog mekaar nodig het. Die oproep om hande te was - hoe het dit ‘n ‘nuwe’ ding geword wat mens moes onthou? Maar ons het wel! Geestelik: Daar is die teenwoordigheid van genade vir almal, en empatie vir mekaar. Daar is die skielike besef dat ons baie dinge as vanselfsprekend aangeneem het, ons kerk dienste, die sport en reise na die uithoeke van die aarde en omgang met ander mense. Daar is ‘n verskuiwing in ons samelewing - wat as dit een is wat vir ons gunstig is? Omdat dit ons herinner aan wat dit beteken om verbonde, menslik te wees, ‘n eenvoudiger lewe te leef, om minder impakvol, maar meer vriendelik te wees met ons omgewing. Dit is tyd vir ‘n verandering wat aangebreek het.

Haweloses Final lockdown regulations Gemeenskappe is diep bekommerd dat daar 'n gebrek aan interregeringskoördinasie tussen plaaslike regering en die Gautengse departement van maatskaplike ontwikkeling (DSD) is ten opsigte van die identifisering van tydelike skuilings vir haweloses gedurende die afsluitingsperiode. Ons is betroubaar ingelig dat die DSD munisipaliteite versoek het om plekke te identifiseer wat as tydelike skuilings vir haweloses gebruik kan word en om die lys by die departement in te dien sodat die departement die nodige hulpbronne kan voorsien. Daar word gemeen dat sommige van die munisipaliteite nog nie op die oproep van die departement gereageer het nie. Dit dui duidelik op 'n gebrek aan interregeringsverhoudinge en dat hierdie verskillende vlakke van regering in silo's werk. Dit sal 'n negatiewe impak hê op die lewens van haweloses wat die risiko loop om 'n coronavirus op te doen, omdat hulle nie huise het om in te bly tydens die toesluit nie.Daar is tydelike skuilings wat geïdentifi-seer is, maar dit is nie behoorlik georgani-seer nie en is nie gereed om haweloses te akkommodeer nie en van die tolvrye nommers funksioneer nie. Verder lyk dit asof daar 'n uitdaging is vir die huisvesting van haweloses in die provinsie omdat die meeste van die departement se gesubsidieerde skuilings tot nou toe gevul is en munisipaliteite nie tydelike skuilings identifiseer nie. Die nood is groot dat samewerking tussen die plaaslike munisipaliteite en die DSD as ‘n dringende saak beskou moet word dat tydelike skuilings geïdentifiseer word met die benodigdhede wat haweloses benodig. Daar word ‘n beroep gedoen dat die departement vir openbare werke en infrastruktuur (DPWI) meer as ooit tevore na vore moet kom om die DSD ten volle te steun. Die DPWI kan sommige van sy verlate geboue skenk en omskakel in skuilings wat NRO's kan bestuur. Die COVID-19-pandemie moet gesien word as die waarskuwingsteken, waar ons nie net na moontlike tydelike skuilings moet kyk nie, maar langtermynplanne moet oorweeg om die nood van die kwesbaarstes te verlig.

Payment holidays Government and financial service providers are looking at ways to mitigate the inevitable impact the Covid-19 lockdown will have on the nation’s pockets, but consumers shouldn’t bank on payment holidays. This is according to leading and debt counsellors. They say it is a good thing that the banks are looking at measures to assist consumers who may struggle to pay what they owe because the lockdown has affected their income. The rule of thumb, though, is that if you can continue to meet your repayments every month you should. If you can’t because the lockdown is affecting short-term cash flow, a payment holiday may be one option. If the real problem is that you’re overindebted then you should consider debt counselling.” Until recently competition law has prevented banks agreeing a common plan, so presently there are a number of different offerings for individual customers or small enterprises. This may change in the near future as new regulations are gazetted to allow banks to share information about the best way to restructure loans to offer a socalled ‘payment holiday’. Whether the banks agree a common set of principles or consumers are considering one of the
existing offers it’s essential to be aware of the terms and conditions. This is particularly true for consumers who may hold loans or accounts with a number of different banks. A payment holiday is very good news for someone who is facing a short-term cash crunch as a result of the lock-down, but it’s possible that the interest will keep running, even though payments are paused. This means that the total payment at the end of the loan term may be more than the original total. This doesn’t mean it’s an option that shouldn’t be considered if you’re facing a cash crunch as long as you’re aware you may be paying back a bit more.” It is important that consumers don’t as-sume all lenders will offer a payment holi-day and need to keep paying unless they’re specif ically informed that they qualify for leniency. If so, then they must understand the length of the payment holiday and the interest implications. Whether a leniency policy is in place or not, anyone who is struggling to make repayments should contact the lender immediately and try to agree a repayment plan. If they are not able to negotiate affordable repayment terms themselves or owe too much to too many lenders, they should contact a debt counsellor.
Tax relief proposed by the President The address by President Cyril Ramaphosa on Monday, 23 March 2020, set out certain fiscal relief measures to help small and medium enterprises (SMEs) and vulnerable firms mitigate cash flow constraints as a consequence of the COVID-19 outbreak. Certain of these measures will be implemented through the tax system and aim to use the tax system as a means of easing the liquidity constraints currently faced by businesses. Specif ic detail on these measures will be published by National Treasury in the coming days. We provide a summary of the tax proposals set out in the address by the President below. Support for businesses: Pay as you earn SMEs with a turnover of less than ZAR50 million may defer 20% of their prospective pay-as-you-earn (PAYE) liabilities over the next four months; and may defer a portion of their provisional corporate income tax payments without penalties or interest over the next six months. The deferral of provisional tax payments should apply to the f irst and second provisional tax payments as well as potentially the third top-up payment. In order to qualify for these deferrals, the enterprise must be fully tax compliant. Enterprises can check their tax compliance status via SARS eFiling. We look forward to additional clarity around whether an application will need to be submitted to SARS or whether the relief applies automatically. Support for employers and employees: Employee Tax Incentive Government has proposed an additional tax subsidy in the amount of up to ZAR500 per month for the next four months per qualifying employee in the private sector. The employment tax incentive (ETI) is paid to employers who employ qualifying employees (including the youth) and is considered a labour cost sharing mechanism between government and the private sector to incentivise employment. The existing ETI is aimed at supporting qualifying employees who earn below ZAR6 500 per month on a sliding scale based on salary
where the employer is registered for Employees Tax. The employer is entitled to reduce the total amount of its PAYE liability by setting off the ETI amount calculated in respect of that month. Where there is no PAYE to set off against the ETI amount, the employer will be entitled to a reimbursement of the total ETI amount available as at the end of each PAYE reconciliation period. A further proposal aims at reducing the reimburse-ment period to a monthly period. Compensation Fund. Any employee who falls ill pursuant to exposure to Covid-19 at work will be entitled to claim from the Compensation Fund. Broadly speaking, claimants are required to include such compensation in their gross income for tax purposes. The amount is, however, exempt from normal tax in accordance with section 10(1)(gB) of the Income Tax Act. UIF – Temporary Employee Relief Scheme Government proposes utilising the Temporary Employee Relief Scheme (TERS) to enable companies to pay employees and avoid retrenchments. TERS was launched in December 2019 and is aimed at assisting businesses who face temporary constraints that will result in retrenchments. The allowance will be in the form of a wage payment directly to employees. This should support SMEs and other vulnerable firms who are faced with a loss of income to provide support to workers. UIF and SDL Government is investigating a reduction in employer and employee contributions to the Unemployment Insurance Fund and a reduction in Skills Development Levies. The proposal entails using actuarial reserves in the Unemployment Insurance Fund to support workers of SMEs and vulnerable firms who are faced with loss of income and whose employers cannot provide support. The relief outlined by the President to aid SMEs and vulnerable firms and employees during this time is welcomed. We will provide an update as more detail becomes available.

Community Patrollers The Gauteng MEC for Community Safety, Faith Mazibuko, has deployed Community Patrollers to assist with the monitoring of compliance with National Disaster Regulations. The Gauteng Executive Council led by, Premier David Makhura, decided that all Community Police Forums (CPFs) and 3000 Community Patrollers be activated to assist citizens of Gauteng in managing queues in malls, shopping centres and all other hotspots where such challenges might be identified. This is only during the 21-days of Lockdown. This project will include the pension and social grant days that will take place in the coming week.
This decision was taken in the wake of what was observed in the f irst day of the Lockdown period, where it became apparent that many of Gauteng’s citizens are susceptible to possible infections because of non-compliance with the set standards, especially, when conducting shopping. The community patrollers are deployed as part of the Gauteng Provincial Government Essential Services team, and they will be reporting to the Community Policing Relations unit of the Department of Community Safety. They have been issued with Essential Services Permits by the Department.

Ekurhuleni’s response to the lockdown The City of Ekurhuleni has outlined a list of measures to continue providing essential services during the lockdown declared by President Cyril Ramaphosa on Monday, 23 March 2020. The measures are to ensure that all basic and essential services are provided to the residents, including services to informal settlements, such as healthcare services, waste removal, provision of electricity as well as water and sanitation: Health All clinics will remain operational and will be working in collaboration with Gauteng Provincial Health Department. The following healthcare sites have been identif ied for quarantine of COVID-19 cases, namely Nokuthela Ngwenya Community Health Centre, Old Natalspruit Hospital and Old Thokoza Fire Station. Six teams from City of Ekurhuleni and Gauteng Department of Health (GDoH) are activated to do contact tracing. Each team consists of environmental health practitioners, doctors, professional nurses, surveillance officers and health promoters. All early childhood development centres have been closed. Energy Only non-essential staff within the Energy Department are released during this period. Customer Care Centre and Finance The customer care centres and f inance offices will be operational with a skeleton staff. Environment and Waste Management Waste collection services will continue according to the approved schedule. Transfer stations and mini disposal sites will be closed as from 25 March 2020 to afford the service providers the opportunity to clear waste within the facilities to avoid rodents. Residents may not use the transfer stations. Officials responsible for environmental compliance and enforcement will be on standby to respond to environmental incidents. Officials responsible for snake catching will be on standby to respond to snake call outs. Clean city programme will be affected by the lockdown. Parks Four nurseries will have a total of four employees on duty, for plant maintenance.
Cemeteries The City of Ekurhuleni will endeavour to spread the bookings within seven days of the week. i.e There are bookings that will be approved on weekdays to avoid weekend congestions. Furthermore, grave will be allocated in scattered manner to avoid congestions of different processions. Each funeral procession is expected to run for not more than an hour. The burial bookings will only be accommodated between 10:00 and 15:30 for both weekdays and weekends. Twenty (20) active Cemeteries will have a total of 30 employees on duty for burials only, no operations and unveilings. Recreational services All Sports, Recreation, Arts and Culture (SRAC) facilities will be closed (swimming pools, halls and recreation facilities, libraries) and refunds for booked venues will be processed by finance office. All SRAC events will be cancelled. Disaster and Emergency Management Services Fire and Ambulance Services personnel, call centre agents, and all support and essential staff are working during this period. EMPD (Metro Police) as well as security services will be operational during this period. ICT Only non-essential staff are released during this period. Water and sanitation Water Sanitation will continue with quality testing of water as well as discharge quality controls within the city. Maintenance contractors for water will be working as well as depots supplying materials for the department. Licensing All licensing offices will be closed during the lockdown period. Real Estate The City has waived rental payments for tenants using council properties whose entities do not fall under essential services. The City deems it unfair to collect rent because these businesses will not yield any income for the duration of the lockdown. The City will continue to coordinate its lockdown interventions through the established Joint Operations Centre (JOC).

Anti-electricity theft measures bear fruits The City of Ekurhuleni’s meter management system, which is used to detected potential electricity theft has flagged 98 customers in Alra Park Extension 2 and Ceruitville in Nigel for not buying electricity in the last three months. The City will apply the sanctions below, in line with the standard procedure, as per City’s policy: Disconnection of supply, as a result of meter tampering; a reinstatement fee will be issued, this being R2 958 plus VAT. This fee is payable in full before the supply will be restored; back-billing will be effected, for a period of up to 36 months. This amount often approaches a value of R30 000 and more; the meter will continue to be audited, and any further attempts to tamper with the installation will be met with more disconnections and reinstatement fees, also arrest and criminal prosecution; As a last resort, the electricity supply may be removed altogether. During the meter boxes auditing process
conducted, it was established that a number of prepaid meters were tampered with, either to connect electricity illegally or to steal some electrical components inside the main municipal supply meter boxes. For this specific area only, the City loses 30 percent of the electricity supplied, estimated to cause a loss in excess of R100 000 per month. This value is based on lost COE sales, as well as the consumption that must still be paid to the City bulk supplier of electricity. These criminal activities then lead to damages on the electrical equipment and network failure due to overloading and faulty connections. The City cautions residents from tampering with the meter boxes or face the consequences. To deal with the electricity theft, the City is installing protective components on its meter boxes. This include installation of pole-mount, protective structures with remotely controlled locking mechanism.

Covid -19 bly aktief Wel soos die Woord van God sê rig die slap hande en verlamde knieë weer op. Hoeveel van ons kry werklik die geleentheid om ons tuine te herskep. Deur jou eie tuinwerk te doen waardeer jy God se skepping en sien dinge raak wat jy nooit raak gesien het nie. Dis soos terapie vir jou jy beweeeg tussen jou prag blomme spruitjies en gras en raak stil en ‘n sagte stem begin werk met jou. Daar is ruimte vir gedagtes wat lieflik, loflik en aanneemlik is. Buiten dit als kan jy dit saam met jou man, kinders en geliefdes doen. Probeer dit jy sal die goed daarin raaksien.
So ook is daar meer tyd met jou kinders in hierdie tyd. Speel saam met jou jongspan kleuters speletjies waarvan hulle hou of gesels met jou tienerkind oor die dinge waaroor hulle graag wil gesels, vergeet net ‘n oomblik van jouself en jou loopbaan of dit wat vir jou belangrik is. Dit is so eenvoudig om ‘n ander se belange bo jou eie belange te plaas. Om tyd te maak om saam strek oefeninge te doen, om om die huis te stap meer as eenkeer, selfs kaste uitpak is oefening. Daar genoeg tyd tot jou beskikking om selfs ook aan jouself aandag te gee en stil te word en net lekker lui te wees. Die groot geheim is om alles te doen waarvoor jy nooit tyd kry nie en seker te maak jy bly aktief en aan die gang, daar is so baie maniere om besig te bly en te wees met die regte kwaliteit dinge. Wie weet dalk kan jy iets besonders wat baie goed in jou huishuiding gewerk het
deel met ander. Kom ons raak kreatief en deel die dae in sodat daar tyd vir een en elkeen in jou huis gemaak word en almal saam aktief bly. Al het hierdie virus die hele wêreld tot stilstand geruk of in rep en roer, neem jy ‘n kwaliteit besluit om al die voordele hieruit raak te sien en te gebruik. Daag mekaar uit!

Die jaar 2020 deurkruis die aarde met die woord Covid-19, ‘n woord waarin die hele mensdom vasgevang word. Maar soos ons almal weet het elke saak sy voor- en nadele en so ook verseker die Covid-19. Huisgesinne word die geleentheid gegee om met mekaar te kommunikeer van aangesig tot aangesig. Daar is tyd vir mekaar. So wil die Hemelse Vader dit graag hê. Liefde ondermekaar wat nie gestuit kan word nie en almal die geleentheid tot ‘n tweede kans gee, maar wat het dit nou met bly aktief te make.
