As I reflect on 2024, I am reminded of the ever-evolving nature of our region’s economy and the many opportunities that lie ahead. Last year was one of exciting advancements for the Bay Area. From the expansion of the Houston Spaceport, the Texas A&M Space Institute groundbreaking, and plans for expansion at Port Houston. We witnessed remarkable strides in positioning our region as a hub for technological innovation, infrastructure improvements, and economic development. This community continued to demonstrate its resilience and cooperative spirit throughout 2024.
The Aerospace Industry is a major driving force for the Bay Area economy. We were honored to attend the groundbreaking event for the $200 million Texas A&M Space Institute, which will be a testbed for the unique conditions found on lunar and Martian surfaces. Equally important is the growth of a skilled workforce. Our partnerships with educational institutions across the region are stronger than ever. Together, we are working to ensure that local businesses have access to the talent they need to thrive, while also providing opportunities for individuals to advance their careers in highdemand fields.
In 2024, the Space Alliance Technology Outreach Program (SATOP) celebrated 25 years of helping small businesses and entrepreneurs overcome product development challenges. Through a network of alliance partners, SATOP has experienced a period of incredible growth. SATOP’s expansion of Alliance Partners and Economic Development Organizations has increased its capacity to take on a record number of new projects in both the traditional 40-hour program and the University Capstone Design Program for the year. In addition to Texas A&M University, SATOP partnered with Texas A&M University at Galveston, University of Houston – Clear Lake, and Sam Hou-
ston State University to take on additional projects as SATOP continues to expand to underserved regions across the state in 2025.
Finally, innovation continues to be at the heart of BAHEP’s vision for the future. Whether through our work with NASA to further advance Exploration Park, or fostering the growth of emerging technologies, BAHEP is positioning our region at the forefront of aerospace development. I encourage you to stay engaged, by attending events, joining a committee, or simply reaching out to a fellow member. The strength of BAHEP is in the connections we foster and the partnerships we build.

Workforce Development Initiatives
BayTech, a 501(c)(3), was formed by BAHEP to build a network of partners across multiple industries and academia, to create a resource pool that will be drawn on as collaborations are identified and research and workforce development funding are pursued. BayTech aims to acquire public and private research, technology development, and workforce development funding for the Bay Area Houston Region and pursue partnerships to support technology development.
CertifiedAerospace Technician Training Successfully Completed
BayTech in collaboration with San Jacinto College, completed the Certified Aerospace Technician Training Program. The grant year began on Sept. 1, 2023, and ended on Aug. 31, 2024.
The training was funded through a Wagner-Peyser Grant awarded through the Texas Governor’s Office. The purpose of the grant is to train unemployed high school graduates and others as certified composite technicians, certified structures technicians, or certified electrical technicians at the San Jacinto College EDGE Center, located at the Houston Spaceport.
While the grant has concluded, BayTech is still assisting students in finding internships and/or full-time employment opportunities. BayTech will continue to track participants and follow up for employment updates.
Local aerospace and aerospace-adjacent companies have hired seven participants so far. Some of the companies that have hired BayTech students or brought them on as interns include Firefly Aerospace, Atlantic Aviation, Intuitive Machines, KBR, and Future Metals.
Research Administrator Training
BAHEP is collaborating with the Bay Area Houston Advanced Technology Consortium (BayTech) on a new WagnerPeyser grant through the Texas Governor’s Office to train and certify eligible candidates as a Research Administrator. The grant, High Demand Hidden Careers
(HDHC), combines online coursework, professional networking, and mentored internships to prepare participants to apply for job opportunities as a Research Administrator.
BayTech has partnered with five institutions, Houston Methodist Academic Institute, University of Texas Medical Branch (UTMB), UTHealth-Houston, Rice University, and University of Houston, to offer this training and internship opportunity to 30 eligible candidates during the 2024-2025 grant year.
The HDHC Program will train research administrators in the following:
• Responsible Conduct of Research Analyst
• Conflict of Interest Analyst
• Institutional Review Board Analyst
• Institutional Animal Care and Use Analyst
• Coverage Analyst
• Budget Analyst
• Research Charge Review Analyst.
• Regulatory Affairs Specialist
These roles are critical to the research community as they represent the back offices that do the heavy lifting of ensuring research is performed efficiently, ethically, safely, legally, and with financial sustainability. All of these job roles are termed "hidden careers" because they do not have dedicated schools or degree programs that support them.
BayTech and its partners will advertise the program at job fairs and will collaborate with Texas Southern University and University of Houston Clear Lake to promote these “hidden career” opportunities to their graduating seniors.
BAHEP Co-Hosts Space City Job Fair
BAHEP, along with BayTech, Space Center Houston, and the University of Houston-Clear Lake, hosted the Space City Job Fair for unemployed workers and others in the atrium of the BAHEP facility on July 23, 2024. Twenty-two aerospace companies and other organiza-
tions exhibited at the job fair. The event was a huge success with more than 500 job seekers attending the job fair.
Advanced Air Mobility Workforce Development Symposium
BAHEP hosted an Advanced Air Mobility Workforce Development Symposium on Sept. 27, 2024, attended by the Gulf Coast Workforce Board and Wisk Aero.
The symposium included an introduction from Juliet Stipeche, executive director of the Gulf Coast Workforce Board, and two panel discussions.
The first panel discussion was on Urban Air Mobility’s Role in the Future of Houston with Jim Szczesniak/Houston Airport System Director, Fred Flickinger/Houston City Council District E, Emilien Marchand/Wisk Aero, and Scott Shtofler with AUVSI.
The second panel discussion was on Education and Workforce Opportunity in Greater Houston which included Dr. Brenda Hellyer/Chancellor San Jacinto College, Dr. Margaret Ford Fisher/ Chancellor Houston Community College, Dr. Kaushik Rajashekara, Distinguished Professor of Engineering at University of Houston, and Kerry Ballast with the Texas Workforce Commission.

Brian Freedman Appointed to Harris - Galveston Subsidence District
BAHEP President Brian Freedman was appointed to the Harris - Galveston Subsidence District Board of Directors on July 10, 2024. Freedman also serves on the Board’s Committee for Governmental Affairs.
The Harris-Galveston Subsidence District (HGSD) is a special-purpose district created by the Texas Legislature in 1975 and is authorized as a groundwater regulatory agency to cease ongoing and prevent future subsidence in Harris county and Galveston county. In addition, HGSD provides water conservation, education, and outreach programs to underscore the importance of water conservation in the community.
BAHEP Hosts City of Houston Council Member Julian Ramirez
On December 5th, City of Houston AtLarge Position 1 Council Member Julian Ramirez, and his Chief of Staff, Leah Wolfthal, visited with BAHEP President, Brian Freedman, and Vice President of Economic Development and Policy, Mark Mitchell. During this meeting, the group toured the Clear Lake Area while Freedman provided an update on the developments taking place in the region.
Community Engagement
2024 High School Aerospace Scholars Program on July 29, 2024, at the NASA Gilruth Center. This event celebrated the 25th year of State of Texas funding for the High School Aerospace Scholars. This program and SATOP are funded by the state through the Texas A&M Engineering Experiment Station (TEES).
BAHEP Advises San Jacinto College Aerospace & Aviation Advisory Committee on Program of Work
BAHEP Vice President for Economic Development and Policy Mark Mitchell and Aerospace Marketing Manager Kim Morris participated in San Jacinto College’s (SJC) Aerospace and Aviation Advisory Committee meeting on August 6, 2024. Topics discussed included EDGE Center student enrollment during 2024, the potential for SJC curriculum for air traffic controllers, and advanced aviation regarding air taxis.

The Texas Air National Guard’s 147th Attack Wing stationed at the Ellington Joint Reserve Base (JRB), hosted key U.S. Space Force leaders on Aug. 12, 2024, including General Stephen Whiting, Commander of U.S. Space Command. This was a familiarization visit while General Whiting was in town for a DoD meeting. BAHEP President Brian Freedman presented on the Bay Area Houston’s space ecosystem and highlighted NASA JSC, Houston Spaceport, the Ellington Field JRB, and Space Center Houston.
BAHEP Updates Santa Fe Mayor on Projects
BAHEP President Brian Freedman had a productive meeting with Santa Fe Mayor Brandon Noto on Aug. 27, 2024, discussing BAHEP’s projects and the economic development growth in the City of Santa Fe and Galveston County.
Legislative Agenda for 89th Texas Legislature in 2025
The Political Protocol Committee, chaired by Teri Crawford (formerly with San Jacinto College), is coordinating the development of BAHEP’s legislative agenda for the 89th Texas Legislature in 2025.
Several BAHEP committees have developed legislative priorities and the next steps include consolidating these priorities for a delegation to present to the legislators during scheduled office meetings on March 4, 2025. The Clear Lake Area Chamber of Commerce will travel with BAHEP to the State Capitol for the meetings.
FEMA Rate Risk 2.0 Flood Insurance Changes have Huge Impact on Homeowners
BAHEP continues to partner with the Coalition for Sustainable Flood Insurance (CSFI), which advocates for affordable and inclusive flood insurance through the National Flood Insurance Program (NFIP).
BAHEP and other partners discussed updates regarding the NFIP during recent stakeholders' meetings. These included its 31st short-term reauthorization, ongoing NFIP litigation, and newly introduced legislation to improve transparency and affordability. Hurricanes Helene and Milton have highlighted the urgent need for NFIP reform and reauthorization, in light of extensive uninsured flood losses.

San Jacinto College State of the College Address
The BAHEP team, joined by BAHEP members Erin Burrous McDonald, Kari Norlander, Amanda Acevado, and Dr. Glenn Freedman, attended San Jacinto College District - State of the College Address by Chancellor Dr. Brenda Hellyer on October 30th. Dr. Hellyer highlighted San Jac’s impressive accomplishments and outlined new degree programs and tuition-free scholarships available to students. She shared a promising outlook for the college’s future, reaffirming SJCD's
dedication to their students, education, innovation, and workforce development in the community. It's inspiring to see San Jac’s ongoing impact in transforming lives and advancing growth in the region.
Letter of Support for City of Kemah Livable Centers Planning Studies
BAHEP President Brian Freedman wrote a letter of support to the Kemah Community Development Corporation (KCDC) for its application to the HoustonGalveston Area Council (H-GAC) for its Livable Centers Planning Study.
KCDC's application for this study focused on Downtown Kemah. Specifically, this focus includes building a more resilient community on the Bay, enhancing connectivity between its primary activity areas based on multi-modal transportation choices, and generally improving its overall quality of life. Ultimately, this study will provide guidance and potential funding sources to the city and the KCDC on the development of a much-needed safe, walkable network for the many thousands of visitors and residents in a more mixed-use Downtown.

Houston Airport System Director Updates BAHEP Members
BAHEP was honored to welcome Jim Szczesniak, Aviation Director for the Houston Airport System, as the featured speaker at the July General Membership Meeting. The event, held on July 17, 2024 at Lakewood Yacht Club, brought together BAHEP members, partners, and industry leaders for an informative session on the latest developments and future plans for Houston’s airports.
Szczesniak’s presentation provided a comprehensive overview of the Houston Airport System's ongoing projects, technological advancements, economic impact, and strategic vision. Szczesniak highlighted several major infrastructure projects currently underway at George Bush Intercontinental Airport (IAH), William P. Hobby Airport (HOU), and Ellington Airport (EFD). These include terminal expansions, runway improvements, and the implementation of sustainable practices to enhance operational efficiency and
passenger experience. The IAH Terminal B transformation and the HOU West Concourse expansion are set to increase capacity and significantly improve service quality.
A key theme of the presentation was the integration of advanced technologies across Houston’s airports. Szczesniak discussed adopting automation systems, biometric security checks, and digital passenger services designed to streamline processes and improve efficiency. The Houston Airport System's initiative to become a “smart airport” by leveraging data analytics and Internet of Things (IoT) technologies was also highlighted.

City of Houston Mayor John Whitmire, Addresses BAHEP Members
BAHEP hosted its General Membership meeting on August 1, 2024 at the Lone Star Flight Museum, featuring an engaging keynote address by City of Houston Mayor John Whitmire. The event attracted a full house of community stakeholders, educators, business executives, and elected leaders to hear the mayor’s insights on the future of Houston and the Bay Area.
Mayor Whitmire addressed the audience with his agenda for Houston’s continued growth and prosperity. He spoke about the critical role that this region plays in the broader Houston economy, highlighting its strategic importance as a hub for the aerospace, healthcare, and manufacturing industries. He emphasized the importance of collaboration between public and private sectors highlighting the critical role that organizations like BAHEP play in driving economic prosperity.

The mayor also acknowledged BAHEP’s efforts in advocating for infrastructure improvements, such as the ongoing expansion of the Houston Spaceport and NASA’s Exploration Park, which are both bringing new opportunities to the area.
The mayor’s address resonated with the audience, who are invested in the economic health of the Bay Area Houston region. He outlined initiatives to enhance Houston’s competitiveness on a global scale with new infrastructure development and acknowledged vital institutions such as the city’s medical center, port, academic institutions, the Houston Airport System, non-profit and faith-based organizations – all vital to the resilience of this city.
Port Houston CEO Charlie Jenkins Speaks to BAHEP Members
On September 25th the Bay Area Houston Economic Partnership (BAHEP) was honored to host Charlie Jenkins, the new CEO of Port Houston, as the featured speaker for the September General Membership meeting at Lakewood Yacht Club. Jenkins delivered a presentation on the current state and future direction of one of the largest ports in the United States, sharing insights into how Port Houston’s strategic initiatives are driving economic growth in the region and beyond.
Jenkins highlighted the pivotal role that Port Houston plays in both the local economy and global trade. Jenkins discussed how the port’s ongoing expansion projects, including infrastructure upgrades and new terminal developments, are crucial for accommodating the ever-increasing demand for imports and exports.
“As the economy continues to grow, so does the need for efficient, reliable infrastructure to support that growth. Port Houston is investing in the future to ensure we remain competitive on a global scale,” said Jenkins during his presentation.
Jenkins also provided an update on several key infrastructure projects, including the Houston Ship Channel Expansion - also known as Project 11. This ambitious project will deepen and widen the channel, allowing larger
vessels to access the port and enhance its capacity to handle increased cargo volumes.
“We’re focused on long-term solutions that will support economic resilience and growth for decades to come,” Jenkins noted, referencing the collaboration between Port Houston, industry stakeholders, and local government.
Jenkins’ presentation showcased the significant economic impact that Port Houston has on the Bay Area Houston region. The port supports thousands of jobs, both directly and indirectly, while generating billions of dollars in economic activity. Jenkins emphasized the importance of continued collaboration with organizations like BAHEP to ensure that the port remains a driver of prosperity for the region. “The strength of our partnerships with organizations like BAHEP is crucial to our success,” Jenkins said. “Together, we can continue to build a robust economy that benefits not only Bay Area Houston but the entire state of Texas.”

On October 9, 2024, BAHEP hosted Texas Land Commissioner Dawn Buckingham, MD, as the speaker at the General Membership meeting. Commissioner Buckingham delivered an engaging presentation at Lakewood Yacht Club, providing insights into the work of the Texas General Land Office (GLO) and its impact on economic development, coastal protection, and the long-term resilience of the Bay Area Houston region.
Commissioner Buckingham underscored the work of the Texas General Land Office in managing state lands and natural resources. As one of Texas's oldest state agencies, the GLO oversees millions of acres of public land, utilizing revenue generated from land management to support public education and other critical services. Buckingham said that the responsible stewardship of these lands is essential for fueling economic growth and ensuring a prosperous future for the state.
“Managing our public lands is about more than just generating revenue - it’s about making strategic decisions that benefit the Texas economy and its people,” Buckingham noted during her remarks.
The Commissioner’s presentation focused on the importance of coastal protection and ongoing efforts to fortify the Texas coastline against natural disaster, particularly hurricanes and subsequent storm surges. She repeatedly stressed that the Coastal Barrier System is critical to protecting the Bay Area Houston region’s industrial assets, including the petrochemical sector, the Port of Houston, and

“Protecting the Texas coast is vital not only for our environment but also for our economic well-being,” Buckingham said. “A strong and resilient coast means a secure future for the industries and communities that call this region home.”
In addition to land management and coastal resilience, Commissioner Buckingham touched on the GLO’s efforts to support veterans through housing and healthcare initiatives. The GLO’s Texas Veterans Land Board offers programs that provide veterans with access to affordable housing, long-term care, and loans for land and home purchases. Buckingham noted the importance of these programs as crucial components of the GLO’s mission to give back to those who have served.
Buckingham also spoke about the Permanent School Fund, which generates revenue from state lands to fund public education in Texas. She emphasized that the GLO’s work ensures that future generations have access to high-quality education and opportunities for success.

BAHEP hosted its November General Membership Meeting (GMM) on November 15, 2024, at the Hilton Houston NASA Clear Lake to coincide with the groundbreaking ceremony for Texas A&M's Space Institute. The November GMM featured two speakers: NASA Johnson Space Center Director Vanessa Wyche and Texas A&M Space Institute Associate Director Dr. RobertAmbrose.
Dr. Greg Bonnen, chair of the Texas House Appropriations Committee, introduced Director Wyche who spoke about the importance of the Texas A&M Space Institute to NASA Johnson Space Center and the community. Director Wyche focused on the efforts of community partners making this unique collaboration a reality. “Anytime you endeavor to do something big and bold as what we are endeavoring to do it takes partnerships, it takes leadership, it takes community.” Director Wyche finished her remarks with an update on NASA missions over the next decade and the critical role the Texas A&M Space Institute will have in those missions.

As the last GMM of 2024, Brian paused to thank the BAHEP Board Chair and the BAHEP Board of Directors for their leadership. The meeting closed with announcing the 2024 Quasar Award Winner, John Sharp, Chancellor of Texas A&M University.

BAHEP Marketing Manager Barbara Cutsinger met with John McGraw, President of the River Caddis Group, and Jessica DeBone, Vice President of Development, for River Caddis Group, located in Lansing, Michigan, on August 8, 2024, to discuss Bay Area Houston activities. River Caddis is the master developer for a proposed mixed-use development in League City.

is working with the City of League City, the League City Economic Development Corporation, and the developer on a proposed development anchored by a hotel and convention center near the site of the Chester Davis Sportsplex. Studies are underway to determine feasibility of the project.
Houston Region Economic Development Alliance Hears about SATOP
The BAHEP Marketing Manager Barbara Cutsinger, along with SATOP staff members, attended the Houston Region Economic Development Alliance (HREDA) meeting on August 13, 2024. SATOP Program Manager Andy Thueme and Project Specialist Troy Morris gave a presentation to a large gathering of economic development professionals to inform them of SATOP’s mission and accomplishments. Several of the economic development organizations represented at the meeting expressed interest in partnering with SATOP.
Prospect Review Meeting
BAHEP President Brian Freedman, Vice President for Economic Development and Policy Mark Mitchell, Real Estate Marketing Manager, Barbara Cutsinger and Aerospace Marketing Manager, Kim Morris held a Prospect Review meeting on September 25, 2024, and December 3, 2024 to discuss new leads, potential opportunities, and prospects that BAHEP is working to locate in the Bay Area Houston region. More than 30 people attended each meeting, including representatives from eight BAHEP member cities.
Following the review of the new projects, the attendees heard economic development updates from BAHEP’s member cities and counties in attendance.

Galveston Economic Development Summit
On October 16th, BAHEP staff members, Mark Mitchell, Barbra Cutsinger and Kim Morris, attended the 2024 Galveston Economic Development Summit at the Texas A&M at Galveston Campus. This annual event is hosted by the Galveston Economic Development Partnership. This year’s summit theme was “Propelling Galveston Forward.” The keynote address was given by Luis Torres – Senior Economist Dallas Federal Reserve – San Antonio. This event brought together leaders from business, government, education and community sectors to explore and implement innovative strategies for sustainable economic growth in Galveston and the region.
City of La Marque’s Vision 2050 Strategic Plan Meeting
Barbara Cutsinger, BAHEP Real Estate Marketing Manager, participated in the City of La Marque’s Visioning Meeting on November 14th. This event was a roundtable discussion and collaborative visioning session for the City’s Vision 2050 Strategic Plan. The meeting was designed to help shape La Marque’s future. The roundtable discussion was facilitated by Collaborate Architecture, with a focus on bold and forward-thinking ideas. Topics discussed were sustainable development, community spaces, economic growth, and urban design that would help the City of La Marque flourish over the coming decades.
BAHEP Submits Proposal to Expand Work in Support of Maritime IndustrialBase
BAHEP continued engagement on Defense Industrial Base projects through Deloitte, focusing on the maritime sector. The Department of Defense (DoD) and the Department of the Navy recently announced a change to their various industrial base efforts. Previous standalone efforts for surface ships and submarines have been combined into the Maritime Industrial Base (MIB), with Deloitte as the DoD's enterprise integrator. BAHEP has submitted a proposal to Deloitte to continue and expand its previous submarine industrial base work to the entire MIB workforce development and supplier expansion effort.

The Bay Area Houston Economic Partnership cohosted the 2024 Southeast Texas Transportation Summit on October 10th at the Pasadena Convention Center, with the Bay Area Houston Transportation Partnership - BayTran and Economic Alliance Houston Port Region. Preserving Future of Space Exploration
Citizens for Space Exploration Plans for Trip to Capitol Hill in 2025
The Citizens for Space Exploration (CSE), a subcommittee of BAHEP’s Aerospace Advisory Committee (AAC), initiated development of the messaging for the 2025 U.S. Congress outlining the importance of NASA to the nation’s economy and national security. CSE congressional meetings help advance support for human space exploration and demonstrate a large, grassroots constituency for space exploration.
BAHEP Aerospace Marketing Manager Kim Morris began planning activities for the congressional freshman trip to Washington, D.C., scheduled for March 2025. Planning has also started for the annual CSE trip to Washington, D.C., in May 2025. Space Day Texas activities at the State Capitol in Austin, Texas, are scheduled for March 25, 2025.

Team NASA, a subcommittee of the BAHEP Aerospace Advisory Committee, is led by Joyce Abbey, director, SAIC External Communications. This dynamic team is comprised of NASA, contractor, and community representatives that built a seamless partnership with the Johnson Space Center (JSC) to enhance the Center’s events and overall goals.
Abbey, along with her volunteers from BAHEP’s member companies, have done an incredible job of organizing and conducting STEM-related programs for students and teachers that are both interest-

On July 12, 2024 BAHEP had the honor of hosting the President of the Czech Republic, Petr Pavel, for an impactful visit focused on strengthening international ties and collaboration. President Pavel’s visit, marked by strategic meetings and discussions, was highlighted by an engaging dialogue with the Atlantic Council’s President and CEO, Frederick Kempe, underscoring the significance of global partnerships amid the ongoing Ukraine war and related security matters.

Texas Space Commission
BAHEP President Brian Freedman, an appointed member of the Texas Aerospace Research and Space Economy Consortium (TARSEC), has ongoing engagement with the Texas Space Commission to help Texas continue as the epicenter for the space industry across the globe.
Governor Greg Abbott launched the Texas Space Commission and TARSEC to cement Texas as the preeminent location for exploration, research, and development of space in the new age of space flight.

Hears Update on Texas A&M Space Institute
On September 4, 2024 BAHEP's Aerospace Advisory Committee hosted James Ray, an architect and Partner with BAHEP member Energy Architecture. The meeting focused on unveiling the design concept for the Texas A&M Space Institute, a project that promises to strengthen Texas' leadership in aerospace research and education.
During the meeting, James Ray shared detailed design plans for the upcoming Texas A&M Space Institute, which broke ground in November 2024. He accentuated the facility’s role as a hub for innovation and collaboration in the space industry. Located adjacent to Johnson Space Center in Exploration Park, this $200 million state-of-the-art institute will provide critical space for research featuring separate simulated

During his presentation, Ray stressed the importance of building partnerships with key industry players, government agencies, and academic institutions, noting that the Texas A&M Space Institute will be an epicenter for collaboration. By bringing together diverse stakeholders, the institute will foster groundbreaking advancements in aerospace technology, particularly in areas such as human spaceflight, satellite technology, and space exploration.
During the meeting, BAHEP President Brian Freedman noted, "This project is a game-changer for our region. The Texas A&M Space Institute will be a magnet for aerospace innovation, bringing together academic, industry, and government leaders to shape the future of space exploration and technology."
BAHEP Hosts Australian Space Mission Delegation
BAHEP Aerospace Marketing Manager Kim Morris coordinated with the Australian Consulate General in Houston to host an Australian Space Mission delegation on September 27th at BAHEP’s facility. This delegation consisted of twelve Australian aerospace companies and the Australian Consulate General of Houston. Texas A&M University Space Institute Groundbreaking Ceremony
The Texas A&M University Space Institute groundbreaking took place on November 15, 2024 at the NASA Johnson Space Center (JSC), marking an exciting new chapter for the region, as the Space Institute will serve as a hub for cutting edge research innovation, and workforce development in the aerospace industry. It’s an incredible milestone that will further solidify Bay Area Houston as a leader in space exploration, technology, testing, and training. BAHEP hosted a breakfast at the Hilton Houston NASA Clear Lake prior to the Texas A&M Space Institute Groundbreaking ceremony.
BAHEP Hosts Ministerial Commissioner for Space Research
BAHEP hosted Dr. Orsolya Ferencz, MP, who serves as the Ministerial Commissioner for Space Research at Hungary’s Ministry of Foreign Affairs and Trade and leads the Hungarian-to-Orbit (HUNOR) program. Dr. Ferencz engaged in a fireside chat with Mr. Wogbe Ofori, who serves as the Founder and Chief Strategist of WRX Companies. They discussed Hungary’s exciting journey into space, the future of Hungarian space exploration, the HUNOR program, opportunities for collaboration with US aerospace companies, and next year’s launch of the AX-4 mission which will include a Hungarian astronaut.

Space Alliance Technology Outreach Program
What is SATOP?
The Space Alliance Technology Outreach Program (SATOP) is a State of Texasfunded program that helps small businesses, especially minority- and women-owned businesses, face technical challenges by providing up to 40 hours of FREE technical assistance. This is accomplished by utilizing the vast engineering expertise of NASA and participating Alliance Partners (NASA contractors, subcontractors, or colleges). SATOP is designed to speed the transfer of the U.S. Space Program’s knowledge and technology to the private sector, to provide economic benefits to the community, and to raise public awareness of the Space Program.
Small Business Assistance
Year to date, SATOP has received over 100 Inquiries, of which more than 70 have turned into viable projects. Of the 62 projects, 30+ have received or are currently receiving technical assistance through Texas A&M University’s Capstone Design Program. The remaining projects have either received assistance or are currently receiving assistance through the traditional 40-hour Program. The viable projects range from industries such as medical and automotive to agriculture and aviation. Each small business has faced or is facing technical challenges such as material recommendations, structural analyses, and product development.
SATOPPartnerships
To meet the anticipated increase in small businesses, SATOP has worked to expand its Alliance Partner network statewide, focusing on adding aerospace companies that have the engineering skills to provide technical solutions to small businesses, startups, and entrepreneurs. To date, SATOP has twenty-six Alliance Partners and is working to sign on additional organizations and/or educational institutions.
SATOP has steadily expanded its economic development organization (EDO) net-
work to reach even more small businesses across all regions of the state. With this expansion, SATOP has partnered with seventeen EDOs that assist in marketing and referring their small business community to SATOP for free technical assistance. The EDOs are located in areas such as Austin, Dallas-Fort Worth Area, El Paso, Greater Houston Region, Rio Grande Valley, and San Antonio.
SATOP partners with various EDOs to attend and promote the program at events such as expos, tradeshows, webinars, and podcasts. This year, the SATOP team has attended multiple promotional events across the State of Texas. A selection of events is reported below.
SATOP Hosts an Economic Development Organization Training Workshop
SATOP hosted an Economic Development Organization (EDO) Training Workshop on August 9, 2024, at the Bay Area Houston Economic Partnership. The workshop educated new and long standing EDO’s on how to assist SATOP and its established goals over the next year. Many of the attendees had important questions, and several contributed ideas to generate growth in line with the vision for the program.
At the event, a previous requestor spoke of their successful project that went through the Capstone Design Program at
Texas A&M University (TAMU). Magda Lagoudas, the Executive Director of Industry/Nonprofit Partnerships at TAMU, was introduced and recognized for her important role in the Capstone Design Program. Monte Goforth, Director of Strategic Pursuits and Partnerships at NASA Johnson Space Center (JSC) gave an insightful presentation on the current state of NASA JSC.
SATOP Presents at Greater Houston Indo-American Chamber of Commerce Luncheon
SATOP Project Specialist Troy Morris and Project Specialist Intern Drucilla Rovito attended and presented at the Greater Houston Indo-American Chamber of Commerce Luncheon on August 14, 2024. The presentation raised awareness of the program in new areas of the Greater Houston community. The luncheon hosted 30-40 attendees who were encouraged to spread the word about SATOP.
SATOP Presents at Expanding Frontier’s NASA Tech Trek Hackathon
SATOP Project Specialist, Troy Morris, gave a virtual presentation to attendees of Expanding Frontier’s NASA Tech Trek Hackathon in Brownsville, TX, on July 12, 2024.
Troy and four other in-person representatives from various organizations also served as a virtual advisor for the event on August 16 and 17, 2024. Both days allowed entrepreneurs to present the products that they had spent the last few months creating by utilizing NASA’s knowledge. The event was a large success, with many unique products shown throughout the entrepreneur's presentations.

SATOP Guest Stars on KULF Radio Program, “All About Business with Angela Freeman”
SATOP Director Bob Payne participated in a Houston-based Radio program titled “All About Business with Angela Freeman”, on August 17, 2024. Payne promoted the SATOP program and spoke about successful projects that SATOP has assisted with over the last 25 years of the program’s duration. The radio program shares and promotes insights on resources that can contribute to business growth.

SATOP Project Specialist Troy Morris and Project Specialist Intern Drucilla Rovito held a booth at the International Women’s Conference hosted by the Greater Houston Women’s Chamber of Commerce on August 23, 2024.
The event was well attended with approximately 400 people at the Westin Galleria in downtown Houston. Booth visitors had robust conversations with the SATOP staff and great connections were made for potential future partnerships.

NASA Johnson Space Center (JSC) on September 18, 2024. A former requestor provided a presentation on their current business venture / project that received free assistance from SATOP through TAMU’s Capstone Program. Along with the presentation, SATOP Director, Bob Payne, honored Magda Lagoudas (TAMU) for Partnership, Dr. Youssef Hamidi (University of Houston Clear Lake) for Innovation, and Dr. Yu-Ping Tang (New Mexico State University) for Sustained Performance with awards for the work and dedication they have contributed to SATOP over the years. To conclude the luncheon, Texas State Rep., Dr. Greg Bonnen, gave a speech about the program and the exponential growth it has had in the last five years.

SATOP Project Specialist Troy Morris staffed a booth at the Governor’s Small Business Summit in El Paso, Tx on September 19, 2024. The event aims to help Texas small business owners and aspiring entrepreneurs reach new heights by connecting them with the resources and information needed to start, strengthen and grow a business. The event was very successful with approximately 300 - 400 people in attendance. Morris spoke to over 50 people throughout the day about the SATOP program.
